Before I began the recording, I pulled two of my affirmation cards. The first one stated: I am courageous and strong. And the second one stated: I am one with life. I am safe at all times. The world is safe and friendly. I am at peace with life. I am always amazed when I do this practice because the exact right message always seems to show up. So, perhaps the world does not feel so safe and friendly right now particularly with so much fear swirling around but I do believe in a safe and friendly world. This division uses coordinated engagements to develop collaborative force development capabilities between the Joint Force and its Allies and Partners. Ms. Russell also has 22 years of service in the United States Coast Guard Reserve. She is a commissioned officer currently assigned as the Reserve Chief of Staff for the Coast Guard's 13th District. Her military experience includes assignments focused on Marine Safety and Port Security, as well as emergency responses to Hurricanes Katrina and Rita (2005), Irma (2017), and Florence and Matthew (2018). Other response operations include Deepwater Horizon (2010), the capsized vessel GOLDEN RAY (2019) and the Key Bridge Response (2024). She served as the lead planner for Maritime Security for the Republican National Convention in Tampa, Florida in 2012 coordinating 27 interagency organizations and provided security for 50,000 delegates, protectees and media. In 2021, she served as the Coast Guard's Incident Commander for COVID-19 vaccine operations, successfully leading the effort to vaccinate over 95% of the Coast Guard. Prior to her current assignment, CAPT Russell was assigned to the APFD Division as a Reservist, where she was hand-selected by the Division Chief to lead the highest priority effort, conducting a thorough analysis of the Joint Warfighting Concept and providing recommendations for release to Allies and partners. Prior to joining the Coast Guard, Ms. Russell served at the US Department of State as the Office of Foreign Missions designated senior international environmental policy expert and advisor to the Deputy Assistant Secretary. Her work focused on customs and shipping regulations for the import/export of hazardous materials and relevant diplomatic immunities for the Conditions of Construction Agreement (COCA) negotiations between the Chinese Ministry of Foreign Affairs and the State Department. With her experience in crisis management and long-range strategic planning from both a military and civilian perspective, Ms. Russell provides key leadership to inform current and future strategic issues affecting Allies and partners. Ms. Russell is a native of St. Petersburg, Florida. She earned a Bachelor of Arts degree in International Relations from Emory University with a concentration in Spanish and Russian language. She also earned a Master of Arts degree in Environmental Policy from American University and a Master of Arts degree in Emergency Management from Tulane University. She now resides in Suffolk, Virginia with her husband Marty. And one of those stories is going to be brought to us today by our guest, Matt Cooke. Matt is an integral part of the T&T Salvage Team, he provides engineering, project management, planning, cost analysis, and operational support. He has been actively involved in large-scale salvage and emergency response operations in the U.S. and abroad. He was on leadership of the T&T Salvage successful removal of the Golden Ray wreck. And he was one of the two lead project managers on this project. And Bill's going to tell us a little bit about this fascinating project. The Golden Ray Wreck BILL YATES: Yes. The Golden Ray wreck, let's talk about that. That's the largest wreck removal operation in United States history. On September 8, 2019, the Golden Ray capsized within the Port of Brunswick's harbor shortly after getting underway. The ship departed the dock in Brunswick shortly after midnight and had traveled only 23 minutes when she started to list. The serious listing caused the port to close immediately. The good news is all 23 crewmen onboard survived, including the three engineers who were in the ship's engine room at the time of the incident. Now, the vessel, the Golden Ray, was carrying 4,200 brand new Kia and Hyundai cars that had been manufactured in Mexico. WENDY GROUNDS: And they didn't survive. BILL YATES: No, they did not survive. If you want a water-damaged Kia, yeah. The incident was mentioned as related to a sudden loss of stability. So if you're wondering, you know, how did this occur, it was a sudden loss of stability, possibly due to cargo stowage and incorrect water ballasting. It was an NTSB, National Transportation Safety Board, report in August of 2021 that determined the cause of sinking to be a combination of factors, things like incorrect figures had been entered in the ship's stability calculation program, which was used to determine the proper levels for ballast tanks. And there was no procedure to verify those calculations. This left the ship unstable. And as she made a sharp turn 23 minutes into her voyage, when exiting the channel, that's when trouble came up. It would be relatively easy to ban smoking on American liveaboards, but less so in foreign countries where smoking is de rigueur. Meanwhile, 96-year-old British WWII veteran, Ray Woolly, claims to have broken his own world record as the oldest scuba diver, by going diving at the popular Zenobia wreck off Cyprus' southern coast. He went to 138-feet with a total dive time of 48 minutes. His goal: to keep diving until he reaches 100. **Check That Your Tank Valve is Fully Open** Critical reminder: Before diving, take a couple of breaths from your regulator while checking the pressure-gauge needle stays steady. Sucking strongly on most regulators first with the tank valve shut assures you there are no leaks. Have you ever been concerned about a boat's layout? About the crews' competence in time of a problem; about your sleeping quarters; the battery chargers; the night watch? We'd like to hear your views and concerns and whether you have taken any special precautions. **Smoking Aboard?** Firefighters tell us most house fires start in the kitchen or are attributed to careless use of cigarettes. Recent events have made us more aware of this potential hazard. Smoking is commonly banned in places of work and public areas for health reasons, but fire affects everyone, especially on a boat. It would be relatively easy to ban smoking on American liveaboards, but less so in foreign countries where smoking is de rigueur. Do you think smoking should be banned aboard? **Atomic Regulator Hose Recall** Huish Outdoors is recalling some Atomic regulator hoses with a low-pressure hose swivel next to the second stage. Affected hoses have a hose crimp that bears a date stamp D0717. If you have any doubts, call repair guru Robert Stark at 310/947-8523, or you can e-mail him a picture of the crimp; or take your regulator to an Atomic dealer. Atomic Aquatics has sent repair kits to some affected customers, but the free repair should still be done by a trained technician. The defective hoses should be returned to Huish Outdoor. **Oldies Battle it Out** Bill Lambert celebrated his 99th birthday in September with short dive in the chilly waters of Pearl Lake with friends, divers and media on-hand for the special occasion. The Rockford, IL resident wants to become the world's oldest scuba diver. Meanwhile, 96-year-old British WWII veteran, Ray Woolly, claims to have broken his own world record as the oldest scuba diver, by going diving at the popular Zenobia wreck off Cyprus' southern coast. He went to 138-feet with a total dive time of 48 minutes. His goal: to keep diving until he reaches 100. **Check That Your Tank Valve is Fully Open** Critical reminder: Before diving, take a couple of breaths from your regulator while checking the pressure-gauge needle stays steady. Sucking strongly on most regulators first with the tank valve shut assures you there are no leaks.
