Send us a textIn this episode, Safe States Executive Director Sharon Gilmartin is the guest host and talks with Allison Arwady, Director of the CDC's National Center for Injury Prevention and Control. To kick off the conversation, Dr. Arwady shares that the CDC has recently released 2024 provisional drug overdose death data that highlights a nearly 27% decrease in predicted deaths from the previous year's data and is seen in 48 states nationwide. Dr. Arwady credits changes in drug use, public health investments, and interventions along with community coordination and collaboration in the successful effort to reduce deaths from drug overdoses. During their conversation, they also discuss public health infrastructure, prevention strategies, and the role the CDC's Injury Center plays in these including the importance of the programs they offer.

Chicago is in its second week without an indoor mask mandate or vaccine requirement to get into certain bars and restaurants. COVID cases are under 200 per day. Our test positivity is under one percent - a number we haven't seen since last summer. We're in a new era of the pandemic, officials have said, one in which we learn how to live with the virus and work to keep healthcare settings from getting overwhelmed. But at this time two years ago, the city was only testing about a dozen people per day. Reporters were scrambling to understand the personal details of each and every new positive case. This week, our guest is Chicago Public Health Commissioner Dr. Allison Arwady, who was confirmed by the City Council in January of 2020, weeks before the first COVID mitigations swept the city and state. Governor J.B. Pritzker declared a state of emergency on March 9, closed bars and restaurants on March 16, and barred gatherings of more than 50 people a day later. Dr. Arwady discusses how much politics infused the debate around pandemic response, how history will remember Chicago's handling of the virus, and her department's controversial equity play, limiting vaccine access to the city's hardest hit areas.

La lista de cuarentena de viajes por coronavirus de Chicago se modificó nuevamente con la suma de Hawai y el regreso de Carolina del Norte y Nebraska, dos estados que se habían eliminado anteriormente.   El listado, que se elabora por disposición de una orden de viaje vigente desde el 6 julio, se actualiza cada semana. El estado de Carolina del Norte regresó a la lista a la semana siguiente que había sido eliminado.   La orden de viaje establece que cualquier persona que visite o regrese a la ciudad desde uno de los lugares enlístalos debe realizar una cuarentena durante 14 días. Los tres estados que se suman a la lista regresaron el número total a 22 sitios que ya había alcanzado.   Los estados se agregan a la lista si tienen una tasa superior a 15 nuevos casos de COVID-19 por cada 100,000 habitantes por día, en un promedio móvil de 7 días, y si caen por debajo de ese umbral se eliminan.   La ciudad informó que Florida, California y Puerto Rico pronto podrían ser eliminados de la lista ya que sus números cayeron por debajo del umbral, según la orden, pero deberán permanecer dentro de las métricas requeridas durante otra semana para ser eliminados oficialmente.   Indiana, por otro lado, ha alcanzado las métricas requeridas y probablemente se agregará a la lista pronto, según la Dra. Allison Arwady, comisionada del Departamento de Salud Pública de Chicago. Comentó que la lista se sigue ampliando debido a que se han registrado en Chicago cerca de 60 casos de contagio en personas que procedían de sitios de alto riesgo y no cumplieron con la cuarentena, lo que incluye desde asistentes a una boda en Georgia, un campamento de hockey en Las Vegas, Nevada, hasta el viaje de una pareja a Cancún, México. A la fecha la lista de la ciudad de 22 sitios de riesgo, que obligan a realizar una cuarentena a residentes y visitantes que proceden de ellos, solo incluía estados de la unión americana. Puerto Rico es el único país que se suma debido a la gran comunidad de puertorriqueños en Chicago que registra un mayor movimiento de viajeros desde y hacia ese destino. La Dra. Arwady también dijo que la exposición dentro de un hogar es el factor de riesgo número uno para los nuevos contagios, de tal forma que hay 10 veces más probabilidades de contraer COVID-19 en la propia vivienda que en otros entornos, debido a que “la gente baja la guardia y no usa protección facial ni mantiene distancia social en reuniones con amigos y familiares”. Advirtió que la ciudad no puede regular la actividad en los espacios privados, como hogares y reuniones sociales, por lo que son decisiones que las personas toman. No obstante, la comisionada de salud pública de Chicago señaló algunos datos esperanzadores en medio del creciente número de nuevos casos confirmados. Chicago registra alrededor de 10 nuevas hospitalizaciones COVID-19 cada día, por debajo de un promedio de aproximadamente 175 en mayo. En el pico de la ola inicial de contagios, la ciudad sufría unas 50 muertes al día, mientras que ahora hay un promedio de tres muertes diarias en la ciudad. Pero tanto las hospitalizaciones como las muertes van a la zaga de los nuevos recuentos de casos, y otras partes del país también han visto aumentar esos números a raíz del aumento de nuevos contagios. La tasa de positividad de la ciudad disminuyó una décima de punto porcentual a 3.9 %, sin embargo, nuevas infecciones aparecen a un ritmo mayor, expresó. Dentro de los nuevos contagios se alcanzó ya los 1,500 casos en un día, cuando en mayo se llegó a 1,000. En julio se redujo el promedio de contagios por día a menos de 200, pero ahora la cifra se ubica en 270 nuevos casos. “Hemos visto un aumento lento en los contagios. No se ha disparado como en otros estados, pero la desafortunada noticia es que semana, tras semana, tras semana, agregamos nuevos casos”, dijo Arwady.

