Und er kam, um zu bleiben. 2019 zum Präsidenten gewählt rief er zwei Jahre später den Notstand aus und riss im Schutz dieses Notstandes immer mehr Machtbefugnisse an sich. Als erklärter Sieger der jüngsten Präsidentschaftswahl hat er nun angekündigt, „die tunesische Revolution zu vollenden.“ Aber viele befürchten, dass er stattdessen die Abschaffung der tunesischen Demokratie vollendet. Denn schon bei der jüngsten Wahl scheint bei Weitem nicht alles mit rechten Dingen zugegangen zu sein. Welche Zukunft also hat diese einstige Vorzeige-Demokratie? Wovon hängt ab, welche Kräfte sich am Ende durchsetzen? Und ist Tunesien ein Land, mit dem die EU bedenkenlos einen Migrations-Deal abschließen kann? La farsa elettorale tunisina si è conclusa come previsto: Kais Saied ha "vinto" con l'89% dei voti. Una vittoria schiacciante, degna dei migliori regimi autoritari. Ma chi è il vero vincitore di questa pantomima democratica? Certamente non il popolo tunisino, che ha disertato le urne in massa, con un'affluenza del misero 27,7%. Il trionfo di Saied è quello di un uomo solo al comando, che ha spazzato via ogni parvenza di opposizione. I suoi sfidanti? Un imprenditore in carcere e un candidato fantoccio che lo sosteneva. Una competizione degna delle migliori barzellette politiche, se non fosse tragicamente vera. Ma la vera vergogna è l'imbarazzante silenzio dell'Unione Europea, troppo impegnata a lodare Saied come baluardo contro l'immigrazione per preoccuparsi di dettagli come la democrazia. E che dire dell'Italia? La nostra Premier Meloni, sempre pronta a dipingersi come paladina dei valori occidentali, tace di fronte all'amico Saied che imprigiona oppositori e giornalisti. Questo è il prezzo che l'Europa è disposta a pagare per il controllo dei flussi migratori: legittimare un autocrate che ha smantellato sistematicamente le istituzioni democratiche tunisine, nate dalle ceneri della Primavera Araba? Saied promette di "ripulire il paese dai corrotti". Resta da vedere chi ripulirà la Tunisia da un presidente che ha trasformato la democrazia in una farsa e chi ripulirà la coscienza dell'Europa, complice silenziosa di questo declino democratico. La Tunisia di Saied è lo specchio delle nostre ipocrisie. Un monito che ci ricorda come sia facile sacrificare i principi sull'altare della realpolitik. On parle moins, dans le conflit en cours entre Israël et l'Iran, du poids économique de l'Iran dans le secteur du pétrole. Ce jeudi 3 octobre, le baril de pétrole est monté à plus de 4 %. Pour Pascal Perri, l'Iran est riche en pétrole et en gaz, mais marqué à la culotte par les États-Unis. “Son rôle sur le marché est, à ce stade, encore un rôle marginal", ajouta-t-il. Ce dimanche 6 octobre, les Tunisiens sont invités à voter. C'est l'un des pays aimés, ami, historiquement de la métropole, qui a vu naître l'un des plus grands dirigeants du monde arabe, mais qui est en train de virer à l'autocratie. But the build-up to the election has been marred by controversy with key political leaders being arrested and some journalists leaving the country. It all started in July 2021 when president Kais Saied suspended parliament and sacked the prime minister. C dans l'air l'invitée du 13 mai avec Nadia El Fani, réalisatrice, scénariste et productrice franco-tunisienne. Des images de l'arrestation de l'avocate tunisienne Sonia Dahmani, voix critique connue du président Kais Saied, font le tour du monde. Mardi dernier, lors d'une émission de télévision, Sonia Dahmani avait lancé d'une façon ironique "de quel pays extraordinaire parle-t-on ?", en réponse à un autre chroniqueur qui venait d'affirmer que les migrants venus de plusieurs pays d'Afrique subsaharienne cherchaient à s'installer en Tunisie. Cette déclaration a été jugée par certains utilisateurs sur les réseaux sociaux comme "dégradante" pour l'image de la Tunisie. Selon des médias, Sonia Dahmani fait l'objet d'une enquête pour diffusion de “fausses informations dans le but de porter atteinte à la sûreté publique” et “incitation à un discours de la haine”. Ce samedi, elle était à la Maison de l'avocat à Tunis quand les forces de sécurité ont pris le bâtiment d'assaut. L'interpellation a été filmée par France 24. Quelques jours après, ce dimanche, deux autres chroniqueurs ont été placés en détention. Borhen Bssais, présentateur à la télévision et à la radio et Mourad Zeghidi, chroniqueur. Ils "font l'objet d'un mandat de dépôt de 48 heures", selon l'avocat de Mourad Zeghidi, Ghazi Mrabet. En un an et demi, plus de 60 personnes (des journalistes, des avocats et des opposants à Kais Saied) ont fait l'objet de poursuites sur la base de ce texte, selon le Syndicat national des journalistes. Depuis que le président Saied, élu démocratiquement en octobre 2019 pour 5 ans, s'est octroyé les pleins pouvoirs lors d'un coup de force en juillet 2021, des ONG tunisiennes et internationales ont déploré une régression des droits et libertés en Tunisie. Pour cause, la situation est aussi critique entre migrants et habitants à El Amra, une ville à 30 km au nord de Sfax. Selon des activistes, entre 20.000 et 30.000 Subsahariens y attendraient actuellement des conditions favorables pour traverser la Méditerranée. Mediapart rapporte que "d'importantes expulsions ont été organisées" la semaine dernière, mais aussi, et "de façon plus inédite", que des représentants associatifs, dont l'ancienne directrice de Terre d'asile Tunisie, ont été arrêtés, "faisant craindre au reste de la société de sombres lendemains". Saadia Mosbah est une égérie du mouvement antiraciste en Tunisie. Elle a été arrêtée ainsi que l'ancienne présidente de la branche locale de France Terre d'Asile. Nadia El Fani est réalisatrice, scénariste et productrice franco-tunisienne. Elle reviendra sur la situation en Tunisie où la répression s'accentue après les arrestations de l'avocate Sonia Dahmani et de deux autres chroniqueurs de télévision et de radio.

La langue ukrainienne est aujourd'hui devenue un moyen de s'opposer à l'agresseur russe. De plus en plus de citoyens se reconnectent ou apprennent cette langue, pour mieux abandonner le russe. Une lettre le « ï » symbolise plus particulièrement cette résistance... À Kiev ou KyÏv, Emmanuelle Chaze. Les livraisons d'armesAux côtés de la langue ukrainienne, l'autre outil de résistance incontournable, ce sont bien sûr les armes... les Européens, les Américains doivent livrer plus et plus vite, demande le président Volodymyr Zelensky... C'est un marché complexe, qui est partiellement aux mains d'intermédiaires et qui est constamment fragilisé par Moscou. C'est tout l'objet du documentaire « Le coût des armes », réalisé par Hugo Van Hoffel et Martin Boudot, diffusé ce dimanche (25 février 2024) sur France 5 et disponible sur France TV. Le calvaire des migrants d'Afrique subsaharienne en Tunisie L'été dernier (2023), un mémorandum avait été signé entre Tunis et l'Union européenne, pour lutter contre l'immigration illégale, en échange d'un paquet d'aides et de prêt d'un milliard d'euros. Accord depuis dénoncé par le président Kais Saied. Pour répondre au mécontentement d'une partie de son opinion, son gouvernement multiplie par ailleurs les opérations de refoulement des migrants loin des centres villes. C'est le cas au sud de la ville de Sfax, dans les oliveraies où s'est rendue notre correspondante Amira Souilem. La route centrale méditerranéenne qui reste la première voie de passage entre l'Afrique et le sud de l'Europe. Plus de 153 000 migrants l'ont empruntée l'an dernier (2023). Mais les équilibres sont en train de changer. Aux côtés de la Libye, la Tunisie est désormais aussi une plaque tournante de ces départs. Pourquoi ? C'est la question que j'ai posée à Camille Le Coz, directrice associée au Migration Policy Institue, un centre de réflexion sur les questions migratoires européennes basé à Bruxelles.

