Together, they dive into the realities of Guaranteed Basic Income (GBI)—a policy designed to provide no-strings-attached cash payments to individuals and families in need.With millions struggling to make ends meet, we ask: Does GBI empower people to escape poverty, or does it foster dependency? Our guests share insights from pilot programs in Los Angeles and Stockton, breaking down the data, misconceptions, and long-term impact of direct cash assistance.Abigail R. Marquez serves as the General Manager of the City of Los Angeles' Community Investment for Families Department (CIFD), a position she has held since 2021. With nearly 21 years of experience advancing anti-poverty initiatives in Los Angeles, Marquez plays a key role in overseeing programs designed to disrupt generational poverty and support low-income residents. She is responsible for administering the City's Consolidated Plan, which allocates around $120 million in federal funds annually to support various capital projects and social services. This includes managing 20 FamilySource Centers and services for domestic violence and human trafficking survivors. Under her leadership, CIFD has implemented notable initiatives, including the Guaranteed Basic Income pilot program (BIG), the largest of its kind in the nation, and the Opportunity LA Children's Savings Account program, which helps thousands of first-graders build financial security. Prior to this role, she was the Assistant General Manager at the Los Angeles Housing and Community Investment Department (HCIDLA), where she led efforts in community services and development​.Michael Tubbs is the Founder of the Non-profit organization, End Poverty in California (EPIC), the Founder of Mayors for a Guaranteed Income (MGI), and the Special Advisor to California Governor Gavin Newsom for Economic Mobility and Opportunity. In 2016, he was elected Mayor of Stockton at 26-years-old. He was the city's first African-American Mayor, and the youngest Mayor of any major city in American history. As Mayor, Tubbs was lauded for his leadership and innovation. He raised over $20 million dollars to create the Stockton Scholars, a universal scholarship and mentorship program for Stockton students. Additionally, he piloted the first mayor-led guaranteed income pilot in the country. The grant will be awarded annually, in perpetuity, thanks to an endowment fund established by the Grangers at the Community Foundation in celebration of their 70th wedding anniversary. The Grangers created the Beacon of Hope Grant for select nonprofits that “uplift those facing adversity by offering practical solutions that restore hope and human dignity.” They established the endowment to ensure the annual grant would continue beyond their lifetimes as their legacy to the community and to their descendants. Al and Jan Granger have generously but quietly supported the Greater Lansing community all their lives, and the Beacon of Hope Grant is a testament to their commitment to giving back. Art Not Shame is a local Guelph Non-profit that uses the arts to build community, deepen our access to creativity, increase well-being, and create the conditions for inner and outer systems change. They have a beautiful new expanded location on Wyndham street and offer tons of incredible programs and services. Art Not Shame is one of the many organizations dramatically impacted by the City of Guelph's recent budget deferrals within the Community Investment stream - a funding source that deeply impacts our cultural and wellbeing sectors. On Nov 19th a City Council Meeting happened at City Hall (1 Carden Street) and Art Not Shame was among more than 30 delegates speaking out against deferrals and cuts. However, the budget deferral now pushes all related capital funding out to 2037, risking the Culture Plan's transformation into a vision without substance. Without investment, we risk losing valuable opportunities to support organizations like Art Not Shame, which embody the goals set out in the Culture Plan by providing accessible and inclusive arts and wellness programs.Art Not Shame stands at the intersection of wellbeing and culture. Their work offers mental health support through artistic expression, giving residents a space to connect, heal, and celebrate creativity together. This aligns closely with the City's vision of using culture as a catalyst for social connection and inclusion. Through workshops, community events, and creative programming, Art Not Shame has helped residents of all ages and abilities find community and empowerment through art. It has grown in size bringing in an average attendance of around 70,000. Kristina Chumpol joined the Fiesta team in 2019 and quickly climbed the ranks to her current title of Chief of Staff and VP of Community Investment. Kristina is a local Scottsdale kid who grew up always understanding the importance of giving back. Which is why the Fiesta Bowl was an easy role to walk into. In a time when many cities across the United States are facing a growing housing crisis, one community has challenged the status quo, working across divides to bring partners together to raise millions of dollars - with a goal of building 10,000 housing units by 2028 in California's Coachella Valley.What sounds like success now, with 1,600 units already under production, didn't start out that way. The region faced both a lack of funding and a lack of belief that significantly increasing housing in the valley was even possible. But through effective collaboration, steadfast commitment, and hard conversations, the region is seeing progress beyond their initial dreams.We learn how that progress became a reality in our conversation with two leaders from this work, Omar Carrillo Tinajero (Center for Community Investment) and Heather Vaikona (Lift to Rise). Since 2023, Rukaiyah Adams has served as CEO of the 1803 Fund, an innovative firm that seeks to grow shared prosperity through the alignment of financial investments and investments in community-based organizations. It is not a conventional investment firm, and it is not traditional philanthropy—its work includes aspects of both and is ultimately about ‘investing for the people'. Rukaiyah has been a pioneer in socially responsible investing, establishing key frameworks in the field. Previously she was CIO at Meyer Memorial Trust, where she spent 8 years growing the foundation's assets under management to more than $1 billion. Rukaiyah has also managed a $6.5 billion fund at The Standard and chaired the Oregon Investment Council, the board that manages approximately $100 billion of public pension and other assets for the State of Oregon. During her time as chair, the Oregon state pension fund was among the top-performing public pension funds in the United States.  