Dans le Grand Sud Malgache, le secteur privé tente d'impulser une petite révolution : celle de l'accès à la cuisson propre. Dans cette région, d'ici à trois ans, plus de 4 000 ménages doivent bénéficier de matériels électriques et de tarifs préférentiels pour les faire fonctionner. Le projet, porté par Anka, premier fournisseur en énergie solaire du Sud de l'île, a déjà été expérimenté à plus petite échelle sur une soixantaine de foyers. Mais pour sortir de la dépendance au charbon, il faut maintenant aller plus vite et toucher plus de monde dans une zone refuge des dernières forêts primaires, où les arbres servent de combustible. De notre correspondante à Mangily,Pendant que le riz mijote, Herman garde l'œil sur son cuiseur électrique. Voilà trois ans que cet habitant de Mangily, à une trentaine de kilomètres de Tuléar, capitale de la région sud-ouest de Madagascar, a troqué ses sacs de charbon contre du matériel de cuisson propre. Son exemple est rare dans la région. Ce commerçant a bénéficié d'un tarif incitatif du kilowatt-heure (kWh) mis en place par Anka, son fournisseur. Une méthode plus rapide, efficace et dont il retient les bienfaits pour l'environnement :« On sent que notre environnement est menacé. On veut respirer de l'air propre comme avant. Aux alentours, je vois aussi de moins en moins d'animaux. Même les oiseaux sont plus rares. Quelques mètres plus loin, le long de la route nationale 9, des fatapera crépitent. Ces réchauds traditionnels sont, eux, alimentés au charbon de bois, la source d'énergie principale des Malgaches, mais aussi de revenus pour cette habitante :« L'électricité, c'est pour les gens qui ont de l'argent. Par exemple, moi, je n'ai pas d'autres sources de revenus que la vente de charbon. Sans pouvoir d'achat suffisant, les gens sont obligés de continuer à couper les arbres. »Les coupes de bois et les feux gagnent justement du terrain aux alentours, dans la forêt des Mikea, l'un des derniers refuges de forêts primaires du sud-ouest. Tout l'enjeu pour le secteur privé est là : proposer des tarifs crédibles, accessibles de cuisson propre et capables de concurrencer le charbon, responsable de cette destruction accélérée des ressources. La mobilisation de subventions issues de partenaires financiers en est un moyen.« D'ici à trois ans, 4 000 ménages doivent bénéficier d'une subvention à l'acquisition de matériel, c'est-à-dire qu'ils ne paieront environ que 10 dollars pour avoir la plaque à induction et les marmites.
