MCALLEN, Texas - The new president of South Texas College says he will be unveiling some “great projects” in the near future, primarily in the automotive and transportation sectors.Ricardo Solis spoke at a recent McAllen Economic Development Corporation board meeting. He said he is excited to be working with MEDC to improve workforce training. He said his big focus right now is developing higher education programs in the health and technology arenas.“It is a pleasure to be here. I look forward to being part of these economic efforts for the McAllen region,” Solis said, pointing out that he has known MEDC President and CEO Keith Patridge for man years.“Keith Patridge and I go way back. Practically, about 30 years when I was doing economic development back in the lower Valley. And then I transitioned into the private sector, and then went into higher education,” Solis said.Solis previously served as president of Laredo Community College. While there, Solis and Patridge worked together to develop the North American Advanced Manufacturing Research & Education Initiative (NAAMREI), which covered the Rio Grande Valley and Laredo.“We truly believe that higher education is the key for communities to thrive. It is a pleasure to be part of it. There is no other place that I would rather be than in this part of the Valley and especially working with the MEDC for our workforce efforts,” Solis told the MEDC board of directors.Transforming educationSolis said a lot of changes are happening at South Texas College.“At STC we are going to continue transforming education, primarily focusing on health and technology programs. We are very excited. We have some great projects we are going to be announcing very soon, primarily in the automotive and transportation areas,” Solis said.“But also, at the same time, the health, we are going to expanding even more programs, and expanding the capacity because we know there is huge demand, especially for the nursing areas. MCALLEN, Texas - The Republican National Committee is set to open an Hispanic Engagement Office in McAllen in the coming weeks, having just launched one in Laredo.Macarena Martinez, the RNC's Texas communications director, said the move shows how serious the Republican Party is about building support in Hispanic communities. “This is the first time we will be opening up a Hispanic Engagement Office under the RNC in Texas history so we are very excited,” Martinez told the Rio Grande Guardian, in a podcast that was recorded before the Laredo office opened.Martinez said Republicans need to take Hispanic voters in Texas seriously because their numbers are growing.“We saw in the 2020 election, and in the recent Census data, Hispanics are growing at unprecedented rates here in Texas. We are seeing the Hispanic community grow throughout the state.”Martinez said the new Hispanic Engagement Office in McAllen would provide information on the Republican Party's agenda and on individual candidates once the primary season is over. She said the office will work closely with local county GOP parties. There will also be workshops on credit and home buying, community meetings, movie and game nights, and religious services at the office.Martinez said the GOP can make inroads into heavily Hispanic communities such as Laredo and the Rio Grande Valley that have traditionally voted Democrat. She pointed to the increased share of the vote President Trump received in South Texas in the 2020 president election. The 2020 election was noteworthy in the Valley for the huge convoys of cars and trucks belonging to Trump supporters decked out with Trump banners and USA flags. EDINBURG, Texas - The chief medical officer for DHR Health says the efforts he and his colleagues are making to help patients recover from Covid-19 are not being helped by misinformation about the vaccine.“It is important for people to get their information from good, newsworthy sources, not social media jokers. That is important,” Dr. Robert Martinez said, in an in-depth interview with the Rio Grande Guardian International News Service. “The misinformation is a travesty. We should be way more ahead as a region. I am a little disappointed.”Martinez said studies have shown the Covid vaccine to be “way more effective” than vaccines for other ailments. He said he cannot understand why some residents in the Rio Grande Valley are resistant to taking it.“It is incredible, people just have an urge to fight, or be ignorant. I do not know what it is. It is very aggravating. It is not about liberty and personal choice, it is about doing the right thing when you have the tools to do it,” Martinez said.