Doug Rokke earned his B.S. in Physics at Western Illinois University followed by his M.S. and Ph.D. in physics and technology education at the University of Illinois. His military career has spanned 4 decades to include combat duty during the Vietnam War and Gulf War 1. Doug served as a member of the 3rd U.S. Army Medical Command's Nuclear, Biological, and Chemical (NBC) teaching, medical response, and special operations team, the 3rd U.S. Army captured equipment project team, and with the 3rd U.S. Army Depleted Uranium Assessment team during Gulf War 1(Operation Desert Storm). He was the U.S. Army's Depleted Uranium Project director from 1994 - 1995. He developed the congressionally mandated education and training materials and wrote U.S. Army Regulation 700-48, the U.S. Army PAM 700-48, and the U.S. Army's common task for DU incidents. Doug has taught nuclear, biological and chemical warfare, hazardous materials, and emergency medicine for over 20 years to both civilian and military personnel. Dr. Rokke was one of the original authors of the 1982 EDRAT (Emergency Disaster Response Assistance Team) proposal which formed the foundation for today's National Guard CSD teams and the Illinois CERT Teams. In preparation for the 1996 Atlanta Olympics, he wrote and taught the original Chemical / Biological Counter-terrorism Course for civilian emergency responders that is now the federal 120 city and Department of Justice course then served on the emergency response team located at Bermingham, Alabama . Dr. Rokke serves or has served as an advisor with the U.S. Centers of Disease Control; U.S. Department of Defense; U.S. National Academy of Sciences; U.S. Institute of Medicine; U.S Senate; U.S. House of Representatives; U.S. Department of Transportation; U.S. Federal Aviation Administration; U.S. Department of Defense; U.S. General Accounting Office; U.S. Department of Veterans Affairs; British Royal Society; British House of Lords and House of Commons; United Nations; U.S. President William J. Clinton's Presidential Special Oversight Board; and local, state, and federal law enforcement, fire, and medical agencies. He has been an advisor and on-screen expert for numerous television documentaries on effects of nuclear, biological, and chemical warfare and depleted uranium with CBS; ABC; NBC, CNN, History Channel; A & E; PBS; Discovery channel, BBC; CBC; Gary Null & Associates; the Power Hour; and German, French, Japanese, Australian, Italian, Spanish, and Greek television networks. Dr. Rokke has taught undergraduate and graduate courses in environmental science, environmental engineering, nuclear physics, and emergency management and was a staff physicist at the University of Illinois at Urbana-Champaign for 19 years (retired from UIUC). He has also taught elementary school, middle school, and high school. Doug is included in "Who's Who in America" and was recently nominated for "Who's Who in the World" and is included in "Who's Who in Science and Engineering" because his continued efforts and recognition as a national and international expert and educator. And yes, I am available for speaking engagements.]Today, millions of California voters will go to the polls and decide who will be the successor to Senator Laphonza Butler, who was appointed by Gov. Gavin Newsom this past October to fill the vacancy left by the late Sen. Dianne Feinstein, the longest tenured woman in the history of the U.S. Senate.Sen. Butler, who became, upon her appointment, the first Black LBGTQ person to serve in the Senate, was previously President of EMILY's List and a widely-respected labor organizer, among other well-earned garlands. But after being sworn in, Butler announced she would not seek election to a full term.Over the past year, four contenders have emerged to succeed her: Rep. Adam Schiff, Rep. Barbara Lee, Rep. Katie Porter, and Steve Garvey, former MLB player for the Los Angeles Dodgers and San Diego Padres (and the only Republican with a realistic shot).California has a nonpartisan blanket primary, in which all candidates of all party affiliations appear on the same ballot, and the top two vote-getters advance to the general election in a head-to-head match-up. Thus, it is possible we could see two Democrats battling it out in the general election.I didn't know much about Congressman Schiff before last year. I knew he was the lead impeachment manager during the first impeachment trial of then-President Donald Trump, for which he earned widespread praise. I knew he was the Chair of the House Intelligence Committee for four years before being kicked off by then-Speaker Kevin McCarthy in a shameless act of political retribution. I knew he was strong in his convictions. I knew he wouldn't back down from a