La intención es conocer los argumentos de Dekra, con relación a la controversia suscitada en torno al nuevo contrato de prestación del servicio de la revisión técnica vehicular en Costa Rica. El Consejo de Seguridad Vial (COSEVI) preseleccionó para prestar este servicio público a las empresas Consorcio Applus CR (antigua Riteve) y al Grupo TÜV Rheinland. Dekra ha apelado en dos ocasiones la precalificación de las dos compañías al fundamentar que esa decisión es contraria a los argumentos de la Contraloría General de la República que anuló esa medida a finales de año pasado. Estiman, por tanto, que viola principios fundamentales de la Ley de Contratación Pública. Como se recordará, el Poder Ejecutivo otorgó un permiso de uso en precario para que la empresa alemana prestara el servicio desde octubre del 2022 hasta octubre 2024. Y en ese punto nos encontramos aún en este momento. En su momento, la administración Chaves publicitó esto como un gran logro, pero ahora no explican nada acerca de lo que está sucediendo. Toda una maraña jurídica en la que están atrapadas las empresas interesadas en un negocio que a no dudarlo es atractivo dado el crecimiento inmenso de la flota vehicular del país. In part two of our deep dive on John Forester and his 1976 book Effective Cycling, we take a look at the paltry data and research underpinning the alleged safety benefits of vehicular cycling and the long-term impact Forester had on cycling for transportation in the United States. Even though cities such as New York started building protected bicycle lanes in earnest in the late 2000s and early 2010s — and even though quality bike infrastructure has existed in places such as Davis, California for decades — John Forester's legacy continued well into the 21st century, with federal guides such as AASHTO's "Green Book" discouraging or even prohibiting things such as parking-protected bikeways until as recently as 2018. On top of that, many of Forester's disciples held positions atop major advocacy organizations and city bike planning departments for years, and used their influence to prevent the construction of protected bike lanes.
