It has been a fortnight and more since Paul Burns has been our guest on the Gaming News Canada Show. So given the various happenings around the Canadian gambling industry since his last appearance at the beginning of 2025, we asked Paul Burns to join us once again. With apologies to the late James Stewart and Frank Capra, Mr. Burns went to Ottawa earlier this month for the Council of Europe Workshop on the Macolin Convention gathering, which included panel conversations featuring the CGA head honcho, Dave Phillips and Doug Hood from the Alcohol and Gaming Commission of Ontario, and Sportradar's integrity services lead Jim Brown weighing in on the province's regulated sports betting industry's work to combat match fixing. During our conversation, Burns told us that the collaboration between the AGCO, licensed sportsbooks, law enforcement agencies and other stakeholders means “the regime is working”. We also asked Burns for some thoughts and layers on three years of open, regulated sports wagering and igaming in Ontario and what's to come in Year 4, and the introduction of the iGaming Alberta Act by the ruling UCP party into the provincial legislature in the land of oil, gas and Connor McDavid. To mention that Ilkim Hincer has had his fingers on the pulse of regulated gambling in Canada and the U.S. over the five years is akin to proclaiming Connor McDavid is a pretty decent player of hockey. Hence, our motivation for some time now to get the former Chair of the Canadian Gaming Association into the virtual studio for an appearance on the Gaming News Canada Show presented by GBG Plc. Hincer, who left his position as partner and chair of the gaming practice at Fogler, Rubinoff LLP to join GeoComply, let us in on the process that led to his latest position in the business of sports betting and gaming. The latest episode of the Gaming News Canada Show presented by GBG Plc is one of the two-segment variety. Paul Burns, the president and CEO of the Canadian Gaming Association, returned to the podcast for a rapid-round conversation including the impact of the current turbulence around the Canadian political system on the gambling industry. The proroguing of Parliament by the Liberal Party will likely result in the demise of a couple of bills, and most likely push back once again attempts to modernize anti-money laundering laws. The current ones, said Burns, don't address the creation of online gambling across the country. Burns also answered our questions about the federal/provincial dynamics around sports betting and gaming in our home and native land. The CGA head honcho also helped us tee up next week's ICE Barcelona conference, where he will meet with association members and global industry stakeholders in the first major gambling rendezvous of the new year. Ariane Gauthier, the new spokesperson for the Quebec Online Gaming Coalition, made her maiden GNCS appearance to shine a brighter light on the op-ed she keyboarded in Le Journal de Montreal last week to make the coalition's case for a regulated regime in La Belle Province. We asked Gauthier about the latest efforts by the coalition to meet with officials in the Francois Legault government at a time when it's dealing with major issues at home and the threat of harmful tariffs being imposed by U.S. president-elect Donald Trump when he takes office for the second time. There's been a renewed flurry of media coverage lately around the legal gambling industry in the true north, strong and free, including: · An editorial by The Globe and Mail calling on the Justin Trudeau government to pass Bill S-269 before our elected federal officials head home for the holidays:· An interview by Matt Galloway of CBC's The Current with a problem gambler in the aftermath of a study released by the Lancet Public Health Commission on gambling;· A St. Albert Gazette piece on the relationship between igaming, advertising and problem gambling;· And just yesterday, this “Is the $11 billion online sportsbook bubble about to burst?” tome from the keyboard of David Hill for Rolling Stone. At the same time, the Canadian Gaming Association just made public research it commissioned North American advertising intelligence company MediaRadar to conduct on advertising by operators in Ontario's regulated market. The research shows a decrease in the amount of advertising spend by operators of online sports betting and gaming products since the province's market opened its doors in April 2022.Paul Burns, the CGA's president and CEO, returned to the Gaming News Canada Show to discuss the latest research, and also respond to the latest coverage by the Globe and CBC (the CGA also posted a response on LinkedIn to the Globe editorial). Burns also addressed the efforts the industry have made around responsible gambling while yet again emphasizing