Cases of the more infectious B1-1-7 variant of Covid-19 have shot upwards in the UK.  In response, New Zealand has introduced a pre-departure covid-testing regime as an extra precaution.    A New Zealand resident stranded in Scotland believes the introduction of the pre-departure testing will simply mean more delays. From January the 15th, anyone flying to New Zealand from the United States or the UK must provide evidence of a negative test before boarding their plane.  Jonathan Mitchell has this update.

From January it will be the Food Standards Agency and Food Standards Scotland (FSS) that are responsible for carrying out risk assessments and making recommendations to Ministers on whether to authorise certain food and animal feed products, as well as any new products or processes for the UK market. We find out what this means for food and drink businesses who will need to adapt their processes accordingly. Joining our panel are Phil Flaherty, Head of Risk Analysis and Trade Policy Unit, Mark Willis, Head of Chemical Contaminants, and Dr Amie Adkin, Head of Risk Assessment, Food Standards Agency. He has been a British civil servant for over 20 years, starting at the Health and Safety Executive before joining the FSA in 2003 to work on the implementation of the General Food Law Regulation. After this he held a range of roles in the organisation, including Head of EU Regulatory Reform and Head of Meat Hygiene Policy. Between 2014 and 2019 he worked for the Foreign and Commonwealth Office as First Secretary for Food and Veterinary issues at the UK Representation to the EU. He is currently Head of Risk Analysis and Trade Policy Unit. Mark Willis, Head of Chemical Contaminants Mark Willis has headed up the Food Standards Agency’s Chemical Contaminants and Residues Branch since 2016. Prior to that he worked in and then lead the Food Additives, Flavourings and Food Contact Materials Branch. He has been a British civil servant for over 20 years, starting at the Ministry of Agriculture, Fisheries and Food (MAFF) in 2000 just prior to the formation of the Food Standards Agency in April that year. He has previously worked in a range of policy roles including on food additives, flavourings and nutrition and general labelling. Between 2005 and 2009 he undertook a secondment into the European Commission as desk officer on food additives and the development of the new food additives regulation. Dr Amie Adkin, Head of Risk Assessment, Food Standards Agency Dr Amie Adkin is Head of Risk Assessment at the Food Standards Agency where she has managed the Risk Assessment Unit since 2018. The Unit is comprised of around 50 scientific staff involved in assessing the risks to food and feed from chemical, microbiological, physical, allergen and radiological hazards as the competent authority, and supports three independent Scientific Advisory Committees in the areas of Novel Food and Processes (ACNFP), Toxicity of Chemicals in Food, Consumer Products and the Environment (COT), and Microbiological Safety of Food (ACMSF). Amie has a background in animal and public health risk assessment and particular interest in Transmissible Spongiform Encephalopathies.

After a slow start to the year, Minneapolis-based Sons of Norway has seen a spike in sales of life insurance products amid the COVID-19 pandemic. Chris Pinkerton, the fraternal benefit organization’s new CEO, says the timing isn’t coincidental. “Life insurance is not something that the typical consumer is just rushing out to buy,” Pinkerton said. “But when there is an occurrence that makes you think about your own mortality and the impact that it will have on your family, people will take action.” Sons of Norway, which has 300 lodges and provides life insurance and annuity products, holds more than $365 million in assets in 38 states. From January through July, the company sold 1,469 life insurance policies, up more than twofold from the same period in 2019. Pinkerton assumed his new role as CEO in March, just before the state went into lockdown. Previously, he was chief operating officer of Sons of Norway, which recently opened a new headquarters in Minneapolis’ Uptown Neighborhood as part of a mixed-use development. In the following interview, Pinkerton talks about starting his new job just before the state lockdown, the impact of COVID-19 on life insurance sales and more.

She graduated with a BFA (hons) in film and sculpture from Ilam School of Fine Arts, University of Canterbury in 2015. From January 2017-2020 she was Director of Blue Oyster Art Project Space Te Tio Kikorangi in Ōtepoti Dunedin, where among extensive programming and professional development opportunities, she co-convened Extended Conversations, a year-long online publishing platform and mentoring programme for emerging art critics and writers, with Enjoy Contemporary Art Space. In this podcast the Bailiwick of Guernsey’s Data Protection Commissioner Emma Martins explains to Kirsty Bougourd what is changing with registration and how it’s really just the first step in a journey towards looking after personal data well. From January 2021 there will no longer be any exemptions to registering with the ODPA and it’s vital for anyone using personal data in their work to register. This includes small businesses and sole traders that may only hold or use limited personal data. Emma runs through what has and hasn’t changed in terms of registration and payment. She reminds us that there has never been an exemption to compliance and to looking after personal data in our care properly and in line with the Law. Kirsty and Emma also discuss what the ODPA is doing to assist anyone who may be new to registration or who has any queries regarding their business or work. As Emma says, data is the fuel of the economy and everyone benefits if data is looked after well.