fight, especially when faced with the childish obstruction of House Republicans. I knew he was well-liked by his colleagues and Hill staffers. I knew he was a pretty good writer, based on his long history of thoughtful public remarks.Of course, the sad thing about working in politics and living in D.C. is that there are numerous Members of Congress who have some combination of the above attributes and will still inevitably disappoint you. It's not so much that I've become jaded over the years—far from it—as I've become cautious when assessing elected officials.So, last summer, when a good friend invited me to a campaign fundraiser for Congressman Schiff's senatorial bid, I agreed to go but didn't expect much. In fact, when a work obligation popped up later for that same night, I didn't give a second thought to texting my friend that I couldn't go. She called me and said that the Congressman would be having a second fundraiser in town the following week and urged me to go. She even bought my ticket.”You have to meet him,” she said. “He's a great man and a great leader. You just have to meet him.”I agreed and showed up to the event near the end of the Congressman's stump speech—which was rather good—and listened to him answer any and all questions from attendees. No holds barred. He was impressive in his answers, and I remember thinking that he certainly seemed more tuned-in than most of his colleagues.A bit later, after the formal Q&A ended, I walked up to the Congressman with a question about the Equality Act, something I always ask federal elected officials in order to gauge how much they know. You'd be surprised—or perhaps, you wouldn't—by how little some Members of Congress understand about the holy grail of LGBTQ rights legislation. In short, the Equality Act would ban all forms of discrimination against LGBTQ people throughout the United States. Currently, there is no protection against anti-LGBTQ discrimination in nearly 30 states when it comes to housing, credit, jury service, education, health care, etc. The problem, of course, is that the legislation has been effectively blocked by congressional Republicans—namely, Sen. Mitch McConnell—for many years.Congressman Schiff calmly walked me through his thoughts, which initially started with the basics of the Equality Act and its necessity for a free and fair country for all citizens.Most of the time, these exchanges are rather short. An elected official might spend 30 seconds with me talking about the legislation and then do that typical D.C. move of signaling through body language and a subtle tone shift that they wanna move on to the next voter.But Mr. Schiff didn't do that. After laying out the basics, he began to delve into the particulars of the bill and the endorsements it had received from faith leaders and business owners and the specific challenges in engaging with congressional Republicans.I could tell there were others standing around me, hoping to talk to the Congressman about their own thing. They were waiting politely, but he was in no hurry to move on. He was not rushed, and he kept solid eye contact with me as he started offering details about the struggle for LGBTQ rights that, quite frankly, he had no business knowing. I forget the exact story on trans rights he brought up, but it was a news item that was published the previous day. I'm not kidding when I tell y'all that maybe 50 people in the country actually cared enough to know details about this particular news item, and nearly all of them were LGBTQ advocates. At the time, had I been asked, I would have been absolutely certain that no Member of Congress was up-to-speed on it.And so, I was gobsmacked/astonished/delighted when the Congressman went into detail about the trans rights news item and asked me questions in an effort to fill in any knowledge gaps he might have.He wasn't showy at all. He wasn't performing. I felt like I was having a productive and genuine conversation with an elected official who wanted to find a solution and wasn't afraid to admit when he didn't know something (which, by that point, was amusing given how much he clearly did know).Within a matter of minutes, I quickly found out that Adam Schiff is one of the most well-prepared folks serving in Congress and certainly one of the more empathetic.It didn't end there. Not even close. He had his staff follow-up with me, and a few months later, his office was instrumental in organizing a congressional briefing, in partnership with GLAAD, on LGBTQ rights for interested Members of Congress and Hill staff. The briefing itself was a success, but it stuck with me for a different reason. The Congressman was only expected to show up at the beginning, offer some brief remarks, and move on to the