Casa Frey è... atipica, nella storia di Westeros. Una delle casate più giovani, deve la sua ricchezza alla costruzione di un ponte sulla Forca Verde del Tridente, in un punto dove le sue acque sono profonde e agitate. Con i soldi presi dai pedaggi per attraversare il ponte la casata si è espansa, e sono state costruite due torri gemelle sulle sponde opposte del fiume, fortezze possenti, con all'apparenza nessuna debolezza. Per quanto mal visti dall'antica nobiltà di Westeros, da loro considerati meri collettori di pedaggi, per l'inizio di AGOT si sono espansi così tanto che comandano un territorio maggiore di quello dei loro Lord Protettori, e sono anche più ricchi... ma non solo. La forza del suo anziano lord, Walder, sta anche nei suoi discendenti: ne ha circa 100, un numero esorbitante, che le altre casate possono solo sognarsi. Nessuno può negare quindi che esercitano una certa influenza, ma la loro fama rende difficoltoso il rapporto con altre casate di Westeros, ed è una cosa che Lord Walder vuole rettificare. Certo, è un uomo cauto (cosa che contribuisce alla sua non ottimale fama, tra le altre cose), ma è incredibilmente ambizioso e molto permaloso, al punto che non importa quanto antiche sono, queste casate faranno bene a non fargli un torto... ma quando questo avviene, e la vendetta è così terribile, ecco che i Frey si sono condannati per sempre, visti in tutta Westeros come il più alto esempio di disonore, tanto che anche per i migliori di loro chiamarsi "Frey" è come avere una nuvola nera perennemente sopra le loro teste, pronta a far piovere. Walder's new book looks at the ways that China was transformed in the 1950s in order to understand why and how Mao's decisions and initiatives - among those of other leaders - had the effects that they did. Written for a broad reading audience, China Under Mao: A Revolution Derailed (Harvard University Press, 2015)focuses on a core theme: the results of Mao's initiatives were often "unintended, unanticipated, and unwanted," by Mao himself, the party leadership, and the broader population. To help readers understand why this is important and how it happened, the first part of Walder's book offers a detailed and compelling account of the Communist Party's road to power and the legacy of this struggle for what happened after, including a military mobilization that formed the bureaucratic foundation for the new Chinese state, an organization oriented toward discipline and unity, and a flawed economic system imported from the Soviet Union. (Walder pays special attention to the differences in party tactics for mobilizing the cities and countryside.) The later chapters explore the transformations in the party in the 1950s and after, including a significant change in the meaning and motives for party membership that spurred Mao to enact measures with consequences ranging from counterproductive to devastating. China Under Mao analyzes these consequences, including the political and organizational causes of the massive failure of the Great Leap Forward and its aftermath. C'est un plan antidémocratique car il s'attaque à des soutiens votés par le peuple. C'est un plan dangereux pour notre pays. Enlever l'aide de la Confédération aux crèches, pour charger les cantons qui vont devoir augmenter les impôts pour pouvoir faire face, cela n'a pas de sens. Il faut qu'il y ait une discussion avec la Confédération pour qu'il y ait un transfert des charges équilibrés. La Confédération n'a aucune raison de se désengager et notamment pour soutenir les régions qui ont moins de moyens que d'autres".Des finances saines, nous étions bien contents de les avoir pendant la pandémie.."Les finances sont saines! On parle d'un éventuel déficit de 3 milliards, en 2030. C'est à dire 3% du budget de la Confédération. Rien n'indique que ces prévisions seront confirmées et donc rien ne justifie ces mesures drastiques. Ce plan est directement lié au budget de la Défense, surévalué, car le département de la Défense n'arrive pas à faire des choix par rapport aux risques. On prévoit une invasion terrestre en Suisse, alors qu'elle n'est pas crédible!"

Most governments around the world – whether democracies or autocracies – face at least some pressure to respond to citizen concerns on some social problems. But the issues that capture public attention — the ones on which states have incentives to be responsive – aren't always the issues on which bureaucracies, agents of the state, have the ability to solve problems. What do these public agencies do when citizens' demands don't line up with either the supply of state capacity or the incentives of the central state?Our guest, Dr. Iza Ding, an Associate Professor of Political Science at Northwestern University, examines one way in which bureaucrats try to square this circle. In her recent book The Performative State: Public Scrutiny and Environmental Governance in China, Iza argues that state actors who need to respond but lack substantive capacity can instead choose to perform governance for public audiences. Iza explores the puzzling case of China's Environmental Protection Bureau or the EPB, a bureaucratic agency set up to regulate polluting companies. This issue of polluted air became a national crisis during the 2008 Beijing Summer Olympics when athletes were struggling to breathe let alone compete. Since then, Chinese citizens have been directing their pollution-related complaints to the EPB, which Iza found, has been given little power by the state to impose fines or shut down polluting factories. But that doesn't mean the civil servants working in this agency do nothing. Instead, Iza documents how and why they routinely deploy symbols, language, and theatrical gestures of good governance to give the appearance of dynamic action – all while leaving many environmental problems utterly unaddressed. We talk with Iza about how she uncovered these performative dynamics through months of ethnographic research in which she was embedded within a Chinese environmental protection agency. She also tells us about how she tested her claims using original media and public opinion data.