Rukaiyah holds a BA from Carleton College, a JD from Stanford Law, and an MBA from Stanford Graduate School of Business. It's a narrative that's still being wrestled with today. Rukaiyah explained it well: Imagine moving from being an object in the economic system to being a subject in control of it. Moving from being chess pieces to becoming the players. With the lens of being players in control, let's look at the term “capitalism”. The word "capital" isn't just about dollars; it encapsulates the value and benefits you bring to the table through your skills, energy, and time. Think of it as the ink in your personal narrative. The "ism" suffix? It converts the noun “capital” into action, practice, and process. No matter who you are, or what narrative society has tried to force on you, it's worth asking yourself: what story do you want to help write with your ink?  How do you want to use your inherent capital to contribute to—or reshape—existing narratives? What practices do you want to support, and where can you build something better than we ever imagined possible? ●      Language isn't just a collection of words and grammar; it's the very framework that shapes our perceptions and dreams. If your aspirations are so grand that no existing term captures their magnitude, then it's time to create new language. Once that new language is in place, it acts like a bridge, facilitating collaboration and sparking movements. Then we can evaluate the systems that support this new dream and identify those that act as roadblocks. Language shapes the way we think and defines the boundaries of our dreams; it's a tool for both reflection and revolution. ●      Discomfort is a precursor to growth. Much like a toddler learning to walk, stepping into unfamiliar territory is bound to involve stumbles and moments of frustration. But it's within this discomfort and uncertainty that expansion takes root. When you stretch beyond your current boundaries, knowledge, and capabilities, you're essentially investing in your future. And the currency? It's your newfound growth and abilities. Discomfort always precedes expansion; it's the gritty, less Instagrammable side of personal development. We recorded today's conversation in Jennifer Hall's office (Sr. Director of Community Investment for United Way of Northern Shenandoah Valley) at Valley Assistance Network (VAN). Joining us to share a few stories about their clients and the situations they encounter was Yoli De Leon, Interim Manager at VAN. We talked a bit about the population that VAN serves - mainly ALICE (Asset Limited. Income Constrained. Employed) and the types of services they're able to provide through their network of partner agencies. Yoli told us about several of the clients she's currently helping and what that process looks like. Jennifer explained how the ALICE Emergency Fund works and shared several examples of ways they've been able to help people out of an unforeseen emergency to move them towards economic stability. The conversation today with Kaycee Childress, CEO, and Jennifer Hall, Sr. Director of Community Investment of United Way Northern Shenandoah Valley featured a discussion about the ALICE (Asset Limited. Income Constrained. Employed) report, with Jennifer providing details about its origins and scope. The ALICE report, which started in Virginia in 2017, has become a statewide initiative and expanded to multiple states across the country. The three discussed the challenges faced by 'ALICE' families, who are typically low-income, working-class individuals often employed in service sector jobs. They emphasized that these families are frequently struggling to make ends meet due to wages not keeping up with the cost of living. Kaycee highlighted the role of these families in various industries, noting that they are often relying on multiple jobs without benefits to support their families. The discussion also touched on the findings of the ALICE report, which provides detailed data on the prevalence of ALICE families in different localities and demographic groups. The report reveals that single mothers are particularly vulnerable to being below the ALICE threshold.  Janet and Jennifer also discussed the housing situation in the Shenandoah Valley, noting that many individuals seek help from the Valley Assistance Network (VAN) for housing-related issues. They aim to connect families with existing community resources to determine their eligibility since high rental costs can make some families ineligible for government programs. The ALICE Emergency Fund was also mentioned as a resource to assist families with housing costs.  Jennifer shared the case of a single mom named Renee who had been living in a motel with her kids for over a year after their landlord sold their house. Despite working two jobs, Renee struggled with transportation and the high cost of living in the motel. She was able to get a Section-8 housing voucher, but finding a place that would accept it proved challenging. The team managed to secure a new place for Renee, but she needed $4,000 for the security deposit and first month's rent. Eight agencies helped to cover the cost, with Renee contributing some herself. Janet highlighted the hardships faced by those living in such conditions, including limited access to cooking facilities and laundry. The team also discussed the difficulties of navigating the various agencies and funding sources involved. Once Renee moved into her new place, she faced additional challenges, including the need for furniture and kitchenware.  Janet and Jennifer discussed the financial struggles faced by many members of their community. They emphasized the importance of empathy and understanding towards those who may be struggling financially. The group also discussed ways to help, including donations and volunteering. Jennifer highlighted the impact that small donations could have, such as preventing a family from falling into poverty. Janet encouraged listeners to donate to the ALICE Emergency Fund during ALICE Awareness Week. In this capacity, he wrote extensively about his family's experience, including a best-selling book, and has spoken to hundreds of audiences, including a prime-time speech at the 2012 Democratic National Convention.  An Eagle Scout, Zach co-founded and led Scouts for Equality, which successfully executed a national campaign to end discrimination against LGBTQ people in the Boy Scouts of America. Outside of the Legislature, Zach serves as the Vice President for Community Investment and Development at GreenState Credit Union, Iowa's largest financial cooperative. He also owns and operates a small business with his sister, selling custom-made playing cards, and he is a co-owner of his family tree farm in northeast Iowa. Zach completed his Masters in Public Affairs from Princeton University's School of Public and International Affairs in 2018 and his Bachelors from the University of Iowa in 2014.
