Among the 16 Janapadas, Magadha rose to the level of an empire. It started off as a small Janapada or a state in the southern banks of the mighty life giving Ganges river(Ganga). It had great dynasties like the Brihadratha, Haryanka(Bimbisara), Shishunaga and the Nandas. But it tasted true glory under the Mauryas, who expanded Magadhan Empire to much of modern day Indian subcontinent. Chandra Gupta, the first ruler of Mauryan dynasty, was aided to power by the great strategic thinker Vishnugupta, also known as Chankaya and Kautilya. He was succeeded by Bindusara. Kautilya lived in India from 375 to 283 BC. He ranks alongside Sun Tzu as one of the great early sages who wrote about the relations between polities, and thus also about wars between them. Kaushik Roy, Guru Nanak Chair Professor at Jadavpur University, India, joins Beatrice and Paul to discuss his work. Kautilya's approach to strategy included an understanding of inter-polity relations that assumed that one's ‘enemy's rear-enemy' would be a good ally against the shared enemy: in other words, ‘make friends with your enemy's enemy'. Meanwhile, insurgents would get support from other polities, and aggressors could be just, or just greedy. He thus paired ‘realist' views with moral elements. Also referred to as Chanakya or Vishnugupta, Kautilya was adviser to two successive emperors of the Mauryan Empire in India. He was thus not only a theoretician but also had considerable political influence. His main body of work is the Arthashastra, an ancient Sanskrit treatise on statecraft, political science, economic policy and military strategy. While one is hard-pushed to argue that he had a lasting influence on the following millennia of political or strategic thinking in India, his views are worth pondering, as they cast fresh light on strategy and on relations between states. Kaushik Roy is Guru Nanak Chair Professor in the Department of History, Jadavpur University, Kolkata, India and a Global Fellow at the Peace Research Institute Oslo (PRIO), Norway. He obtained his PhD from the Centre for Historical Studies, School of Social Sciences, Jawaharlal Nehru University, New Delhi.

Mayfield Sure, so the writings of Kautilya . . . first of all, he's a leading Indian philosopher, and I find them a useful lens for understanding India's pursuit of national interests. Kautilya was an Indian statesman and a political advisor who emerged around 300 BCE and provided a realist outlook on geopolitics through his foundational work. Importantly, Kautilyan theory provides a culturally and historically informed construct for thinking about Indian behavior and Indian interests and Indian foreign policy. And his logic continues to influence strategic thought today. And I think it's manifest in some of India's national security interests in its assessment of its geography and its international relations, which I hope we get to talk a little about. Host You assert in your article that the United States needs to understand how India sees the region and the world. And you suggest that the theories and ideas of Kautilya might lend some insight here. Give us some context. What's the situation in the Indo-Pacific right now as it applies to this topic. Mayfield Sure, well, the United States is clearly identified the PRC, China, as its pacing challenge. And the US has been trying desperately for a number of years, maybe a decade now, to pivot away from Southwest Asia, pivot away from Europe, and to focus on the Pacific with an eye on controlling, or at least shaping and influencing the rise of the PRC. India is central to advancing American interests in that region. It's an enormous state and a huge player in the area. But it's been a difficult partner for the United States to approach.

