International law is a live instrument in the current global geopolitical crisis. This latest RevDem Rule of Law podcast, conducted by Konstantin Kipp with Professor Tom Ginsburg, reflects upon the potentially authoritarian nature of international law in its function of enabling relations between states. Authoritarian regimes have traditionally been reluctant to engage in robust forms of international cooperation. Reasons for this may include strong nationalist views, and concerns that cross-border engagement could invite interference in domestic affairs or constrain the government's autonomy. Consequently, international law has largely been shaped by liberal democracies. However, this stance appears to be shifting in the 21st century. Just as authoritarian regimes once recognized the strategic value of adopting new constitutions and utilizing seemingly democratic institutions in order to gain legitimacy, they are now beginning to see international law as a potential tool to legitimize their policies and strengthen the pursuit of their preferences. This development was identified by Professor Tom Ginsburg in his 2020 article “Authoritarian International Law?” published in the American Journal of International Law. Half a decade on from this publication, Professor Ginsburg discusses his findings on this still-emerging phenomenon and considers its potential future developments. Past, Present, and Future Authoritarian International Law Ginsburg provides an introduction to the history of Authoritarian International Law (AIL), highlighting the pivotal turning point as marked by the year 2006. He claims that this was the peak for global democracies and that subsequently the story is one of decline. The conversation explores current developments in international law, raising a concern that the United States' potential shift towards isolationism could cede the international playing field to authoritarian forces like China or Russia, thereby fueling the development of AIL. Ginsburg describes AIL as “designed to extend the survival and reach of authoritarian rule across space and/or time.” AIL is seen as having the potential not only to secure the persistence of existing authoritarian regimes, but also to be a possible trigger for further authoritarianism. The podcast addresses the extent to which this feature is inherently embedded within AIL, given that liberal democracies tend to pose a challenge to authoritarian regimes. Ginsburg reflects upon whether there is a danger that authoritarians might create entirely new international legal systems and institutions, or else seek to capture and transform existing bodies. While an American return to isolationism might fuel the development of AIL, there is also significant concern that the U.S. could veer toward dictatorship during Donald Trump's second presidency. Statements by President-elect Trump, such as suggestions that people “won't have to vote anymore,” imply at the very least authoritarian aspirations. Ginsburg reflects upon whether U.S. isolationism is truly the main danger to international law, or instead whether a government under Donald Trump may actively engage in promoting AIL. Ginsburg offers his view on why, despite his authoritarian nature, Donald Trump will not be able to become the dictator of the United States of America. Authoritarian European Union Law? While the European Union continues to embody relatively strong democratic values among most Member States compared to other regions, right-wing populism with authoritarian aspirations has also been on the rise. The EU's most notable authoritarian leader, Viktor Orbán, has recently advocated that right-wing populists should “occupy” Brussels. Ginsburg considers whether the emergence of authoritarian EU law may be possible. One of the EU's current strategies for addressing “backsliding” on its values, including democracy and the Rule of Law, is financial conditionality. It remains to be seen whether this tool may effectively halt the trend towards authoritarianism in the long term, or whether it may indeed exacerbate it. Ginsburg concludes his reflections on the supranational dimension of AIL by musing upon whether the Eurasian Economic Committee, discussed in his 2020 article, could evolve into a serious competitor that promotes authoritarian rather than democratic values in the Europe-Asia region. Preventing the Emergence of Authoritarian International Law Tom Ginsburg suggests that there is a strong possibility that the 21st century will be known more as an authoritarian century rather than a democratic one. The notion that international law guarantees a right to democratic governance has faced substantial criticism; Ginsburg challenges this idea as well. The podcast concludes with reflection upon the options for democratic countries to prevent international law becoming authoritarian. Could civil society – whether or not such societies aspire to be ‘open' or not – prevent the authoritarian transformation of international law? Ginsburg concludes his contributions by emphasizing how recent developments in South Korea illustrate the vital role of civil society in the struggle for democracy. Such struggle, for democracy and against authoritarianism, is set to continue in the second half of the 2020s.

