Six shipbuilders have been shortlisted for the job of delivering the much-anticipated new Cook Strait ferries. This comes after the Government pulled the plug on iReX because of cost blowouts, which was set to deliver new port-side infrastructure and two rail-enabled hybrid ferries. Ferry Holdings chairman Chris Mackenzie won't disclose the names of these companies. Four more years. That's how long we're going to have to wait for KiwiRail's new interisland ferries. But I reckon it will turn out being longer than that. The Government says it will be December 2029. By then, we will have had two elections. But I don't think it will happen in that timeframe, because I listened this morning to someone who knows a bit about this. Mark Thompson's his name. He was in charge of the Government's ferry ministerial advisory group. He reckons the Government is a bit on the optimistic side, thinking the ferries can be here in four years' time. He was talking this morning about decarbonisation within the maritime sector creating huge, worldwide demand for new ships. As he puts it, he thinks the Government will need its spinnaker up and calm seas to meet the deadline, because of what's happening internationally. Spinnaker up and a calm sea. A wing and a prayer. Fingers crossed. Sounds exactly like the way we do infrastructure here in New Zealand, doesn't it? I thought Mark Thompson sounded pretty unimpressed with the announcement. That will be because the Government has ignored his committee's advice to not go with ferries capable of carrying rail wagons. His advice was that ferries that could only carry trucks would be cheaper. But Winston, of course, was all-for ferries that can carry rail wagons from the get-go. So maybe Mark Thompson's nose is out of joint a bit. But I'm listening to what he has to say. Because he's the guy who looked into this whole ferry thing after Finance Minister Nicola Willis pulled the plug on the former Labour government's iReX project. Winston Peters isn't buying any talk about delays though and says the new ferries will be here by the end of 2029. But when you dig further into his announcement yesterday, you see that he's talking about the ferries being no frills, on one hand, but also saying that many of the costs he's cutting will need to be paid for somehow in the future. And these are the costs for the on-land facilities at Picton and Wellington – which he's suggesting will have to be covered by the ports themselves. He's saying that investment is needed at Picton, but he reckons the facilities in Wellington have got another 30 years in them. Again, doesn't that sound so familiar when it comes to infrastructure in this country? “We can get away with what we've got for a bit longer” – the same for the ferries themselves. The ones that keep clapping out. As for the new ships - if we do end up competing with the rest of the world for new vessels because of a global influx of orders, we could end up waiting more than four years. Winston's great rail solution is now revealed: it's just like KiwiRail's iReX but cheaper. The boats are still big and they're rail enabled but the portside infrastructure is more reasonable. And that's always been the thing. The original boats were a good deal, but the kicker came portside. KiwiRail was under the belief that the project had to be future proofed. This was something that had to last 50 years - a type of thinking that New Zealand hasn't done often. So, the Ferrari was not the boat, it was the ports. Now Winston says Picton needs a big revamp. But the earthquake prone Wellington port just needs a revamp. In an ideal world this is not ideal. But it is, as Winston says, pragmatic. I know people involved with the original iReX deal on the Government side. And when this story first broke, they told me that KiwiRail shouldn't come to the Government expecting an open cheque book. And he was right. The original iReX deal was a good deal, and the one that we should aspire to. But as the Government keeps telling us, now is not the right time for aspirational long-term planning. But if not now, when will we ever do anything right first time? And while this deal looks like a saving short term, will we end out paying more long term? The upshot is that we have ferries coming and they're less likely to sink than the ones we already have. That's about it - we're right back to where we were 30 years ago. New documents reveal the coalition has set aside 300 million dollars to cover broken infrastructure contracts and a break-fee with Hyundai, after the government ended a contract with the Korean company to build two new Interislander ferries. The contract, known as iRex, was cancelled with Hyundai shortly after the Coalition came to power. Political editor Jo Moir spoke to Leiataualesa Susana Lei'ataua.
