Den 25 januari 1946 utlämnade svenska regeringen 167 baltiska flyktingar till Sovjetunionen. Balterna hade stridit på Nazitysklands sida i andra världskriget och bland männen fanns både tvångsrekryterade och krigsförbrytare.Beslutet om utlämningen hade tagits sommaren 1945 av en samlingsregering. Sverige hade egentligen inga skyldigheter att lämna ut balterna, till vad många trodde en säker död, men en vilja att hålla sig väl med Sovjetunionen banade väg för beslutet.I detta avsnitt av podden Historia Nu samtalar programledaren Urban Lindstedt med Li Bennich-Björkman, professor i statskunskap vid Uppsala universitet som bland annat skrivit Sörja ett liv, leva ett annat – Om flyktingens mörker och ljus.När Röda armén ryckte fram i Baltikum 1944 flydde ungefär 5 000 letter till Sverige. Från Estland kom omkring 32 000 personer och från det mer avlägsna Litauens kust anlände cirka femhundra. Merparten av flyktingarna kom hit med båt, hösten 1944.Vid Jaltakonferensen i februari 1945 hade de allierade stormakterna – USA, Storbritannien och Sovjetunionen – enats om principen att krigsfångar skulle återbördas till sina respektive hemländer. Detta inkluderade alla som hade varit medborgare i Sovjetunionen före den tyska invasionen 1941, även om de senare tagit värvning på tysk sida.Med de baltiska soldaterna handlade det om cirka 167 balter som internerats av svenska myndigheter efter flykten från det framryckande Röda armén. Många av dessa män hade tvångsrekryterats till tysk tjänst under kriget, medan andra hade valt att slåss mot Sovjet i hopp om att skydda sina hemländer – Estland, Lettland och Litauen – från en ny sovjetisk ockupation. Efter kriget internerades de i olika läger i Sverige, däribland i Rinkaby i Skåne och Gälltofta.Sverige hade dock ingen skyldighet att formellt följa avtalen från Jalta eftersom landet inte deltog i konferensen. Trots detta valde den svenska regeringen, under statsminister Per Albin Hansson, att gå med på Sovjetunionens krav på utlämning. Beslutet motiverades med Sveriges önskan att upprätthålla goda relationer med den mäktiga grannen i öster, särskilt med tanke på den känsliga efterkrigssituationen och Sveriges neutralitetspolitik. Man hoppades undvika konflikter som kunde äventyra Sveriges säkerhet och utrikespolitiska position.Samtidigt pågick en annan stor utlämning: 2 364 tyska krigsfångar överfördes till Sovjet vid ungefär samma tid. Johan Lindholm var ordförande för fackförbundet Byggnads innan han valdes till LO-ordförande på kongressen i maj 2024.LO och Socialdemokraterna har en facklig-politisk samverkan. LO:s ordförande sitter i partiets verkställande utskott och LO ger varje år sex miljoner kronor till partiet, och ännu mer i valrörelser. Inför valet 2022 lade LO 50 miljoner kronor på valkampanj och på utbildningar som kom partiet till del.Förra veckan gav regeringen ett nytt uppdrag till insynskommittén som utreder hur transparensen av partiers finansiering kan stärkas. Kommittén ska nu också utreda om arbetsmarknadsorganisationer ska behöva ha medlemmarnas godkännande för att kunna ge pengar till partier. Johan Lindholm tycker att förslaget är ”hål i huvudet”:”Det är fria fackföreningars rätt i grundlag att ta hand om sina medel och se till att att de är till gagn för våra medlemmar. Det är ingen regeringsfråga.”, säger Johan LindholmMen Johan Lindholm har själv öppnat för att LO ska se över direktbidragen till Socialdemokraterna. Sex av tio LO-medlemmar röstar på andra partier är Socialdemokraterna och många vill inte att deras medlemspengar ska gå till S.”Det finns ett missnöje hos vissa medlemmar, väldigt många oorganiserade eller tidigare organiserade eller framtida medlemmar, och det är ju klart att där är en sten som jag lyfte på lite grann och var vi landar där, det kan man diskutera.”, säger Johan Lindholm.Kortare arbetstid - men hur?Frågan om hur en eventuell arbetstidsförkortning ska genomföras splittrar LO-förbunden. Istället för att driva kravet om kortare arbetstid gemensamt i den nu pågående avtalsrörelsen så utreder LO frågan internt och ska bli klara först i maj.Än är det inte klart hur mycket kortare arbetstid de ska driva, hur man ska göra med de avtal som redan förhandlat fram kortare arbetstid, och hur frågan sedan ska drivas – genom förhandlingar mellan arbetsmarknadens parter eller genom lagstiftning. Johan Lindholm säger att det kan bli så att utredningen landar i flera olika förslag.”Förhoppningsvis ligger ett förslag på bordet, men det hamnar kanske på ett, två, tre eller fyra förslag, jag vet inte.
