In this episode, Eric talks with Dr Benno Blaschke and Chris Parker about why our current approach to housing supply, which is focused on housing targets and delivered through “predict and provide”, has consistently failed. The explore what a better system could look like by discussing Benno's proposed alternative, where an independent panel would use price-based indicators to evaluate council plans against the conditions of competitive urban land markets. These assessments would inform plans as they are designed to help communities and planners get the economics of their plans right. Ongoing annual monitoring further enables them to keep thriving. After all, the reason why cities exist is the economic opportunity they offer people through their deep labour markets. This means that cities need to keep growing and offer people more value than it costs them to live in that city to remain productive and attractive places to live.

Benno Premsela was een befaamd vormgever en binnenhuisarchitect, een prominent figuur in de wereld van kunst en cultuur en daarnaast een gedreven pleitbezorger van homo-emancipatie. Hij was voorzitter van het COC, de belangenvereniging waar hij veel zichtbaarheid aan gaf. Hij was een belangrijk vertegenwoordiger die openlijk op televisie zijn homoseksualiteit besprak. Zijn grote verdienste is geweest de succesvolle lobby voor het afschaffen van Artikel 248bis, een wet uit het strafrecht waarmee homo's werden gediscrimineerd, gecriminaliseerd en gechanteerd.  Zijn missie had alles te maken met zijn voorgeschiedenis. Premsela's vader was een joodse huisarts en seksuoloog; hij werd samen met zijn vrouw en dochter in Auschwitz vermoord. They introduce competitive urban land markets as the countervailing force: a more inclusive institution that respects people's right to use land to meet society's needs and empowers the citizenry to participate in land and development markets. The Planning Bill does mark a genuine milestone: for the first time, competitive urban land markets appears as an explicit goal of the planning system. But we need to clarify what that means and provide the basic elements needed for that goal to bite: a definition, independent monitoring to assess whether land markets are actually competitive, and a requirement that the planning system respond when they are not. Without these, the new goal risks being captured by a planning and legal system that continues to do what it already knows how to do: predict and provide for scarcity.

On assiste à une véritable fracture entre le président Diomaye Faye et son Premier ministre Ousmane Sonko, pourtant issus de la même formation politique. « Deux crocodiles dans le même marigot », résumait récemment Jeune Afrique. « Pomme de discorde entre les deux hommes, rappelle le site panafricain, cette coalition "Diomaye président", montée précipitamment pour permettre à ce dernier de se présenter en 2024 alors que Pastef avait été dissous », et qui pourrait bien constituer « un outil de conquête du pouvoir » dans le cadre des municipales, début 2027, et de la présidentielle de 2029. Équilibre précaire… En fait, analyse Le Point Afrique, « la coalition qui a porté Bassirou Diomaye Faye au sommet de l'État — structurée autour du Pastef — reposait sur un équilibre précaire : un candidat par défaut, adoubé par un leader charismatique empêché de concourir. À mesure que Bassirou Diomaye Faye s'est installé au sommet de l'État, la mécanique du pouvoir s'est remise en marche. Le candidat par défaut est devenu président ; il nomme, arbitre et place ses hommes au cœur des institutions. Dépositaire des décrets de nomination et désormais au centre de toutes les décisions, il n'entend plus jouer les seconds rôles. (…) Dans la crise actuelle, qui oppose le chef de l'État sénégalais à son Premier ministre, on a beau chercher la logique politique du maintien de la coalition "Diomaye Président", on peine à trouver autre chose qu'un calcul politicien, relève également Le Point Afrique, à savoir disposer d'un instrument partisan capable, le moment venu, de marginaliser le Premier ministre. Un entre-deux inconfortable mais calculé… Résultat, « la scène politique sénégalaise vit une période surréaliste, s'exclame le site Seneplus : un président de la République dont l'appartenance à son propre parti fait débat, un Premier ministre qui gouverne en affichant sa défiance envers son chef d'État, et des militants qui réclament l'exclusion de celui qu'ils ont porté au pouvoir il y a deux ans. Pourtant, malgré les déclarations incendiaires et les tensions palpables, aucune procédure d'exclusion n'a été officiellement lancée contre Bassirou Diomaye Faye. Une retenue qui n'a rien d'accidentel ». En effet, précise Seneplus, « exclure formellement le président de la République serait un acte politique d'une violence inouïe, qui cristalliserait définitivement la rupture et rendrait impossible toute réconciliation future. Cela transformerait également Diomaye en victime et renforcerait sa légitimité à construire une alternative politique autour de sa coalition ». Finalement, relève encore le site sénégalais, « Diomaye tente de consolider sa coalition pendant que Sonko restructure le Pastef : cela explique pourquoi aucun des deux camps ne souhaite précipiter une rupture formelle. Chacun a besoin de temps pour construire son appareil politique en vue des batailles électorales à venir. Au final, conclut