In a pre-Budget announcement, associate education minister David Seymour said he wants to overhaul and improve the attendance services charged with getting chronically absent kids back to class. He unveiled a 140 million dollar package to get attendance numbers up over the next four years. The move follows a critical ERO report last year that said the services were under-funded and ineffective. Education correspondent John Gerritsen reports.
A Northland principal says the Government's inventing a bureaucracy in its crackdown on school truancy. This year's Budget has $140 million for getting kids back in school - with a new case management system and better data monitoring. Well done to the Government for making all the right noises about dealing with truancy. It's going to spend $140 million over the next four years with one aim: getting more kids to turn up at school regularly. It's looking good. But I'm wanting to see some more creative approaches than what's been talked about up until now, and I've got some ideas. Most of the $140 million ($123 million) is going to go into setting-up what the Government is calling an “attendance service”. So sounds a bit like the old truancy service. But what I'm hoping is that it's going to be prepared for this new service to be a bit creative on it, and not go down the old route of stick and no carrot. In fact, I'm hoping there'll be no stick, because I don't think punishing parents, for example, is the solution. So I've got two things I would do if I was running this new service. Which might sound like a weird way of going about it, and, if I'm honest, these ideas generally go against how I've thought about school for the whole time I've been a parent. But here goes. If I was in charge of the new school attendance service, I would start by looking around the world to see what has worked already. And I would try to get schools here on board with something they trialled at a school in the UK that actually got some results. Starting the school day later. This was at a high school, and what they did is they gave 800 students a late start. They didn't start classes until 10am, and absenteeism went down by 27%. So that's one thing I'd do. But I would go a bit further than that and I'd try to get schools on board with starting at around 11:30am. You'd probably have to limit it to high schools for all sorts of practical reasons, like parents and caregivers needing to get to work and all that. And I'd make it an 11:30 start because we saw after the earthquakes how much better teenagers whose high schools had to share campuses and were only physically at school for half the day did in their NCEA results. I know it's very easy to say or think that kids who wag school are all the same. That they're no hopers, or that their parents are no hopers. But we need to think about some of the practical reasons why kids aren't turning up as often as we think they should, or not at all. And if teenagers, especially, need to sleep in —as we know they do— then let them, knowing that they have to be at school later in the morning. The other thing I would do if I was running this new truancy agency is I would encourage schools not to be so hellbent on insisting kids having to be in the actual classroom. Which probably sounds like a weird approach for someone given the job of getting more kids turning up at school, but I think we need to decide whether we're going to focus on attendance or participation. They're two different things and, if we're honest with ourselves, we'll probably agree that participating in the education system in some way, shape or form is far more important —far better— than just turning up and attending. So it's attendance versus participation. As a parent, I always wanted my kids physically at school because I think they learn a lot about dealing with people actually being there. But if you've got a child who just can't cope with that —for whatever reason— then why shouldn't they be able to participate in the education system by working from home? Why should they be labelled a truant? Shouldn't we do what we can to make sure they get an education? That they participate? Of course we should. And if the best way or the most appropriate way for them to get that education seems a bit weird to some of us —those of us who think you can only be educated at a school with everyone else— then we just have to get over ourselves and accept that people learn in different ways.See omnystudio.com/listener for privacy information.