next thing. This is very common on the Hill given the packed schedules of Members.Except he didn't do that. After he gave his remarks, he sat in the front row and attentively listened to GLAAD's presenters for the entire briefing. He never checked his phone. He didn't glance at his watch. He didn't make an excuse midway through and quietly duck out, which would have been perfectly understandable.What sticks with me about this moment is that Congressman Schiff already knew almost all the information being presented in that briefing. I know that because of the knowledge mastery he had demonstrated at the fundraiser earlier in the year.And yet, he still sat through the entire briefing. He asked questions when it was appropriate. He engaged meaningfully. He made everyone at that briefing feel like we had a champion in our corner, and he did so without a hint of self-congratulation.Look, I don't live in California, and I don't get a vote in this race. I care about this campaign because the U.S. Senate is so often a dumpster fire, and any given individual senator has the power to singlehandedly bring the policy process to a screeching halt, like Tommy Tuberville blocking military promotions in an effort to prevent access to reproductive health care for women service members.There has never been a greater need for strong leaders of character in the U.S Senate, but moreover, there's never been a greater need for the senator who makes a point of being deeply informed and committed to a good faith process that centers knowledge and common sense.I'm quite jealous of you Californians. Doug Rokke earned his B.S. in Physics at Western Illinois University followed by his M.S. and Ph.D. in physics and technology education at the University of Illinois. His military career has spanned 4 decades to include combat duty during the Vietnam War and Gulf War 1. Doug served as a member of the 3rd U.S. Army Medical Command's Nuclear, Biological, and Chemical (NBC) teaching, medical response, and special operations team, the 3rd U.S. Army captured equipment project team, and with the 3rd U.S. Army Depleted Uranium Assessment team during Gulf War 1(Operation Desert Storm). He was the U.S. Army's Depleted Uranium Project director from 1994 - 1995. He developed the congressionally mandated education and training materials and wrote U.S. Army Regulation 700-48, the U.S. Army PAM 700-48, and the U.S. Army's common task for DU incidents. Doug has taught nuclear, biological and chemical warfare, hazardous materials, and emergency medicine for over 20 years to both civilian and military personnel. Dr. Rokke was one of the original authors of the 1982 EDRAT (Emergency Disaster Response Assistance Team) proposal which formed the foundation for today's National Guard CSD teams and the Illinois CERT Teams. In preparation for the 1996 Atlanta Olympics, he wrote and taught the original Chemical / Biological Counter-terrorism Course for civilian emergency responders that is now the federal 120 city and Department of Justice course then served on the emergency response team located at Bermingham, Alabama . Dr. Rokke serves or has served as an advisor with the U.S. Centers of Disease Control; U.S. Department of Defense; U.S. National Academy of Sciences; U.S. Institute of Medicine; U.S Senate; U.S. House of Representatives; U.S. Department of Transportation; U.S. Federal Aviation Administration; U.S. Department of Defense; U.S. General Accounting Office; U.S. Department of Veterans Affairs; British Royal Society; British House of Lords and House of Commons; United Nations; U.S. President William J. Clinton's Presidential Special Oversight Board; and local, state, and federal law enforcement, fire, and medical agencies. He has been an advisor and on-screen expert for numerous television documentaries on effects of nuclear, biological, and chemical warfare and depleted uranium with CBS; ABC; NBC, CNN, History Channel; A & E; PBS; Discovery channel, BBC; CBC; Gary Null & Associates; the Power Hour; and German, French, Japanese, Australian, Italian, Spanish, and Greek television networks. Runoff Elections Used in 10 States to Determine Party Nominees Today's LinksArticles & Resources:BallotPedia - Runoff electionsWashington Post - Runoff elections a relic of the Democratic SouthNational Conference of State Legislatures - Primary Runoff ElectionsDemocracy Docket - The Racist Roots of Runoffs in the SouthGroups Taking Action: Open Primaries, Fair Vote, Fair Fight, Power Coalition for Equity & JusticeToday's Script:  (Variations occur with audio due to editing for time) You're listening to the American Democracy Minute, keeping YOUR government by and for the people.Yesterday, we reported on the two states which use runoffs in their elections, including Georgia, which has a U.S Senate runoff on December 6th, and Louisiana, for local elections & three ballot measures on December 10th.   