Beef Sales To China Plummet March 2025 Showed A Dramatic Drop Is Beef Sales To China New data from the USDA revealed steep declines in beef sales to China following the expiration of trade licenses. According to USDA/FAS data collected by USMEF, beef net sales to China for March 7-13 "plummeted" 92% from the previous week, and for March 14-20, they fell 97%. Overall through March 20, beef net sales to all countries are 43% lower than the previous four-week average. Additional analysis from Steiner Consulting Group found that outstanding beef sales to China are 24% lower year over year. The trade licenses, which were granted in the "Phase 1" trade deal with China in 2020, provide hundreds of U.S. meat plants with access to the Chinese market. However, following a 20% U.S. tariff on all Chinese exports, the Chinese Communist Party promised "strong, powerful countermeasures," which have included not only the expiring licenses, but also additional tariffs on exports of U.S. poultry (15%) and pork (10%). Trade licenses to pork and poultry processors were renewed. According to FAS, China was the U.S.' No. 3 agricultural export market in 2024, with $1.58 billion in beef, $1.11 billion in pork, and $490.11 million in poultry sales. The office of U.S. Trade Representative (USTR) held hearings this week on a proposal to impose a service fee for each U.S. port call of a Chinese-operated ship, or a per-net-ton service fee applied on the ship’s carrying capacity. The U.S. Meat Export Federation (USMEF) submitted comments supporting the overall intent of strengthening the U.S. shipbuilding industry, but pointing out that the proposed fees could price some products like variety meats out of the marketplace and could dramatically reduce port calls in key locations such as the Port of Oakland, which is the largest outlet for waterborne red meat exports. It is a key gateway for chilled meat shipments to Asian markets. According to USMEF President and CEO Dan Halstrom, it would take years for the U.S. shipbuilding industry to rebuild to meet the needs of U.S. agriculture and other exporters. Under the port fee proposal, options for those exporters would be very limited while that rebuilding takes place. A team of livestock and grain producers recently traveled with the U.S. Meat Export Federation (USMEF) to Monterrey, Mexico, for a firsthand look at market conditions and to participate in the Expo Carnes trade show. The group also visited a broad array of retail outlets featuring U.S. beef, pork and lamb, ranging from traditional markets to Costco, as well as high-end grocery stores and butcher shops. For David Hardin, a corn, soybean and pork producer from Indiana, the interactions showed that while Mexico is a well-developed market, there is still potential for growth, particularly for higher value products. Matthew Lucas, also a grain and pork producer from Indiana, says the trip gave him a close-up view of the growing competition in Mexico and the work USMEF does to defend the U.S. industry’s hard-earned position as the market’s leading red meat supplier. Held every other year in Monterrey, Expo Carnes is the largest red meat trade show in Latin America. In addition to hosting a pavilion of U.S. exporters inside the show, USMEF also conducts large grilling demonstrations outside the show’s entrance, featuring the USMEF mobile grill truck. Mexico was the leading destination for U.S. pork in 2024 at a record-setting 1.15 million metric tons, valued at $2.6 billion. Exports of U.S. beef trended higher than a year ago in January, according to data released by USDA and compiled by the U.S. Meat Export Federation (USMEF). Pork exports were slightly below last January’s large totals, despite another outstanding performance in Mexico and Central America. In this week’s audio report, USMEF President and CEO Dan Halstrom details the areas seeing growth in exports and how those exports are tied to free trade agreements. January beef exports reached 102,840 metric tons (mt), up 3% year-over-year, while value increased 5% to $804.6 million. Growth was driven in part by larger exports to China and Canada, while exports to South Korea were steady in volume but higher in value. Strong value increases were also achieved in other key markets, including Taiwan, the Caribbean, Central America and the ASEAN. Exports of beef variety meat were the largest in nearly two years, led by larger shipments to Mexico, Egypt, Canada and China/Hong Kong. Pork exports totaled 243,965 mt in January, down 3% from a year ago, while value eased 2% to $668 million. Shipments soared to Central America and were the fourth largest on record to leading market Mexico. Exports also increased year-over-year to China/Hong Kong, the Philippines, Australia and New Zealand, but these results were offset by sharply lower shipments to Japan, Korea and Colombia. Fifteen beef industry leaders from 10 states, including Wisconsin, were in Seoul, South Korea, and Tokyo, Japan this May where they studied market conditions and U.S. beef's potential while witnessing and participating in U.S. beef promotions. Joe Meyer (Unity, Wis.) and Brady Klatt (Clinton, Wis.) represented Wisconsin Beef Council on the trip. In both markets, the weeklong tour included U.S. Embassy briefings from Agricultural Trade Office staff and market updates from the U.S. Meat Export Federation (USMEF) staff. The trip was organized by USMEF. Brady Klatt, beef producer from Clinton, shares what he learned with Pam Jahnke on this edition of "Checkoff Chats". The team also met with USMEF exporter members, visited a research and development center, and saw an online wholesaler in Seoul as well as the head office of a sauce and seasoning business in Tokyo. The team witnessed and participated in marketing activities including a beef trade seminar for the foodservice sector, a consumer seminar in Tokyo, and several retail promotions for U.S. beef in both markets. Red meat export sales are providing a positive return on investment in federal promotion dollars but Halstrom says there are headwinds the industry still must overcome.

There's been a lot of discussion during this farm bill cycle about the need to update Market Access Program and Foreign Market Development Program spending levels for commodity programs, including for the U.S. Meat Export Federation efforts to promote beef and pork exports. Dean Meyer, Past chair of the us meat export federation explains how they're working to create new market opportunities for Wisconsin agriculture. “At USMEF, we don't key in one country,” explains Dean Meyer, Past chair of the US Meat Export Federation. “With 19 offices around the world and a presence in 80 countries, we're flexible. We can swiftly redirect products to alternative markets when necessary due to factors like inflationary issues and currency fluctuations.” With cattle numbers being low, Meyer says their strategy lies in the diversification of meat products, particularly focusing on underutilized cuts and variety meat. “By adding value to cuts such as tongues, livers, and kidneys, USMEF opens doors to markets like Japan and Mexico. This episode of Kernels is a good reminder that we support corn in all forms. Including the animals who eat that corn. Karyn Foreman, a grower from Goshen, Ohio and a Corn Marketing Program Board of Directors member, joins us on this episode of Kernels to talk about her recent trade mission in Japan and South Korea! She went with the United States Meat Export Federation (USMEF) and a small group of other agriculturalists. The purpose of the mission was to teach the Asian countries about the benefits of United States beef and introduce them tot he people who grow it. Marlene Eick is the Director of Marketing & Communications and Jessy Woodworth is the Manager of Communications at Ohio Corn & Wheat. Kernels is a production of Ohio Corn & Wheat and hosts conversations about the corn and wheat industry in Ohio, their respective checkoff programs, and the work the Grower's Association is doing in on behalf of Ohio grain farmers. About Ohio Corn & Wheat Ohio Corn & Wheat works to create opportunities for long-term Ohio corn and small grain grower profitability. It is a strategic alliance of two checkoffs and one membership-based organization. The Ohio Corn Checkoff and Ohio Small Grains Checkoff work to develop and expand markets, fund research and provide education about corn and wheat, respectively.