Professor Ezekial Emanuel is the Vice Provost for Global Initiatives and Co-Director of the Healthcare Transformation Institute at the University of Pennsylvania. He is also a Special Advisor to the Director General of the World Health Organization. Dr. Emanuel was the founding chair of the Department of Bioethics at the National Institutes of Health. From January 2009 to January 2011 he served as a Special Advisor on Health Policy to the Director of the Office of Management and Budget, and the National Economic Council. He is also a breast oncologist, having earned his MD at Harvard Medical School, completed a residency in Internal Medicine at the Beth Israel Hospital in Boston, and then completed an oncology fellowship at the Dana Farber Cancer Institute, where he was also appointed as faculty. Dr. Emanuel has written and edited 14 books and over 300 articles, and is the world’s most cited bioethicist. He is a frequent contributor to the Atlantic, the New York Times, the Wall Street Journal, and the Washington Post, and regularly appears on television and radio.In this episode, we’ll touch on the following:The fragility of the US employer-based healthcare payment system and how the COVID-19 pandemic is nudging us to a universal payment system.The differences between a universal payment program and a single payer system.An illustration of a capitated primary care trial demonstrating the advantages to providers and patients.What the US can learn from other advanced nations in terms of primary care access and healthcare payment reform.The multi-pronged solutions that Dr. Emanuel recommends to address the insidious institutional racism and the inequities that are embedded in US healthcare deliveryI believe it was H.L. Mencken who said that there are often simple solutions to complex problems, and those simple solutions are typically wrong. Dr. Emanuel does not offer simple solutions to the complex problems in our healthcare system. Instead, he offers thoughtful, studied, and ethical solutions that directly and realistically address the fundamental flaws in our healthcare system. These are serious flaws that leave tens of millions of Americans with no or sub-optimal health insurance, limit access to preventive primary and specialty healthcare for tens of millions of Americans, and create perverse and unethical incentives for providers and health systems that greatly inhibit them from delivering the type of healthcare they would like to offer.Dr. Emanuel is one of the most cited healthcare policy scholars and advisors of our era, as well as one of the most prolific researchers and authors. He is one of the finest healthcare educators and thought-leaders our country has ever produced. Some human-caused fires result from campfires left unattended, the burning of debris, downed power lines, negligently discarded cigarettes and intentional acts of arson. According to Verisk’s 2019 Wildfire Risk Analysis 4.5 million U.S. homes were identified at high or extreme risk of wildfire, with more than 2 million in California alone. From January 1 to September 28, 2020 there were 44,520 wildfires compared with 39,476 wildfires in the same period in 2019, according to the National Interagency Fire Center. Mark deClouet of Axis Behavioral Health & Recovery, a Board Certified Family Psychiatric Mental Health Nurse Practitioner, joined Jan Swift to discuss the rise in fatal opioid overdoses in the Acadiana area. Drug dependency has impacted people from all walks of life, flying in the face of the stereotypes of those who succumb to addiction. Envision your grandmother breaking her hip at the age of 73, being prescribed opioids for the first time in her life, and becoming addicted to painkillers. People who end up with Substance Use Disorders may experience chronic relapsing conditions unless they can access appropriate behavioral health and medical treatment. With the push against Big Pharmaceutical companies who have profited from addiction and the mandate on doctors to reduce their prescriptions of painkillers, as people suffer from withdrawals they have turned to street drugs such as heroin which may be laced with the deadly fentanyl. These drugs are easily accessible and much more affordable than prescription drugs. Some local numbers on our rising rate of overdoses: According to current information from the Lafayette Parish Coroner’s Office, 57 people overdosed in 2019 compared to 46 in 2018 and 43 in 2017. From January through May 2020, there were 23 overdoses, with 18 of those deaths being attributed to opioid overdoses. The 70508 zip code had more overdose deaths than any other zip code in the parish this year — and more overdose deaths in that zip code within the first five months of 2020 than all of 2019. Alarming, more people die of drug overdose in Louisiana than by firearm or homicide. In 2018 nearly 40% of the 1,140 reported drug overdose deaths in Louisiana involved opioids —a total of 444 fatalities. What may be causing this rise in overdose-related deaths? With the COVID pandemic shutdown, many people in recovery have not been able to access fellowship meetings with others who share their struggles. The required social distancing measures have raised a great challenge as people lose the means to stay in touch with their community. Many of us depend on the support of others and have been raised in a culture where we are not only exposed to continuous parties and festivals, but we are not accustomed to being socially isolated for long periods of time. In light of the rising number of local overdose deaths and the struggle to access quality treatment programs for addiction in the region, Mark deClouet opened a second location of Axis Behavioral Health & Recovery in the Oil Center (the first being in Alexandria, LA). The Axis team uses buprenorphine, a specific treatment modality approved by the Food and Drug Administration, to treat opioid use disorder. Buprenorphine competes with opiates for the same receptors that opiates bind with, the ones that give a feeling of euphoria. This chemical bond is stronger than the one of the opiates; if a person happens to relapse while on the drug, they will not experience the effect of the opiates. This has been found to keep people in recovery and deter people from falling further into the throes of addiction. Additionally, you can't overdose on buprenorphine (if it is taken alone). deClouet explained that most individuals with Opioid Use Disorder (OUD) still do not have access to or receive any form of medications to combat their addiction. Even though the approved drugs are covered by Medicaid/Medicare and all insurance companies, clinicians typically prescribe buprenorphine on a cash-basis only as they are not reimbursed at a cost-effective level. As the drugs cost $250 to $300 per month, people have to choose between taking care of their children, paying the light bill, buying groceries, or treating their addiction out of pocket with cash they don't have to spare. As you might surmise, they choose to take care of necessities and end up right back in treatment in a few months after relapsing.