“Otherwise, when you get sick, don't come to the hospital, don't waste space for somebody who at least tried to do the right thing for the community. You can't say that but I know that is what a lot of people are thinking.”Asked how bad the misinformation on social media is about the Covid-19 vaccine, Martinez said: “It is pretty bad. I think to some extent they should be held accountable. They need to find information from credible sources and they need to learn to ask questions and educate themselves. There is a lot of personal responsibility with this disease. It is more important than ever, not to try to blame it on this person or that person. Or freedom issues. That is pretty weak. MCALLEN, Texas - The commissioner for higher education in Texas has admitted that the challenge of getting Texans the skills they need for today's jobs is keeping him up at night.Harrison Keller spoke in depth about the impact the coronavirus pandemic and the subsequent recession has had on higher education and workforce training at a breakfast gathering hosted recently by the McAllen Chamber of Commerce.“Let me share some of what is keeping me up at night. How we move forward on this is going to depend on how we work our way through three key dilemmas. First, one of the most striking things to me about the recession we've experienced is how strong the correlation is between unemployment and educational attainment,” Keller said.“So, right now, we can see that Texas workers that have bachelor's degrees are not back to where they were pre-pandemic but they are actually really close. Folks who don't have any kind of post-secondary education beyond high school have experienced a much deeper and a much more sustained recession.”Keller said the data “looks even worse” when broken down by geography and demographics. “So, in particular there is a strong correlation between lower educational attainment rates for our Hispanic populations, for our Hispanic communities, and for our black communities and high unemployment. Of course, the same communities have been hit especially hard by Covid-19. MCALLEN, Texas - A “pop-up” British Consulate's Office is going to be open for a couple of hours in McAllen on Tuesday, Aug. 24, and Brownsville on Wednesday, Aug. 25.The events are part of the Great British Tour of Texas, organized by the British Consulate in Houston. “We are going to park up the Jag and the trailer and put out a whole bunch of bunting, some flags, a cardboard cutout of Winston Churchill, a nodding Queen Elizabeth and a few other bits and pieces,” said Richard Hyde, the British Consulate General for Texas, Arkansas, Louisiana, New Mexico and Oklahoma.“We are going to have some 6 O'clock Gin, which is a new British gin brand, some Pimm's, shortbread. We want to come over and have a chat, talk to businesses. Local politicians and mayors are going to drop by. We are basically going to meet people and talk a little bit about the U.K., and learn a little bit about McAllen and Brownsville.”Hyde and his team have also visited Midland, Odessa, El Paso, Las Cruces, Van Horn, Marfa, Terlingua, Langtry, and Laredo on the tour. Still be visited are Kingsville, Corpus Christi and Shiner.But for Covid-19, the Great British Tour of Texas would have taken in a lot more of the state, including West Texas, North Texas and the Panhandle, Hyde explained. He said it had to be paired back and the decision was made to focus on the border region.“The focus (of the tour) is exclusively on now the areas of the state, a) that are harder to reach but b) that are predominately or increasingly Hispanic and outlook,” Hyde said.“If you look at the United States and look at where the growth is in the United States, it is in the Sun Belt, from the Gulf Coast all the way to Arizona, Phoenix and those kinds of places. It is no coincidence that within that Sun Belt the fastest growing population group are Hispanics.”Hyde said the U.K. has to pay more attention to the growing Hispanic influence in the United States.“If the U.K. wants to remain relevant to the next generation of Americans, we can't simply trade on our past, we can't trade on the fact that we fought wars together in the 20th Century, that we have a shared love of the same music, the TV and the Crown, and James Bond and Winston Churchill,” Hyde said.“All those are great things to celebrate. But they are not relevant and don't resonate with this growing Hispanic community who look south for their cultural context. They look south for their history. They don't look east to the old European nations. So, if we are going to remain relevant in the United States, and are going to remain that partner of choice and have that special relationship, we have to get out there. AUSTIN, Texas - UT-Rio Grande Valley students can get their tuition and fees paid for four years and two years of free housing - but they will have to agree to stay in the Valley for five years after graduating. Details on the Pinnacle Scholarship program - designed to stop the Valley's Brain Drain - were outlined by UTRGV President Guy Bailey during a virtual meeting of the UT System Board of Regents. “If you are admitted to this Pinnacle Scholars Program and you meet all the benchmarks and you progress, you can graduate from medical school or the PA program, the nursing program, having never paid any tuition or fee,” Bailey told the UT System regents.