Now retired, Chief Brendan Cox began his 23-year career in law enforcement as a patrol officer with the Albany Police Department. Early on, he was promoted up through detective sergeant in the Children and Family Services Unit and eventually served as Chief of the Albany Police Department. Mr. Cox currently serves as the Director of Policing Strategies at the LEAD National Support Bureau.

In this episode, Stephen and I discuss many topics, from safe consumption sites to medical heroin to Dilaudid dispensing machines on the streets. Yet, the underlying theme of this podcast episode is the value of having empathy and forming relationships with people who struggle with addiction. People who inject heroin are real people who deserve a chance to recover, no matter how long it takes for them to be ready finally. British Columbia, Canada, takes harm reduction to a new level with supervised consumption sites and many other programs to help people who use drugs on the streets to stay safe and help them along the path towards recovery. These programs serve as a positive example for what other countries, such as the United States, that do not allow these advanced forms of harm reduction, could do to save many more lives from the deadly effects of opioids and other street drugs.Stephen Finlay is the manager of addiction services in the Surrey region for Lookout Housing and Health Society. Lookout is a non-profit organization that provides homeless shelters, supportive housing, subsidized housing, outreach, harm reduction, and related services throughout southern British Columbia, including Vancouver. Surrey is one of the largest cities in the Greater Vancouver area and has experienced problems arising from homelessness and drug use for many decades. As an addiction services manager, Stephen oversees an Intensive Case Management team, a supervised drug smoking site, and SafePoint, which is the second federally sanctioned supervised injection site in Canada. SafePoint opened in June 2017. Since it opened, there have been over 190,000 visits to SafePoint. The staff has reversed almost 1,500 overdoses, with no fatalities. Before joining Lookout, Stephen served as executive director of ARA Mental Health Advocacy, a small non-profit that provided advocacy services to people living with mental illness and poverty. He also has 29 years of experience in marketing, product development, and regulatory affairs at TELUS, Canada's second-largest telecommunications carrier, and four years of experience in marketing research at Procter and Gamble. Stephen served as a civilian volunteer for Law Enforcement Against Prohibition from 2006 to 2015. For 14 years Neil infiltrated drug gangs in the UK as an undercover operative. He spent 23 years total in the UK police force. He is now the chair for LEAP UK, which stands for Law Enforcement Against Prohibition. We talk about his many experiences posing as a drug addict and taking down drug dealers, and why he's switched sides in this drug war. Neil is open about how difficult it was to come to terms with how little good he actually did for his communities by going after these drug kingpins. He is also open about how coming to this realization contributed to his PTSD.  Drug addiction is quite clearly a medical and social issue, not a criminal one. We discuss why police should be free to focus on other things, and that by keeping drugs illegal we are actually perpetuating violence, theft, and intimidation in our communities.  We also touch on marijuana and the potential for some other psychedelic type of substances to be used for people's benefit, as well as political corruption, fear, and speaking out publicly. There is an overwhelming amount of proof as to why this drug war is a losing battle, but it may take many more people like Neil speaking up before things change. Today we travel to a future where all drugs are legal. Just roll up to the store, and get yourself some cocaine!    We start with some history: for centuries a world without drug laws existed. Mark Kleiman, a professor at NYU who studies drug policy, explains that fear of drugs, and the desire to regulate them, really started in the last 1800’s. The rise of industry, advances in chemistry, and the invention of the hypodermic needle all fueled a rise in drug use and in drug fears.     Today, of course, some drugs are legal and others aren’t. Alcohol, tobacco, caffeine and pharmaceuticals are all legal. You probably already know what’s not.     But why are certain drugs legal in the United States and others not? The answer isn’t really science or public health research, but rather historical precedent and racism. Maia Szalavitz, the author of a book called Unbroken Brain: A Revolutionary New Way of Understanding Addiction, walks us through some of the racist campaigns against drugs that linked most of them with “violent” people of color. Take this New York Times story from 1914, headlined ““Negro Cocaine ‘Fiends’ Are a New Southern Menace: Murder and Insanity Increasing Among Lower Class Blacks Because They Have Taken to ‘Sniffing Since Deprived of Whiskey by Prohibition.’” White people said that drug use would make white women sleep with black, asian and latino men. That cocaine made black men impervious to bullets, and make them murder whites at the slightest provocation.     Today, the legacy of those racist ideas is still with us in the form of both drug laws and stereotypes about what a drug user looks like. Which impacts who goes to jail for drugs and who doesn’t.     Here are some statistics: in America, white people and black people are equally likely to use drugs. But black Americans are arrested at twice the rate of white americans for drug crimes. Not only that, but black Americans are more likely to be offered a plea deal that involves prison time than whites are for the same crimes, and are more likely to serve longer sentences than white Americans for the same offense.     Here’s another way to look at it: Black Americans represent 12% of monthly drug users, but comprise 32% of persons arrested for drug possession. And when we’re looking at drug arrests, it’s a huge number of people. Between 1993 and 2011 there were 30 million arrests for drug crimes in the United States, and 24 million of those were for possession of drugs, not selling them.     And while Mark and Maia disagree on a lot of things regarding drug policy, this was one thing they actually agreed on: they both think that possession of small amounts of drugs should be decriminalized.     And I talked to a third person for this episode who agrees. And he’s not someone you’d expect to do so. Officer Tim Johnson, a retired cop. Tim is part of a program called LEAP, Law Enforcement Against Prohibition. He joined as soon as he retired, because despite making a whole lot of drug arrests while he was a cop, he didn’t feel like they were actually making a difference. And there’s data to support that feeling. Studies have shown that while we’ve arrested a whole lot of people for drug possession, the rate of drug abuse hasn’t gone down. I'm going to start tweeting the things I've seen and participated in, in policing that is corrupt, intentional or not: A detective slapping a completely innocent female in the face for bumping into him, coming out of a corner chicken store. Punting a handcuffed, face down suspect in the face, after a foot chase. My handcuffs, not my boot or suspect. Closed Circuit Television cameras turning as soon as a suspect is close to caught. [Defecating] inside suspects' homes during raids, on their beds and clothes. Swearing in court and [probable cause documents] that suspect dropped [a Controlled Dangerous Substance] during unbroken visual pursuit when neither was true. Jacking up and illegally searching thousands of people with no legal justification. Having other people write [probable cause] statements, who were never there because they could twist it into legality. Summonsing officers who weren't there so they could collect the overtime. Targeting 16- to 24-year-old black males essentially because we arrest them more, perpetuating the circle of arresting them more. If internal investigations were transparent, you would be able to see it all. The records are there. What's really hard to convey is that some things are so commonplace, they didn't register until I was on the other side. I'm one person relying on a flawed memory system. This is an indictment on the culture of the profession, not a witch-hunt. Sorry.” A quick programming note: The first two minutes or so of this episode were severely damaged by a technical glitch on my end, rendering them of too poor quality to be broadcast. Here is a transcript of what Michael said to kick off the episode: “I am a Marine Corps veteran. I served 11 years in the police department in Baltimore until I was forced to retire from a line of duty injury. And with the movement growing post Michael Brown, the Black Lives Matter movement, I kept hearing a lot of defense of things that were completely indefensible for police to do. And I decided I was going to … talk about these things whether we wanted to talk about them or not or whether it was going to going to get me in trouble or not or whether it was breaking the code … this has to be addressed, and that got a lot of sensationalism.” We'll pick it up right there. Diane Goldstein served 21 years with the Redondo Beach (CA) Police Department, retiring as the first female lieutenant in the agency. During her career she served in patrol and investigative assignments that included gangs and narcotics. She is a subject matter expert and recognized leader in the area of crisis negotiations and developed national training guidelines for use during critical incidents, including the development of POST guidelines for Basic Crisis Negotiator Course Recommended Topics, and Crisis Negotiations Core Competencies. In addition she served as an Academy Instructor at the South Bay Reserve Academy, is a nationally recognized guest lecturer, writer and political commentator on drug policy. She holds a Bachelor of Arts degree in Legal Studies from Brandman University and is a board member for Law Enforcement Against Prohibition.

