Why It's So Complicated To Return Human Remains

Since 1990, the Carnegie Museum of Natural History has been working to repatriate more than 700 human remains and funerary objects from Indigenous Peoples, but so far, only 104 have been made available for return. City Cast's Elizabeth Kauma explains why it's taking the museum so long — and how they got them all in the first place. Special thanks to Amy Covell-Murthy, collection manager of archaeology and head of the section of anthropology at the Carnegie Museum of Natural History, and Carrie Wilson, NAGPRA Director for the Quapaw Tribe, for speaking to City Cast Pittsburgh. We love to show our work: The Native American Graves and Repatriation Act is carried out by the National Park Service.  The original law as passed in 1990 only allowed for affiliations to be made by lineal descendent, but the 2010 addition allows for affiliations to be made by geographical connection.  There is currently a proposed change that would place time limits on museums to affiliate remains as a way to prevent the research loophole that allows for destructive research on the remains.  That proposal has been lauded by some, Carrie was very critical of the new regulations and said that these time limits could lead to rushed, and possibly false, affiliations and were an example of the federal government ignoring native sovereignty.  Carrie was also critical of the ProPublica article and database, because she thinks they gloss over the hard work that institutions and Native tribes and nations have done to repatriate remains and paints institutions as the villain with too broad of a brush.  The Carnegie Museum of Natural History also released a notice with more details about how the Quapaw remains ended up in the museum's collection.  You can visit the native-led exhibition “Apsáalooke Women and Warriors“ at the Carnegie Museum of Natural History until May 29th. The Carnegie Museum of Natural History has a lot of weird wonders in its collection, but few have plagued management quite like the diorama “Lion Attacking a Dromedary.” It's got a lot of inaccuracies, from the meshing of several Middle Eastern and North African cultures, to placements that reinforce violence, colonialism and misogyny. Modern curators struggle to even call it art — which was also the consensus in 1899 when industrialist Andrew Carnegie first acquired it for his new museum in Pittsburgh from a private collection being sold off in France. But more recently, scientists also discovered it contains human remains, likely acquired from the original taxidermists, who were well-known grave robbers. One of the most common questions we get asked is "what's the difference between dromedary and bactrian camel behaviours?" Which is like asking a parent "who is your favourite child?" Beside the obvious - that dromedary camels have one hump and bactrian camels have 2 humps, the answer to this question is complex and diverse just as any camel's personality. Being from Australia, we've had limited experience with bactrian camels compared to dromedary camels (as there are no bactrian camels in Australia), although we've had the pleasure of working with bactrian camels in Mongolia and the USA. When we we're first invited to help train bactrian camels in Mongolia (our first contact with them ever), naturally we doubted ourselves first (yes, we're just as human as the next person). We took time to decide. We thought on the idea of using our Camel Connection Trust Based Camel Training® on bactrian camels, after all we'd only ever used our method on dromedary camels. With some Google searching on bactrian camels and getting lost in a sea of information we decided to close the lids on the laptops and let our intuition guide us. In reply to those that we're asking us to help them train their camels in Mongolia we replied "We will help! Our Camel Connection Trust Based Camel Training® will work on ANY camel...." And we were right! From then on we became addicted to work more with the bactrian camels and, of course, we have ample opportunities here in Australia to work with the dromedary camels. Across England, selected GP surgeries are trialling 7-day working, but there are reports that take-up has been so low in some areas, particularly on Sundays, that pilots have been abandoned. Dr Margaret McCartney and Dr Mark Porter investigate where the pressure for extended opening hours is coming from. Mark visits Herefordshire where Taurus Healthcare, a federation of local GPs, is running a late night/weekend service. Managing Director Graeme Cleland describes the high take-up of the service after an initial slow start, and says new patients have been treated, showing previously latent demand in the system. Mike Dando is a wheelchair user with spina bifida and diabetes, and before the pilot started a year ago, he would have to wait in all day for a district nurse to dress his ulcerated legs. Now he just makes an appointment at a time convenient for him. But at the end of this year the seed money provided by the Prime Minister's Challenge Fund runs out, so what will happen to the Herefordshire pilot? Chair of the local Clinical Commissioning Group, Dr Andy Watts, says without extra funding, the pilot service is unlikely to continue and deputy chair of the BMA's GP Committee, Dr Richard Vautrey, calls for investment in current GP practices rather than expensive additional services. Doctors in the UK have been warned by public health officials to be on the lookout for people who become ill after travelling to South Korea. Middle East Respiratory Syndrome (MERS) has killed 27 people in the region and there are 174 confirmed cases of the disease. Nearly five hundred people have died worldwide after the virus first emerged three years ago, in Saudia Arabia. Jonathan Ball, Professor of Molecular Virology at the University of Nottingham, describes how coronaviruses like MERS (and SARS) jump to humans via an intermediary animal. In the case of MERS, that's via the Dromedary camel. Nitrous Oxide or laughing gas has a long history of recreational use but in recent years, there's been an exponential growth in use among teenagers and young people. Founder of the Psychedelic Society, Stephen Reid, describes the physical effects of laughing gas and tells Mark why he believes the gas shouldn't form part of the government's planned clampdown on legal highs. But Dr Paul Seddon, respiratory paediatrician from Queen Alexandra Children's Hospital in Brighton, warns that increased use could mean increased health problems, like the case of the teenager girl with a collapsed lung admitted to his hospital after inhaling the gas. DromedaryWhen anyone thinks of a hump perhaps the first thought that comes to mind is that well-known beast of burden of North Africa - the Dromedary Camel. But in the auto industry, when the Detroit Three think of a hump those thoughts switch from camels to quality. That's because if there's any one hump or challenge that continues to hold them back from "import equality" it appears to be this. Now granted, all three OEMs have improved dramatically from the nadir of the '70s when they produced everything from poorly-designed diesels to flapping vinyl roofs. But today, with nearly all of those problems a thing in the past, GM, Ford and Chrysler are still looking up at many of the imports in a variety of quality rankings. So what accounts for that, and will any of them ever attain the top spot again?
