The Texas Legislature begins its work creating a state budget for the next two years with slightly less revenue available than it had during the previous biennium. Texas Comptroller Glenn Hegar projects lawmakers will have 4.6 billion available during the 2026-27 budget cycle, down 1.1 percent. Hegar said the decrease is because the state is starting with a beginning balance that is nearly billion less compared to 2024-25. He noted the state is in good financial shape and predicts revenue collections will continue to rise in the upcoming biennium. Send us a textMary Jennings Hegar is the recipient of the Distinguished Flying Cross with Valor, the Purple Heart, and five Air Medals for her service as an Air National Guard HH-60 Pave Hawk Combat Search and Rescue Pilot on three deployments in Afghanistan and many domestic civil humanitarian missions. When her aircraft was shot down in Afghanistan, she sustained back injuries that prevented her continued service as a pilot. The existing Ground Combat Exclusion Policy that prohibited women from serving in ground combat roles meant she could not apply for re-designation as a special tactics officer where her skills and experience could best support the mission. In 2012, she was the lead plaintiff against the Secretary of Defense in a case to abolish the Ground Combat Exclusion Policy and enhance military effectiveness. The policy was repealed in 2013.  MJ's journey began in Air Force ROTC with a follow-on Air Force commission. After she was sexually assaulted by her Flight Surgeon during a qualifying flight physical, and witnessed his subsequent impunity, she made the difficult decision to leave active duty and pursue her dream of ‘becoming Han Solo' through the Air National Guard.  In this interview we talk about why she felt it was important to share her story to educate the public, politicians, and policy makers on both the achievements and contributions of women in combat operations, and the challenges they face in navigating military careers from negative individual and institutional biases.  Shoot Like a Girl is the November 2024 Aviatrix Book Club discussion book. As we enter the severe weather season, Texas Comptroller Glenn Hegar reminds Texans they can purchase certain items tax-free during the state's sales tax holiday for emergency preparation supplies, which begins at 12:01 a.m. on Saturday, April 27, and ends at midnight on Monday, April 29. “Fires, tornadoes and other severe weather conditions can strike at any time, so it is important that families, homes, and businesses have the supplies they need to face these and other emergencies,” Hegar said. “There is no sense in waiting for disaster to strike. Hegar talks about how Texas is expanding rapidly in the business market, how Texas is the #1 state for job creation in the nation, and much more! Topics covered include: Texas leads the nation in job growth in 2023. His travels across the state confirm that growth is occurring in all 12 economic regions in Texas. He and Ed discussed the financial services sector being a major growth sector (and top contributor to Texas GDP). Hegar shared that 20% of all value exported out of the US comes out of Texas, and that the economy is between 9-10% of US GDP. Texas is now the 8th largest economy in the world, with France next in line to surpass for 7th place. The energy sector is growing based on increased demand from consumers and businesses. He stressed his focus on keeping energy costs low, which will continue to attract investment into the state. BROWNSVILLE, Texas - Texas had the 12th largest economy in the world when the state's comptroller, Glenn Hegar, took office.Now, Texas has the eighth largest economy. “That is hard to imagine,” Hegar said, in a speech in Brownsville on Jan. 30. He said the state's budget is roughly $150 billion.The event was titled “Texas Talks: A Luncheon with Comptroller Glenn Hegar – Navigating Fiscal Frontiers.” It was hosted at the Brownsville Events Center by the Brownsville Chamber of Commerce.Hegar said four times in the last two decades tax collections in Texas grew ten percent, from one year to the next. But in fiscal year 2202, two years ago, the growth was 26 percent.“It was literally off the charts,” he said. He is Texas' chief financial officer — the state's treasurer, check writer, tax collector, procurement officer, and revenue estimator. As CFO for the world's ninth-largest economy, he monitors Texas' financial health.  Hegar has worked to bring public and legislative attention to long-term financial obligations facing the state, such as water infrastructure maintenance — needs that have caused major financial difficulties in other states and which rarely receive adequate attention in the give-and-take of Texas' biennial legislative budgeting process. Before he was elected as Texas Comptroller, Hegar served in the Texas House of Representatives and the Texas Senate, where he worked on a wide range of problems affecting Texans in areas including water issues. Hegar is a 1993 graduate of Texas A&M University and a graduate of St. Mary's University, where he earned a Master of Arts and his law degree. WESLACO, Texas - It is no longer acceptable for students to have to sit outside a McDonald's and link to the free WiFi in order to do their homework.That is the view of Meagan Froh, outreach coordinator for the Texas Broadband Development Office. More importantly, it is also the view of State Comptroller Glenn Hegar. Froh said Hegar cares “passionately” about Texans being able to access to broadband. The Texas Broadband Development Office is administered by the Comptroller's Office. On June 15 it issued the Texas Broadband Plan. The report said almost 2.8 million Texas households and seven million people lack broadband access. Via Zoom, Froh recently spoke about the report and what funding is available to communities to address the Digital Divide during an economic resiliency workshop hosted by the Lower Rio Grande Valley Development Council.“What exactly is broadband? It is high speed internet,” Froh said. She explained that the Federal Communication Commission defines broadband its download speeds of at least 25 megabits per second (or Mbps) and upload speeds of at least 3 Mbps.However, Froh said, that definition was set in 2015. She said the FCC is about to radically change that definition. “That is a very outdated definition. We are expecting them to update that very soon,” Froh.Sure enough, soon after the webinar, FCC Chairwoman Jessica Rosenworcel proposed raising minimum broadband speeds in the United States to 100 Mbps for downloads and 20 Mbps for uploads.“Any funding that is going to go out through the Broadband Development Office, those projects need to be future proofing our speed. We we are looking at targets of 100 over 20,” Froh said. Froh said her office is looking to close the digital divide in Texas. “We know that nearly eight million Texans in three million households do not have broadband. When I say that we need to look back at that definition. That means they do not even have 25 over 3 service,” Froh said.“Think back to that old AOL tone, we are talking about internet that creeps, that they cannot click through pages. They could not be streaming a meeting like we are doing today. Netflix is certainly off the table. So, when you think about that, there are a lot of people that don't even have the bare minimum broadband speed. And they are paying through the roof for not even broadband.”

