En Guinée, il est de plus en plus probable que le numéro un du pays, le général Mamadi Doumbouya, sera candidat à la future élection présidentielle. « Les dispositions qui vont être proposées au peuple par référendum le 21 septembre n'interdisent pas sa candidature », déclare aujourd'hui sur RFI le Premier ministre Bah Oury, qui espère que cette présidentielle pourra avoir lieu avant la fin de l'année. Bah Oury s'exprime aussi sur les disparitions forcées de Foniké Menguè et de Mamadou Billo Bah, il y a plus d'un an. En ligne de Conakry, le Premier ministre guinéen répond aux questions de Christophe Boisbouvier.   RFI : Le 21 septembre est programmé le référendum constitutionnel en prélude à une prochaine élection présidentielle. Dans la charte de transition, le général Mamadi Doumbouya avait promis de ne pas se présenter à cette future élection. Pourquoi a-t-il changé d'avis ?   Bah Oury : Bon, pour le moment, aucune information officielle n'a été délivrée sur ce sujet. Mais ce qui est sûr, les dispositions constitutionnelles qui vont certainement être proposées à la population le 21 septembre prochain n'interdisent pas la candidature principalement de Monsieur Mamadi Doumbouya.   Et justement, pourquoi renonce-t-il à sa promesse de 2021 quand il avait pris le pouvoir ?   Pour le moment, rien n'indique qu'il a renoncé à sa promesse. Laissons-lui le temps, le moment venu, de s'exprimer et de donner des motivations dans n'importe quel sens qu'il pencherait, il va expliquer cela à la population guinéenne.   Mais pensez-vous qu'il y a un doute sur sa candidature à venir à la prochaine présidentielle ?   Permettez-moi de lui laisser le soin, le moment venu, de s'exprimer sur sa position.   Alors pour constituer le fichier des votants à ce référendum du 21 septembre, les autorités ont procédé à un recensement biométrique. Il y aura 6 700 000 votants. Mais les autorités ont oublié de recenser le numéro un de l'opposition, l'ancien Premier ministre Cellou Dalein Diallo. Pourquoi cet oubli ?   Je pense qu'il a un problème en termes de résidence. Et vous savez, si vous êtes non-résident dans une ville ou dans une collectivité, il faut que vous attestiez d'une résidence d'une certaine durée. Donc, il n'y a aucune volonté d'exclure qui que ce soit dans ce processus.   Dans ce projet de Constitution, il est prévu que, pour le président, le mandat de sept ans sera renouvelable une fois, sans plus de précisions. Est-ce que, par rapport à l'avant-projet initial qui était beaucoup plus restrictif, il n'y a pas la porte ouverte à une présidence à vie ?   Non, pas du tout. Au contraire, les dispositions d'intangibilité ont été renforcées pour empêcher, de manière juridique, toute possibilité de procéder à des modifications de ces dispositions d'intangibilité. Et la question des mandats fait partie de ces dispositions d'intangibilité.   Et si le « oui » passe, est-ce que la présidentielle aura lieu dans les semaines suivantes ?   L'objectif, comme l'a dit le général Mamadi Doumbouya, l'année 2025 est une année électorale. Le référendum n'est pas une élection, donc ceci explique cela.   Donc la présidentielle avant la fin de l'année ?  Inchallah.  Vous avez une date ?   Non. On respectera les procédures réglementaires et législatives pour la fixation de n'importe quelle date après le référendum.   Il y a treize mois, le 9 juillet 2024, les deux leaders de la société civile, Foniké Menguè et Mamadou Billo Bah, ont été enlevés à Conakry par des hommes armés et en uniforme. Est-ce que vous avez de leurs nouvelles ?   Nous cherchons toujours et de la manière la plus sérieuse. Nous cherchons à avoir des renseignements sur leur sort, sur les lieux où ils pourraient être. Et je dis que cela, c'est une préoccupation aussi bien du président de la République que du gouvernement dans sa globalité.   Est-ce que Foniké Menguè et Mamadou Billo Bah sont encore en vie ?   Je souhaite ardemment que Billo et Foniké soient en vie.   Ce jeudi 7 août viennent d'entrer en vigueur les nouvelles surtaxes douanières des États-Unis à l'égard de leurs partenaires commerciaux. Quel est l'impact pour votre pays, la Guinée ?   Notre économie est une économie relativement pas importante au regard de la puissance de l'économie américaine, et nous exportons beaucoup plus des matières brutes comme la bauxite. Et dans les prochains mois, le fer. Et comme vous le savez, ça rentre dans des combinaisons de transformation dans des pays qui pourraient être peu ou prou affectés par ces hausses de tarifs. Mais nous, c'est relativement marginal puisque notre partenaire économique privilégié pour les matières premières, c'est la Chine. Donc notre économie n'est pas directement affectée au premier rang.