But did you know that runoffs are also used to determine party nominees in some states?Ballotpedia reports that 10 states use top-two runoffs for primaries.   Alabama, Arkansas, Georgia, Mississippi, Oklahoma, South Carolina and Texas use runoff elections when no candidate has a clear 50% +1 vote majority to determine the party nominee going into the general election.   In North Carolina, a candidate must receive 30% + 1 vote to win a primary, or face a runoff.   In South Dakota, runoffs are used for partisan primaries for Congressional or gubernatorial seats when no candidate receives 35%, and in Vermont, runoffs are only used when a tie occurs.According to the National Conference of State Legislatures, primary runoff systems developed in the south to encourage candidates to broaden their appeal so extreme candidates would be less likely to get elected.  In Arkansas, runoffs were used to prevent members of the Ku Klux Klan from getting elected with small pluralities in lower turnout primaries. Another form of runoff, called an “instant runoff” or “ranked choice voting,” is being implemented in some cities, counties & states around the country.  More on that tomorrow.  We have links to articles and resources AmericanDemocracyMinute.org.  For the American Democracy Minute, I'm Brian Beihl.

Later, China's claim that they own Taiwan is bull. Taiwan was a territory of Japan more than 100 years ago. The communist Chinese must be stopped. A court of law would never allow a one-sided process like this committee. Then, it's not easy to be misrepresented by some unhinged critic or political foe. A new poll from Southern Poverty Law Center shows that half of young Democrats are okay with the assassination of political foes. Yet no one says anything about President Biden, Nancy Pelosi, Chuck Schumer, and the rest of the Democrats spewing their violent rhetoric. Later, Author Julie Kelly calls in to explain that Pelosi's Jan. 6th Committee has one goal, and it's to drive a stake through the heart of the MAGA movement. Kelly mentioned the story of Matthew Perna, a Jan 6 detainee that committed suicide after the Feds kept piling charges on him for being at the Capitol. Seditious conspiracy is the latest charge the government is pursuing against 100 detainees. Doug Rokke earned his B.S. in Physics at Western Illinois University followed by his M.S. and Ph.D. in physics and technology education at the University of Illinois. His military career has spanned 4 decades to include combat duty during the Vietnam War and Gulf War 1. Doug served as a member of the 3rd U.S. Army Medical Command's Nuclear, Biological, and Chemical (NBC) teaching, medical response, and special operations team, the 3rd U.S. Army captured equipment project team, and with the 3rd U.S. Army Depleted Uranium Assessment team during Gulf War 1(Operation Desert Storm). He was the U.S. Army's Depleted Uranium Project director from 1994 - 1995. He developed the congressionally mandated education and training materials and wrote U.S. Army Regulation 700-48, the U.S. Army PAM 700-48, and the U.S. Army's common task for DU incidents. Doug has taught nuclear, biological and chemical warfare, hazardous materials, and emergency medicine for over 20 years to both civilian and military personnel. Dr. Rokke was one of the original authors of the 1982 EDRAT (Emergency Disaster Response Assistance Team) proposal which formed the foundation for today's National Guard CSD teams and the Illinois CERT Teams. In preparation for the 1996 Atlanta Olympics, he wrote and taught the original Chemical / Biological Counter-terrorism Course for civilian emergency responders that is now the federal 120 city and Department of Justice course then served on the emergency response team located at Bermingham, Alabama . Doug Rokke earned his B.S. in Physics at Western Illinois University followed by his M.S. and Ph.D. in physics and technology education at the University of Illinois. His military career has spanned 4 decades to include combat duty during the Vietnam War and Gulf War 1. Doug served as a member of the 3rd U.S. Army Medical Command's Nuclear, Biological, and Chemical (NBC) teaching, medical response, and special operations team, the 3rd U.S. Army captured equipment project team, and with the 3rd U.S. Army Depleted Uranium Assessment team during Gulf War 1(Operation Desert Storm). He was the U.S. Army's Depleted Uranium Project director from 1994 - 1995. He developed the congressionally mandated education and training materials and wrote U.S. Army Regulation 700-48, the U.S. Army PAM 700-48, and the