Dekra ha apelado en dos ocasiones la precalificación de las dos compañías al fundamentar que esa decisión es contraria a los argumentos de la Contraloría General de la República que anuló esa medida a finales de año pasado. Estiman, por tanto, que viola principios fundamentales de la Ley de Contratación Pública. Como se recordará, el Poder Ejecutivo otorgó un permiso de uso en precario para que la empresa alemana prestara el servicio desde octubre del 2022 hasta octubre 2024. Y en ese punto nos encontramos aún en este momento. En su momento, la administración Chaves publicitó esto como un gran logro, pero ahora no explican nada acerca de lo que está sucediendo. Toda una maraña jurídica en la que están atrapadas las empresas interesadas en un negocio que a no dudarlo es atractivo dado el crecimiento inmenso de la flota vehicular del país. Forester, who died in 2020, was a major figure in the the world of cycling advocacy and transportation policy, and his influence shaped street design and bicycle safety in the United States for decades. We take a deep dive into Forester's 1976 book, Effective Cycling. Part guidebook, part encyclopedia, part polemic, Effective Cycling explains why cyclists should not be afraid to ride not just in traffic, but as traffic. Throughout the book, Forester dismisses anyone who might be afraid of taking the lane with fast-moving cars and trucks as suffering from what he calls the "cyclist inferiority complex" and asserts that only a strict adherence to the principles of vehicular cycling can keep everyone safe.
