His dedication and skill have not only been pivotal in the field but also in the classroom. Lt Lacey developed the Texas DPS tactical flight officer (TFO) training program from scratch and currently serves as a TFO instructor, sharing his knowledge worldwide on behalf of the Airborne Public Safety Association and various law enforcement units. In addition to his instructional roles, Lt Lacey plays a vital part in the procurement and specification of equipment for the Texas DPS and acts as a consultant for emergency management and preparedness planning across the United States. During this episode, we discuss the Axnes wireless intercom system. She is the youngest of three sisters.From a young age, Helen was an avid skier, hitting the slopes before she could walk and competing in downhill skiing until she was 17. She attended a Catholic high school but took a brief detour from her academic pursuits for a few years. Despite this, her passion for sports led her to earn a scholarship for soccer and track, eventually pursuing a degree in criminal justice at a university in Missouri.After graduating, Helen returned to Montreal for a summer before traveling to Arizona to visit her sister. Although she originally planned to continue to Hawaii, she fell in love with Phoenix and decided to stay, eventually applying to the Phoenix Police Department.Helen's career with the Phoenix Police Department began in 2004, patrolling the busy Maryvale precinct. From 2008 to 2015, she served as a detective in the Robbery-Kidnapping-Extortion unit before joining the ATF Violent Crimes Task Force, where she worked undercover until 2018. She then returned to Maryvale patrol until 2020, when she transitioned to the Air Support Unit.In 2021, Helen attended flight school, earning her commercial pilot's certificate by March 2022. Brink has been a police officer since the early 1990s. Since its inception in 1953, the Dutch Police Aviation Service has relentlessly served as the nation's eyes in the sky. The unit operates two satellite offices, one at Rotterdam-The Hague Airport and one at Volkel AFB.  Operating around the clock with a fleet of aircraft that includes nine helicopters, the Air Support Unit serves as watchful guardians, covering a vast expanse of 16,000 square miles on a mission to protect and serve. Brink started to work for the police 32 years ago, first in patrol in the city of The Hague. Later, he transferred to the National Police Force. Since 2009 he has been a tactical flight officer in the Air Support Unit. Welcome to episode 108 of The Hangar Z Podcast, brought to you by Vertical Helicasts. Thanks for joining us to continue this conversation with Lt Cody Klaehn from the Texas Department of Public Safety (DPS). In this episode, Lt Klaehn debriefs an inadvertent entry into instrument meteorological conditions (IIMC) incident he was a part of as a tactical flight officer (TFO). We also continue the conversation on airborne use of force.  Lt Klaehn is a Texas native who joined the Marine Corp before joining Texas DPS.  He worked the highway as a patrol officer for 10 years, before he was selected to the Driver License Fraud Unit, stationed in Austin. He was later promoted to the Criminal Investigation Division as a sergeant in Narcotics and stationed in Laredo with the Drug Intelligence Unit.  Lt Klaehn served on and off the SWAT team for approximately 12 years, during which time he advanced through various positions within the SWAT Team.From there, Lt Klaehn transferred to the Texas DPS Training Academy in Austin as a recruit school instructor in Austin. He was selected as one of two lieutenant team leaders for the Texas Ranger SWAT team.In 2011, Lt Klaehn transferred from the SWAT team to DPS Aircraft in 2011 and presently works as a training lieutenant for TFOs.  This is Part Two of a conversation with Leila Towry and Aimery Thomas of The Future Organization (TFO) about their recent year-long research study into Los Angeles County ARFs and RCFEs.  These are commonly referred to as “board and care” homes, but the researchers make a case that the community and regulators should intentionally move away from that labelling as we attempt to forge new policy in this space. The study was supported by an Initiative, involving the participation of Brilliant Corners, the LA County Department of Mental Health, the LA County Department of Health Services, and Genesis LA, funded by the California Community Foundation and Cedars Sinai.In this interview, we discuss TFO's findings relative to the connections between this segment of the housing market in LA County and our crisis of homelessness.  We will explore how licensed facilities are not seen as part of the continuum of housing options in the “homeless services” sector, and, in fact, the federal department of Housing and Urban Development does not recognize licensed facilities as housing according to federal regulations which require individual leases.  As the study authors will assert, not recognizing the market of ARFs and RCFEs and the vulnerable populations they serve represents a blind spot in public policy discourse on ending structural homelessness.We will also focus on just ten of the more than 50 recommendations offered in this report, across the domains of key players affecting outcomes for this Market – municipalities, Los Angeles County, the State's Community Care Licensing Division that licenses and regulates facilities, and the facilities operators themselves.  Los Angeles County owners and operators have been collectively advocating for change and improvement through a newly-formed organization, the Licensed Adult Residential Care Association, or LARCA. Resources associated with this episode:Here are some links to help you navigate this issue:Summary of study findings from Brilliant Corners website re/ this study.Full report, Serving our Vulnerable Populations:  Los Angeles County Adult Residential Facilities and Residential Care Facilities for the Elderly, August 2023.August 26, 2023 article in LA Times summarizing key finding of TFO report. July 12, 2022 article in LA Times about continuing closure of board & care homesBlog at Accoglienza.us

Early in his career, Instructor Krewer was assigned to a tactical street team and led the team in firearms arrests. John Krewer was recruited into a federal Violent Crimes Task Force where he is still actively assigned. In his time as a TFO in the Violent Crimes Task Force.
