Calls are growing for government to overhaul its free basic energy (FBE) scheme amid indications that fewer than a quarter of qualifying indigent households are benefiting from the 50-kWh-a-month currently on offer and with the scale of the grant being described as insufficient to reduce poverty and inequality. Public Affairs Research Institute senior researcher Dr Tracy Ledger argues that, given evidence showing electricity's developmental returns to be as large or larger than any of South Africa's other social welfare interventions, universal access should be elevated to the same level as access to education. "I think we need to start thinking about electricity in the same way that we think about education. "We understand that even though the benefits of education accrue to the individual, overall, the whole of society and the whole of the economy benefits . . . it would be extremely short-sighted of any government to say, 'oh, well, if you're too poor to pay for an education, you can't have one'," Ledger argued during a Presidential Climate Commission dialogue on energy poverty. She also reiterated the call she and co-author Mahlatse Rampedi made in their book Hungry for Electricity for the monthly FBE allocation to be increased to 350 kWh, which they argue to be the minimum threshold at which electricity begins yielding meaningful socioeconomic benefits. "The main reason why grid-connected households cannot access that amount of electricity currently is because of the cost," she explained, indicating that it currently cost a low-income household with a pre-payment metre about R800 to buy R350 kWh. "To put that in context, 55% of South African households have a monthly income of less than R6 000 a month, which means R800 rand a month is nearly 15% of their monthly income." Many poor households are, thus, currently having to choose between electricity and food, which is increasing levels of food insecurity and malnutrition. Compounding matters is the fact that only 25% of indigent households are receiving their FBE allowance, owing to the fact that many municipalities are failing to maintain indigency registers and are using funds specifically provided for FBE under the equitable share elsewhere. The National Treasury's Malijeng Ngqaleni acknowledged the monthly 50 kWh to be inadequate but said increasing the allocation under the current arrangement would not alleviate energy poverty, as its analysis shows that many municipalities are currently diverting the funds away from the intended recipients. A total of R57.6-billion has been set aside for FBE for the current three-year expenditure period to 2025/26, but the National Treasury was concerned that there could be "significant fiscal leakage". Ledger agreed that implementation had to be materially improved before increasing the size of the benefit and also proposed major, albeit controversial, changes to the way the scheme is implemented in future. Eskom, she noted, should be supplying about five-million indigent households, but was supplying only about 800 000 currently, as the utility is reliant on the indigent list being supplied to it by the municipalities. "I think there's a good case to be made for diverting that part of the equitable share that should end up in Eskom anyway, directly to Eskom, and let Eskom register those indigent households." Eskom's Onicah Rantwane reported that the utility was indeed engaging with government on the possibility of ring-fencing the costs allocated for customers in Eskom-supplied areas and having those amounts paid to Eskom directly. However, she argued that there was also an urgent need to restructure the retail tariff to reflect unbundled costs, as changes under way in the electricity sector meant that pro-poor policies, such as the inclining block tariff (IBT), would begin penalising poor consumers over time. Dan also holds a Master's degree in Vision Rehabilitation Therapy (VRT), which helps to teach adaptive life skills to those dealing with vision loss. Keep Pushing is a non-profit that combines Dan's two passions by introducing the blind/visually impaired (VI) community to the inclusive culture of skateboarding. Through his own journey with vision loss, Dan has found the lack of accessibility in current skateparks. The goal of his foundation is to build the first fully adaptive skatepark and to host skateboard workshops for the blind and VI using what he has learned on the skateboard and through his VRT training. Dan has teamed up with an experienced skatepark design company, New Line. Using New Line's design expertise and Dan's knowledge of adaptive skating to create the safest and most accessible skate park ever! Using adaptive methods, such as increasing the size of obstacles, adding contrast to obstacles, tactile ground, auditory cues for echolocation, 3-D models, and a spacious layout. Once the facility is built Dan plans to host monthly skate workshops and skateboard lessons for local youth/adults who are blind and VI, annual adaptive contests to help push for skateboarding the Paralympics, as well as use park adaptations to influence future public skateparks. Um grupo de brasileiros lança nesta quarta-feira (09), em Paris, o primeiro clube de empreendedorismo voltado às pequenas e médias empresas interessadas em parcerias comerciais com a França. O France Brésil Empreendedores (FBE) surge com o objetivo de facilitar a vida das empresas de pequeno e médio porte que pretendem cruzar o Atlântico para fazer negócios. Criada por quatro empreendedores brasileiros e sem fins lucrativos, o grupo nasce com nove empresas associadas, mas já com a expectativa de crescimento diante do potencial do mercado, como conta Roberto Abramovich, presidente da FBE, fundador da Innovation in Action e professor de Marketing na IÉSEG School of Management. “O empreendedor tem uma tarefa muito árdua, porque não é um negócio que a pessoa toca, é como ela faz e onde ela cresce. E particularmente, se você pega empresas que não têm o porte muito grande, ela depende muito da energia, do tempo e das conexões que essas pessoas têm. Quando você sai de um país ou se você tem ambições internacionais, o seu círculo de relações ainda é muito restrito onde você está e por mais que a pessoa seja muito bem conectada, ainda assim ainda pode ser muito difícil atingir os objetivos", explica. "A grande dor desse processo de expansão e crescimento é atingir os seus objetivos de negócios, mas também fazê-lo de uma maneira rápida e efetiva. Juntos, os empreendedores reunidos conseguem fazer um intercâmbio maior entre as suas respectivas experiências. Quando as pessoas começam a se unir e a atingir seus objetivos de maneira mais colegiada, é um poder