Texas Comptroller Glenn Hegar said on July 1 that state sales-tax revenue totaled .68 billion in June, 16.4 percent more than in June 2021. The majority of June sales-tax revenue is based on sales made in May, and is remitted to the agency in June. As a result of a sustained period of historically high revenues, later this month Hegar will provide an update to the Certification Revenue Estimate published in November 2021. KINGSVILLE, Texas - Texas Comptroller Glenn Hegar says it will be Texas consumers that lead the state out of recession.Hegar spoke about the state of the Texas economy while giving the keynote address at Texas A&M University-Kingsville’s virtual 2020 Economic Forum. He pointed out that while other states have just one economic headwind to contend with, the effects of the coronavirus pandemic, Texas has two, the pandemic and a contraction in the oil and gas industry, which had started before COVID-19 hit.“Many other states don’t have the double headwinds that Texas has faced with the contraction in oil and gas as well,” Hegar said.“We think Texas will have a slower time getting back to pre-pandemic levels for GDP growth as well as employment numbers - because we have two headwinds, where other states are predominately facing one headwind instead. However, we do think that here in the next eight months or more, Texas will once again start outpacing the national average.”Hegar said Texas’ negative balance has improved quite a bit. BROWNSVILLE, Texas - Texas Comptroller Glenn Hegar ran through some bleak economic statistics during a recent webinar hosted by Brownsville Chamber of Commerce.Hotel occupancy tax revenues have dropped an incredible 86 percent, he reported.Hegar pointed out that prior to the coronavirus pandemic, the Texas economy was doing really well.“The Texas economy was growing. We had sales tax increasing every single month compared to the same month a year ago,” Hegar said.“However, with the collections we had in April, which reflected the economic activity we had in March, we were down 9.2 percent compared to April of last year. We just reported what the numbers were for May, which was the business activity in April and that was down roughly 13.3 percent. That was one of the largest drops we have had, going back to February 2010 in sales taxes.”Hegar than ran through some of the other tax collection numbers. “Our vehicle motor sales and rental taxes were down 38 percent compared to May of 2019. Motor fuels taxes, which is when you go to the pump, was down 30 percent. That was the steepest decline since 1989. Oil and gas production taxes were down roughly 75 percent each. Our hotel occupancy tax - this is one that is just staggering number - was down 86 percent. That was the largest drop on record, going back to 1982. And our alcohol beverage tax was down 76 percent.”Esmy Villarreal, president of the Brownsville Chamber introduced Hegar at the start of the webinar and also pitched questions asked by chamber members.

I’m getting married in the fall and am looking for books that portray marriage in a positive light. So many books use marriage as the plot twist, ie, murder, infidelity, etc. I want to read about good marriages and what will bring positive feelings in my marriage, not the negative portrayal usually used. I like historical fiction, magical realism, Mary Roach type of non-fiction, fantasy, romance. -Angela 2. I have been reading Things You Save in a Fire by Katherine Center, and realized that I need more stories in my life about women working in high testosterone settings. I work in a job that involves carpentry, electrical work, and a lot of physical labor. In some ways I was originally drawn to the job because of the boys’ club atmosphere. I love confounding expectations; I love the challenge of proving myself, but some days that challenge is more daunting than others. Could you point me in the direction of some other books that capture this? -Sasha 3. I have a bit of an itch I need scratched, and I’m having a hard time finding books with this specific description in mind. Earlier this year, I was very depressed and, although I love really dark fiction, I couldn’t bring myself to read it. I’m doing better now, and I want to plunge back in. I’m specifically wanting to read a fantasy/horror/thriller that’s really strange and doesn’t make a whole lot of sense but you’re just going with it? Something unsettling and stress-inducing possibly with a magical or supernatural element to it. I want to be so scared and confused and horrified that I feel like I’m going to throw up. The only examples I can think of that kind of have given me similar feelings (but maybe not quite as high of a distress level as I want or as strange as I want) have been Sawkill Girls, Baby Teeth, We Have Always Lived in the Castle, I’m Thinking of Ending Things, The Call, and, notably for it’s weirdness, Mouthful of Birds. Please no short story collections or anything too experimental (nothing has frustrated me more than trying to piece my way through House of Leaves). In order to bring a bit of the world to us, I’ve started choosing both my books and her children’s books by authors from a specific country or that take place in that country. On the flip side is that little of the revenue being generated from the boom is being returned to those responsible for maintaining the rural roadways that support petrochemical exploration.