“You should be able to graduate debt free. Or with very minimal debt. That is our goal. We think we can get the best students in the Valley that way.”Then came the kicker.“Now, we are going to ask something from those students. We will ask students to sign an agreement that you will commit to live in the Rio Grande Valley, once you graduate. We have made an investment in you and we will ask you to make that same investment in the Rio Grande Valley. So, that is a key for us moving forward.”Bailey said funding for the scholarship program will come for a $40 million gift from philanthropists Dan Jewett and MacKenzie Scott. “As all of you know we received a $40 million gift from Mackenzie Scott. What that is going to help us do is transform our undergraduate student body,” Bailey told the regents.Thuy Dan “Mimi” Nguyen is the UT student on the UT System board of regents. She praised Bailey for the new plan.“I think the Pinnacle Scholarship is a great idea. I know over at the law school we have something similar for public interest students. If they commit to working in the public interest for a certain period of time they receive a scholarship. HARLINGEN, Texas - Michael Reeser says the next Tesla factory training center could be built in Harlingen. The chancellor and CEO of Texas State Technical College spoke about the possibilities of the Rio Grande Valley being attractive to Tesla at a recent breakfast event held at TSTC in Harlingen.“Tesla is growing like weed in Texas. They are selling more and more units all the time. And we are beginning to rival California and Florida in terms of Tesla automobiles,” Reeser explained.“So, Tesla, about two years ago came to Texas and started looking around because they needed a higher ed partner to set up their factory training centers for their technicians. And what they needed was a host with a robust automotive offering who could see the longterm vision of electric vehicles in our industry.”Reeser said that after interviewing countless colleges across the state, Tesla picked TSTC to be their education partner in the state of Texas. “So, their very first factory training center was in Waco. They picked it because it is centrally located. The second one is in Houston. It is under construction right now and it will be finished in January,” Tesla said.“And, I predict and we have talked to them about it, your next one needs to be in Harlingen, where we already have a robust automotive program. So, the point is, Tesla looked at everyone and they picked us up.”The tie-up with Tesla is just one of the partnerships TSTC has developed. Reeser also mentioned the FAME program run by the National Association of Manufacturing and NIMS, otherwise known as the National Institute for Metalworking Skills. WASHINGTON, D.C. - U.S. Rep. Henry Cuellar says he learns more about border policy from the Mexican government than he does the Biden Administration.The Laredo Democrat's criticism of the White House's approach to border security and immigration was voiced in a keynote address he gave at the Mexico Institute's 7th Annual Building a Competitive U.S.-Mexico Border Conference.In a Q&A following his remarks, Andrew I. Rudman, director of the Wilson Center's Mexico Institute, asked Cuellar what metrics the Biden Administration has put in place to reopen the U.S.-Mexico border to so-called “non-essential” travel. Cuellar responded that he and U.S. Sen. John Cornyn, R-Texas, added language to an appropriations bill last December that dealt with ways to reopen the border. However, he said the Biden Administration is not taking any notice.“We exactly asked them, hey, tell us your metrics, be more transparent, tell us how you are going to open up the border. Right now we are working in a void. Nobody understands what they (the Biden Administration) are doing,” Cuellar said.“They don't listen to people at the border. I am not talking about myself. I am talking about the businessmen, the county judges, the sheriffs, the mayors, the folks and the businesses at the border. So, there is no… as you mentioned… the key is, there are no metrics.”Cuellar said border communities would like to know when land ports of entries are going to reopen to Mexican visa holders. He pointed out that before the coronavirus pandemic, 18 million Mexicans crossed the border each year, spending $19 billion in the United States.