Says deputies punished for writing too few tickets The union representing Putnam County Sheriff's Office deputies said it has filed a complaint with the state labor board alleging that its members are penalized for failing to meet quotas for writing tickets. The Sheriff's Office PBA announced on May 10 that an action has been filed with the state Public Employees Relations Board (PERB) against Sheriff Kevin McConville, Putnam County and County Executive Kevin Byrne. Neither the union nor the sheriff or county executive's offices responded to emails about the allegation, but a Facebook post by the PBA said Capt. James Schepperly, who heads the Sheriff's Office's patrol division, has used quotas "as a gauge of a deputy's performance," in violation of department policy and state law. The Sheriff's Office only publicizes its use-of-force policy. But state labor law bars police agencies from penalizing officers - including "reassignment, a scheduling change, an adverse evaluation, a constructive dismissal, the denial of a promotion or the denial of overtime" - for failing to meet quotas for writing tickets or arresting or stopping people. Putnam deputies who did not write enough tickets "had their schedules changed and were subjected to a change of duty assignment or location as punishment," according to the PBA. "It's our expectation that once our case is heard by PERB they will side with the PBA and these unlawful, retaliatory actions, that create an increase in tax dollars, will stop." According to data provided by the state Department of Motor Vehicles, Putnam deputies wrote 5,422 tickets in 2024, 20 percent fewer than 2023. Most drivers were cited in Southeast, followed by Philipstown and Putnam Valley. The most common infraction was an expired or missing state safety inspection, followed by driving without a license, lack of registration, speeding and disobeying a traffic device. According to Jackie Fielding, a fellow with the Brennan Center for Justice in New York City who co-authored a 2022 report on ticket quotas, they "can incentivize officers to prioritize enforcement activities that can be completed quickly and easily," rather than "investigating more complex or violent crimes that significantly impact public safety." "In the more extreme case, officers can resort to malfeasance to meet their quotas: fabricating a reason for a stop or arrest, assigning tickets to fictitious drivers or even recording tickets for dead people," she said. One case occurred in February 2023, when the Westchester County district attorney charged a state trooper, Edward Longo, with writing at least 32 tickets over 10 years on the Sprain and Taconic parkways for drivers he never stopped, including someone who had died before the ticket was issued. Longo was charged with 32 felony counts. The trooper who filed the paperwork charging Longo said his division "monitors its officers for performance-related goals in the issuance of traffic tickets," according to The Journal News, and may counsel those "who do not meet expectations or whose productivity falls below their peers."

A sprained ankle, one of the most common injuries seen at practice. What is a sprained ankle? Injury that occurs when you roll, twist or turn your ankle in an awkward way. Commonest injury when the sole of foot turned inwards – called an inversion injury – damages outside of ankle. The injury strains or tears the ligaments that help hold and stabilise the joint. What are the risks of a sprained ankle and main symptoms? Obvious risk is playing sport – rugby soccer where the ankle ‘rolls' Uneven surfaces, being unfit, improper shoes causing you to fall, landing awkwardly after jump, higher risk if previous sprained ankle. . Main symptom one: immediate pain after roll the ankle, difficulty walking swelling and painful to touch. Bruising and restricted movement of the ankle, popping sound, sensation when the injury occurs. How do we teat them? Immediate treatment: Rest, Ice, Compression, Elevation. Pain relief with things such as paracetamol. If not settled in 48 hours see your doctor to: Examine the ankle, may order x-ray to make sure not broken. Get physio involved to start exercise program to get the ankle back to normal. May take up to 6 weeks to heal. In severe cases : may use a ‘moon boot' or walking boot to immobilise the ankle till swelling goes down. How do we prevent them? Warm up before sports ankle support if previously injured. Today's episode actually comes from a comment posted on a video on the Doc On The Run YouTube channel. That specific video was entitled "Best Exercise for Plantar Plate Sprain in Runners." “Hi Doc, awesome help in all these plantar plate videos. I have been told by my podiatrist that I have a grade one possible border lane, grade two sprain/tear, and I am struggling to get it to heal while I keep running.” What should a 53-year-old runner with a plantar plate sprain do? That's what we're talking about today on the Doc On The Run Podcast.
One of the most common runners' injuries I see for second opinion is a plantar plate sprain. A plantar plate sprain happens usually on the bottom of the second toe. It is a little bitty ligament that gets sprained or partially torn. Most of those runners with a plantar plate injury want to know how long is it going to take to get back to running. Recently a few runners told me they asked chat GPT, or some AI program to try to figure this out. So, I wanted to tell you what AI told me when I asked this question of "how long can I run after a plantar plate sprain." How long before I can start running after a plantar plate sprain? Plantar plate injuries in runners are a common topic at medical conferences because they cause a lot of pain in the ball of the foot. I just spoke to a runner who had an interesting question about plantar plate injuries, which was a question I never would have imagined. She wanted to know whether or not a "mallet toe" might lead to a plantar plate sprain. She didn't really understand the difference between a "mallet toe" and a "hammer toe." But she did understand that one or both are in some way related to plantar plate injuries. Does a mallet toe lead to a plantar plate sprain in runners? When you have a plantar plate injury, it can be frustrating. The whole problem stems from a tiny little ligament right at the base of the second toe that is getting irritated, stretched, and strained. If its really bad, you might even have some tiny little tears in the plantar plate ligament. I was just talking to a runner who asked me about other exercises. Because, she had been told... "stop running, do other exercises to get stronger." So, she signed up for a boot camp training class. Although she wasn't running, shewas doing lots of exercises that were potentially harmful to the plantar plate and slowing her recovery, and eventual rturn to pain-free running. So, which is better for a healing sprained plantar plate, running more or doing exercises that make you stronger like planks, push-ups, and burpees? I was just on a call with a runner who had a plantar plate injury that has been bothering him for about a year and a half. We did a series of calls to talk about some changes in his treatment that could get him moving in the right direction. He asked me a great question when I was on a call with him this morning. He said: “Can I run in zero drop shoes once it is really healed? Not today, but like when it is really, really healed and it is stronger and all that kind of stuff.” I said, “You can do whatever you want, you just have to be willing to pay the consequences.” Can I run in zero drop shoes after a plantar plate sprain heals?
