If it does not, it is legally considered a stateless vessel. A stateless vessel has no right to the protections normally afforded to ships under a national flag, including immunity from interference by other states. UNCLOS Articles 92, 94, 110, and customary maritime law spell out the consequences clearly: 1. Stateless vessels have no sovereign protection. A flagged ship is an extension of its flag-state's sovereignty. A stateless vessel is not. This matters because “war crimes” presuppose protected persons or protected property. A stateless vessel is legally unprotected. 2. Any state may stop, board, search, seize, or disable, a stateless vessel. UNCLOS Article 110 explicitly authorizes boarding and seizure. The law does not require states to risk their own personnel or assets while doing so. Disabling a vessel that refuses inspection, including firing on it, is legally permitted under both UNCLOS and long-established state practice. 3. War crimes require an armed conflict. You cannot commit a “war crime” outside an armed conflict. War crimes occur only within the context of international humanitarian law (IHL). Enforcing maritime law against a stateless vessel is a law enforcement action, not an IHL situation. No armed conflict = no war crime possible. 4. Lethal force may be used when a vessel refuses lawful orders. The International Maritime Organization's “Use of Force” guidance for maritime interdiction recognizes that disabling fire, even lethal force, is lawful when a vessel refuses lawful boarding, attempts to flee, poses a threat, or engages in illicit activities such as piracy or narcotics trafficking. Once again: law enforcement rules apply, not IHL. 5. Sinking a stateless vessel is not prohibited by UNCLOS. UNCLOS permits seizure of a stateless vessel and leaves the means entirely to the enforcing state so long as necessity and proportionality are respected. If the vessel flees, attacks, or refuses lawful commands, sinking it is legally permissible. Many states routinely do this to drug-smuggling vessels (e.g., semi-submersibles) without it ever being treated as a war crime. 6. No flag = no jurisdictional shield. The entire reason international law requires ships to fly a flag is to prevent this exact situation. Flagless vessels are legally vulnerable by design. Because a stateless vessel has no protected status, because UNCLOS authorizes interdiction of such vessels, because lethal force may be used in maritime law enforcement when necessary, and because war crimes require an armed conflict that is not present here, sinking an unflagged ship in international waters is not a war crime. Today's Headlines: The House Oversight Committee dropped another batch of photos and videos from Jeffrey Epstein's island, but honestly, this is not a “paint me a picture” situation — Google is your friend. Meanwhile, Pete Hegseth's Signalgate drama is heating up: an inspector general report says he put troops at risk, and Rep. Gops brandishing torches, pitchforks and discharge petitions seek to topple Mike Johnson. Well, they really want Trump, but he scares them and no one is scared of Mike. Gop women feel the most rage, but don't want to come off sounding woke, or... feminist. No, Elise Stefanik will NOT lower her voice. Henry Cuellar shows that it's so easy to play Trump into a pardon, even a Democrat can do it. In the ACA debate, Gops propose Obamacare, but bad. Dems counterproposal is Obamacare, but longer. The pendulum is swinging back, right on time for the midterms. Except that no other president has been this disliked. The economy has rarely hit this many, especially against those constituents of the party in power. And that party in power has probably has never sucked this hard, nor have they promised to learn so little from their mistakes. Vladimir Putin continues to humiliate Donald K. Trump, but that's only because Trump demands to be humiliated. They finally arrested some guy for placing pipe bombs ahead of January 6, and the guy that they arrested is not Marge, sadly lowering the chance that she might go to prison, on that charge.

Sources tell CBS News a new Pentagon inspector general's report found Defense Secretary Pete Hegseth could have endangered American service members when he shared details of an active bombing mission in Yemen in March in a Signal group chat with other top officials and also mistakenly included a journalist. CBS News' Charlie D'Agata reports. President Trump pardoned Rep. Henry Cuellar before his trial even began. Cuellar, a Texas Democrat, and his wife will no longer face bribery and fraud charges. Scott MacFarlane reports. Former physician Salvador Plasencia will serve a 30-month sentence for his role in Matthew Perry's death. He pleaded guilty to supplying ketamine to Perry and his assistant in the weeks before the actor's October 2023 death. Some of Perry's family members spoke in court on Wednesday, with his sister telling Plasencia, "instead of protecting, you exploited." PHARR, Texas - Mario Guerrero, CEO of the South Texas Builders Association, says the region's banks are also being impacted ICE's raids on construction sites in the Rio Grande Valley.Guerrero called a meeting recently with U.S. Rep. Henry Cuellar to discuss the economic impact the raids are having on the building industry. More than 20 construction company owners attended. The building industry representatives said jobs are being delayed because workers, undocumented or otherwise, are not showing up at the construction sites. He said ICE (Immigration and Customs Enforcement) officers are rounding up all the workers, whether they are undocumented or not.“We're getting attacked from two different directions. One is interest rates. The other is the immigration crisis. They (ICE) are not making it easy for construction companies to go ahead and build these homes. It's taking longer,” Guerrero told the Rio Grande Guardian.“People need to realize that a lot of this construction is happening off of bank loans, right? So, if a construction company is building out of a loan, now you're faced with paying higher interest, because you're not finishing your project at a certain time.Guerrero continued: “So, now we have banks that are extremely, extremely worried, because now they're seeing delays in the projects. It is taking so long that they're afraid that construction companies are going to start defaulting on loans.”Asked if his comment about banks being worried was purely anecdotal, Guerrero said: “No, this is coming directly from presidents and vice presidents of these banks. They're extremely worried. You have to understand that the cycle, the wheel, is not moving. And if the wheel is not moving, that's an economic issue that we are facing. And it's not moving because people are afraid to work. Both illegal and American citizens are afraid to work because they (ICE) are taking everybody.”Guerrero said he hopes house prices in the Valley do not start to rise because housing projects are being stalled. The members of the South Texas Builders Association that were present for the meeting with Cuellar, which was held at Pappadeaux Seafood Kitchen in Pharr, said they would take up the congressman's offer to go to Washington for a meeting with officials with the Department of Homeland Security. LAREDO, Texas - Webb and Starr are leading South Texas in clean energy growth with new solar panels, wind power, and battery storage, U.S. Rep. Henry Cuellar reports.The Laredo Democrat released a new update showing that Texas' 28th Congressional District - his district - is a powerhouse in clean energy production – pairing renewable power with traditional oil and gas to lower energy costs for families and strengthen the local economy. He said that as a base for economic growth, the district ranks among the top in Texas for new energy projects, with Webb and Starr Counties leading the way in generation and development.“I've always said that South Texas doesn't have to choose between oil and gas and clean energy,” said Congressman Cuellar. “We can do both – and that's exactly what we're doing.