Una dotazione iniziale di 5,5 miliardi di euro e cinque pilastri fondativi: istruzione, salute, agricoltura, acqua e energia, con «progetti pilota» che vanno dai centri universitari di eccellenza in Marocco alla produzione di biocarburanti in Kenya. L ambizione, sullo sfondo, è di trasformare l Italia in un «hub» per l approvvigionamento energetico fra Africa e Ue. È l ossatura del cosiddetto Piano Mattei per l'Africa, il piano del governo Meloni sui «nuovi rapporti» con il Continente africano svelato al vertice ItaliAfrica in corso a Roma: uno dei primi eventi della presidenza italiana del G7 e uno snodo chiave nella politica estera del governo di Giorgia Meloni, popolato dalle delegazioni di 46 Paesi, con 15 capi di Stato e 8 capi di governo dal Continente. Fra i leader di maggior peso il premier etiope Abiy Ahmed, il presidente del Kenya William Ruto e il suo omologo tunisino Kais Saied. Il Piano Mattei è "un piano di interventi con cui vogliamo dare il nostro contributo a liberare le energie africane anche per garantire alle giovani generazioni un diritto che finora è stato negato: qui in Europa abbiamo parlato spesso del diritto a emigrare ma quasi mai di come garantire il diritto a non dover essere costretti a migrare, a non dover così recidere le proprie radici in cerca di una vita migliore, sempre più difficile da raggiungere in Europa". Ne parliamo con Alberto Magnani, Il Sole 24 Ore.Evergrande va in liquidazione, non c'è accordo sul piano di salvataggioEvergrande, il gigante del mattone cinese zavorrato da oltre 300 miliardi di debiti, ha gettato la spugna. Nonostante gli ultimi disperati tentativi a ridosso del weekend non c'è stato accordo sul piano di ristrutturazione con i creditori e Linda Chan, giudice del tribunale di Hong Kong, ha dovuto prendere atto della situazione: unica via possibile, la liquidazione della società, ormai passata alla storia come l'immobiliare più indebitata al mondo. A Hong Kong Evergrande è stata sospesa dalle contrattazioni quando perdeva il 20,87%, toccando il nuovo minimo storico di 0,16 dollari di Hk. Potrà presentare ricorso contro l'ordinanza. I mercati asiatici hanno reagito al colpo della liquidazione di Evergrande grazie all'annuncio delle autorità cinesi sull'adozione di misure specifiche per sostenere i mercati azionari già in bilico da tempo. A partire da oggi la Cina sospenderà le vendite allo scoperto delle azioni vincolate, una mossa che non si vedeva dal 2015, anno del crollo delle borse cinesi. Lo stop alle negoziazioni del titolo Evergrande è stato deciso anche per le azioni delle due controllate del gruppo di Shenzhen, attive rispettivamente nelle auto elettriche e nella gestione dei servizi immobiliari: Evergrande NEV (-18,21% a 0,23 dollari di Hk) e Evergrande Services (-2,50% a 0,39 dollari di Hk). Non così per gli altri protagonisti del mattone: Country Garden, il primo player privato in default dallo scorso anno, è salito del 2,86%. Sunac del 4,84% e Kwg del 5,05%. Anche Longfor in rialzo del 2,12%. Poi i listini cinesi hanno cambiato rotta cedendo terreno dopo l'ordine dell'Alta corte di Hong Kong: l'indice Composite di Shanghai cedeva lo 0,31%, a 2.901,10 punti, mentre quello di Shenzhen perdeva ben l'1,61%, a quota 1.651,04. La chiusura è stata, alla fine, in positivo. Si basa sul sistema di fatturazione elettronica gestito da TeamSystem: 400 milioni di fatture elettroniche l anno per 900 miliardi di valore facciale. È in grado - viene spiegato - di stimare la dinamica dell attività economica, in tempo reale, a partire dal fatturato di 200 mila imprese, con focus dedicati a macro settori, territori e dimensioni d impresa. Il nuovo indice accompagnerà l indagine rapida Csc sull attività delle grandi imprese industriali. Come