The National Patients Rights Association members offered testimony and arranged for several other powerful messages to be conveyed to the committee including a mother and her pediatric patient daughter, representatives of local government accepting of cannabis businesses, as well as a speaker from Law Enforcement Against Prohibition.PGT begins a "mini-series" tonight that will be designed around asking national and local advocates, medical professionals, patients and others- Can cannabis cure cancer? Even though patients and caregivers have been legally compromised by getting recommendations for marijuana handed out at hotels and conferences, some of these upcoming events advertise the inclusion of these card mills as part of the event. Is it a good idea to obtain a recommendation in this manner? Joining us tonight- LEAP speaker Tony Ryan, who was flown in by the NPRA to offer testimony in support of the patient friendly bills. Justin Kander is a 23-year old cannabis extract activist and webmaster of PhoenixTears.ca. On December, 18, 2013, Christina Tobin interviewed Diane Goldstein, board member and spokesperson for Law Enforcement Against Prohibition (LEAP). Goldstein is a retired lieutenant from Redondo Beach who believes we need to reform our criminal justice system and move our drug policy under a public health model. She talks about how critical resources for fighting crime are being diverted to the drug wars and how people struggling with substance abuse and/or mental health issues are not getting the help they really need. Goldstein notes that some may think that the idea of law enforcement against prohibition is something of an oxymoron, but over 5,000 current, retired, and former criminal justice professionals, from police officers and supreme court justices, are members of LEAP. Goldstein talks about how criminal justice system lobbyists tend to focus on self-serving agendas, growing the system, rather than serving the people. She also talks about how her own brother’s struggles with substance abuse helped her see that the way the drug problem is being addressed in American is not working. “If we ground our government in compassion we would be better off as a society in general.” For more information go to www.LEAP.cc

L.E.A.P. : Law Enforcement Against Prohibition. COPS SAY LEGALIZE DRUGS! The stated goals of current U.S.drug policy -- reducing crime, drug addiction, and juvenile drug use -- have not been achieved, even after nearly four decades of a policy of "war on drugs". This policy, fueled by over a trillion of our tax dollars has had little or no effect on the levels of drug addiction among our fellow citizens, but has instead resulted in a tremendous increase in crime and in the numbers of Americans in our prisons and jails. With 4.6% of the world's population, America today has 22.5% of the worlds prisoners. But, after all that time, after all the destroyed lives and after all the wasted resources, prohibited drugs today are cheaper, stronger, and easier to get than they were thirty-five years ago at the beginning of the so-called "war on drugs".
