China has become deeply integrated into the world economy. Yet, gradual marketization has facilitated the country's rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China's path. In the first post-Mao decade, China's reformers were sharply divided. They agreed that China had to reform its economic system and move toward more marketization - but struggled over how to go about it. Should China destroy the core of the socialist system through shock therapy, or should it use the institutions of the planned economy as market creators? With hindsight, the historical record proves the high stakes behind the question: China embarked on an economic expansion commonly described as unprecedented in scope and pace, whereas Russia's economy collapsed under shock therapy. Based on extensive research, including interviews with key Chinese and international participants and World Bank officials as well as insights gleaned from unpublished documents, How China Escaped Shock Therapy: The Market Reform Debate (Routledge, 2021) charts the debate that ultimately enabled China to follow a path to gradual reindustrialization. Beyond shedding light on the crossroads of the 1980s, it reveals the intellectual foundations of state-market relations in reform-era China through a longue durée lens. Isabella M. Weber is a political economist working on China, global trade and the history of economic thought. She is an Assistant Professor of Economics at the University of Massachusetts Amherst and the Research Leader for China at the Political Economy Research Institute. Host Peter Lorentzen is an Associate Professor in the Department of Economics at the University of San Francisco, where he leads a new Master's program in Applied Economics focused on the digital economy.

The Argentinian economy has a history going back decades of chronically low growth, high inflation, and successive crises. However, President Javier Milei's “shock therapy” of fiscal spending cuts, peso devaluation, and an IMF package, appear to be turning things around. The economy has returned to growth; inflation, while still high, has fallen sharply; and Argentina is gradually returning to international capital markets. Paul and Luke speak to Tettey Addy, emerging market analyst at Aberdeen, about Milei's unexpected successes with economic orthodoxy, and the challenges that still lie ahead.

US President Donald J. Trump's shock-and-awe Gaza therapy appears to be working. Infuriated by Mr. Trump's assertion that the United States will take ownership of the Strip, resettle its 2.3 million inhabitants in Egypt, Jordan, and elsewhere, and turn it into a high-end beachfront real estate development has forced Arab leaders to come up with an alternative plan. Mr. Trump has acknowledged as much.

This week, Elon Musk confirmed his support for implementing $2 trillion in federal budget cuts, which he describes as necessary "shock therapy" for the U.S. economy. Musk laid out his vision at Donald Trump's Madison Square Garden rally, stating, "Your money is being wasted. We'll get the government off your back and out of your pocketbook". When asked directly about the economic impact of these cuts, Musk responded, "Sounds about right," to the prediction of severe market disruption and economic contraction. The proposed $2 trillion reduction represents nearly one-third of the current $6.13 trillion federal budget. Trump has indicated that he would appoint Musk to lead the new Department of Government Efficiency (DOGE) to implement these cuts. The Wall Street Journal reported that throughout this period, Musk maintained regular contact with Russian President Vladimir Putin and his first deputy, Sergei Kerienko, since late 2022. The economic model for these cuts appears to mirror the "shock therapy" policies implemented in Argentina under Javier Milei, which has led to: - Inflation at 230% - Unemployment rising from 12% to 18% - Poverty increasing from 42% to 53% Musk has become Trump's most prominent financial backer through his America PAC, contributing $118 million of his own money. This level of financial support, combined with his proposed role overseeing budget cuts, would give him unprecedented influence over both fiscal policy and public discourse through his ownership of X/Twitter. The proposed cuts would require significant reductions to core government services, including Medicare and Social Security, and eliminating multiple federal agencies. While critics argue this would cause severe economic disruption, Musk maintains these measures are necessary for long-term prosperity. Learn more about your ad choices. On this episode, attorney and business consultant Daniel Satinsky shares about his new book, which tells the story of American participation in the dismantling of the Soviet economy and the creation of the Russian market economy in the 1990s. Creating the Post-Soviet Russian Market Economy: Through American Eyes is based on more than 100 interviews with citizen diplomats, entrepreneurs, bankers, consultants, and aid program administrators active in Russia in those years. The book chronicles the real-life experiences of these Americans as they participated in building new sectors of the post-Soviet Russian economy in finance, investment, stock trading, real estate, restaurants, public relations, law, and media (television, radio, newspapers, and movies) at a time of historically unprecedented collaboration and interaction between Russians and Americans. ABOUT THE GUEST Daniel Satinsky is an attorney, business consultant, and independent scholar. He first visited the USSR in 1984 and was active in business there and in Russia from 1990 to 2014. He is the co-author of "Hammer and Silicon: The Soviet Diaspora in the U.S. Innovation Economy" (2018). He is also former president of the board of the U.S.-Russia Chamber of Commerce of New England (1998-2014) and a Davis Center associate. He holds a master's degree from the Fletcher School of Law & Diplomacy and a JD from Northeastern University Law School. PRODUCER'S NOTE: This episode was recorded on February 16, 2024 via Zoom.
