Western analysts and media often assess the prospect that Moscow might use nuclear weapons as the war in Ukraine grinds on, possibly to a flailing Russia's disadvantage. George Beebe, though, injects a less-familiar element into this grim dynamic: What are the chances that Washington might resort to nukes, should the direction in the war turn sharply against U.S.-backed Ukraine? Or enter the conflict directly with NATO air support for beleaguered Ukrainian foot soldiers? These are awkward questions but Beebe is well equipped to parse them. He is the Director of Grand Strategy for the Quincy Institute for Responsible Statecraft in Washington and in an earlier career in government he served as director of the CIA's Russia analysis. The springboard for our discussion is his 2019 book, The Russia Trap: How Our Shadow War with Russia Could Spiral into Nuclear Catastrophe (St. Martins Press, 2019). It's a sober and an incisive look at a vital topic—and as characterizes Beebe's assessments generally, his take is unsparing of prevailing U.S. foreign policy establishment wisdoms. On Wednesday, August 24th, the world watched as a plane fell out of the sky outside of Moscow. On board were ten people, including the leader of Russia's Wagner mercenary group, Yevgeny Prigozhin. Prigozhin's death was confirmed by Russian authorities the following Sunday after investigators used genetic testing to identify all the victims of the plane crash. The accident raised many questions about how the plane had crashed. For those who follow Putin, the answer seemed obvious. George Beebe, former CIA analyst and Russia expert, describes the changing geopolitical landscape of the world, with China looking to usurp the U.S. and beginning to fill the void of the United States status at the world's great negotiator and peacemaker. Beebe says, "right now, the Chinese are, in fact, moving into a diplomatic vacuum that the United States has left. Because we have not focused to the degree that I think we need to on diplomatic statecraft. So that's something I think that we really need to resurrect in our toolkit." He also explains that the U.S. and China have evolved from major trade partners, to competing superpowers. Beebe warns, that Washington is known to overcorrect, and “swing the pendulum too far,” as it is both dangerous for the United tastes to treat China as a partner or “a friend,” but also dangerous diplomatically to overcorrect and to think of “China as an enemy.” Saying, that the United States response needs to be “something in between those two, that we need to be focusing on.”See Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.

George Beebe joins the show to discuss how the midterm outcomes will affect U.S. policy on Russia's invasion of Ukraine.
This week, thunderous explosions rocked the Ukrainian Capitol of Kiev, as Russian forces unleashed another blistering attack of cruise missiles on the city and other regions throughout the country. The attacks targeted energy facilities and other critical infrastructure, cutting off the water supply for 80% of Kiev's residents. It was yet another reminder that despite recent gains by Ukrainians on the battlefield the brutal war that Russia launched last February shows no signs of abating, even as the risks of escalation seem to grow by the day. Is there any hope for diplomacy? Or is the world stuck watching a bloody stalemate in a conflict that has no end in sight? We talk to the CIA former top Russia analyst, George Beebe.See Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.

Should Russia's nuclear threats be taken seriously? Do negotiations play into Putin's hands? We examine if it's time to talk to Putin and if negotiations are the safest way out. With guests: Medea Benjamin, author of the forthcoming book, ,War in Ukraine: Making Sense of a Senseless Conflict;, Mark Cancian, senior adviser in the International Security Program at the Center for Strategic and International Studies; Melinda Haring, deputy director of the Atlantic Council's Eurasia Center; and George Beebe, director of Grand Strategy at the Quincy Institute for Responsible Statecraft.See omnystudio.com/listener for privacy information.

George Beebe, former head of the CIA Russia analyst desk, warns of the changing of the world power dynamics as America moves away from being the "world's hegemonic and unrivaled' superpower, not "really having to compromise or "engage in traditional balance of power politics." The Director of Grand Strategy at the Quincy Institute for Responsible Statecraft explains that after the cold war ended, the United States, "could simply tell other countries do this or else because we had such overwhelming power that nobody could really say no. Unfortunately, what has happened over time is that much of the world has said, you know, we didn't really like that very much, and they've started to react to a mass the ability to resist America's directions." Saying, "Russia and China are pushing back and we face a peer competitor in China," the US now has to "recover our ability to engage in traditional balance of power politics, and we don't have a lot of experience.”See Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.
Ukraine won the battle for Kyiv and pushed the Russians back from Kharkiv. But that doesn't mean the war is over - indeed, it seems likely to continue for the long haul, while there may be dangers of Russian escalation in spite of Russia's weak position. We spoke with George Beebe, former head of Russia analysis at the Central Intelligence Agency and current Director of Grand Strategy at the Quincy Institute, about what lies ahead. His 2019 book is The Russia Trap: How Our Shadow War with Russia Could Spiral into Nuclear Catastrophe.
What does it mean to be Ukrainian? Struggles within Ukraine about the answer to that question create an opening for other states to intervene, argues our guest, with some (primarily in Ukraine's north and west) favoring a more ethnic nationalism and others (primarily in Ukraine's east and south) favoring a more civic nationalism. In World War I, World War II, and the present day, outside powers have backed one vision or another to advance their interests. Only a process of truth and reconciliation - of catharsis leading to understanding - can heal Ukraine. Nicolai N. Petro is a Professor of Political Science at the University of Rhode Island. He was a U.S. Fulbright Scholar in Ukraine 2013-2014 and the author of the forthcoming book The Tragedy of Ukraine: What Classical Greek Tragedy Can Teach Us About Conflict Resolution. The Yale Journal of International Affairs article Dr. Petro references is "The Gospel According to Poroshenko: Politics, Religion, and the New Church of Ukraine," available at https://www.yalejournal.org/publications/the-gospel-according-to-poroshenko-politics-religion-and-the-new-church-of-ukraine The next event we have on Ukraine is with George Beebe - on dangers of escalation and paths to peace. George Beebe, former CIA Russia Analyst, discusses the possibility of nuclear warfare and how President Biden can deescalate the on-going tensions between the United States and Russia. Beebe reacts that the boiling point we are seeing right now between the countries hands been “decades in the making” and due to the cost-free view of NATO enlargements of former Soviet satellite states like the Baltic States and Ukraine. He also remarks, that the United States is entering into a period much different than the Cold War, which had limitations and rules, an understanding between nations that there is mutual assured destruction if nuclear weapons are used. The former Adviser comments that, now the United States is, “entering into something that [he thinks] is much more dangerous, and that is a competition, more or less for survival with Russia, without any rules of the game.” Saying, the events over the last 60 days since the invasion, are examples of Russians “warnings, quite loudly, that they are willing to use everything they've got to defend their own country's existence.” Beebe remarks that Biden's goal of strangling “the Russian economy so that it can't generate a threat toward us, and then perhaps the Russians wake up and they overthrow Putin in some way”, “has an enormous unreality to it”.See Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.