There's hopes new Cook Strait ferries will be rail-enabled. Minister for Rail Winston Peters is promising more details by the month's end. He's confirmed Hyundai - the company whose ship and infrastructure deal was dumped by the Government - is in the running for a new contract. The break fee on the original canned deal is $300 million. Maritime Union national secretary Carl Findlay says the cancellation was silly. He explained getting world-class builders to make the ships as close to the original plan would be ideal. You could hear the disappointment oozing out of the Maritime Union Spokesperson yesterday as we found out the break fee for the Interislander ferries would be around 300 million. The ferries only cost 551 million at 60 per cent of the cost of the ferries. All up 1 billion dollars has been spent on nothing at all. It's making Labour's light rail fiasco look trivial. The Union guy called the situation Nicola Willis' mistake. And it is. She'd be hoping to be remembered as the Saviour of the economy, but she will never escape the billion-dollar boat botch up. A botch up she jumped into just to strike a blow against Labour and KiwiRail As Winston Peters rushes to patch things up we seem to forget what the real cost of the project is. It's the wharves and more particularly the Wellington wharves They need to be renovated. They need to be earthquake strengthened. We need to decide if they need rail infrastructure so we can roll a train on a ship. We need to decide the capacity of the terminals. These are questions that never make the public discussion. The newly appointed Minister for Rail Winston Peters has said very little about the Government's ferry plans, mostly sparring with Newstalk ZB host Heather du Plessis-Allan over her questions. “We inherited, coming back into government in 2023, an unholy mess where the costs were blowing out to $3.2 billion," Peters told her. “And then you had all the other uncertainties as well. That was not the project they were charged with doing when I was last Minister of Railways. “So this was a circumstance which took some time to unravel. But here we are set to go now, and very shortly we'll announce what the long-term future will be. “But what we want is efficient, effective transport systems in this country. And the ferry operations in the Cook Strait are critical to that,” he said. Peters said he was not trying to “better” any deal put up by Finance Minister Nicola Willis, as questioned by du Plessis-Allan. “No, no … for the third time, no,” Peters said. “Probably some claimed insiders have been telling you that, but it's not true. “The wider it gets reported, it just carries on. We've got to do better.” Peters said rushing out the Government's plans would “set the bottom price from where the shipbuilders will start increasing their profits - and we're not going to start making those silly mistakes”. “I just told you that three times and now I'm telling you a fourth time. “You'll have plenty of time under the Official Information Act in the future to find out whether what I'm saying is true. And when you do, can you please go on the programme and say, ‘I'm so sorry, I maligned Winston'.” The Government has announced their plans to procure replacements to replace the aging Interislander fleet. But we've been in the job less than one day, give us some time and we'll show you what we can do. “What you've got to do [as a Government] is find out from all sources what is the best option at the best price for the greatest level of efficiency with the greatest longevity.” Peters said the break fee was confidential “for a whole lot of reasons”. “Do you know anything about commercial practice? That's why it's confidential. Which law school did you go to? “This is embarrassing for the country, you're quite right. The darned boats were only 20% of the costs.” Peters sparred with du Plessis Allan several times. “You're telling me it's embarrassing? Of course, it is. I'm here to fix it and I'm going to fix it,” he told her. Peters said he had “no idea” about Act leader David Seymour's comments about the ferries. “Who said that was true?” Peters said in response to du Plessis Allan's questions. “You know, I've never seen so much rudeness. Somebody is trying to explain to you about a critical issue that costs so much to the taxpayer and you're interrupting. Here's the point: It'll cost way, way less than [iRex], and that, I'm certain.” He said the final decision would come “just as soon as we can responsibly make it”. Funded by the US Embassy through IREX, the second phase is now ending, focusing on laying the groundwork for standardizing a Kurdish Sign Language (KuSL) documentation process with its natural variations. Previously, Rothkopf served as CEO and Editor of the FP Group, publishers of Foreign Policy Magazine, CEO of Garten Rothkopf and was the founder and CEO of Intellibridge Corporation, an open source intelligence provider to government and private sector organizations. Prior to that he served as managing director of Kissinger Associates. Rothkopf served as deputy undersecretary of commerce for international trade policy in the Clinton administration and played a central role in developing the administration's groundbreaking Big Emerging Markets Initiative. Before government, Rothkopf was founder and CEO of International Media Partners and editor and publisher of the CEO Magazine and Emerging Markets newspaper. He also served as chairman of the CEO Institute. Finnegan is perhaps best known as one of the original panelists on VH1's Best Week Ever and as Chad, the only white roommate in the “Mad Real World” sketch on Comedy Central's Chappelle's Show. Additional television appearances as himself or performing stand up have included “Conan”, “The Late Late Show with Craig Ferguson”, "Would You Rather...with Graham Norton", “Good Afternoon America” and multiple times on The Today Show and Countdown with Keith Olbermann, and on History's I Love the 1880s. He hosted TV Land's game show "Game Time". As an actor, Finnegan portrayed the supporting role of "Carl" in the film Eden Court, a ticket agent in "Knight and Day" and several guest roles including a talk show host on "The Good Wife". In October 2006, Finnegan's debut stand up comedy CD titled Two For Flinching was released by Comedy Central Records, with a follow-up national tour of college campuses from January to April 2007. “Au Contraire!” was released by Warner Bros. Records in 2009. His third special "The Fun Part" was filmed at the Wilbur Theatre in Boston on April 4, 2013 and debuted on Netflix on April 15, 2014.