do grupo. E isso nós já estamos sentindo. Nessa entrada, mesmo com poucos membros temos tido o apoio da Câmara de Comércio, da Embaixada brasileira e de outras associações no Brasil porque elas entendem que essa dor é de todo mundo que faz e que vive o empreendedorismo”, destacou. Quando perguntado sobre o principal perfil das empresas brasileiras interessadas em realizar negócios com a França, Abramovich explica que as companhias com um viés de tecnologia são a maioria. “Normalmente, as empresas que têm um aspecto tecnológico mais forte, que têm essa facilidade de fazer uma expansão internacional, são candidatas naturais neste tipo de grupo porque são atividades que elas naturalmente fazem em cross-border. A gente já tem tido demandas de empresas que fazem parte do mercado tradicional ou que possuem produtos normais, mas que têm uma abordagem inovadora no seu desenvolvimento de negócios. Não por causa do produto, mas porque as pessoas que estão por trás desses negócios estão fazendo e vivendo elas mesmas a expansão dos seus negócios através de diversos países”, explicou. De olho no potencial das pequenas e médias empresas Já a vice-presidente de Relações Institucionais e Públicas da FBE e sócia-fundadora da Ryto Public Affairs, Caroline Frassão, explica o motivo de a associação estar voltada para as pequenas e médias empresas. Ela conta que, de acordo com um estudo de 2018, 95% das empresas na França são de porte pequeno e médio, representando cerca de 60% do PIB do país. “É um volume gigantesco se pensarmos na parcela da economia. Então entendemos que é um mercado em aquecimento, é um mercado muito grande e por ser tão importante na França, a tendência é que o governo sempre busque novas políticas que facilitem a criação de novas empresas”, destacou. Para Frassão, a mudança no cenário político brasileiro também deve influenciar de forma positiva a relação entre os dois países. “A minha avaliação e a de muitos analistas é que tem tudo para ser positiva a entrada do novo governo quanto às relações com a França. A França é um parceiro comercialimportantíssimo do Brasil, mas é também uma parceria de criação, inovação e de tecnologia. Então a tendência, pelo próprio presidente Macron ter se mostrado bastante positivo com o resultado das eleições, já é uma sinalização legal. Ao mesmo tempo, temos todos os temas que estão circundando na França e na Europa, como a questão energética e da sustentabilidade, que o Brasil tende a trazer de volta às suas agendas também. A expectativa é bastante positiva”, afirmou. ITP is the most common cause of symptomatic thrombocytopaenia in children, with the most common paediatric age group being 1-4 years of age. ITP is an isolated low platelet count of < 100 in an otherwise well child, with a normal blood film and FBE (aside from the thrombocytopaenia). “The work on conspiracy theories surprises me every day because I’m troubled by the general lack of trust in so many institutions – political and health institutions – that have been trusted for a long time,” says Dr Robin Canniford, Senior Lecturer in Management and Marketing in the Faculty of Business and Economics at the University of Melbourne. “As to why this is happening now, I would draw on the climate of fear that people are experiencing,” Dr Canniford says. “In addition to the fight or flight response that we know psychologically as a response to fear, I think one thing that humans tend to do is to make up stories to rationalise that which they afraid of and that which they can’t control.” But Dr Canniford adds that some of the questions raised by the public are fair and relevant. “If we take the United Kingdom as an example, the SAGE Committee –the group of scientists who were put together to advise on the response to COVID-19 – remained a closed shop. Now the questions then immediately come about, well why can’t the public know who’s on a committee that’s making decisions about their livelihood?” “And when voters are witnessing a set of global leaders, many of whom themselves are promoting what we can only call conspiracy theory – promoting cures to the virus that rely on bleach for example – it is no wonder that people are searching for nefarious groups who they believe to be controlling them. “It is no wonder that there is a lack of trust at the moment and I think that is really fuelling and providing the fertile soil for this kind of conspiracy theory to grow.” Episode recorded: May 28, 2020. A lot of non-news news In this episode which is not to say it isn’t interesting because it is. Especially if you have a child that will be going to college soon… is in college or just got out of college. I talk to a young whippersnapper college kid. Not just any college kid but it’s the Senator’s college kid, and I’m not even sure if he knows about it. She is in her second year of college in New York. I ask her about the Okay Boomer tweet that got a bunch of attention recently which actually is an example of “fake news”... it was from a conservative radio talk show host who said “Okay Boomer is the N-word of Ageism” and went on to say it was a form of bigotry. Again, this is a conservative talk show host. So, I get her take on it as well as some reactions I viewed on it from a YouTube channel called FBE entertainment or “Fine Brothers Entertainment” which is a company formed by two brothers to create online content mainly on youtube and they are making quite a living at it. We talk about different generations and how it’s just the same as it’s been for hundreds of years only now we have catchy names for them. Boomers, Gen X, Y, Z and Millennials and apparently one of them is responsible for a shortage of avocados? Really? I think we should let them eat all the avocados they want. Would you rather have them all move to South Dakota and do Crystal Meth? Because I’ve been told that’s a problem in South Dakota and that “Everyone is on it” but that’s a different story and there’s a link at the bottom as usual. We discuss the aging and complicated Facebook platform and interface, talk about a $10,000 Golden Retriever named after a David Bowie Character… and for the first time on this program the name Jenner and Kardashian is mentioned. I guess I should feel lucky that I've been able to keep that kind of garbage away from this pinnacle podcast of integrity. I know I’m late posting this and here’s why… I’m a stickler for sound quality and fidelity in the recordings. This interview was conducted over the phone. I tried to tweak it and improve it as much as I could but it was a losing battle and I’m not tech savvy enough to have found a way to record guests that is simple enough for any guest to use and has a quality I’m satisfied with.
