In 2021, the Biden administration proposed a federal ban on menthol cigarettes and last year the U.S. Food and Drug Administration proposed rules to prohibit menthol cigarettes and flavored cigars – products the tobacco industry has intentionally marketed to kids, Black Americans and other communities at enormous cost in health and lives. As the FDA's rule-making process draws to an end (the FDA plans to issue final rules by its own deadline of August 2023), some are wondering some are wondering about the far-reaching implications of this decision on the Black community and law enforcement. Having testified in legislative sessions nationwide for several years on this matter, retired police captain Sonia Pruitt has publicized the complexity behind the ban's potential impact on the Black community. With the FDA's justification to save "Black smokers," she raises concerns about potential unintended consequences, including disparate interactions between law enforcement and the Black community, the emergence of an illegal market, and the failure to address the core issue of smoking. She emphasizes the absence of consultation with Black law enforcement and community stakeholders and draws parallels to historical bans disproportionately affecting the Black community. The former Chairwoman of the National Black Police Association and founder of The Black Police Experience joins Tavis to shed light on this nuanced issue.

She retired as a police captain after over two decades in law enforcement. George Floyd wasn't the only black life killed in the summer of 2020. Rioting erupted across the country, mostly in black communities, under the banner Black Lives Matter (BLM). In just 14 days, 19 people were dead, and the damage tallied between $1 billion and $2 billion in insurance claims, according to Axios. One victim was retired St. Louis Police Captain David Dorn, who was shot and killed by a looter. Dorn's widow, Ann Dorn, is a retired officer herself and she describes the lasting impact of the riots, including a dangerously understaffed police force. She also says none of the money raised by BLM went back into the communities that suffered and she's working to hold corporate backers of BLM accountable. That's just one of her energetic initiatives to make sure her husband's death was not in vain. Next, BLM raised $90 million in the year after George Floyd's death. Chris Tomaino spent 26 years with the Las Vegas Metropolitan Police Department; retired in 2020 at the rank of Captain. Chris was the SWAT Commander when the Route 91 Harvest Festival Concert mass shooting occurred in October 2017. His previous command level assignments include the Special Weapons and Tactics Bureau, Convention Center Area Command, the Homicide & Sex Crimes Bureau, and the Northwest Area Command. Before promoting to Captain, Chris worked a wide variety of assignments during his career with the LVMPD; Patrol Officer, Field Training Officer, Vice Detective (TDY), Gang Detective, Patrol Sergeant, PSU Sergeant, Robbery Sergeant, Federal Task Force Sergeant, Patrol Lieutenant, Administrative Lieutenant, Internal Affairs Lieutenant, and Critical Incident Review Team Lieutenant where one of his primary duties was overseeing the investigation of Officer Involved Shootings and other significant use of force incidents. Today, Chris works with Constellis Corporation's Centerra Group-which is presently contracted by the United States Marshal Service (USMS) for the 2nd and 9th Circuits. He is the Nevada District Supervisor, responsible for hiring, leading, and managing over 70 Court Security Officers (CSOs) responsible for the protection of the United States' 9th Circuit federal courthouses in Nevada (2 in Las Vegas and 2 in Reno). CSOs are deputized by the USMS as Special Deputy United States Marshals (limited federal arrest powers) all CSOs are prior sworn law enforcement officers with either state, local, or federal agencies.
