But how have marijuana reforms affected Black and Brown populations that were heavily impacted by marijuana criminal prosecutions before legalization? NASW Senior Policy Adviser Mel Wilson sits down with Maritza Perez Medina, director of the Office of Federal Affairs at the Drug Policy Alliance; Chelsea Higgs Wise, executive director of Marijuana Justice; and Marvin Tolliver, a therapist at the Radical Therapy Center, to discuss this important issue.

Americans Want Marijuana Less Strictly Regulated While Backing Tighter Rules On Teslas, Crypto And Twitter, Poll Finds Americans say that marijuana should be less strictly regulated than it is now, while also favoring greater regulations on cryptocurrencies, social media, electric vehicles and coal, according to a new poll. The Harvard CAPS-Harris Poll surveyed voters about a wide range of national issues, including where they stand on federal regulations for eight consumer products. Johnson Discusses Amendment A Marijuana Reform on Credit Hour VERMILLION, S.D. – Brendan Johnson, B.S. ’98, lead counsel for Amendment A discussed the implications of marijuana reform on the podcast Credit Hour.“What is not up for compromise is the fact that [marijuana] is decriminalized,” Johnson said. “The people have spoken very clearly on that.”Johnson served as lead counsel for Amendment A. He is a former U.S. Attorney for the District of South Dakota and practices at Robins Kaplan in Sioux Falls.Johnson said the law will go into effect in July of 2021. Johnson said taxes on marijuana will be capped at 15 percent split between the general budget and education. He also said it may have benefits for tribal communities and from a social justice standpoint.“Some of the biggest benefits are from a social justice perspective. We lock up too many people in our country. He is the founder and board president of Doctors for Cannabis Regulation and a founding steering committee member of New Jersey United for Marijuana Reform. Recently, he was named as one of five leaders of the newly formed coalition to support New Jersey’s 2020 cannabis legalization ballot initiative. Dr. Nathan was the first physician in New Jersey history to testify in favor of cannabis legalization before the state legislature, and he has provided a total of 15 testimonies in eight US states. In 2019, Dr. Nathan was one of two physicians to testify at the first-ever US House Judiciary Committee hearing on cannabis legalization. Dr. Nathan is a Distinguished Fellow of the American Psychiatric Association and Clinical Associate Professor of Psychiatry at Rutgers Robert Wood Johnson Medical School. He graduated magna cum laude from Princeton University, received his MD from the University of Pennsylvania School of Medicine, and completed his psychiatry residency at McLean Hospital of Harvard Medical School. While a medical student at Penn Med, Dr. Nathan created, designed, illustrated, and supervised the completion of medical education software packages for anatomy, histology, and embryology. These early GUI programs were used in medical schools around the world. Dr. Nathan serves as Director of Continuing Medical Education for Penn Medicine Princeton Health and Director of Professional Education at Princeton House Behavioral Health. On the topic of cannabis policy, Dr. Nathan does not necessarily represent the views of these organizations. Dr. Nathan is a clinical associate professor at Rutgers RWJ Medical School and a community fellow at Mathey College of Princeton University. Recently, he was appointed to the Editorial Boards of the American Journal of Endocannabinoid Medicine and Cannabis Science and Technology. Dr. Nathan has written and spoken extensively on cannabis policy, with audiences including lawmakers, businesspeople, state medical societies, hospital medical staff, allied health professionals, and the lay public. Among his dozens of published articles, he coauthored a landmark opinion piece on cannabis regulation with former Surgeon General Joycelyn Elders for the American Journal of Public Health. Dr. Nathan has appeared in nationally syndicated broadcast, online and print media publications, with more prominent outlets including CNN, The New York Times, Wall Street Journal, Washington Post, US News & World Report, VICE News, San Francisco Chronicle, Politico, The Week (UK), and SinoVision News. Public opinion on marijuana legalization has shifted in recent years—roughly two-thirds of all Americans are now in favor of national legalization, according to a recent Pew Research Study. However, a new ACLU report called "A Tale of Two Countries: Racially Targeted Arrests in the Era of Marijuana Reform,” shows that despite legalization and decriminalization efforts, many of them successful, marijuana arrests continue. Black people are 3.64 times more likely to be arrested for marijuana possession than a white person. According to the FBI, in 2018, police made more marijuana arrests than for all violent crimes combined. Today's episode features two people who’ve been focused on marijuana legalization and racial equity: Dominique Coronel, a young activist from Illinois whose life has been deeply impacted by marijuana arrests, and Zeke Edwards, the Director of the ACLU’s Criminal Law Reform Project, and a lead author of the report. They are both working to ensure that when legalization or decriminalization measures pass, the Black and brown communities that are hardest hit by prohibition are not left out of the legal cannabis industry. Today on the State Of Cannabis our host talks to Cole Ducey. Cole grew up in San Diego, CA and began cultivating cannabis on a small production level when in college in the San Fernando Valley. In order to produce the most top-shelf flower, Cole quickly realized that curing was not just a simple option left up to each respective grower, but actually a necessity for the product as a whole and one that could tremendously benefit and/or detriment the end product and bottom-line for the cultivator. The issue was that curing proved to be a very arduous and inexact process which was very easy to mess up, resulting in molded or over-dried flower. More than five years later, Cole had founded a CNC Machine shop which afforded him the opportunity to design and develop the Auto Cure device which he had wished he would have had during his growing days. Auto Cure, LLC. is now a production facility here in San Diego working alongside strategic partners within the industry.

Today on State of Cannabis Dave Inman is joined by J.P. Holyoak, Chair of the Campaign to Regulate Marijuana Like Alcohol,-Arizona. The Campaign to Regulate Marijuana Like Alcohol allows adults 21 years of age and older to possess up to one ounce of marijuana and consume marijuana in private. It allows adults to grow up to six marijuana plants in an enclosed, locked space within their residences and possess the marijuana produced by those plants in the location where it was grown. No more than 12 total marijuana plants can be grown in a single residence. Property owners and landlords will have the right to prohibit marijuana from being grown on their property. It establishes the Department of Marijuana Licenses and Control to oversee a tightly controlled system of licensed marijuana retail stores, licensed cultivation facilities, licensed product manufacturing facilities, and licensed testing facilities. The department will include a law enforcement unit that will be responsible for enforcing regulations, conducting compliance checks, and investigating violations. It allows a limited number of licensed marijuana retail stores to sell marijuana to adults 21 years of age and older. The number of retail stores will be capped at 10 percent of the number of liquor store licenses, which is currently fewer than 180. It allows localities to impose limits on where and when marijuana businesses are allowed to operate, and requires businesses to test marijuana products and adhere to strict packaging and labeling guidelines. The Campaign also enacts a 15% excise tax on retail marijuana sales, which will be used to fund the implementation and enforcement of regulations. Any additional marijuana tax revenue will be allocated as follows: 40% to the Department of Education for school construction, maintenance, and operating costs; 40% to the Department of Education for full-day kindergarten programs; and 20% to the Department of Health Services for public education regarding the relative harms of alcohol, marijuana, and other substances.