the operators' multi-layered actions to keep children from accessing their products. He also spoke about the challenges in front of advocates of Bill S-269 to have a national framework for sports betting advertising to take effect. The Senate Committee on Transport and Communications resumed hearing from witnesses at the beginning of October with the proposed Bill-269 to create a national framework for advertising on sports betting. Among the folks making the trek to the nation's capital to appear in front of the committee was Canadian Gaming Association grand poobah Paul Burns. Burns returned to the Gaming News Canada Show to discuss his appearance in Ottawa, and the continued evolution of advertising in Ontario's regulated sports betting and online gaming marketplace. From Tom Nightingale's reporting in Canadian Gaming Business: Burns had argued in his opening statement that he doesn't believe S-269 is necessary, as most of what the bill aims to do is already being done. In particular, he pointed to Ontario's advertising restrictions and stipulations around responsible gaming messaging, noting that anecdotally, Ontario has seen a far higher uptake of RG messaging and practical tools than operators are legally required to offer. “There's been a lot of emotional discussion about gaming advertising over the last couple of years because people have seen more of it,” noted Burns. “But there's also been some absence of facts and data and understanding.” The CGA president/CEO also provided an update on the road to regulation in Alberta, including Minister Dale Nally's pending appearance on a panel Wednesday alongside Burns, AGCO chief Dr. Karin Schnarr and iGaming Ontario executive director Martha Otton (you can expect the soon-to-retire iGO ED will deliver the latest quarterly results on the Ontario industry) at this week's Global Gaming Expo in Las Vegas. Court is in session this summer, at least the Court of Appeal for Ontario, which is being asked by the provincial government “to answer whether the Ontario's igaming regime would remain lawful under the Criminal Code (of Canada) if the overall size of the potential gaming audience of the scheme, otherwise known as its liquidity, is expanded to include players outside of Canada”. The latest session, which took place July 6, included legal representation for the Attorney General of Ontario, the Attorney General of British Columbia, members of the Canadian Lottery Coalition, the Canadian Gaming Association, Flutter Entertainment (owners of PokerStars and FanDuel), NSUS Group Inc. and NSUS Limited (proprietors of GGPoker), and the Mohawk Council of Kahnawà:ke. For their respective perspectives on the court proceedings, the Gaming News Canada Show welcomed back CGA president/CEO Paul Burns and Jack Tadman, the managing partner of GME Law. Burns walked us through the CGA's role in supporting the province's request and provided some history around cross/jurisdiction/border online gaming and daily fantasy sports. Tadman added a layer or two, too, to that topic and spoke about what intrigues him about the case and the participants. This is a big problem with the Justice Department—it has this addiction to leniency agreements and it wants to give companies an opportunity not to have to plead guilty when there actually are criminal cases brought against them. So they offer them these strange deals—non-prosecution and deferred-prosecution agreements. And the theory is that the company is going to be so shaken up by the possibility of a criminal charge that they'll clean up their act, and they'll never do bad things again. But what we've seen over and over again is the companies get the leniency agreement and then they break the rules again. And sometimes the Justice Department responds by giving them another leniency agreement. So it turns the whole process into a farce. Phil MatteraWe're always interested in more transparency about both the misconduct and about enforcement actions. We feel that there's no justification for agencies to ever keep this information secret…I think there needs to be more pressure on companies, particularly high profile companies that have been involved in these offenses. A lot of companies seem to think that they pay their penalty, they just move on, and it's as if it's as if it never happened.Phil MatteraIn Case You Haven't Heard with Francesco DeSantisNews 6/5/241. In Mexico, Claudia Sheinbaum has been elected president in a landslide. Sheinbaum is the hand-picked successor of Mexican president Andrés Manuel López Obrador, or AMLO, who is termed out but leaves office with an 80% approval rating, per Gallup. Sheinbaum is Mexico's first woman president; she is also the country's first Jewish president. In addition to years of service in government, Sheinbaum is an accomplished