Aux États-Unis, les "pink tariffs", ou droits de douane roses, désignent des taxes à l'importation plus élevées sur les vêtements féminins que sur ceux destinés aux hommes. Cette inégalité tarifaire, bien que peu connue du grand public, est bien réelle et repose davantage sur des fondements historiques que sur une volonté manifeste de discrimination. Pourtant, ses effets concrets sont très actuels : chaque année, elle coûterait plus de deux milliards de dollars aux consommatrices américaines, selon le Progressive Policy Institute.Une classification genrée héritée du passéLes États-Unis utilisent un système de classification douanière appelé US Harmonized Tariff Schedule, qui distingue les produits en fonction de leur genre. Par exemple, les droits de douane moyens en 2022 étaient de 16,7 % pour les vêtements féminins, contre 13,6 % pour les vêtements masculins. Les écarts sont encore plus marqués dans certaines catégories, comme la lingerie ou les chaussures.Cette différence remonte à une époque où l'industrie textile masculine dominait largement l'économie. Durant les XIXe et début XXe siècles, les vêtements pour hommes étaient produits à grande échelle par des industries puissantes, qui disposaient de lobbyings influents. À l'inverse, la production de vêtements féminins était plus artisanale et moins représentée politiquement. Résultat : les protections tarifaires favorisaient les produits masculins, en maintenant les concurrents étrangers à distance, tout en imposant peu de protections aux vêtements féminins.Une inertie politiqueMalgré les évolutions sociales et économiques, ces règles obsolètes perdurent. Sous l'administration Trump, qui a pourtant procédé à une refonte massive des droits de douane pour protéger l'industrie américaine, aucune initiative n'a été prise pour corriger ces déséquilibres. Bien au contraire, la hausse globale des droits à l'importation a parfois aggravé ces écarts, touchant davantage les produits déjà surtaxés, donc les vêtements féminins.Deux élues démocrates, Brittany Pettersen et Lizzie Fletcher, ont tenté de relancer le débat en introduisant le Pink Tariffs Study Act, un projet de loi visant à analyser ces écarts dans un cadre plus large, incluant les rasoirs, produits d'hygiène et autres biens genrés. Leur initiative souligne que cette taxation inégale pénalise surtout les familles à faibles revenus, qui consacrent une part plus importante de leur budget aux vêtements.Une réforme encore attendueEn l'absence de volonté politique affirmée, les pink tariffs restent un exemple de discrimination économique genrée intégrée dans la législation commerciale. Howard, lawyer and author of “Everyday Freedom,” tell Margaret Hoover that the Department of Government Efficiency (DOGE) has the right diagnosis, but the wrong cure. Speaking before a student audience at Hofstra University, Marshall and Howard agree that the federal bureaucracy is due for an overhaul and must be streamlined. This week on Facing the Future we looked at how the new Republican majorities in the House and Senate are expected to handle major issues such as tax cuts, tariffs, government waste, and the debt limit. Our guests were Brian Riedl of the Manhattan Institute and Ben Ritz of the Progressive Policy Institute. There has been a lot of discussion in Washington about the major fiscal cliff coming up at the end of 2025 when a portion of the 2017 Trump tax cuts expire. Before the elections, most of the talk had been about the trade-offs that might be needed to get an agreement between the parties.  But now, with the Republicans taking control of the House, Senate, and White House, it's possible that Republicans can get what they want without compromising with Democrats by passing a budget resolution with reconciliation instructions, which is a budget process maneuver that would allow them to overcome a filibuster by Democrats in the Senate.

But back to school is also a time to reflect on the state of education in this country… and it's not all that great.  America is one of the richest countries in the world. But you wouldn't know it if you looked at our education statistics. We're 16th in science globally. In Math, we scored below the average and well below the scores of the top five countries, all of which were in Asia. And in 2018, we ranked an astonishing 125th in literacy among all countries according to the World Atlas.  As we tumble down the international tables, public schools around the country are getting rid of gifted and talented programs. They're getting rid of standardized testing. All while trying to regain ground from COVID-related learning loss… So how did we get here? Why have public schools deprioritized literacy and numeracy? What role have teachers' unions played in advocating for public education in this country and also in holding kids back by protecting bad teachers? How is socioeconomic segregation hurting academic performance? And what kinds of books should really be taught in public schools?  Today, we're diving deep into these questions and more with three experts who bring diverse perspectives to this debate: Richard Kahlenberg is Director of the American Identity Project and Director of Housing at the Progressive Policy Institute. His many books and essays have focused on addressing economic disparities in education. Maud Maron is co-founder of PLACE NYC, which advocates for improving the academic rigor and standards of K-12 public school curricula. She's also the mother of four kids in New York City public schools. Erika Sanzi is a former educator and school dean in Rhode Island. Ryan's first book was College Disrupted: The Great Unbundling of Higher Education (2015), which profiles the coming shift toward competency-based education and hiring. Ryan is a co-founder of Apprenticeships for America, a national nonprofit dedicated to scaling apprenticeships across the U.S. economy and is a senior fellow at the Progressive Policy Institute.Previously, Ryan led the Education & Training sector at Warburg Pincus. Additional television appearances as himself or performing stand up have included “Conan”, “The Late Late Show with Craig Ferguson”, "Would You Rather...with Graham Norton", “Good Afternoon America” and multiple times on The Today Show and Countdown with Keith Olbermann, and on History's I Love the 1880s. He hosted TV Land's game show "Game Time". As an actor, Finnegan portrayed the supporting role of "Carl" in the film Eden Court, a ticket agent in "Knight and Day" and several guest roles including a talk show host on "The Good Wife". In October 2006, Finnegan's debut stand up comedy CD titled Two For Flinching was released by Comedy Central Records, with a follow-up national tour of college campuses from January to April 2007. “Au Contraire!” was released by Warner Bros. Records in 2009. His third special "The Fun Part" was filmed at the Wilbur Theatre in Boston on April 4, 2013 and debuted on Netflix on April 15, 2014.