Initially, she volunteered one day a week, but her time commitment gradually increased to five days a week.The transition from corporate IT to the social sector required adjustments. Vinaya had to learn to appreciate the value of creative solutions and a less structured work environment.She also enjoyed building a team of all women who could relate to the challenges faced by the target population.Challenges of an All-Women TeamVinaya acknowledges that managing an all-women team has its challenges, such as difficulty with travel and limited budget.However, she believes the team's ability to connect with the target population is a significant benefit.Career AdviceFor Early Career Professionals: Vinaya recommends new graduates invest five years in their careers, being open to learning new skills and flexible in their work approach.For Mid-Career Professionals: She acknowledges that some individuals may need to decelerate their careers at a certain point due to life circumstances. However, Vinaya emphasizes the possibility of re-entering the workforce or even transitioning to a new field altogether.After 10 years of experience, Vinaya suggests that professionals consider how they can "give back" to their field or community.OverallVinaya's career path demonstrates the value of flexibility and lifelong learning.Her experiences highlight the opportunities for women in both the IT sector and the social sector.Vinaya has close to 24 years of varied experience in the IT services industry, and more recently in the social sector. This week's EYE ON NPI is a self-starting go-getter, it's the EDK350/EDK350U Developer Kits from EnOcean (https://www.digikey.com/en/product-highlight/e/enocean/edk350-and-edk350u-developer-kits) - containing everything you need to get started with energy-harvesting / self-powered sensors. These kits are a great way to explore and understand the EnOcean series of solar & mechanical energy-harvesting switches and sensors. As engineers, we're often tasked with 'smartening up' existing structures: whether that's machinery, agriculture, buildings, cars, appliances, etc. The last few decades have given us ultra-cheap sensors and radios - which means we are able to gather data from a wide area and store it centrally, the Internet of Things! (https://en.wikipedia.org/wiki/Internet_of_things) That means just about every project and product you will work on is going to have sensors, data storage and wireless - but with great technology comes great complexity: you now have to worry about shuffling that sensor data around, and nothing eats up batteries like constantly having to wake up and transmit radio data. In fact, a lot of the really tough engineering with sensor networks is not in picking the radio or sensor but in how to keep the battery lasting as long as possible. Particularly since folks like products with small, rechargeable batteries - but they don't like having to constantly plug them in. Moreover it's really hard to let people know when something needs to be recharged - there's the problem of "well we need power to blink an LED or sound a buzzer which will drain the power even faster - but if we blink or buzz too rarely it may not be caught in time to change out the battery before it dies". Also known as the 'smoke detector issue' - Americans kind of solved this by starting a campaign to check smoke detector batteries on every daylight savings change (https://www.nfpa.org/Public-Education/Staying-safe/Safety-equipment/Smoke-alarms/Changing-clocks-and-batteries). Great for individual households with maybe 3 or 4 smoke detectors - not great if you have dozens or hundreds of light switches or soil moisture sensors. EnOcean solved this in a typically engineer-y fashion: what if, instead of having batteries which add cost, maintenance and life-cycle management...we just didn't? Instead, their devices use energy harvesting (https://www.youtube.com/watch?v=zJIlG-KbFzE), which means that - in theory - there is no installation or maintenance costs at all. Once installed, it will forever sip power from motion or ambient light until there's enough power for a transmission. EnOcean even has their own low power 900/868MHz radio modules with integrated 8051's that are specifically designed for quick startup, sensing, transmission and power down. The most famous is their ECO200 mechanical energy harvesting switch, (https://www.enocean.com/en/product/eco-200/) which also made it into the Philips Hue wireless lighting system (https://meethue.co/hacks/convert-hue-tap-to-a-light-switch/), a great fit since the whole system is wireless, and there's a natural inclination to associate pressing a button with changing the light settings. In addition to the classic mechanically-powered switches, there's also a series of micro-solar powered sensors, (https://www.enocean.com/en/product-category/self-powered-sensors/) good when you need to have a slow but continuous measurement of environment. Tuck these near a fluorescent light fixture and you could sip enough power to send data once every few hours or per day - no wiring or installation required. Before we get to MBA admissions, can you please tell us a few of the places that you have lived? [2:18] Absolutely. I grew up in Rochester, New York, which is near Niagara Falls. As an adult, I moved to New York City, where I lived for about five years, and I loved it. I was a journalist there. I went to journalism school there. I worked in the Columbia Business School admissions office and felt like I was entering a movie every day, helping people achieve their dreams as well as pursuing my dream. Then I moved to Washington D.C. and got to experience living in the city that's the seat of government and watching U.S. politics up close. Then I moved to Islamabad, Pakistan, where I also worked as a journalist and admissions consultant. It's a beautiful city. It's right in the foothills of the Himalayas. I had a wonderful time there, and that's where I started my family. After that, I lived in Qatar for a little while. Family had brought me there, and I worked from there as well. That was a really interesting experience. I found it to be incredibly diverse. I met people from all over the world who had come to work there, and did a lot of hanging out in mall food courts so we could have some yummy meals while staying out of the heat, and just made some wonderful friendships. Then I moved from there to Berlin, Germany, and I love it here. [4:15] The easy answer is that it's hard to get to know the schools that they are applying to because of distance, because of perhaps the inability to travel and visit campuses. We also have COVID, which absolutely made that impossible even for domestic candidates. I'm going to go a little deeper than that because there are a lot of resources that schools give you to get to know their programs. By her sophomore year in high school, Diana Chao had already decided that she needed to take a gap year after graduating in order to focus on her mental health. After getting into Princeton University, she deferred for a year and took time off to work at NASA & Adobe while building her non-profit, Letters to Strangers and managing her family business. After overworking herself for several 100-hour weeks, Diana realized that her chaotic schedule was only worsening her mental and physical health and decided to travel to Rome in order to take some time off and slow down.
