In our region, the average annual cost of childcare for a toddler is greater than the annual cost of tuition for a University of South Florida student. Only 50% of the students in our five-county footprint enter Kindergarten ready to learn. And on average, early learning educators earn $5,000 below the living wage for our area. These are just some of the indications that we're grappling with a childcare crisis in our community and nationally. To address the crisis, United Way Suncoast will stage an Early Learning Crisis virtual presentation at 10 a.m. on Dec. 6.  The hour-long event will officially introduce our organization's Early Learning Dashboard, and it'll give three panelists the opportunity to discuss the intricacies of the crisis, the steps that are being taken to address specific issues and why everyone in the community should care. A May report from the Florida Department of Education revealed that third-grade reading scores dropped or remained stagnant in four of the five counties serviced by United Way Suncoast. It's a clear indication that COVID-19 education disruptions have impacted student performance. It's also a signal that out of school reading programs remain critical to elevating performance and dealing with post-pandemic problems. In the past year, the housing crisis in Sarasota and Manatee has reached a new level of intensity. According to data from United Way Suncoast, half of local families are rent-cost burdened, meaning they spend more than 30% of their income on rent.Housing advocates like Jon Thaxton currently work toward solutions. Thaxton is the Senior Vice President for Community Investment at the Gulf Coast Community Foundation. He started at the Foundation in 2012, after serving on the Sarasota County Commission for 12 years. Before that, Thaxton worked locally as a realtor. This range of experience has given Thaxton insight into the local housing market on various levels.Critical Times reporter Becca Hadwen sat down with Thaxton in May to discuss how to address the housing crisis on the Suncoast. Tax policy can dramatically shape the availability of economic opportunities for low- and moderate-income workers. Taxes generate revenue for public goods and services, such as healthcare, infrastructure, and education, which significantly affect low- and moderate-income workers' ability to connect to and thrive in today's economy. Certain tax credits – such as the EITC and the Child Tax Credit – are targeted to low- and moderate-income working families to supplement incomes and encourage work. Additionally, taxes influence the behaviors of corporations, including their decisions of where to locate, how many and what kind of jobs to create, and what benefits and compensation to offer workers. As Congress and the White House consider reforms to US tax policy, we invite you to explore how the most-discussed reforms would affect low- and moderate-income workers if implemented. In this lunchtime conversation held at the Aspen Institute, a diverse panel of experts considered the many ways that tax policy shapes economic opportunities, reflect on the ideas and proposals put forth to date, and highlight areas where tax reform could benefit working people, corporations, and the United States economy more broadly.