Seneplus, la question de l'exclusion de Diomaye du Pastef reste suspendue dans un entre-deux inconfortable mais calculé. Ni vraiment membre, ni formellement exclu, le président évolue dans un no man's land politique où chaque geste est pesé, chaque déclaration analysée. Une situation qui témoigne moins d'une indécision que d'un équilibre précaire entre des forces qui se neutralisent mutuellement ». Une opposition divisée… Et l'opposition dans tout cela ? Elle pourrait profiter de cette fracture au sein du parti majoritaire… Eh bien non. « L'impossible unité », titre Walf Quotidien. « Chacun des ténors mène ses activités en solo, constate le quotidien dakarois. Maire de Dakar récemment déchu, Barthélémy Dias est dans une tournée nationale de placement des cartes de membre de son mouvement. Au même moment, Thierno Alassane Sall, qui se trouve dans un combat frontal contre le Pastef, enchaîne des conférences de presse qu'il organise en solitaire. Et Macky Sall et ses camarades, après la dissolution de Benno, font cavalier seul ». Bally Bagayoko élu maire de Saint-Denis… Enfin, plusieurs sites d'information du continent, notamment, SeneNews, Senego, Le Courrier de l'Atlas, ou encore Financial Afrik pointent la victoire de Bally Bagayoko, élu maire avant-hier de Saint-Denis au nord de Paris. « Le malien Bally Bagayoko élu maire dès le premier tour », titre SeneNews. D'origine malienne en effet, Bally Bagayoko a grandi et fait ses études en France avant de rentrer en politique dans les rangs de LFI, la France insoumise. « Avec environ 50,8 % des suffrages, il s'impose dès le premier tour à Saint-Denis, cette commune d'environ 150 000 habitants, la deuxième plus grande ville d'Île-de-France derrière Paris », note SeneNews. Full Text of Readings Monday of the Fourth Week of Lent Lectionary: 244 The Saint of the day is Saint Clement Mary Hofbauer Saint Clement Mary Hofbauer's Story Saint Clement Mary Hofbauer might be called the second founder of the Redemptorists, as it was he who carried the congregation of Saint Alphonsus Liguori to the people north of the Alps. John, the name given him at Baptism, was born in Moravia into a poor family, the ninth of 12 children. Although he longed to be a priest, there was no money for studies, and he was apprenticed to a baker. But God guided the young man's fortunes. He found work in the bakery of a monastery where he was allowed to attend classes in its Latin school. After the abbot there died, John tried the life of a hermit, but when Emperor Joseph II abolished hermitages, John again returned to Vienna and to baking. One day after serving Mass at the Cathedral of St. Stephen, he called a carriage for two ladies waiting there in the rain. In their conversation they learned that he could not pursue his priestly studies because of a lack of funds. They generously offered to support both John and his friend Thaddeus, in their seminary studies. The two went to Rome, where they were drawn to Saint Alphonsus' vision of religious life and to the Redemptorists. The two young men were ordained together in 1785. Newly professed at age 34, Saint Clement Mary Hofbauer, as he was now called, and Thaddeus were sent back to Vienna. But the religious difficulties there caused them to leave and continue north to Warsaw, Poland. There they encountered numerous German-speaking Catholics who had been left priestless by the suppression of the Jesuits. At first they had to live in great poverty and preach outdoor sermons. Eventually they were given the church of St. Benno, and for the next nine years they preached five sermons a day, two in German and three in Polish, converting many to the faith. They were active in social work among the poor, founding an orphanage and then a school for boys. Drawing candidates to the congregation, they were able to send missionaries to Poland, Germany, and Switzerland. All of these foundations eventually had to be abandoned because of the political and religious tensions of the times. After 20 years of difficult work, Saint Clement Mary Hofbauer himself was imprisoned and expelled from the country. Only after another arrest was he able to reach Vienna, where he was to live and work the final 12 years of his life. He quickly became “the apostle of Vienna,” hearing the confessions of the rich and the poor, visiting the sick, acting as a counselor to the powerful, sharing his holiness with all in the city. His crowning work was the establishment of a Catholic college in his beloved city. Persecution followed Saint Clement Mary Hofbauer, and there were those in authority who were able for a while to stop him from preaching. An attempt was made at the highest levels to have him banished. But his holiness and fame protected him and prompted the growth of the Redemptorists. Due to his efforts, the congregation was firmly established north of the Alps by the time of his death in 1820. Saint Clement Mary Hofbauer was canonized in 1909. His liturgical feast is celebrated on March 15. Reflection Saint Clement Mary Hofbauer saw his life's work meet with disaster. Religious and political tensions forced him and his brothers to abandon their ministries in Germany, Poland, and Switzerland. Clement Mary himself was exiled from Poland and had to start all over again. Someone once pointed out that the followers of the crucified Jesus should see only new possibilities opening up whenever they meet failure.
