Let's get into the 2024 NHL Entry Draft! On today's show, Charlie and Bill are beginning the draft process. The Philadelphia Flyers will draft 12th in the first round, as well as have one of the final four picks in the first round as well, as a result of the Florida Panthers reaching the conference final. Philly may have a pair of second round picks as well, a compensatory pick (#51) as a result of not signing Jay O'Brien, and potentially #36 from Columbus, but the Blue Jackets have until the end of the first round to let the Flyers know if they're surrendering this year's or next year's second rounder. C'est un cri d'alarme pour les systèmes de santé des pays africains. Howard Catton dénonce une forme de « néocolonialisme ». Le directeur général du Conseil International des Infirmiers/Infirmières (lui-même infirmier britannique) s'inquiète de l'accélération de la fuite des cerveaux infirmiers. En recrutant massivement des soignants dans les pays africains anglophones et francophones, les pays à revenu élevé contribuent à accentuer des déserts médicaux, dangereux pour les populations. Entretien avec Howard Catton. RFI : Vous dîtes que le recrutement d'infirmiers ou d'infirmières venus de pays vulnérables au profit de pays dit riches est devenu « hors de contrôle » ?Howard Catton : Nous avons constaté une augmentation très significative de l'activité de recrutement international au cours de la dernière année. Aujourd'hui, elle est principalement due à un petit nombre de pays aux revenus élevés. Des pays qui connaissaient déjà des pénuries importantes d'infirmières avant la pandémie de Covid-19. La pandémie a aggravé la situation. Et la solution de court terme de ces pays, c'est de recruter à l'étranger. En particulier dans des pays avec des systèmes de santé fragiles. Et nous sommes extrêmement préoccupés par l'impact négatif que cela a sur la capacité de ces pays qui perdent des infirmières à continuer à fournir des soins de santé à leur propre population.Sur le continent, quels sont les pays qui perdent le plus leurs infirmiers, leurs infirmières ?Nous voyons des recrutements dans un large éventail de pays africains, du Botswana à l'Eswatini, au Kenya, au Malawi, en Namibie et au Rwanda, de manière très significative aussi au Ghana, au Nigeria et en Ouganda. Bien sûr, il y a des exemples dans les pays francophones aussi. Car nous voyons une hausse du recrutement en France. La Suisse a toujours recruté de manière significative, comme le Canada. Mais des pays comme la Finlande ont également accru leur recrutement. Il y a aussi de plus en plus de demandes en Asie, mais là, il faut des formations linguistiques. En tout cas, ce n'est pas un phénomène propre aux pays anglophones. Et ce que nous avons vu, c'est que certains de ces pays semblent encourager, soutenir, le départ de leurs infirmières, parce qu'ils y voient un avantage économique : l'argent renvoyé au pays. Cela donne nous donne le sentiment de faire partie d'une forme de néocolonialisme : les pays à revenu élevé utilisent leur puissance économique et leur richesse pour prélever ce dont ils ont besoin dans des pays plus fragiles. Ils instaurent une nouvelle forme de dépendance inquiétante à long terme, car elle fait obstacle au développement de systèmes de santé accessibles à tous.Dans ces pays de départ, que disent les infirmiers et les infirmières pour expliquer leur choix ? La très grande majorité des infirmières et autres soignants nous parlent de l'échec de leurs gouvernements et de leurs systèmes de santé à investir en eux pour payer des salaires équitables, garantir des conditions de travail décentes, pour s'assurer qu'ils disposent de l'équipement dont ils ont besoin pour faire leur travail… Tous ces éléments motivent les départs. Il ne faut pas donc pas oublier les gouvernements des pays qui perdent leurs infirmiers, leurs infirmières, parce que cela est dû – en partie – à leur incapacité à investir correctement et sérieusement dans leur personnel et leurs systèmes de santé.Et à ce jour, qu'est-ce qui encadre le recrutement international et qui pourrait atténuer cette fuite des soignants ?Il existe un code de bonnes pratiques internationales qui encourage le recrutement éthique et équitable, mais, en réalité, nous pensons qu'il est trop faible. Vous voyez, il existe une liste de 55 pays où le recrutement est activement déconseillé. 37 de ces 55 pays sont en Afrique. Mais au cours de la dernière année, plus de 6 000 infirmières originaires de ces pays africains les plus vulnérables en matière de santé ont été recrutées et envoyées au Royaume-Uni. Eleanor Catton's new novel, “Birnam Wood,” is a rollicking eco-thriller that juggles a lot of heady themes with a big plot and a heedless sense of play — no surprise, really, from a writer who won Britain's prestigious Man Booker Prize for her previous novel, “The Luminaries,” and promptly established herself as a leading light in New Zealand's literary community.On this week's podcast, Catton tells the host Gilbert Cruz how that early success affected her writing life (not much) as well as her life outside of writing (her marriage made local headlines, for one thing). She also discusses her aims for the new book and grapples with the slippery nature of New Zealand's national identity.“You very often hear New Zealanders defining their country in the negative rather than in the positive,” she says. “If you ask somebody about New Zealand culture, they'll begin by describing something overseas and then they'll just say, Oh, well, we're just not like that. … I think that that's solidified over time into this kind of very odd sense of supremacy, actually. It's born out of an inferiority complex, but like many inferiority complexes, it manifests as a superiority complex.”A word of warning, for listeners who care about plot spoilers: Toward the end of their conversation, Catton and Cruz talk about the novel's climactic scene and some of the questions it raises.
