Putnam Sheriff's Union Files Quota Complaint

Says deputies punished for writing too few tickets The union representing Putnam County Sheriff's Office deputies said it has filed a complaint with the state labor board alleging that its members are penalized for failing to meet quotas for writing tickets. The Sheriff's Office PBA announced on May 10 that an action has been filed with the state Public Employees Relations Board (PERB) against Sheriff Kevin McConville, Putnam County and County Executive Kevin Byrne. Neither the union nor the sheriff or county executive's offices responded to emails about the allegation, but a Facebook post by the PBA said Capt. James Schepperly, who heads the Sheriff's Office's patrol division, has used quotas "as a gauge of a deputy's performance," in violation of department policy and state law. The Sheriff's Office only publicizes its use-of-force policy. But state labor law bars police agencies from penalizing officers - including "reassignment, a scheduling change, an adverse evaluation, a constructive dismissal, the denial of a promotion or the denial of overtime" - for failing to meet quotas for writing tickets or arresting or stopping people. Putnam deputies who did not write enough tickets "had their schedules changed and were subjected to a change of duty assignment or location as punishment," according to the PBA. "It's our expectation that once our case is heard by PERB they will side with the PBA and these unlawful, retaliatory actions, that create an increase in tax dollars, will stop." According to data provided by the state Department of Motor Vehicles, Putnam deputies wrote 5,422 tickets in 2024, 20 percent fewer than 2023. Most drivers were cited in Southeast, followed by Philipstown and Putnam Valley. The most common infraction was an expired or missing state safety inspection, followed by driving without a license, lack of registration, speeding and disobeying a traffic device. According to Jackie Fielding, a fellow with the Brennan Center for Justice in New York City who co-authored a 2022 report on ticket quotas, they "can incentivize officers to prioritize enforcement activities that can be completed quickly and easily," rather than "investigating more complex or violent crimes that significantly impact public safety." "In the more extreme case, officers can resort to malfeasance to meet their quotas: fabricating a reason for a stop or arrest, assigning tickets to fictitious drivers or even recording tickets for dead people," she said. One case occurred in February 2023, when the Westchester County district attorney charged a state trooper, Edward Longo, with writing at least 32 tickets over 10 years on the Sprain and Taconic parkways for drivers he never stopped, including someone who had died before the ticket was issued. Longo was charged with 32 felony counts. The trooper who filed the paperwork charging Longo said his division "monitors its officers for performance-related goals in the issuance of traffic tickets," according to The Journal News, and may counsel those "who do not meet expectations or whose productivity falls below their peers."

One of the most common runners' injuries I see for second opinion is a plantar plate sprain.  A plantar plate sprain happens usually on the bottom of the second toe. It is a little bitty ligament that gets sprained or partially torn.  Most of those runners with a plantar plate injury want to know how long is it going to take to get back to running. Recently a few runners told me they asked chat GPT, or some AI program to try to figure this out. So, I wanted to tell you what AI told me when I asked this question of "how long can I run after a plantar plate sprain." How long before I can start running after a plantar plate sprain?  Well, that is what we're talking about today on the Doc On The Run Podcast.

Plantar plate injuries in runners are a common topic at medical conferences because they cause a lot of pain in the ball of the foot.  I just spoke to a runner who had an interesting question about plantar plate injuries, which was a question I never would have imagined. She wanted to know whether or not a "mallet toe" might lead to a plantar plate sprain.  She didn't really understand the difference between a "mallet toe" and a "hammer toe."  But she did understand that one or both are in some way related to plantar plate injuries.  Does a mallet toe lead to a plantar plate sprain in runners?  Well, that is a good question and that is what we're talking about today on the Doc On The Run Podcast.

Why running is better than lunges or planks when you have a plantar plate sprain

Doc On The Run Podcast

When you have a plantar plate injury, it can be frustrating. The whole problem stems from a tiny little ligament right at the base of the second toe that is getting irritated, stretched, and strained. If its really bad, you might even have some tiny little tears in the plantar plate ligament. I was just talking to a runner who asked me about other exercises. Because, she had been told...         "stop running, do other exercises to get stronger." So, she signed up for a boot camp training class.  Although she wasn't running, shewas doing lots of exercises that were potentially harmful to the plantar plate and slowing her recovery, and eventual rturn to pain-free running.  So, which is better for a healing sprained plantar plate, running more or doing exercises that make you stronger like planks, push-ups, and burpees?  Well, that is a great question and that is what we're talking about today on the Doc On The Run Podcast.