“We are just at a whim of the administration and I just wish the administration would understand this. And every time I have talked to the secretary I have told him. EDINBURG, Texas - The four biggest cities in Hidalgo County have joined forces to tackle the No. 1 infrastructure problem in the Rio Grande Valley - flooding and building an adequate drainage system. The mayors of the cities of McAllen, Edinburg, Mission, and Pharr held a news conference on Aug. 4 to announce the formation of the Hidalgo County Municipal Drainage Committee.The committee wants to fast track the creation an effective and efficient countywide drainage system, a project hitherto under the auspices of Hidalgo County. The city managers of the big four cities were present for the news conference.As host, Edinburg Mayor Richard Molina kicked off the news conference. He said credit must go to Mission Mayor Armando O'Caña for his vision on drainage issues and bringing the four big cities together.Hidalgo County Commissioner Ellie Torres was at the news conference. Molina thanked her for her presence and joked that Hidalgo County has all the money necessary to fix the drainage problem.Molina said the coronavirus pandemic has got Rio Grande Valley leaders working together like never before. “We got very close during the pandemic. This was something that unified the RGV. It was something that got us communicating a lot more,” he said. In the past, Molina said, Valley mayors have sometimes failed to look at the big picture. “We get busy, always working with our blinders on, not looking at our neighbor,” he said. All that is changing with the formation of the new drainage committee, Molina said.He pointed out the new committee will look at ways to improve drainage, storm water retention and mitigation, and reduce flooding between cities. PHARR, Texas - Directors with the Pharr Economic Development Corporation have recognized Vanguard Academy students for successfully completing a summer internship program with local businesses.The program came about thanks to a grant received by Vanguard. Vanguard in turn asked Pharr EDC to help place the students. The program was administered by Victor Perez and Karina Lopez of Pharr EDC and Monica Longoria of Vanguard. Students received a stipend for their work."We are beyond blessed for having this opportunity," Longoria said, at a recent Pharr EDC board meeting. She said the EDC has a “great team."Each of the students on the program spoke about their experience with the program. All said the experience was beneficial. One of the internships has led to a job offer. Pharr EDC President Ambrosio Hernandez, MD, said an internship program can help a student find out what he or she wants to do as a career. “A lot of this, you think you know what you want. But when you get your boots dirty and your hands dirty you can figure out what you really want to do,” Hernandez said.Noting that the Vanguard students were placed with local small businesses for their internship, Pharr EDC board member Ramiro Caballero, MD, said small businesses are the backbone of any economy. “Small businesses are the heart of business anywhere. Small businesses can become big businesses. I have friends of mine that started with a small business in high school and made it into a multi-million dollar industry. I know people who started making tortillas who are now extremely successful,” Caballero said. “It all comes with hard work and customer service so hopefully those things you will learn. Business will not come to you. You have to go to business. You will learn a lot of the skills in college, people skills, networking, and being good to your customers. EDINBURG, Texas - Hidalgo County and McAllen leaders recently held a news conference to announce that thousands of maquiladora workers from Reynosa would cross into the U.S. to be given a COVID-19 vaccine.The Johnson & Johnson vaccine is being administered within the Hidalgo International Bridge compound. Maquila workers are bused across the bridge and receive the vaccine from nurses whilst staying on the bus. The bus then returns to Reynosa. Hidalgo County Judge Richard Cortez kicked off the news conference. He was joined by Eduardo Olivarez, Hidalgo County's chief administrative officer for Health & Human Services, McAllen City Commissioner Pepe Cabeza de Vaca, Keith Patridge, president of McAllen Economic Development Corporation, and Steve Ahlenius, president of McAllen Chamber of Commerce. The other featured speakers were Foylán Yesces Cedillo, Mexico's consul in McAllen, and Humberto Martinez, president of Index Reynosa, the maquiladora trade association. Cortez said the program is called the Essential Economic Trade Initiative.“It involves vaccinating maquiladora workers in Reynosa with unused COVID-19 vaccines before they expire. Our initial goal is to vaccinate up to 3,000 workers but our hope is we will vaccinate more as we receive more unused vaccines from across the state when they become available,” Cortez said.“I want to make it clear that no U.S. citizens will be denied any vaccine or anyone who wants one from our area hospitals, private pharmacies, UTRGV, or even our Hidalgo County clinics. This program uses left over vaccines that are soon to expire to vaccinate maquila workers before the vaccines are destroyed.”Cortez noted that similar programs have been started in San Diego, California, and the Texas border cities of El Paso and Brownsville.“We think this as a good thing. BROWNSVILLE, Texas - The executive director of the Greater Brownsville Incentives Corporation says a huge jobs fair she organized last month was one of the highlights of her career.Helen Ramirez noted that the event, titled Careers and Coffee, was the largest of its type ever held in the Rio Grande Valley. It featured more than 1,500 job opportunities with various organizations, including the City of Brownsville, SpaceX, DHR Health, SteelCoast, Southwest Key, and National Electric Coil.