Chicago podría cerrar negocios y retroceder a la Fase 3 del plan de reapertura si continúan en aumento los nuevos casos de coronavirus, impulsados principalmente por los jóvenes, advirtió la alcaldesa Lori Lightfoot. Las personas de entre 18 y 29 años representan el 30 por ciento de los casos de coronavirus reportados en las últimas semanas en Chicago, y el área de Lincoln Park es el sitio que ha registrado el mayor aumento de casos de contagio en personas de este rango de edad, de acuerdo con reportes oficiales. La ciudad reporta un promedio de 192 casos nuevos por día, cifra que registró un lento incremento durante las últimas semanas y que ocasionó que Chicago sea de nuevo considerada una ciudad con una alta incidencia de coronavirus, después de meses de trabajo que la ubicó a nivel moderado, lista para la apertura. Lightfoot llamó a los jóvenes a tomar conciencia y dejar de reunirse en grupos grandes. “Dejen de salir sin máscara y acercarse a otras personas. Dejen de creer que son invencibles e inmunes al coronavirus y dense cuenta de que no solo pueden tener síntomas serios. Pueden ser portadores asintomáticos y propagar el virus sin siquiera saberlo”, dijo. Advirtió que de continuar registrándose un aumento en los casos no habrá más remedio que volver a la Fase 3, lo que significa cerrar empresas e imponer más restricciones a la movilidad, “nadie quiere volver a eso. Pero tendremos que volver ahí si las personas continúan ignorando las recomendaciones de salud pública”, agregó la alcaldesa. El llamado de Lightfoot incluyó a bares, restaurantes y gimnasios, que atienden a los jóvenes, a evitar los grupos grandes. La ciudad prepara una campaña mediática dirigida al grupo de 18 a 29 años, así como al grupo de entre 30 y 40 que son segundos en más casos nuevos. La Dra. Allison Arwady, comisionada del Departamento de Salud Pública de la ciudad, confirmó que se espera que los casos sigan aumentando, “y de regresar a más de 200 contagios nuevos confirmados por día se tendría que retroceder en la apertura”. Funcionarios de la ciudad, el estado y los CDC insisten en la importancia de la protección facial para contener la propagación del virus. El director de los Centros para el Control y la Prevención de Enfermedades, Robert Redfield, dijo que la pandemia podría estar bajo control en las próximas cuatro a ocho semanas si “todo el mundo se pusiera un cubre-bocas ahora mismo”.

