Global Food Policy Report IFPRI Policy Seminar 2025 Global Food Policy Report | Food Policy: Lessons and Priorities for a Changing World May 28, 2025 Over the last 50 years, the world's food systems have evolved tremendously amid major economic, environmental, and social changes. Throughout this period, policy research has played a critical role in providing evidence and analysis to inform decision-making that supports agricultural growth, better livelihoods, and improved food security, nutrition, and well-being for all. IFPRI's 2025 Global Food Policy Report—a special edition marking the Institute's 50th anniversary. This year's flagship report examines the evolution and impact of food policy research and assesses how it can better equip policymakers to meet future challenges and opportunities. Stephen introduces the dynamic interplay between writing and self-reflection, arguing that the act of writing illuminates resistances, countertransference, and areas of growth that might elude the analyst in supervision or personal analysis. He shares his innovative "three-minute chess match" technique for identifying the heart of a case narrative and reflects on his journey—from his mother's poetry to his current work mentoring candidates in the art of case writing. Despite significant progress in addressing hunger, malnutrition remains a major challenge in all regions of the world. Unhealthy diets are a major driver of all forms of malnutrition, including undernutrition, overweight and obesity, and micronutrient deficiencies, as well as diet-related noncommunicable diseases. Worldwide, as many as 3 billion people cannot afford a healthy diet. The imperative to transform our food systems to ensure sustainable healthy diets for all has never been stronger; meaningful change will require that we deploy high-impact, evidence-based solutions in context-specific ways that are adaptable, dynamic, and equitable. IFPRI's 2024 Global Food Policy Report on Food Systems for Healthy Diets and Nutrition presents policy and governance solutions to strengthen diet quality and nutrition in low- and middle-income countries, and examines priorities for future research on food systems for better nutrition. Drawing on a substantial body of research on diets, agriculture, and food systems from IFPRI and CGIAR, in partnership with colleagues around the world, the report emphasizes the critical need to focus on diets that benefit both people and the planet. It explores how demand-side approaches can support healthy dietary choices, the need to invest in improving affordability, and ways to strengthen food environments to support healthy diets. The report also highlights supply-side ways to improve diets, including increasing consumption of fruits and vegetables and assessing the role of animal-source foods, and discusses how effective governance can help achieve change. For each of the world's major regions, the report identifies critical challenges and opportunities for contextually relevant actions to deliver healthy diets and nutrition for all. Following a presentation of the report's key findings and recommendations by IFPRI's leading researchers in diets and nutrition, a distinguished panel of partners and experts will discuss the report. Remarks will focus on challenges and opportunities to transform food systems so that everyone everywhere can reap the benefits of sustainable healthy diets. BOOK LAUNCH The Political Economy of Food System Transformation: Pathways to Progress in a Polarized World Hybrid Event NOV 14, 2023 - 3:00 TO 4:30PM EST Amid rising geopolitical conflict, populism and nationalism, and clashes between empirical evidence and disinformation campaigns, many countries are trying to transform their food systems to achieve healthier, more sustainable outcomes. To accomplish this challenging goal, pathways to transform food systems must be grounded in a sound understanding of interest group dynamics, incentive systems, the role of ideology and coalitions, and accountability structures. The Political Economy of Food System Transformation, a new IFPRI and Oxford University publication edited by Danielle Resnick and Johan Swinnen, tackles this complex subject by integrating insights from a global set of interdisciplinary scholars. Their work encompasses food system policy issues relevant to diets and environmental sustainability at the local, national, and international levels. The authors address a wide range of issues, including the need to repurpose costly agricultural subsidies, reduce red meat and ultra-processed food consumption, increase uptake of appropriate biotechnologies, adopt sugar-sweetened beverage taxes, implement the European Union's Farm to Fork Strategy, adapt urban food system councils to local contexts, and track accountability for global food system commitments. The United States has become the world's most adamant promoter of what is now called “gender-affirming care” for children and adolescents who identify as being other than their born sex. This approach ranges from “social affirmation”—the use of preferred pronouns, for example—to “medical affirmation,” such as puberty blocking, to radical “surgical affirmation,” meaning mastectomies, facial feminization or masculinization cosmetic procedures, and, in a few cases, even genital removal and refashioning. Beginning to “transition” youth while they are still immature remains intensely controversial. But the increasingly woke medical establishment and Biden administration claim that the gender-affirming approach is “settled science” and the only efficacious approach to treating these children, calling those who disagree “science deniers.” My expert guest today says not so fast. Psychiatrist Stephen B. Levine has co-authored an important paper that details the paucity of reliable data establishing the benefits gender transitioning during a patient's youth, calling into significant question the current approach to caring for anguished children diagnosed with gender dysphoria. Stephen B. Levine is a psychiatrist known for his work in human sexuality, particularly, sexual dysfunction and transgenderism. Levine earned his MD from Case Western Reserve School of Medicine and serves as a Clinical Professor of Psychiatry there. He was co-editor for the section on sexual and gender identity disorders in the professional text Treatments of Psychiatric Disorders. Although much of his work is written for other clinicians, Levine has also written books for a lay audience, including Solving Common Sexual Problems and Sexuality in Mid-Life (2004). Levine also served on the American Psychiatric Association DSM-IV Subcommittee on Gender Identity Disorders. The work of our corrections officers is often difficult and dehumanizing. The prison system perpetuates harm on both sides of the bars and Stephen Walker, a corrections officer for over 30 years - most notably in facilities for incarcerated youth - is passionate about changing that for everyone impacted by incarceration and abuse. He is not proud of the role he played in the system before turning his life around and working to become a deeply kind and compassionate person. Now, he shares his hard-earned wisdom and technical expertise to improve systems and situations for as many people as he can, making that kind of change possible for more people.