A government call for mayors to help battle truancy is cheeky and completely at odds with earlier instructions for councils to stick to roads and pipes and keep their noses out of everything else. That from Porirua Mayor Anita Baker, in reponse to a letter from the Associate Minister of Education. David Seymour has written to Aotearoa's mayors asking them to help boost school attendance. The real kicker? Harris didn't just embarrass herself—she embarrassed the entire league of ambitious “hussies” who came before her. Many used their, ahem, “influence” not just to benefit themselves but to make some waves for other women. Harris? She went for herself. [SEGMENT 1-3] Freedom Coming 3 [X] SB – Dana White on mindboggling position we face Harris has a horrible record in public service Kamala Harris exemplified Jekyll and Hyde when you line up her actions with her “principles.” Case in point: she once gleefully recounted her marijuana use. While this could pass as a minor issues, except for the fact that she locked up countless Black men for doing the same thing. But hey, when you're riding that political elevator, a little hypocrisy shouldn't slow the ascent. And let's talk about her so-called “criminal justice record.” Harris loves to paint herself as the law-and-order warrior, boasting she's prosecuted “hundreds” of cases. The truth? It's closer to 20, if that. In the spirit of her old boss, Harris "padded" her resume more than a Schoch. As for going after criminal masterminds, look at what Harris considered a heinous crime. Truancy. But instead of working to understand why children were missing school, Harris to a sledge hammer to a thumbtack and decided to prosecute parents. Yes, Harris targeted and arrested parents of children who school. But her reason was not born of concern for students' academic success. Instead, Harris pursued this course because the state of California loses funding when attendance drops. No funding, no money for the state coffers—that's the math she cared about. And for families who couldn't pay the fines? Tough luck. Harris wasn't about to let a single mom's struggles get in the way of her precious attendance counts. Clearly, Harris prioritized the state's budget over families' stability. I know the feeling—my family's down to one car thanks to a supply-chain crisis courtesy of the Biden-Harris duo. Now my son's late to first period every day. But in Kamala's world, that means I could be up for “truancy crimes,” and she'd probably cackle as they hauled me in. [SEGMENT 1-4] Freedom Coming 4 I said I would discuss something that didn't seem like that big of a deal, until you put it in perspective. And that's a comment made by Democrat Congressman Jamie Raskin. The most dangerous people on the planet are the American Leftists. They have no limits to which they won't pursue power and wealth. And that includes assassinating a president. Watch as Democrat Congressman Jamie Raskin explains how Democrats operate their "peaceful transition of power". [X] SB – Jamie Raskin Steal it in the states, DOJ, or with election officials Democrats honor elections Pol Sci: fascists Don't accept the outcome Embrace political violence Organized “top down” Raskin just revealed Democrats' plan. Because Democrats are bold enough to tell you what they plan, but pretending it's what the other side is planning. While many people won't say the obvious out loud, I will do so. Again. And I will simultaneously translate what Raskin said: "Democrats cheated in 2020 and stole the election from Donald Trump. But they know they can't steal this one, so they want a Trump win to appear to be Trump's theft of the 2024 election." The reason Democrats didn't want a second Trump term is simple: Trump was effective at Phase I of draining the swamp of the people who have milked and bilked American citizens for decades. But the Democrats made a few grave mistakes. First, the blatant theft of the election, and the things that triggered it. For example, working with the Chinese to release a bug that allowed for the theft. Yes, our National Institute of Health led by Fauci the fraud colluded with the Chinese to release the Wuhan, aka China Virus around the world. The intent of the release was to cause governments, specifically America to keep citizens at home. This led to mail-in ballots, which Democrats pre-printed with Biden. At the appropriate time, 3A Eastern time, operatives stole the election from Trump. Second, Democrats orchestrated January 6, working with terror groups and the FBI [I know, redundant] to pretend that Trump didn't want a "peaceful transition of power". Obama's "peaceful transition of power" Before I continue, let's go back 2016, when Obama promised a peaceful transition of power. In fact what Obama did was work with his Department of Justice to actually target and persecute Trump from Day One of his election victory. Recall that Admiral Rogers blew the whistle on Obama and informed Trump that his base of operations at Trump Tower have been compromised. Yes, Obama's DOJ was spying on Trump's transition team. Next, Obama's FBI targeted Trump transition team members, specifically General Flynn in order to disrupt Trump's ability to begin draining the swamp. During the 4 years of Trump's presidency, Obama's legacy DOJ worked a bullsh*t Russian collusion story, and wholly ignored the real criminal in that particular case, Hillary Clinton. As we would learn, Clinton's team started this nonsense of Russian collusion and the FBI knew the story was bogus from the start. By the end of Trump's term, panic set in for Democrats, because Trump actually followed through with his campaign promise to MAGA. Thus, the remnant Obama DOJ plotted the successful coup of 2020. The Associate Education Minister says the key to fixing truancy is banding agencies together. In Term 2 this year, one in 10 students was chronically absent - with more than 80,000 missing more than three weeks of the term. Since 2015, chronic absence has doubled in secondary schools and almost tripled in primary schools. David Seymour says his proposed solution ties in all the key players. "It has a role for everybody. Parents, critically, but also students and the school and the different Government agencies like the Attendance Service, Oranga Tamariki, police and so on." The Education Review Office says there's a chronic absence crisis. This Term 2, one in ten students were chronically absent. Chronic absence has doubled in secondary schools since 2015, and almost tripling in primary schools. By age 20, chronically absent students can cost the state three times more than a student who went to school. ERO Ruth Shinoda told Mike Hosking the education they're missing out on damages their life chances. She says less than half get NCEA level two, and by age 25 almost half are receiving a benefit rather than working. Shinoda told Hosking the contributing factors are long-standing. She says half of schools don't refer to attendance services because they're often not effective as they're overwhelmed, with some having 500 students to one worker. Carmela updated us with her current case on July 12th, 2024, in front of the Child Support Magistrate, to determine if the child support could be dropped. Carmela had to submit her financial affidavit, but in the past her ex never submitted one. Only on the day of the Child Support hearing did her attorney get his financial affidavit, where it stated that he makes $500,000.00 but is writing off $400,000.00. So in the eyes of the court she makes more than him working in retail at $20/per hour. Her youngest son had over 96 missing school days, the judge didn't bat an eye. Her child support was lowered to $800.00/per month but her vengeful ex-husband NOW wants Attorney Fees. Carmela is paying her rent on credit cards. The financial abuse continues. "How are these children supposed to get on with their lives when a major role model has been taken out of their life and has been poisoned them against them?" Carmela asks. Associate Education Minister David Seymour announced a three part ‘STAR' plan, to be put in place by the beginning of the 2026 school year. There are various consequences for students absent between five and 10 days, but for students absent for 15 days, parents may be fined and prosecuted. Many schools and teachers have taken issue with the policy, saying everyone wants their child at school, but the root of the issue can often be much deeper. For their weekly catch up Producer Evie spoke to the ACT Party's Simon Court about the crackdown, and why the government believes it will be effective. They also talk about public submissions on the oil and gas ban reversal bill, which are open for only four business days, considerably shorter than submission time for most bills.