Anything the runners does to heal faster will get the runner back to running faster. Even simple things you can do at home can help change the course of an injury. On of the oldest treatments for musculoskeletal injury, and one any runner can do themselves,  is massage. A runner on webcam just asked me whether or not it might help her plantar plate injury recover faster. The short answer is: Yes, massage can help as along as you do not injure the plantar plate ligament further in the process. How does massage really help when you have an injury? Yes, there are a couple of ways massage can help, as long as that massage does not make the injury worse. I was just on a call with a runner who had a plantar plate injury that has been bothering him for about a year and a half. We did a series of calls to talk about some changes in his treatment that could get him moving in the right direction. He asked me a great question when I was on a call with him this morning.  He said: “Can I run in zero drop shoes once it is really healed? Not today, but like when it is really, really healed and it is stronger and all that kind of stuff.”  I said, “You can do whatever you want, you just have to be willing to pay the consequences.” Can I run in zero drop shoes after a plantar plate sprain heals?  Well, that is a great question and that is what we're talking about today on the Doc On The Run Podcast.

If you're a runner with a plantar plate sprain, I can understand why you're frustrated. You have some minor vague aching pain in the ball of the foot, and you're trying to get back to running, but you're getting lots of conflicting advice.  In my experience, it's very rare that a runner gets a plantar plate injury from what I call "overtraining." Plantar plate ligaments don't get sprained because you ran way too much, or ran too many miles. It doesn't really happen that way. But they do get injured by workouts designed to support your running fitness.  What are three running drills that might lead to a plantar plate sprain?  Well, that's what we're talking about today on the Doc On The Run Podcast.

I often get nutrition questions from runners who have overtraining injuries involving tissues made of collagen like the plantar plate ligament. At the heart of these questions is what is the most important ingredient to add in their diet to speed recovery. In this episode we are briefly discussing the key ingredients your body needs to repair collagen. If you are missing these, you might have a slower repair process if you have a partial tear of the plantar plate ligament itself. What is the most important ingredient to a runner after a plantar plate sprain?  Well, that's what we're talking about today on the Doc On The Run Podcast.

The combination implies a displacement or separation. Definition: According to Google, dislocation refers to the displacement of a bone from its normal position in a joint. Subluxation: Etymology: "Subluxation" originates from the Latin "sub-" meaning "under" or "below" and "luxatio" meaning "a dislocation." Together, it signifies a partial or incomplete dislocation. Definition: Google defines subluxation as a partial dislocation of a joint, where the articulating surfaces are still partially in contact. Luxation: Etymology: The term "luxation" comes from the Latin "luxatio," meaning "a dislocation" or "displacement." Definition: Luxation is a synonym for dislocation, referring to the complete displacement of a bone from its joint. Reduction: Etymology: The word "reduction" has Latin roots; "re-" means "back" or "again," and "ducere" means "to lead" or "to bring." In the context of dislocations, reduction means bringing the displaced bones back to their normal position. Definition: According to Google, reduction is the restoration of a dislocated or fractured body part to its normal position. Definition: In the medical context, articulation refers to the connection between bones, especially at a joint. Capsule: Etymology: The term "capsule" has Latin origins, from "capsula," meaning "a small box" or "container." Definition: Google defines a capsule as a membranous structure enveloping a body part, such as a joint capsule surrounding a joint. Labrum: Etymology: "Labrum" comes from the Latin word for "lip." Definition: In the medical context, a labrum refers to a lip-like edge, often used to describe the cartilaginous rim around the edge of a joint socket. Meniscus: Etymology: The term "meniscus" has Greek roots; "meniskos" means "crescent" or "little moon." Definition: Google defines a meniscus as a crescent-shaped fibrocartilaginous structure in certain joints, especially the knee. Sprain: Etymology: "Sprain" has uncertain origins but might be related to the Middle English word "spreyne," meaning to cause a sudden jerk or twist. Definition: According to Google, a sprain is the stretching or tearing of ligaments, often caused by a sudden twist or wrench.

This episode comes from a consultation call on webcam with a runner with a sesamoid stress fracture.  Interestingly, his doctor wasn't even sure what it was, if it was really a crack in the bone that wasn't healing, or if it was what I call a "sprain" of the bipartite sesamoid.  Today on the Doc On The Run Podcast we're talking about how big toe positioning can actually help a medial tibial sesamoid stress fracture or bipartite sesamoid disruption.

I recently got a great question from someone who was watching one of the videos on sesamoid fractures. Underneath the big toe joint, you have two little bones called sesamoid bones.   Sometimes you can get a fracture or crack in the bone that doesn't heal. Then it turns into what we call a non-union.  Some people have sesamoids called "bi-partite" sesamoids. It looks like a fractured sesamoid. But its' normal. The two pieces are connected by soft tissue. But that soft tissue connection can become injured or sprained.    What's the difference between a sesamoid fracture non-union and a disrupted bipartite sesamoid sprain?    Well, that's what we're talking about today on the Doc On The Run Podcast.

Plantar plate injuries are one of the most difficult injuries for runners.  The reason is that they can take a long time to get better. Every time you take a step, you're applying direct pressure to the plantar plate ligament.    Every time your heel comes up off the ground, you bend the toes, and you're stretching the plantar plate ligament.    The plantar plate ligament doesn't really have a great blood supply, and they can be extremely frustrating for runners. So the big question is:    When can I start working out if I have a plantar plate sprain?    Well, that's what we're talking about today on the Doc On The Run Podcast.