climate scientist who worked with the Intergovernmental Panel on Climate Change. During her campaign, Sheinbaum published a list of 100 commitments she will pursue as president. Front and center among these are climate-related goals. Sustainability magazine reports “[Sheinbaum] has committed to investing more than…$13 billion in new energy projects by 2030, focusing on wind and solar power generation and modernising hydroelectric facilities.” We urge the U.S. government to follow suit.2. Stacy Gilbert, a senior civil military adviser for the U.S. State Department, resigned last Tuesday, alleging that “The state department falsified a report…to absolve Israel of responsibility for blocking humanitarian aid flows into Gaza,” per the Guardian. Gilbert claims “that report's conclusion went against the overwhelming view of state department experts who were consulted.” As the article notes, this report was a high stakes affair. Had the State Department found that the Israeli government had violated international humanitarian law, and linked those violations to U.S.-supplied weapons, there would have been serious consequences regarding the legality of American military support. In addition to Gilbert, “Alexander Smith, a contractor for the US Agency for International Development… resigned on Monday…[saying] he was given a choice between resignation and dismissal after preparing a presentation on maternal and child mortality among Palestinians.”3. Per the Jeruslam Post, “South African International Relations and Cooperation Minister Naledi Pandor affirmed…that the United States would be next if the International Criminal Court (ICC) is allowed to prosecute Israeli leadership.” Pandor “went on to claim that nations and officials who provide military and financial assistance for Israel's war against Hamas in Gaza ‘will be liable for prosecution…' [and]…noted that a group of 140 international lawyers are currently working on a class action suit against non-Israelis, including South Africans, who have been serving in Israel's military.” International law experts like Bruce Fein have previously warned that the United States' material support for Israel during this genocidal campaign makes this country a co-belligerent in this war and therefore liable for prosecution by the ICC.4. Liberal Israeli news outlet Haaretz has published a shocking report related to the recent revelations concerning Mossad's intimidation campaign against the ICC. According to Haaretz's report, the paper was “about to publish details of the affair” in 2022, when “security officials thwarted it.” Al Jazeera adds that the Haaretz journalist behind the story, Gur Megiddo was told during his meeting with an Israeli security official, that if he published, he “would suffer the consequences and get to know the interrogation rooms of the Israeli security authorities from the inside.” This story highlights how deeply Israel has descended into authoritarianism, seeking to bully and silence not only international watchdogs, but their own domestic journalists.5. Prem Thakker of the Intercept is out with an outrageous story of censorship at elite law reviews. According to Mr. Thakker, “In November, human rights lawyer Rabea Eghbariah was set to be the first Palestinian published in the Harvard Law Review. Then his essay was killed. [On June 3rd], he became the first [Palestinian published] in the Columbia Law Review. Then the Board of Directors took the whole site down.” As I write this, the Columbia Law Review website still says it is “under maintenance.”6. Lauren Kaori Gurley, Labor Reporter at the Washington Post, reports “16 [thousand] academic workers at UC San Diego, UC Santa Barbara, and UC Irvine will [go on] strike…according to their union… They will join 15 [thousand] workers already on strike at UCLA, UC Santa Cruz, and UC Davis over the university's response to pro-Palestine protests on campus.” We commend these academic workers for leveraging their most powerful tool – their labor – on behalf of their fellow students and those suffering in Palestine.7. More Perfect Union reports “The FBI has raided landlord giant Cortland Management over algorithmic price-fixing collusion. Cortland is allegedly part of a bigger conspiracy coordinated by software firm RealPage to raise rents across the country through price-fixing and keeping apartments empty.” Paired with the recent oil price fixing lawsuit and the announcement from retailers that they are lowering prices on many consumer goods, a new picture of inflation is starting to emerge – one that has less to do with macroeconomic reality and more to do with plain old corporate greed.8. Vermont has passed a new law making it the first state in the nation to demand that “fossil fuel companies…pay a share of the damage caused by climate change,” per