如果把加州看作一個國家,其去年的GDP在全球排名第五,相當於一個超級大國。 然而根據美國人口普查局近日公佈的數據,按照一種更為實際的“補充貧困標準”,加州貧困率多年來一直位居全美50州之首。 USCB最新數據顯示:加州的官方貧困率為11.4%,與美國的貧困率幾乎持平;但如果依據“補充貧困標準”,即計入住房開支、能源費用等生活成本,全美平均貧困率為9.8%,加州則高出三成以上,達13.2%。 經濟學家認為,官方的貧困率衡量方法只考慮了有限的因素,嚴守基於收入的計算方式,因而具有誤導性。 根據這種演算法,加州貧困率僅次於華盛頓特區(14.8%)。 如果考慮人口基數,加州貧困人口則是全美第一,有514.2萬貧困人口,遠超過排名第2、3、4的德州(332.8萬)、佛羅里達州(227.4萬)和紐約州(232.1萬)。 華盛頓特區因人口基數太小,實際上是一座城市,其貧困人口只有9.8萬人。 相比於人口普查局的計算方法,慈善機構「加州聯合之路」 的研究數據可作為佐證,而且它們得出的加州貧困人口數字更為龐大。 到2021年秋季,加州有28.7%的人口處於貧困或接近貧困的狀態中,其中貧困率最高的是洛杉磯地區。 加州採取了一系列辦法,包括增加福利、提高最低工資、花費幾十億美元救助遊民等,目前看來收效甚微。 此外,近兩年,加州流失了40.7萬人,幾乎創下加州年度流失人口的新高。 而且,眾多科技公司紛紛離開加州,包括特斯拉、甲骨文等大公司亦將總部遷至外州,其主要原因包括高稅負、高租金、環境政策及疫情期間限制政策等。 另外,加州一些大城市「零元購」泛濫,還實施「零元保釋」等縱容犯罪政策,也造成一些商家頻繁面臨盜搶威脅,導致不斷傳出零售店關門的消息。 而企業離開、商家關門,又降低了加州中高層人口的比例,使貧困率陷入惡性循環。

Our guest today is Dr. Erin R. McCoy, and we are talking with her live from the campus of the University of South Carolina-Beaufort! Erin is an Associate Professor of English & Interdisciplinary Studies and is a past Director of the Interdisciplinary Studies Program at USC-Beaufort. Erin earned a BA in English from Wingate University, located in the conveniently named town of Wingate, North Carolina. She has an MA in English from Clemson University and a PhD in Humanities from the University of Louisville. Before coming to USC-Beaufort, she held visiting and adjunct positions at USC-Upstate, Indiana University Southeast, and Jefferson Community and Technical College in Louisville. Erin is the author of Tour of War: A Cultural Historiography of the Viet Nam War. In addition, she has published more than a dozen peer-reviewed articles and essays and she is a prolific writer of fiction and poetry. Erin has received the USC Research Initiative for Summer Engagement award on several occasions. In 2015 she won the award for “Wounds of War: Healing from the Vietnam War in Southeast Asia, in 2017 “Exploring War: Healing from the Vietnam War in Australia,” and in 2019 “Tours of War: Completing an Introductory Cultural History of the Viet Nam War.” In 2020, she was awarded the James R. Bennett Award for Literature and Peace by the College English Association. Erin is popular with the students here at USC-Beaufort. In 2016 she was recognized as the Faculty Advisor of the Year (SSV/Student Life), in 2015 she was the Professor of the Year, and she also serves as the Faculty Advisor for the Sand Shark Veterans Association on campus. Controversy surrounds USCB's research program involving contracts with weapons manufacturers including Raytheon. KCSB's Robert Stark speaks with Marcy Winograd of code pink about the petition demanding that UCSB Sever ties with the military industrial complex. This interview stated the university's research budget is $200 million, but listeners should know that the latest figure is $300 million. The Institute of Collaborative Biotechnologies (ICB), headquartered at UCSB, has received funding for research to develop technological innovations in systems and synthetic biology, bio-enabled materials, and cognitive neuroscience. Congressman Salud Carbajal's office said in a statement to KCSB News that the Congressman “believes a strong national defense is essential to maintaining our domestic security and advocates for responsible, effective, and efficient defense spending with comprehensive Department of Defense audits to assure that efficiency.” In a statement to KCSB News, UC Santa Barbara's Shelly Leachman said that no weapons research is conducted at UCSB.

What does the future of dating look like? Researchers at the University of California, Santa Barbara think they have an idea. A project at the Computational Mate Choice Lab at USCB involves uploading personalities and relationship ideas and then allowing simulated characters to play out their relationships in the virtual world. Assistant professor Daniel Conroy-Beam says what happens in that virtual space could predict what may happen with couples in real life.
