La Crosse began clearing the marsh trails and other city properties on Wednesday due to homeless encampments, as council members Mackenzie Mindel and Mac Kiel joined La Crosse Talk Pm to discuss some details surrounding the dilemma. Kiel goes out weekly with the homeless outreach team and updates us, in the second half of the show (17:45), on the council's decision earlier this month to ban camping, and dilemma now for homeless people with nowhere to go. Both Kiel and Mindel are on the Judiciary and Administration Committee, which meets at 6 p.m. Tuesday. We discuss some of the things on that agenda (4:10), which indirectly have to do with homelessness, including three rezoning decisions that all deal with housing — the old Lincoln Middle School, the Washburn Community garden area and the county's Hillview Healthcare Center.  See omnystudio.com/listener for privacy information.

City council members Mackenzie Mindel and Mac Kiel in studio, ahead of committee week, where they'll be discussing accessory dwelling unit (ADU) rules. We also talked chickens, selling Lincoln Middle School and a homeless update. Mindel and Kiel are both on the city's Judiciary and Administration committee, which meets at 6 p.m. Tuesday. Began the show with a quick rundown, but did talk about chicken coup regulation quick. After that (6:50), we discussed the recent sale of Lincoln by the La Crosse School District to a group that is looking to build affordable housing, and what that would mean for the city. We also talked about Transit Equity Days (12:45) in the city, where riding the bus is free, and how Mindel and Kiel are taking council office hours during rides. We also discussed the city's electric busses and, since it was so cold a few weeks ago, if there were problems, would the council know about it. Speaking of cold, Kiel then gave us an update on homelessness (15:45) — as she goes out weekly with an outreach team. It also comes a few weeks after the city-county put out their five-year plan to end homelessness, called Pathways Home. The second half of the show (19:25) consisted mostly of ADU talk, as the council two months ago put off any decision on changing regulations for property owners. La Crosse Schools superintendent, Dr. Aaron Engel, joins to talk about the news that the district sold Lincoln Middle School, what that deal encompasses and future building plans the school board is in the midst of discussing. Began the show, however, talking about escalating world conflict, as Engel is a Lt. Col. in the National Guard — for 20 years — and battalion commander. So we talked a bit about how they prepare for everything from floods, riots to conflicts overseas. After that, we discuss the group that bought Lincoln for $2.2 million and the plan for that historic building. Then we get into some of the options the school board has been discussing for what's called the district's long-range facility plan. La Crosse School Superintendent Dr. Aaron Engel joined and we got right into it with school starting next week, teacher raises, truancy on the rise, selling Lincoln Middle School and consolidating elementaries.  Began the show talking about truancy, as it was higher than it had ever been last year, and what the district planned over the summer to bring that number down.  After that, we discussed the new state budget and how that affected the district. Part of the budget was an increase of $325 per student for the next 400 years, put in place through the governor's veto pen. There was a lot of outrage over that funding but it sounds like it still isn't enough. We also talked quick about where the district is with school meal debt, before getting into some of the building situations its dealing with. We talked about the process of elementary school consolidation through the Facilities Advisory Committee, which is a little over halfway done with its studies. We then discussed the sale process for Lincoln Middle School and how the district wasn't happy about it getting a historic designation, just as it was being listed for sale. La Crosse City Planner Tim Acklin joined to talk about the debate over Lincoln Middle School getting historic designation, but before that, Country Boom co-founder Jon Holthaus talks about the huge event in West Salem this weekend. Some of the interesting things we talked with Holthaus included booking guests a year in advance, and by the time Boom arrives, they're gigantic stars. Also, he casually mentioned having the move the entire stage the first year, because 19,000 people showed up. After that, Acklin, who sort of manages the Heritage Preservation Commission, breaks down how a debate will happen before the city council decides if Lincoln Middle should retain historical status. We also talked about why Lincoln got that designation in the first place. Laura Godden, a UW-La Crosse Archivist and member of Heritage Preservation Commission, joined to discuss the city's most endangered buildings, the controversy over making Lincoln Middle School a historic landmark and if K-Mart is next. Began the show, however, talking about what being an Archivist is and the kind of things she's seen, while working at UW-L. After that, we talked a bit about the city's Top 10 most endangered buildings list and the thought process behind it.  