El gobernador J.B. Pritzker consideró que las cuatro regiones de Illinois definidas en su plan de reapertura “Restaurar Illinois” están listas para pasar a la siguiente etapa el 26 de junio . “Todas las regiones del estado parecen estar avanzando bien hacia la Fase 4”, aseguró. En tanto, la comisionada de salud pública de Chicago, Dra. Allison Arwady, dijo que la ciudad podría reabrir aún más su economía a partir del 1 de julio, y permitir la cena en los interiores de restaurantes, así como actividades en gimnasios y museos, entre otros, anticipó. La Fase 4 del plan estatal, denominada “Revitalización” permitiría que los negocios no esenciales se abrieran más, con algunas restricciones establecidas para frenar la propagación del coronavirus. El paso a esa nueva etapa mantendría la advertencia de que las regiones pueden retroceder si hay una pérdida de los elementos ganados para avanzar, como es Un menor porcentaje de positividad en pruebas. La vida social comenzaría a parecer más normal de lo que ha sido en meses, con comidas en interiores en restaurantes, reuniones de hasta 50 personas, así como cines y teatros funcionando. La cobertura facial y el distanciamiento social en público seguirían siendo un requisito. Las cuatro regiones del estado pasaron a la actual Fase 3 de reapertura el 29 de mayo, cuando se permitió reabrir a salones y peluquerías, fábricas, y comercios minoristas no esenciales, manteniendo requisitos de distanciamiento y otras restricciones. Con retraso de tres días Chicago se unió permitiendo a los restaurantes ofrecer comidas al aire libre. La Dra. Arwady consideró posible que la ciudad entre en la Fase 4 al mismo tiempo que el resto del estado, pero señaló que también sería en días posteriores, más concretamente el 1 de julio. Su afirmación se basa en los datos recientes que muestran que el número de casos de contagio y muerte por coronavirus en la ciudad alcanzó su punto máximo a principios de mayo y ha estado en declive desde entonces. La Fase 4 en Chicago implicaría que las restricciones de capacidad actualmente vigentes también podrían levantarse, por ejemplo, si ahora un tipo de negocio tiene permitido una capacidad del 25%, podría expandirse al 50%. Otros cambios serían la reapertura de museos y zoológicos, y la ampliación de hasta en cinco veces más invitados a las reuniones sociales. Aún cuando ya se habla de avanzar en el plan de reapertura en Chicago, lo cierto es que más de dos semanas después de implementar la Fase 3 sigue sin funcionar correctamente el programa piloto para cerrar calles residenciales y corredores comerciales en seis vecindarios, a fin de permitir cenas al aire libre.

Parts of New York, New Jersey and Connecticut could be put under a short-term quarantine, President Trump said Saturday, as other states reported spikes in coronavirus cases, prompting fears they would emerge as the next hot spots.President Trump said he was still considering a two-week quarantine Saturday afternoon, tweeting, "A decision will be made, one way or another, shortly."The US surpassed Italy and China this week to become the country with the most coronavirus cases in the world and now has at least 111,980 known cases, according to CNN's tally. At least 1,858 people have died in the US, with at least 402 of those deaths reported on Friday alone.More than 52,000 of the country's cases are in New York state alone.It was unclear what a quarantine of the tri-state area would entail, though Trump said it would be "enforceable" and restrict travel from the areas in question.Trump's announcement came just as New York Gov. Andrew Cuomo was addressing his state in a news conference, where Cuomo said he spoke with the President Saturday morning.But when he was asked about the President's comments, Cuomo said a quarantine had not been a topic of discussion."But I can tell you, I don't even like the sound of it," the governor said.New York officials forecast the apex of the pandemic in the state is still 14 to 21 days away. At that point, the state expects it will need 140,000 hospital beds, Cuomo said.To increase capacity, New York and its National Guard are assembling four 1,000-bed temporary, overflow hospitals in existing buildings. One, at Manhattan's Javits Convention Center, will open Monday, Cuomo said. The USNS Comfort is set to arrive in New York City the same day, providing another 1,000 beds.Meanwhile, officials elsewhere are concerned their states could follow in New York's footsteps.In Los Angeles County, cases more than tripled in six days, and one official says numbers will keep going up.
