The Border Management Authority says water levels have subsided at some ports of entry, and some ports are now operational. This as a result of recent temporary closure of five ports of entry due to severe flooding caused by the recent heavy rainfall. The recent affected ports are Stockpoort, Makgobistad, Bray, Groblersbridge and Pontdrift. Some of these ports are completely surrounded by water and are not functional. The burning of crop stubble and unfavorable meteorological conditions are to blame for the heavy haze that has recently blanketed most of Northeast China, one of the country's key grain areas, according to the National Joint Research Center for Tackling Key Problems in Air Pollution Control.Despite the practice of burning crop stubble being illegal, many farmers believe this method to be the most traditional and efficient for this time of year.The smog in the Beijing-Tianjin-Hebei province area has been attributed to the burning of crop stubble and a surge in the operation of smokestack industries and heavy-duty diesel trucks, it said.Heavy air pollution started to envelop Northeast China on Oct 22, and by Tuesday, 11 cities across the region had seen their hourly PM2.5 particulate matter level surpass 150 micrograms per cubic meter, according to the center.Harbin and Suihua in Heilongjiang province even experienced an hourly PM2.5 concentration of 500 mcg/cubic m, it said. At its peak, the hourly density reached 735 mcg/cubic m in the two cities.China's current national guideline density level for PM2.5 stands at 35 mcg/cubic m.PM2.5 particulate matter are air pollutant particles with a diameter of 2.5 micrometers or less, that can invade even the smallest airways.The center said the air pollution in the country's major grain producing region happened mainly because of the burning of crop stubble.From Saturday to Monday, satellites detected a large number of locations with burning straw, the majority of which are in central Jilin and Liaoning provinces and southern Heilongjiang, it said."Due to the burning operation, air pollutants kept accumulating overnight, exacerbating PM2.5 pollution," it said.It said that following the end of large stubble burning on Sunday and Monday afternoon, the PM2.5 density in Harbin and Suihua increased rapidly to the level of heavy pollution.The analysis of components in the local PM2.5 pollutant, it said, also shows that stubble burn-off is a major contributor to the haze, as it contains a high proportion of organic matter and potassium ions.It said low wind speed and a temperature inversion, which prevents the normal churn of the atmosphere, made the dispersal of the air pollutants difficult.The center said smog may linger in Northeast China until Friday when a cold front arrives, creating favorable meteorological conditions to disperse the air pollutants.Haze in the Beijing-Tianjin-Hebei area is also expected to come to an end on Friday, thanks to cold air, it said.Aside from unfavorable meteorological conditions and stubble burn-off in Tianjin, as well as Hebei and Henan provinces, an increase in industrial operations and heavy-duty truck movement are also factors that have made the area suffer, according to the center.The area's industrial sector reported an increase of roughly 5 percent in electricity consumption in the second half of October from the first half, it said, adding the surge was especially noticeable in the cement and tile sectors.During the period, it said, the cluster saw the traffic flow of heavy-duty trucks increase by some 14 percent.Reporter: Hou Liqiang

Hebrews 3:7-19 God delivered his people from slavery to Pharaoh in Egypt. Their destination was Mt Sinai, to meet with the Lord, then the Promised Land, the land flowing with milk and honey. But at every step of the way the people were afraid: of Pharaoh and his army, of hunger, of thirst, of giants in the Land, even of the Lord. They kept thinking they were going to die. God brought them to the edge of the Land, but they refused to enter. They wanted to go back to Egypt, redefining it as the land flowing with milk and honey. They never got there because they died in the wilderness under God's judgment. The Christian life is a journey, as allegorized in Pilgrim's Progress. We are easily beset with fears which test our faith. We don't make this journey alone; we travel together, encouraging one another.

While the outlook for 2023 may seem relatively unexciting, investors will want to prepare for a volatile path to get there, and focus on some key inflection points.----- Transcript -----Welcome to Thoughts on the Market. I'm Mike Wilson, Chief Investment Officer and Chief U.S. Equity Strategist for Morgan Stanley. Along with my colleagues, bringing you a variety of perspectives, I'll be talking about the latest trends in the financial marketplace. It's Monday, November 21st, at 11 a.m. in New York. So let's get after it. Last week, we published our 2023 U.S. equities outlook. In it, we detail the path to our 2023 year end S&P 500 price target of 3900. While the price may seem unexciting relative to where we're currently trading, we think the path will be quite volatile with several key inflection points investors will need to trade to make above average returns next year. The main pushback in focus from investors has centered around the first inflection - the near-term tactical upside call we made about a month ago.Let's review a few key points of the call as we discuss how the rest of the year may play out. First, the primary tactical driver to our bullish call was simply respecting the 200 week moving average. As noted when we made the call last month, the 200 week moving average does not give way for the S&P 500 until a recession is undeniable. In short, until it is clear we are going to have a full blown labor cycle where the unemployment rate rises by at least 1-1.5%, the S&P 500 will give the benefit of the doubt to the soft landing outcome. A negative payroll release also does the trick. Second, in addition to the 200 week moving averages key support, falling interest rate volatility led to higher equity valuations that are driving this rally. Much like with the 200 week moving average, though, this factor can provide support for the higher PE's achieved over the past month, but is no longer arguing for further upside. In other words, both the 200 week moving average and the interest rate volatility factors have run their course, in our view. However, a third factor market breadth has emerged as a best tactical argument for higher prices before the fundamentals take over again. Market breadth has improved materially over the past month. As noted last week, both small caps and the equal weighted S&P 500 have outperformed the market weighted index significantly during this rally. In fact, the equal weighted S&P 500 has been outperforming since last year, while the small caps have been outperforming since May. Importantly, such relative moves by the small caps and average stocks did not prevent the broader market from making a new low this fall. However, the improvement in breadth is a new development, and that indicator does argue for even higher prices in the broader market cap weighted S&P 500 before this rally is complete. Bottom line tactically bullish calls are difficult to make, especially when they go against one's fundamental view that remains decidedly bearish. When we weigh the tactical evidence, we remain positive for this rally to continue into year end even though the easy money has likely been made. From here, we expect more choppiness and misdirection with respect to what's leading. For example, from the October lows it's been a cyclical, smallcap led rally with the longer duration growth stocks lagging. If this rally is to have further legs, we think it will have to be led by the Nasdaq, which has been the laggard. In the end, investors should be prepared for volatility to remain both high intraday and day to day with swings in leadership. After all, it's still a bear market, and that means it's not going to get any easier before the fundamentals take over to complete this bear market next year.