The bottom half of the show, we dissected the Lincoln Middle School dilemma, where the Heritage Preservation Commission granted it landmark status, but the La Crosse School District is unhappy about that, because it is trying to sell the building. Godden breaks down why the district might actually benefit from historic status in selling Lincoln. Viterbo economist John Robinson joins. Spent a lot of the time around the idea from some members of the US House to get rid of federal income tax and to replace that with a 23-30% sales tax on just about everything. Along with that discussion, we talked about filing taxes and who it might help if we did get rid of some of tax systems — like farmers or Hollywood actors. Robinson is a La Crosse native and also Viterbo's Interim Associate Dean and associate professor of business. We kicked off the show talking a bit about the La Crosse School District's building consolidation plan, as the Lincoln Middle School will close this year. Mark Iwinski talks about his career up to this point, how to be on the cutting edge of musical literature and technology, and how he worked through some stressful moments in teaching in order to gain a work-life balance while still maintaining a quality program.Mark has been a great friend for a long time, and it was enjoyable to sit down and learn more about him; my public “thanks” to him for the after-podcast discussion encouraging me to shift some items with work and family - much appreciation.FULL BIOMark D. Iwinski has been director of bands at Victor J. Andrew High School since 2010. He is the third director since the opening of Andrew High School in 1977. In addition to conducting three concert bands and percussion ensemble, his instructional roles include overseeing the Marching Thunderbolts, Pep Band, Jazz Ensembles, and conductor of the Pit Orchestra. Prior to his appointment at Andrew high school, Mr. Iwinski served as director of bands at Lincoln Middle School in Schiller Park, Illinois. Mr. Iwinski graduated from Illinois State University in 2007 where he earned his Bachelor's of Music Education degree, graduating on the Dean's List. Additional education includes a Masters of Music in Education degree at VanderCook College of Music, conferred in July of 2017.Ensembles under his direction have included high placement in class and grand championships with the marching band. The marching band is also well represented in Illinois State Finals in the past decade. This year, the marching band was undefeated in class competition and was the 5th place award winner out of 45 bands in the Illinois State Championships. The Andrew High School Wind Symphony has been a multi-year selectee to the Illinois SuperState Concert Band Festival, a two-time champion and honor band at the Midwest Music Festival, and receives consistent Division I ratings at festivals. In addition, the ensemble has performed at the 2018 Illinois Music Education Conference as well as the 2017 and is honored to perform once again at the 2020 Music for All National Concert Band Festival.Mr. Iwinski has received four Citations of Excellence from the National Band Association and was a 2019 recipient of the Chicagoland Outstanding Music Educator Award. He serves as an adjudicator for various band festivals and solo/ensemble contests across the state of Illinois and has been a clinician to schools in the Chicago area. Professional memberships include the National Association for Music Education and the National Band Association.

Tim sprain is a science teacher at Lincoln middle school and one of the lead teachers of theater program throughout the district of La Crosse, Tim, tell me about how the La Crosse public education foundation helps you out on a daily basis. All my goodness will first of all, they give me that current finance and support emotionally educator the foundation had lifted me up emotionally and financially to a place where I can actually feel I can really do my job effectively again. Leah was 10 years ago and they put the tools in my hands that are up-to-date and ready to be in the student can. It's something that if there is ever an idea that we have. We can go to them and they'll be like yes Brad we go to administration and other limited budgets right now so it's hard to get everything we need to have excellent in our school without the public foundation is essential that look, education foundation is here and what makes La Crosse a wonderful place to live and send your kids to public school. What you tell me about the random act of kindness that they have all my like that that one thing that I have shed tears on a regular basis and the impact that our families in the class. We have a transient population. We have several people that are homeless. We have people that are looking for freedom refugee. We have people that speak multiple languages look cool. The region is a beacon of hope for families and often times they come to the La Crosse public schools to get the education they need for their student and we not only care for them in a way that ensures excellent education, but we also show that they have what they need basic needs food, clothing, random acts of kindness have really put legitimate groups on the feet of kids jacket food in there in the mouse to get through this rough time. Every staff member in our school are always looking out for the kids and we always find that there are needs that cannot be met at home because of situations and we can direct those funds into specific student needs to man a chance to talk a little bit about how the La Crosse public education foundation helps out students, but they also reach outside of the classroom and how about students above and beyond with some extracurricular