U.S. Army's common task for DU incidents. Doug has taught nuclear, biological and chemical warfare, hazardous materials, and emergency medicine for over 20 years to both civilian and military personnel. Dr. Rokke was one of the original authors of the 1982 EDRAT (Emergency Disaster Response Assistance Team) proposal which formed the foundation for today's National Guard CSD teams and the Illinois CERT Teams. In preparation for the 1996 Atlanta Olympics, he wrote and taught the original Chemical / Biological Counter-terrorism Course for civilian emergency responders that is now the federal 120 city and Department of Justice course then served on the emergency response team located at Bermingham, Alabama . The Zika Virus is a Biological Weapon - Dr. Doug Rokke is a Depleted Uranium expert. Doug Rokke earned his B.S. in Physics at Western Illinois University followed by his M.S. and Ph.D. in physics and technology education at the University of Illinois. His military career has spanned 4 decades to include combat duty during the Vietnam War and Gulf War 1. Doug served as a member of the 3rd U.S. Army Medical Command's Nuclear, Biological, and Chemical (NBC) teaching, medical response, and special operations team, the 3rd U.S. Army captured equipment project team, and with the 3rd U.S. Army Depleted Uranium Assessment team during Gulf War 1(Operation Desert Storm). He was the U.S. Army's Depleted Uranium Project director from 1994 - 1995. He developed the congressionally mandated education and training materials and wrote U.S. Army Regulation 700-48, the U.S. Army PAM 700-48, and the U.S. Army's common task for DU incidents. Doug has taught nuclear, biological and chemical warfare, hazardous materials, and emergency medicine for over 20 years to both civilian and military personnel. Dr. Rokke was one of the original authors of the 1982 EDRAT (Emergency Disaster Response Assistance Team) proposal which formed the foundation for today's National Guard CSD teams and the Illinois CERT Teams. In preparation for the 1996 Atlanta Olympics, he wrote and taught the original Chemical / Biological Counter-terrorism Course for civilian emergency responders that is now the federal 120 city and Department of Justice course then served on the emergency response team located at Bermingham, Alabama . Dr. Rokke serves or has served as an advisor with the U.S. Centers of Disease Control; U.S. Department of Defense; U.S. National Academy of Sciences; U.S. Institute of Medicine; U.S Senate; U.S. House of Representatives; U.S. Department of Transportation; U.S. Federal Aviation Administration; U.S. Department of Defense; U.S. General Accounting Office; U.S. Department of Veterans Affairs; British Royal Society; British House of Lords and House of Commons; United Nations; U.S. President William J. Clinton's Presidential Special Oversight Board; and local, state, and federal law enforcement, fire, and medical agencies. He has been an advisor and on-screen expert for numerous television documentaries on effects of nuclear, biological, and chemical warfare and depleted uranium with CBS; ABC; NBC, CNN, History Channel; A & E; PBS; Discovery channel, BBC; CBC; Gary Null & Associates; the Power Hour; and German, French, Japanese, Australian, Italian, Spanish, and Greek television networks. Dr. Rokke has taught undergraduate and graduate courses in environmental science, environmental engineering, nuclear physics, and emergency management and was a staff physicist at the University of Illinois at Urbana-Champaign for 19 years (retired from UIUC). He has also taught elementary school, middle school, and high school. Doug is included in "Who's Who in America" and was recently nominated for "Who's Who in the World" and is included in "Who's Who in Science and Engineering" because his continued efforts and recognition as a national and international expert and educator. Major Rokke has been subjected to ongoing retaliation from Department of Defense officials who do not want information regarding actual adverse health and environmental effects of uranium weapons and their mandatory but ignored requirements to provide medical care to all casualties and to clean up all environmental contamination. The Life , Career, and Leadership of Robert Byrd, the longest serving legislator in all of American history. He could give a speech on Dog fighting and quote Aristotle. He worked together with Bob Dole on enormously important pieces of legislation through out the 1980's and while they were often adversaries on issues they were obviously friends and they set the example we should all follow on how to work together for the good of all. Robert Byrd was the historian of the Senate, he believed that an institution should always exist where