Man and metals have an age-old relationship. Different periods of early human Civilization have been named after metals. The attributes of gold influenced the mind and heart of Indians so much that they conferred upon the supreme spirit the designation of hirnyagarbha. Some of the Gold and Silver ornaments from Indus Valley sites such as Mohenjodaro are hosted in the National Museum, New Delhi. Kautilya also described the method for refining silver. Zinc is one of the most difficult metals to smelt but ancient Indian metallurgists had mastered the technique of smelting Zinc as is evident from the semi-industrial scale production of Zinc in the Zawar region of Rajasthan. Rasaratnakar provides the earliest documentary evidence for the cementation process for brass making and reduction-distillation process for zinc extraction. Wootz steel was widely exported and traded throughout ancient Europe, China, the Arab world, and became particularly famous in the Middle East, where it became known as Damascus steel. Mercury was very popular in ancient India owing to its alchemical significance. The Rasa Ratnasamuccaya describes the extraction and use of copper.The world renowned Bronze sculpted statue of the dancing girl from Mohenjodaro is the best example of the Tin mining and smelting technology in ancient India. In various parts of India mirrors made of Bronze have also been found. An important metal referred to in Rigveda is ayas.An iron pillar known as Mehrauli pillar inscription weighing over 6 tonnes, more than 7 metres tall is constructed in a single forge and is erected on top of the Vishnupada hill (in modern central India) with sanskrit inscriptions on it in the brahmi script about the great gupta ruler Chandragupta Vikramaditya during the Gupta dynasty's rule in 320-540 AD.Later the founder of delhi, Tomar king Anangapala brings it to delhi and installs it in its current place . The other one is near Bangalore in kannur where there is 750 centimeters of rain a year 6 to 8 months and this is been there for 2400 years and it is rust proof . There were experts in the preparation of a variety of metallic salts, compounds and alloys, pharmaceutical preparations, distillation of scents for making perfumes and fragrances as well as cosmetics. nearly three thousand years back, Indians knew the art of making glass and coloring it with metal salts. In ancient India, glass was used to make beads, bangles and laboratory ware It is appropriate to mention that it is the Muslims who took much of the Hindu chemistry, medicine, astronomy, and mathematics, and other branches of science and technology to the Near East and then to Europe. I see [Jomini] as one of the final products of the Enlightenment -- the idea of this ability to find scientific principles ... that anyone can use, [such as] in this case, war In this episode in our Great Strategists series, U.S. Army War College historians Bill Johnsen and Con Crane present one of the more enigmatic figures in military theory, Baron Antoine-Henri Jomini. Historians have given Jomini mixed reviews in terms of evaluating his theories and contributions, but almost all recognize his influence. Modern analysts often pit Jomini and his contemporary, Carl von Clausewitz, as polar opposites, creating "Jominian" and "Clausewitzian" camps. In reality, both were informed by their experiences with the Napoleonic Wars, but they took different perspectives--Clausewitz from the Prussian perspective, Jomini from the French. And while Clausewitz died in 1831, Jomini lived to be an old man and prolific writer, so you can see elements of Clausewitzian thought in Jomini's writing. Still, Jomini was interested in finding general principles of warfare that could translate directly to success on the battlefield; a task that seemed simple when he could draw from observations of Napoleon's greatest victories. Out of the emerging theories of airpower and his own experiences in Vietnam, Warden developed the five-ring system model of an enemy force. Using effects-based operations, Warden used the five rings to suggest ways to use air operations to more efficiently influence an enemy force. Attacking targets closer to the center of the rings meant greater effects on the enemy. Presenting the history, concept, and implications of this theory are U.S. Army War College professors Clay Chun and Jacqueline E. We continue our Great Strategists series with a look at three pioneers of airpower -- Giulio Douhet from the Italian Armed Forces, Billy Mitchell of the U.S., and Hugh Trenchard, the "father" of the British Royal Air Force. In the early 20th century, these three great innovators and thinkers saw the battlefield changing as a result of the introduction of airplanes. Only a decade would pass from the Wright Brothers' first flight to use of aircraft in World War I -- and controlling the skies have been vital to military success ever since. Presenting these pioneers is Dr. Tami Davis Biddle, U.S. Army War College Professor of National Security Affairs, and Dr. Jacqueline E. In this third episode of War Room’s special series on Great Strategists, Larry Goodson presents the writings of Kautilya, who is lesser known to military audiences that Clausewitz or Sun Tzu. As counsel to a young emporer in 4th century BCE India, Kautilya developed and published the earliest known works explaining the international relations philosophy known today as realism. ‘Conquer or be conquered’ and ‘the friend of my enemy is my enemy’ are among the teachings originating from the Arthashastra, a collection of 14 books that covered matters of both military and civilian governance.

In Spotlight on Asia this week, RFI's Rosslyn Hyams meets Jean-Joseph Boillot who spends his time as an academic researcher travelling between France and India. Boillot's latest book -  soon to be published in English in India - is called L'Inde Ancienne au chevet des Politiques (literally Ancient India on the Politicians' Bedside Table) takes parts of an ancient Indian treatise on how to rule, and what leaders should do to attain prosperity for all. He says that Narendra Modi, apparently a fan of the Arthashashtra represents a new generation of Indian leaders who refer to their own culture's teachings and experiences rather than borrowing from foreign sources. Boillot suggests that European politicians today take a leaf out of the book of Kautilya, the right-hand man of the Indian Maurya Empire's Ashoka who reigned some 2300 years ago. Under the headings such as "on discipline", "on good behaviour of counsellors and ministers", "on safety of assets and persons" , "on the kingdom's vices and calamities", it sounds quite contemporary. Boillot makes it more relevant by updating the vocabulary in his translation, while reminding us that even Ashoka, remembered as a great leader, made mistakes and lost his empire.

Professor Sunil Khilnani, from the King's India Institute in London, looks at the life and legacy of Kautilya, whose treatise on political power dates back at least two thousand years. The Indian political strategist has been compared to Machiavelli. Some say he is more ruthless. Kautilya's text, written on dried palm leaves, lay forgotten for more than a millennium until it turned up at a library in Mysore at the turn of the twentieth century, providing inspiration for early Indian nationalists. "The discovery summarily exploded a Western cliché: that Indians were primarily ethereal, spiritual thinkers," observes Professor Khilnani.
