Russian crude has to go by water because it's not going to Europe. Additional market penetration to India, China, etc. Is there any market left there? With refined products - also logistical. Typically products are shipped out of refineries in Baltic and spend 3 days going to Rotterdam. But now they have to spend more time going to Asia. Shipping and insurance issues are also a logistical issue. Short term disruption during change without any political hardball being played by Putin.- "Total U.S. exports of crude oil and refined products eclipsed a record 10.0 mb/d for a second straight month, and U.S. petroleum net exports rose to 2.1 mb/d, which was the highest for any month on record since 1947." Do you foresee this changing when the SPR releases stop? --> some of the SPR has been exported but not a lot of it. A lot of it is still getting placed domestically through pipelines and barges.- Two months ago 10.4 million bpd of total gross exports was a record. Double digit million bpd export numbers are stunning.- As imports have gone down, we have net exports going up.- Hunkering down and building business to continue to supply oil domestically.- EIA projects a backslide in exports but by year end next year it comes back.- The US has become a stronger domestic provider of its own oil within our own value chain.- But need more infrastructure in oil in order to have low prices at home and lots of exports This is a public episode. Two prominent economists and writers, Chris Blattman and Noah Smith, both recently and independently published blog posts on the likelihood of war between China and the US over Taiwan. They are not optimistic. Both seem to think that war is relatively likely. Unfortunately, neither offers a quantitative forecast, but I think it's interesting and useful for serious researchers to write about their views on such important questions. Chris's post is called "The prospects for war with China: Why I see a serious chance of World War III in the next decade". Noah's is "Why I think an invasion of Taiwan probably means WW3". They complement each other well, with Chris's post arguing that war seems likely and Noah's post arguing that the US would probably get involved in the event of a war. Chris's post on why bargaining may break down Chris applies the bargaining framework he used throughout his book Why We Fight to show why war is becoming more likely as China continues to grow its economy and strengthen its military. Eventually, the status quo of de facto Taiwanese independence will slip outside of its "compromise range". When this happens, Chinese leaders may decide going to war to try to bring about a different outcome may be preferable, despite the costs. Still, war is risky and negative-sum. A negotiated settlement should, in principle, be preferable for all parties. Chris suggests that negotiations may fail because ideological principles (e.g. democracy vs autocracy) can be non-negotiable, China's crackdown on Hong Kong harmed its reputation for sticking to negotiated settlements, and Xi Jinping is increasingly unchecked and isolated in his leadership. Noah's post on why the US would probably get drawn into the war Noah also applies economic thinking to inform his geopolitical analysis, using game theory to predict which war scenarios seem more likely based on the interests of the actors involved. Noah considers about how important various factors, like national pride, reputation, and military costs, seem to Chinese and American leaders. He then tries to weigh up how important these costs and benefits seem relative to each other to work out the payoffs to each actor is in each of the four possible outcomes of the game. Then he assigns probabilities to work out expected payoffs, and figures out the equilibrium through backwards induction. Long story short, the equilibrium solution under these assumptions is for China to invade and attack the US to maximize its chances of victory, nearly assuring the outbreak of a major great power war. Of course, there are many ways this analysis could be wrong, and Noah touches on them at the end of the post. For example, given escalation risk, perhaps the payoffs in any "US fights" outcome are hugely negative for both parties, making it very unlikely that they would both choose to fight. Or, perhaps losing a fight over Taiwan would be so negative for China's leadership that it's just too risky (the expected payoff is negative) to undertake. Or, perhaps the leadership of each country is misinformed about the likelihood of each outcome, leading to miscalculation, bad decision-making, and a sub-optimal (i.e. very costly) outcome. Why they're worth reading Both posts analyze the US-China-Taiwan situation from a specific, economic framework. How insightful you find them will depend somewhat on how much resemblance you think this kind of rational analysis of weighing expected costs and benefits bears to actual foreign policy decision-making. But I think it's great to see serious thinkers trying to make progress on important questions like "Will World War III happen...

