This new policy is applicable to the 2028 Olympic Games to be hosted in Los Angeles and onward and is not being applied retroactively or to any grassroots or recreational sports programs.  But what does this new policy address and how what should we think about this. Allen, MD, is Professor of Pediatrics at the University of Wisconsin School of Medicine and Public Health, and Head of Endocrinology and Diabetes and Director of the Endocrinology and Diabetes Fellowship Program at the University of Wisconsin American Family Children's Hospital in Madison.  He graduated from Stanford University with honors in humanities and biology, obtained his MD degree from Duke University School of Medicine, and completed pediatric residency, chief residency, and a fellowship training at the University of Wisconsin. He is the recipient of numerous awards for excellence in education, clinical care, and academic leadership, most notably the ACGME Parker Palmer “Courage to Teach” national award, the University of Wisconsin Presidential Physician Leadership Award, the Wisconsin Medical Alumni Association Career Citation Award, the University of Wisconsin Clinical Educator Award, and the Judson Van Wyk Prize for outstanding career achievement given by the Pediatric Endocrine Society. Dr. Allen served as Director of the UW Pediatric Residency Program from 1993-2007 and as Program Director of the UW Pediatric Endocrinology and Diabetes Fellowship since 2003.  On the national level, Dr. Allen was elected Director (2000-2003) and then President (2010-2011) of the Pediatric Endocrine Society.  He served as Chair of the Wisconsin Endocrine Newborn Screening Committee from 1991-2015, and as member of the American Board of Pediatrics sub-board for Pediatric Endocrinology 2010-2015.  He is an editorial reviewer for numerous peer-reviewed journals, served as editorial board member for the Journal of Clinical Endocrinology and Metabolism and Associate Editor for the International Journal of Pediatric Endocrinology.  On the international level, Dr. Allen was selected to Chair the Organizing Committee for and then serve as President of the 2017 10th International Meeting of Pediatric Endocrinology. His research interests have included innovative use of human growth hormone to restore normal growth and increase physical function in children with glucocorticoid-induced growth suppression and with Prader-Willi syndrome. He has also led studies of childhood adipose organ development and dysfunction, improving fitness and insulin sensitivity to prevent diabetes onset in children, improving newborn screening programs for endocrine disorders, and preventing and assessing systemic effects of inhaled corticosteroids.  Throughout his career, Dr. Allen has also spoken and published extensively about issues of ethics and cost-effectiveness in the treatment of disorders of childhood growth.  He has written more than 240 articles, letters, monographs, and book chapters, edited 4 textbooks, and has presented at more than 180 regional, national, and international meetings. Dr. Allen's personal interests include improvisational jazz piano and providing philanthropic music for local charities and missions.  He is an avid cyclist, skier, and runner (two-time US Olympic Marathon trials qualifier with a PR of 2 hours 17 minutes) and most importantly, a doting grandfather.

Colombia, es el único país latinoamericano en donde se sigue registrando casos. Colombia ostenta un triste récord: es el único país de América Latina donde aún se registra la práctica de la mutilación genital femenina (MGF). Esta intervención, que consiste en la extirpación total o parcial de los genitales externos de las niñas por motivos no médicos, ha generado un intenso debate entre la autonomía de los pueblos indígenas y la garantía de los derechos humanos y la integridad de las mujeres. En entrevista para Radio Francia Internacional, Alexandra Vásquez, Representante a la Cámara por Cundinamarca (Colombia Humana - Pacto Histórico), explicó la complejidad detrás de esta realidad y los avances del proyecto de ley "Niñas sin ablación". Erradicar la ablación en Colombia no es solo una cuestión de leyes, sino de romper barreras culturales profundas. Según Vásquez, la resistencia de algunas comunidades a la intervención del Estado ha sido el principal obstáculo: "Colombia es el único país que asume la responsabilidad de que existe mutilación genital femenina. Las dificultades son varias. Se habla de las prácticas culturales; la mutilación genital femenina en muchas comunidades indígenas se ha adoptado como una práctica cultural que dificulta obviamente que estas comunidades puedan asumir que la mutilación no se debe realizar. Existe una resistencia cultural en algunas comunidades, pues tienden a rechazar también la intervención del Estado. Y dentro de esas discusiones argumentan el respeto y la autonomía y la autodeterminación de los pueblos". Uno de los mayores desafíos es la falta de datos exactos. Al ser una práctica que ocurre en la intimidad de los resguardos, el Estado solo se entera cuando las niñas llegan a los centros asistenciales con complicaciones de salud. La congresista detalla la gravedad de la situación: "En Colombia es difícil tener un registro como tal. Los casos que se han venido dando es porque se detectan principalmente en hospitales o en algunas zonas del país. Se estima que para el 2023 hubo 90 casos. Es un subregistro. De acuerdo con cifras del Ministerio de Salud, entre el 2013 y 2014, en el municipio de Pueblo Rico, Risaralda, se presentaron 46 registros, de los cuales el 70% de los casos son niñas menores de un año. También se identificaron 45 niñas menores de cinco años y un adolescente de 17. Entonces, mientras estas prácticas se sigan manteniendo dentro de las comunidades indígenas, es muy difícil poder hacer un registro” Un proyecto de ley que no castiga, sino que construye Vásquez es una de las impulsoras del proyecto de ley "Niñas sin ablación". Vásquez es una de las impulsoras del proyecto de ley "Niñas sin ablación". A diferencia de otras leyes que buscan la prohibición a través de penas de cárcel, este apuesta por un modelo pedagógico e intercultural. El objetivo es crear un consenso entre el Estado y las autoridades indígenas para que la práctica se abandone por convicción y no por miedo a la ley. "No es una ley punitiva, sino que las comunidades puedan reflexionar sobre la situación. Se busca la creación de un comité para la erradicación de la mutilación genital femenina entre el Estado, la sociedad civil, el ICBF y, por supuesto, las comunidades, que son lo más importante para poder establecer estos planes y estas estrategias de prevención. Esto va alrededor de rutas de atención, capacitación, monitoreo y el enfoque intercultural, que es lo más importante". Tras haber superado con éxito sus primeros debates en la Cámara de Representantes en abril de 2025, el proyecto se prepara ahora para su tercer trámite en la Comisión Primera del Senado. El reto actual es que la iniciativa mantenga su prioridad en la agenda legislativa y cuente con el respaldo de la comunidad internacional para convertirse, finalmente, en Ley de la República. La voz de las mujeres Emberá El corazón del proyecto ha sido la participación de las propias mujeres indígenas, específicamente de la comunidad Emberá, quienes han decidido romper el silencio generacional para proteger a sus hijas. Alexandra Vásquez destaca este vínculo como el motor del cambio: "Yo creo que lo más bonito del proyecto de ley que hemos venido trabajando desde el Congreso de la República es la vinculación de las mujeres de la gran nación Emberá, quienes han sido las que nos han dicho: 'no queremos que a nuestras niñas les pase lo que nosotros estamos viviendo o lo que nosotras hemos vivido'. Una lideresa de la comunidad Emberá nos decía en el Congreso: 'No se trata de imponer, sino de caminar juntos'".