“This event, which was held June 28, was probably one of the highlights of my career, ever. I have had a long career in public and private industry, over 20 years. And I would say it was a celebration of community,” Ramirez said.Ramirez is also deputy city manager for the City of Brownsville. She made her remarks at a recent luncheon hosted by the Rio Grande Valley Partnership, the City of Brownsville and GBIC. It was titled the BTX Developers Event. Speaking abut the careers expo, Ramirez said: “We have a lot of talent here in Brownsville. But, there is also a lot of brain drain where we have students, talented engineering students, aerospace, astrophysicists, go to Austin and San Antonio and Houston for jobs.”To fight the brain drain, the organizers of Coffee and Careers, targeted some of the large metro areas in Texas.“We had commercials running specifically in hotels by Vimeo and we really targeted a lot of our great universities that we have in Texas. And many just came out, many were registered, and also we gave free resources,” Ramirez said.“The great thing about this event, we started at 7:45 in the morning and we did not end until the last person was interviewed and 7:30 p.m. That speaks to… many career expos, if you have been to one, they are formal, they can be very in-personable. This career expo was just, you are going to get interviewed, if you want an interview, you are going to get considered. You can actually speak to some of these large companies.”Ramirez cited DHR Health Brownsville, which is looking to hire around 300 people by the end of the year. BROWNSVILLE, Texas – When it comes to building a second causeway to South Padre Island, the state legislature failed the Rio Grande Valley this legislative session. Cameron County leaders were hoping state lawmakers would find $3 million so that an environmental impact statement could be produced. It did not happen. And now, because local leaders came away empty handed, Valley residents are going to have to step up to the plate.Cameron County is slated to chip in $1.5 million. South Padre Island will likely pony up $1 million. And Cameron County Regional Mobility Authority (CCRMA) will provide $500,000.In an exclusive interview with the Rio Grande Guardian, CCRMA Executive Director Pete Sepulveda gave an update on where the second causeway project stands.“The project was placed on hold back in December 2017 because we were developing it as a toll project. There was a change in the governor's policy towards toll projects. Since that time we have been on hold,” Sepulveda said.“Unfortunately, we had already done a draft environmental impact statement. We had done a public hearing. We had done a value engineering session where we had gotten some really good recommendations.”Sepulveda said the engineering session had determined that the cost of the project could be lowered substantially if the amount of mitigation required was lowered.“It was very unfortunate that we were placed on hold after that. We have spent the last couple of years trying to convince TxDOT that we need to move forward with the project. This event focused on the biggest lessons learned from the first year of USMCA, as well as on the top priorities for North American collaboration in the years ahead. The webinar was introduced by Patrick J. Ottensmeyer, president and CEO of Kansas City Southern. The three keynote speakers were Ambassador Katherine Tai, the U.S. Trade Representative, Secretary Tatiana Clouthier Carrillo, Mexican secretary of economy, and the Hon. Mary Ng, minister of small business, export promotion and international trade for Canada. Panelists included U.s. Rep. SOUTH PADRE ISLAND, Texas – Tourism on South Padre Island is rebounding well following COVID-19 but how people take their vacation is changing. Vacation homes are in greater demand because they allow families to maintain the “bubble” they were in during the pandemic.This is the view of Ed Caum, executive director of SPI's convention and visitors bureau, and Tom Goodman, a real estate broker on SPI. Both gave their analysis of the current tourism boom in an exclusive interview with the Rio Grande Guardian. “Some of the biggest increases we have seen in the collection of hotel tax is within the vacation rental business. That is happening not just exclusively here, it is happening in beach destinations and national parks,” Caum said.