This is a tale of two governing bodies. In this episode, we go to grad school on the stark differences between Illinois' municipal and state pensions. Lissa Druss and Thom Serafin are in our chat room with Naperville's city manager, Doug Krieger and Mark Fowler, executive director of the Northwest Municipal Conference. Both leaders have been instrumental in stabilizing city pensions across the state, but reforms in Springfield may threaten that stability. We'll get into a conversation about why Illinois's pension system is far more attractive than those of neighboring states. Plus, you'll hear what's driving moves to fix what isn't broken.
EASTER WEEKThe Easter season is not just a time of spiritual trial – not just a reflection on the Easter story of sacrifice and redemption. Many Christians, and other people of faith, persevere in the face of real danger in regions convulsed by conflict. One of those places is Goma in the Democratic Republic of Congo. A mixture of calm and fear now prevails in the city since rebels from the so-called M23 group took over in January. MARTIN GORDON is the Anglican Bishop of Goma, where he leads a church of about 12,000 people. In Myanmar/Burma, the UN High Commission for Refugees estimates 17 million people are dealing with the effects of a massive earthquake at the end of March. Even before the catastrophe, aid agencies said 20 million Burmese were relying on aid to survive in a country torn by civil war since a military coup in 2021. Caritas is a Catholic relief agency with operations across the country. SALLY THOMAS is the humanitarian manager. This year, Easter is enfolded in a federal election, so it's the perfect time to ask how Christians should take part in politics. How should they submit to the power of the state, even when it challenges their core beliefs? Dr MARK FOWLER is a lawyer and academic. His new book tries to answer some of these tough questions. It's called Beauty and the Law.

A WA farm lobby group believes the Australian grains industry needs its own sustainability certification scheme, or risks losing access to important on-farm chemicals, such as glyphosate. WAFarmers say existing requirements under the current go-to scheme, the I.S.C.C., or International Sustainability and Carbon Certification Scheme are perfectly fine. It's future changes to those regulations that really worries the grain grower members. Mark Fowler is vice president of the WAFarmers grain section. He has several concerns with the current scheme, starting with the fact it's based on and driven by the European Union.

Each week the NZ Herald and Newstalk ZB's Cooking the Books podcast tackles a different money problem. Today, it's why all investments need a certain amount of safety, and how to organise that. Hosted by Frances Cook.No matter where you're at in your investing journey, you need a mix of high and low risk investments. In a previous episode, I talked about the rule of 100 – the idea that if you take your age, subtract that from 100, what's left is the ideal percentage of high risk investments you should have your money in. That's because investing is always about time, and the more time you have, the more risk can help you make money while you sleep. But that also means that we all need a certain amount of low risk. Even if you're younger, and you're mostly going for wealth boosting options like shares, a little bit of low risk investment rounds out your options to be better in the long term. And if you're older, you might need quite a few low risk investments.Lower risk means you don't make as much money over the long term – but they are dependable, and should keep a little trickle of money coming in even when the economy goes through a rough patch. One good option is bonds. For the latest Cooking the Books I talked to Mark Fowler from Hobson Wealth. We discussed what bonds are, how to use them as part of your overall investment strategy, and the rare times when bonds can be high risk. If you have a question about this podcast, or question you'd like answered in the next one, come and talk to me about it. Each week the NZ Herald and Newstalk ZB's Cooking The Books podcast tackles a different money problem. Today, it's how to brace for a market downturn. Hosted by Frances Cook. Those who like to dabble in shares have had a dream run in recent years. Prices have gone up, dividends have been generous, and investors have happily raked in the returns. But there's a chill wind starting to blow. There have been rumblings for the last couple of years that the good days are set to end, and market watchdogs are only getting more dire in their predictions. The market regulator in France has warned that it's worried about a Wall Street crash, possibly as soon as this year. Meanwhile market heavyweight Vanguard has told its investors to expect much lower returns over the next ten years. While this all makes for a nice scary headline, it could actually be good news for some people. If someone is investing in shares over the long term, and is ready to ride the rollercoaster, you could even call this a golden opportunity. I called Mark Fowler, head of investments at Hobson Wealth, for the latest Cooking the Books podcast. We talked about how investing strategies can change in a downturn, the risk of a trade war, and how this will hit the KiwiSavers. For the interview, listen to the podcast.