The Associate Education Minister says the Government, schools, parents and students all have a part to play in attendance. Associate Minister David Seymour told Mike Hosking schools should mark that as an unjustified absence. He says for people to keep their living standards and emit less, we need a lot of science, and school's a good place to learn that. Schools have also been instructed not to take teacher-only days in term time, unless authorised by the Minister. Seymour told Hosking the Government has a role in introducing more prosecutions and support for schools. Parents could be prosecuted if their children ditch school too often. It's part of new measures laid out by Associate Education Minister David Seymour to crackdown on truancy. Part of that is putting a stop to teacher-only days during the school term. However, teachers and principals say it goes too far, Felix Walton has reports.
The government has announced a second phase of its crackdown on truancy. Remuera Intermediate school principal Kyle Brewerton and Papatoetoe High School principal Vaughan spoke to Ingrid Hipkiss.
That's quite the crackdown on truancy from David Seymour today - don't expect this to go down well with the teacher unions. So the first thing David Seymour's announced is that he's coming for the parents. He's bringing in the possibility of enforcing fines on parents who don't send their kids to school. Now, it's 100 percent that the excuse-makers of this country are gonna have a problem with this because it's picking on the vulnerable, etc. Let me tell you something - school is compulsory in New Zealand. If it's compulsory and you don't do it, you will get punished. A fine is the punishment, that's how compulsion works. There's no point in having it be compulsory if you aren't prepared to punish someone for the compulsory thing not happening. And the fine thing is not new, they already exist on the books. Parents can be fined up to $3000 if they're recidivist offenders, it's just that the fine is not enforced. The second thing he's doing is scrapping teacher-only days during term times. Schools now have to hold teacher-only days in term breaks. 100 percent the teacher unions will complain about this, but again - this is not new. According to David Seymour's office, the law already states that teacher-only days should only be held during school breaks. And if they have to be held during term time, it must be only with the permission of the Ministry of Education - but it's got a bit loose. So, all David Seymour is doing here is reminding us all what the existing rules already are and getting us to follow them. It's the first time the International Brotherhood of Teamsters has opted out of endorsing a presidential candidate since 1996. In 2020, they supported Joe Biden—and have historically endorsed Democrats. 3:20pm- While speaking in Flint, Michigan on Tuesday night, Donald Trump vowed to bring automotive manufacturing back to the United States. During the event, one Michigan automaker hilariously told the former president he had been to a Trump rally before and that he didn't leave early, and no one fell asleep—refuting baseless claims made by Kamala Harris during last week's debate. 3:30pm- Doug Collins—Former U.S. Congressman and Ranking Member of the House Judiciary Committee—joins The Rich Zeoli Show and reacts to news that the International Brotherhood of Teamsters will refuse to endorse a presidential candidate. Plus, Collins says he doesn't trust Department of Homeland Security Secretary Alejandro Mayorkas to protect the U.S. Southern border or former president Donald Trump—particularly after two assassination attempts in roughly two months. Nick Timiraos of The Wall Street Journal writes: “The Federal Reserve voted to lower interest rates by a half percentage point, opting for a bolder start in making its first reduction since 2020. The long-anticipated pivot followed an all-out fight against inflation the central bank launched two years ago. Eleven of 12 Fed voters backed the cut, which will bring the benchmark federal-funds rate to a range between 4.75% and 5%.