“We are seeking a change. People who had not been exposed to vacation rentals, over the period of Covid, if they had not tried it before they are trying it now and they are liking it. We are seeing multi-generational families coming together.”Goodman said there was and is pent up demand for vacations, following the pandemic. However, he said the type of holidays people are taking is changing. “What is more interesting in my mind, rather than just say we have this huge increase in numbers, is to delve into why, what is it that is changing about the traveling public. In my opinion, what we have seen with the pandemic is about a five-year leap ahead of where we were in the travel industry out here on South Padre Island, much of attributed to vacation rentals,” Goodman said. Goodman said the number of visitors SPI had in March of this year was better than the numbers for 2019, 2018 and 2017.“Yet, interestingly enough, we did not have an increase in bridge crossings. What happened? Vacation rentals, we were seeing a much higher average daily rate. People are coming in spending more money, on the island for a family, staying in vacation rentals.”Goodman continued: “People have been attracted to vacation rentals because it has been an escape from the crowded hotels. They can distance themselves in vacation rentals.”Caum agreed. This information was provided at a recent forum co-hosted by the Texas Business Immigration Coalition, the Texas Opportunity Coalition and UT-Rio Grande Valley. The event was held at the Edinburg campus of UT-Rio Grande Valley.A Dreamer is a person who has lived in the United States without official authorization since coming to the country as a minor. People of this description who meet certain conditions are eligible for a special immigration status under an executive order first signed by President Obama.The forum focused on ways in which business, higher-education, and civic leaders can support a federal Dream Act, which would allow the Dreamers a permanent way of staying in the United States. Among the VIPs in attendance were U.S. Rep. Vicente Gonzalez, Hidalgo County Judge Richard Cortez, Edinburg Mayor Richard Molina, Pharr Mayor Ambrosio Hernandez, McAllen Mayor Javier Villalobos, UTRGV President Guy Bailey, Rio Grande Valley Partnership President Sergio Contreras, IBC Bank Vice President Eddie Aldrete, and UTRGV Vice President Veronica Gonzales.Congressman Gonzalez thanked the organized and local leaders for attending the meeting and discussing the impact Dreamers have on our economy. “These young people are Americans in every way, except on paper, which is why we must keep pushing for solutions that will provide them with a pathway to citizenship,” Gonzalez said.Also participating were the Edinburg Chamber of Commerce and the LIBRE Initiative. WASHINGTON, D.C. - The governor-elect of Nuevo León says developing a high-speed passenger train between San Antonio and Monterrey will help improve security for border crossers.Samuel Garcia Sepulveda was in Washington, D.C., this week to develop partnerships and find funding sources for mobility projects. The trip was coordinated with the help of U.S. Rep. Henry Cuellar of Laredo.In addition to high-speed rail, Garcia Sepulveda wants a 20-mile highway built to improve connectivity to the Gloria-Colombia International Bridge. Once that is done, he said, travelers from Monterrey can get to the bridge more efficiently and avoid cartel-controlled Tamaulipas.“There has been insecurity outside of Nuevo León. These incidents (of violence) are happening outside Nuevo León. Nuevo León has complete protection throughout the state and maybe these political conflicts, this fight between the federal government and the government of Tamaulipas has caused a distraction from the security,” Garcia Sepulveda said, on a webinar hosted by Rep. Cuellar.“We hope that they have, soon, the ability to make bonds between the federal government and the government of Tamaulipas. Nuevo León has to do its own work to improve the security and give the border the security it deserves.”In his remarks, Cuellar acknowledged there is a “little bit of a difference between Nuevo León and Tamaulipas. “And we certainly want to make sure that we are helpful. Through appropriations, I want to help Mexico on the security part. We have done that in the past. But, it does not go through governors, it has to go to the federal government and they have to work that out,” Cuellar said.“But, I am concerned because we have had American citizens that have disappeared. It (securing key highways on the Mexican border) is something that has to be done. With all due respect it is something we have to tackle. Remember the Rice Krispie Treats from childhood? Chocolate Dulce de Leche Crispie Treats are on another level of sweet, chocolatey crunch.NOTE: To make your own dulce de leche, remove the label from a can (or several cans) of sweetened, condensed milk. In a large pot, place the cans on their sides and cover with water - at least an inch of water over the highest point of the can. Bring the water to a boil and then reduce to a simmer. Simmer for 2-3 hours, depending on how many cans are in the pot. Cans must be submerged at all times - do not let the pan go dry!Remove cans from water and set on a cooling rack. I place a towel on the counter under the rack to absorb hot water dripping off the cans. Let cool completely. Once opened, place in a glass or plastic container. Enjoy!