AP. Per this report, “Under the legislation, the Vermont state treasurer, in consultation with the Agency of Natural Resources, would provide a report…on the total cost to Vermonters and the state from the emission of greenhouse gases from Jan. 1, 1995, to Dec. 31, 2024… [looking] at the effects on public health, natural resources, agriculture, economic development, housing and other areas.” Paul Burns of the Vermont Public Interest Research Group said of the law “For too long, giant fossil fuel companies have knowingly lit the match of climate disruption without being required to do a thing to put out the fire…Finally, maybe for the first time anywhere, Vermont is going to hold the companies most responsible for climate-driven floods, fires and heat waves financially accountable for a fair share of the damages they've caused.”9. Following months of pressure and a probe led by Senator Bernie Sanders, Boehringer – one of the largest producers of inhalers – has announced they will cap out of pocket costs for the lifesaving devices at $35, per Common Dreams. Boehringer used to charge as much as $500 for an inhaler in the U.S., while the same product sold in France for just $7. Sanders, continuing this crusade, said "We look forward to AstraZeneca moving in the same direction…in the next few weeks, and to GlaxoSmithKline following suit in the coming months,” and added “We are waiting on word from Teva, the fourth major inhaler manufacturer, as to how they will proceed."10. Finally, the Justice Department has unsealed an indictment charging Bill Guan, the Chief Financial Officer of the Epoch Times newspaper with “participating in a transnational scheme to launder at least…$67 million of illegally obtained funds.” The Epoch Times is the mouthpiece of a bizarre anti-Communist Chinese cult known as the Falun Gong, famous for their outlandish beliefs such as that proper mastery of qigong can be “used to develop the ability to fly, to move objects by telekinesis and to heal diseases,” per the New York Times. The Falun Gong is also the entity behind the Shen Yun performances and their ubiquitous billboards. In recent years, the Epoch Times has gone all-in on Right-wing propaganda and fake news, with close ties to the Trump White House and campaign, as the Guardian has detailed. Ralph Nader is America's most famous consumer rights advocate. He is a relentless critic of corporate corruption and a former presidential candidate.Nader, now 88, achieved early fame in 1965 with the publication of Unsafe at Any Speed, his exposé of auto safety problems with Americans cars. He went on to become a key leader in the anti-nuclear power movement. He has run for president several times, most famously in 2000, when critics accuse him of drawing votes from Vice President Al Gore resulting in the election of George W. Bush.Nader's influence on Vermont can be found in the Vermont Public Interest Research Group, which celebrates its 50th anniversary this month. VPIRG was born out of a meeting at the University of Vermont in October 1971 with student activists. Don Ross, Nader's top lieutenant, urged the students to form a campus chapter of the national citizen action movement that Nader was spearheading. Ross promised that the new group “could investigate and bring pressure in such areas as the environment, automobile laws, equal employment opportunities for minorities – any area you're concerned about.” VPIRG was launched the following year. There are now PIRGs in over 25 states.We spend the hour talking with Ralph Nader about the citizen action movement that he inspired and about his thoughts on politics today. We also speak with Paul Burns, who has been executive director of VPIRG for 22 years.Nader says that his legacy will be measured by “how many oak trees are planted. Meaning oak trees in the forest of democracy. We can't have enough of them. They're far too few, given the corporate supremacist and the corporate control as never before in our country's history. So we can look back with pleasure as to what has been achieved. But we've got to look forward and be very displeased about how much more there has to occur to subordinate corporate power to citizen power, constitutionally, statutorily, and in the minds of the people everywhere.”The preamble to the Constitution, Nader says, did “not [say] We the corporations. It was not We the Congress. It was We the people.”

Paul Burns is a believer, builder, maker, dreamer, husband, father and also happens to be a senior executive at Twitter. At Twitter, Paul helps brands, businesses and people see the power of conversation to change the world. Paul believes that when we begin to have more open, healthy and loving conversations (especially about the things we disagree on), we are one step closer to looking more like Jesus.