one man could stand and question the executive and Federal policy of the nation until he dropped or asked to speak while sitting down. He believed in America and the Constitution as the document that protected our freedom. An old school democrat, an an old school politician that never forgot where he came from nor who he represented. And finally a look at Senator Frank Lautenberg, the last World War 2 veteran to serve in the U.S Senate, with his passing ended an era of bipartisan work by the men who built the American Century. Lautenberg was a man of enormous accomplishment, a self made millionaire, who as a Senator raised the legal drinking age to 21 , ended smoking on airplanes, and was a proponent of mass transit and environmental protection.  This is part 3 of our look at six of the greatest Senators of the Greatest Generation.

An online “junk yard” for UAVs and components, the drone pilot shortage, a UAS detect and avoid display project, UAV airspace integration in the UK, the US Senate version of FAA reauthorization, egg drop drones, LiPo batteries, and the CRACUNS submersible drone. News This Online ‘Drone Junk Yard' Lets UAV Owners Swap and Exchange Parts UK Drone builder Andrew Spaxman founded Drone Junk Yard in January 2015 as a place where enthusiasts could buy, swap, and sell unwanted UAV parts. Starting with a closed, country-specific Facebook group for the UK, Spaxman has expanded to groups for the United States, the EU, Canada, and Australia. UAV pilot training struggles continue The U.S. Government Accountability Office (GAO) released a report titled, Unmanned Aerial Systems, Further Actions Needed to Fully Address Air Force and Army Pilot Workforce Challenges [PDF]. In it, the GAO says the USAF and US Army haven't implemented all the recommendations made in its 2014 report. These particularly relate to the shortage of pilot instructors and pilots. FAA hand picks Horsham pilots to help refine UAS detection display The FAA wants to develop a UAS detect and avoid display for unmanned aircraft systems at the FAA William J. Hughes Technical Center, in Atlantic City, New Jersey. Eight pilot volunteers have been selected from the 111th Attack Wing for the project. FAA Civil Aerospace Medical Institute research psychologist Kevin Williams said,"Our task in this study is to look at the displays used to provide the pilot with the information that is required for them to remain well clear of other aircraft. Basically, what we're talking about is the minimum information requirements for those displays." UK calls for realistic approach to UAV integration The UK wants to permit beyond line of sight UAV operations at all altitudes by 2020, but the Department for Transport (DfT) wants to be sure that regulations are robust and realistic. Paul Cremin, head of UK aviation operational safety and emerging technologies at the DfT said, “This is a disruptive technology changing the way we think about aviation, but we have to be realistic about safety and security.” In conversations with the public, the dFt found that there is faith in state-controlled UAVs, confidence in most commercial operators, and concern about drone hobbyists. The public expects registration, geo-fencing, age restrictions on use, mandatory insurance, and licensing of retailers. A full report on the dialogue with the public is to be issued in April, followed by public consultation in June, leading to a UK government strategy on permitting operations later this decade. Senate bill calls for certification of unmanned aircraft The U.S Senate version of the FAA Reauthorization Act of 2016 would establish a kind of “type certification” for UAVs, requiring all small UAS to meet design and production standards within one year. Manufacturers would have to certify compliance. Random production samples would be tested, and manufacturers would provide a sample of the UAV to the FAA for review. The Senate version also calls for: An "aeronautical knowledge and safety test" for operators (including model aircraft pilots). Exempted would be aircraft under .55 pounds, and pilots under 13 years of age who fly under the supervision of an adult who has passed the test. FAA to create within 2 years a new operating certificate for unmanned aircraft package delivery operators. Nine months for the FAA to establish a rule for micro UAS (under two kilograms, or 4.4 pounds) with no pilot's certificate requirement Nine months to develop standards for UAS operations by institutions of "higher education." If the FAA misses the deadline, the institutions can operate as model aircraft. Drones to drop Easter eggs on Cherry Hill The Impacting Your World Christian Center plans to host Egg Drone Drop events for kids in Cherry Hill and Philadelphia.