We've extended the deadline to November 10 to our incubation program starting early 2023. Below we set out why applying is worthwhile. In our recent ‘Ask Charity Entrepreneurship anything' post, the question was asked: “What kind of applicant do you think underrates their likelihood of success?” With so many upvotes, we've decided to give our response its own post. “You get so many applicants, it's not worth applying” Yes, our application process is competitive and it is true that we get a lot of applicants (~3 thousand). But, and it's a big but, ~80% of the applications are speculative, from people outside the EA community and don't even really understand what we do. Of the 300 relevant candidates we receive, maybe 20 or so will make it onto the program. So for the purposes of those reading the EA Forum, (who one would imagine are somewhat or very involved in EA) the likelihood of getting into the later rounds of the application process are actually pretty good. “The charities you are launching will get started whether I apply or not” Nope. Unfortunately, this is often not the case. In recent years we have had more charity ideas than we have been able to find founders for. We have been trying to launch a Postpartum charity for a number of years, and ideas such as Exploratory Altruism have rolled over from one cohort to the next. The truth is that for every year a charity doesn't get founded, that's a year of its impact gone. Many EAs don't realize that they are exactly who we are looking for. Right now we are particularly interested in finding founders who could potentially focus on Tobacco Taxation and Fish Welfare, as it may well be the case that these interventions won't get off the ground if we don't find suitable co-founders very soon. To help mitigate this, we have just extended our application deadline to November 10 and we are appealing to readers here, to think once more about applying, and to spread the word. “But it pays too little” It is true that, historically, some CE founders made the decision to take meager salaries but it's worth clarifying that the charities we launch set their own salaries (CE doesn't dictate anything). Moreover, in recent years we've seen steep improvements in the speed, ease and quantity of funding achieved by our incubatees, so the choice of salaries taken, ranges greatly. Don't expect to match corporate salaries, but our founders are living fully and comfortably. (When it comes to financial support during the program, we don't want financial limitations to stop anyone from starting an organization, so we offer extended stipends to cover living costs, childcare, etc.. Personal financial limitations should never be a reason to not start a charity that could save thousands, if not millions, of lives.) “But I don't have the right skills and experience” Doctors think they lack the commercial skills, business students think they lack the research skills and researchers think they lack the interpersonal skills. The truth is that nobody comes onto the program ready. That's what the program is for! Even after the program, the first year of running the new charity is spent learning- piloting and testing, becoming a skillful and capable expert in your chosen intervention. Abstract: Prominent theories of cognitive effort-based decision-making posit that shared brain regions process both potential reward and task demand, supporting the idea that effort allocation are informed by a cost-benefit trade-off, weighing the expected benefits of successful control against the inherent costs of effort exertion. While the dorsal anterior cingulate cortex (dACC) has been proposed as a candidate region supporting this decision, it remains unclear whether dACC activity tracks rewards and costs as independent quantities, or it reflects the effort intensity worth the integrated costs and benefits. While recent accounts of dACC function posit a crucial role the region in negotiating cost-benefit trade-offs, empirical evidence for this account remains scarce across single studies. To address this, we conducted a systematic meta-analysis review of neuroimaging studies, using activation-likelihood estimation method to quantify brain activity across 45 studies (N = 1273 participants) investigating reward-guided effort. We found reliable recruitment of the dACC, putamen, and anterior insula for processing both larger rewards and increasing task demands. However, the dACC clusters sensitive to task demands and rewards were anatomically distinct with no significant overlap: caudal dACC activity tracked increasing task demands, while rostral dACC activity tracked increasing rewards. Critically, we also observed that caudal dACC activity tracked the integration of costs and benefits, compatible with mental effort intensity account. These findings suggest there are distinct signals for demand and effort in the dACC which are also integrated to support the decision to invest effort, supporting recent computational accounts of cost-benefit value integration in effort-based choice. It's incomplete, and doesn't reflect updates in my views in the 2+ years since I worked on it. I think there are serious downsides to sharing the draft publicly, because I think some parts of it are likely to be substantially wrong. I'm posting it anyway (with the hope that flagging the potential substantial wrongness will help people be especially skeptical of the conclusions) because I think the benefits outweigh those downsides. The benefits: Transparency: I've shared the draft with a number of researchers exploring civilizational collapse, and they've built off some of the research. It seems bad for an unpublished piece of research to be informing other research without being public (citable, scrutinizable) itself. Potential insights: To the extent that not everything in this post is wrong, it seems good for people to be able to easily draw/build on any good arguments in it (rather than have to start from scratch). Noticing bad arguments: As per Cunningham's Law: “The best way to get the right answer on the internet is not to ask a question; it's to post the wrong answer.” I think the probability of technological stagnation is somewhat higher than I did when I was working on this piece in earnest for a number of reasons — most of which I don't have capacity to write up at the moment. The biggest reason is probably the risk of extreme, long-lasting climate change. It seems possible that anthropogenic climate change could cause global warming extreme enough that agriculture would become much more difficult than it was for early agriculturalists. Temperatures wouldn't return to current levels for hundreds of thousands of years, so if the warmer temperatures were much less conducive to recovering agriculture and downstream technological developments, humanity might be stagnant for millennia. Summary In this post, I explore the probability a catastrophe that caused civilizational collapse might lead to indefinite technological stagnation (and eventual human extinction) — even if it didn't cause extinction in the very short term (a topic I covered in What is the likelihood that civilizational collapse would directly lead to human extinction (within decades)?). To do this, I ask three key questions: 1. If we “re-ran” history, would we see the agricultural and industrial revolutions again? If a catastrophe caused a return to hunter-gatherer levels of society, we'd have to undergo the agricultural and industrial revolutions all over again to get back to our current levels of technological civilization. How likely is it that we'd overcome those hurdles again? Because the first agricultural revolutions happened in multiple places following the stabilization of the climate after the last glacial period, I expect it's very likely that we could expect to see subsequent agricultural revolutions within years (once the climate is suitable for agriculture).