activities and things to help out with that as well. Don't say absolutely and it got public education foundation will need to impact not just the sports activities, whether it's a new set of uniforms or some equipment or not. Even when we get this brand-new sound system so that people that have hearing impairments can come in and enjoy. Here are shows clearly in the audience members and have a more enjoyable experience watching those shows and watching those sporting events and feel like they're part of that community because La Crosse public education foundation that we can add that I think indicate and fill that idea of what you can't go out many of the listeners. Everybody has to leave the children become adults and other leaders in our community that are doing the same thing they're giving their making buildings are designing Riverside North there designing the old Kmart people that are making a huge difference in our community. La Crosse is a beautiful, wonderful things are happening a little cross public schools through the work of the cross public education foundation. Great things are happening every day lacrosse public schools hear first-hand from teachers that are on the front lines about how this nonprofit education foundation is strengthening our community, one student at a time, every educator may have different replacing as a counselor at Lincoln middle school at a counselor if I had a friend that you know what I made a difference today and I'm actually seeing the results within that same 24 hour period. Whether it's helping with the family. The student kid situation. Sometimes you can see immediate results, and after very rewarding. After some something going on in terms of conflict or, or something of that nature. Rick tell me about how you got drawn into the La Crosse public education foundation. I was made aware that at one point come by the advertising and one of the board members approached me because I had them the privilege of being a student counselor, advisor, and we don't hold different assemblies for different things got beakers and understood real quickly that La Crosse public education foundation is like a aspiring for encouraging educators instead of the jumpstart that situation, it became clear to me that yes there providing funding but I thought at the bike providing the creative fuel for all the extraordinary possibilities of what a teacher could do with that funding and I just start applying for some grants and some different speakers in the different assemblies and things and they been nothing but supportive IT across the board. Their support of an adventure that the distal wide-ranging will to leave a couple of the grants you've received from the La Crosse public education foundation will over the years as a counselor in student counselor, advisor with my mission is to contribute to the environment of the school, the well-being of the students, and more importantly increasingly, much more so in recent years. In recent decades, let's say, helping families and neighborhoods whose children come to our school so there's a direct connection there. So some of the things we've done have been inspirational speakers, people are coming to talk about. Keep your eyes and the prize and plowing ahead in life. Even if your situation at home or elsewhere isn't perfect. At the time that is not who you are is a student that your future is ahead of you and we can create your own life that some speakers have been to discuss the challenge of folks who may be have not been advanced have not had the advantage. Most recently I met them. Judge Kristi Yang. He was born in a refugee camp in Thailand and now he is an elected judge in the city of Milwaukee. Kristi Yang actually agreed to come to our school. La Crosse public education foundation funded that she talked to her students he taught from high school students and she also talked educators this quite amazing that there is an example that that funding, providing that for everyone here. It sounds like the La Crosse public education foundation does a lot of things for a lot of different people. I am amazed when I look at the list of the different grants awarded how wide-ranging they are. I think it empowers teachers. It really does. It encourages and empowers them. What I see those wonderful outside of the box kind of ideas get. It provides that that inspiration and encouragement to go for I am honored and I would say that I'm so grateful for the La Crosse public education foundation for the funding that are supporting for these these wonderful ideas I can say it jumpstart to get those ideas off the drawing boards and insidious limitations. One just things are happening a little cross public schools through the work of the La Crosse public education foundation. The foundation depends on private fundraising to provide grants to teachers and money for random act of kindness to address students leave grid obstacles to attendance, self-esteem and academic success. Today's episode takes place at the Lincoln Middle School in Rockford, Illinois. I spent the morning here with Arnie Rosen, a retired doctor, and 80+ seventh and eighth graders in the school's band room. Dr. Rosen loved his 27-year career as a gastroenterologist in this Midwestern community. But when he finally retired two years ago he had a plan for what he wanted to do. He wanted to become a “band grandpa.” If you’ve never heard that term "band grandpa" before, don’t feel out of the loop. Dr. Rosen actually created it two years ago.