evidenzia Alessandro Fontana, il direttore del centro studi di via dell'Astronomia, il nuovo indice «anticipa gli altri indicatori congiunturali su fatturato, produzione, Pil, di almeno un mese, ha una elevata capacità previsionale», è «l unico dato quantitativo disponibile sull attività economica» entro un mese (altri indicatori, come per fiducia e Pmi, sono solo qualitativi): si punta così ad una maggiore efficacia «nel capire la dinamica del Pil» ma anche ad un monitoraggio in tempo reale settore per settore con focus su servizi, costruzioni e industria. Il calo nell'industria segnalato da Rtt «è coerente con i risultati dell Indagine rapida del Centro studi di Confindustria sull attività delle grandi imprese industriali, che segnala come a dicembre sia maggiore la quota di imprese che si aspettava una riduzione della produzione, rispetto a quelle che ne prevedevano un aumento». A gennaio 2024 «quasi la metà del campione di grandi imprese industriali associate a Confindustria si attende un livello di produzione stabile rispetto a dicembre (47,1% dal 33,4% nel mese precedente). Le attese sulla domanda e sugli ordini migliorano a gennaio e saranno il principale fattore di traino nei prossimi mesi. Mentre è negativa la percezione su aumento dei costi di produzione, condizioni finanziarie, disponibilità di materiali, impianti e manodopera». Kais Saied has been the President of Tunisia since 2019. Just a few short years ago, Saied was a constitutional law professor, and Tunisia was seen as the only success story of the uprisings known as the Arab Spring. Now, Tunisia is slipping back into autocracy.Why didn't Tunisia's flirtation with democracy work? Should we be surprised it didn't work? What lessons do the last twelve years hold for other countries- and indeed, for future generations of Tunisians? These are the questions my guest and I grapple with today. My guest today is Sarah Yerkes. Sarah has extensive experience studying and working in Tunisia, having worked as a Foreign Affairs Officer and Policy Planner at the US State Department. Now, Sarah is a Senior Fellow at the Carnegie Endowment for International Peace.

Sudan's newest civil war has been raging for more than three months - but first-hand images and reports of conflict are not easy to find. Barbara Plett Usher has been working to cover the violence from Nairobi, in Kenya, and reflects on what it's been possible to confirm. In this weekend's snap general election in Spain, current Socialist PM Pedro Sanchez tests his mandate against growing pressure from the right - not just the traditional conservatives of the Partido Popular, but also a range of more firmly nationalist parties. Each major blocs has questioned the other's alliances - whether with smaller parties from the far right, or others from the Basque-nationalist movement. Guy Hedgecoe reports from Madrid. Tunisia may have been the birthplace of the so-called Arab Spring, but these days its democratic credentials seem corroded. President Kais Saied is on an increasingly authoritarian tear, the economy's sputtering and the country's treatment of sub-Saharan African migrants has been growing ever harsher. And as Mike Thomson experienced on a recent trip, the media are still under VERY close supervision. Much of Southern Europe is baking - if not burning - in a searing heatwave. Sofia Bettiza saw how people are adapting to the soaring temperatures on the streets of Palermo, in Sicily - and heard about concerns for Italians' health in this heat. And from Mexico City, an unexpected casualty of gentrification. The BBC's Central America correspondent Will Grant has been trying to keep ahead of a wave of affluent foreigners - especially US citizens - moving in, but recently his young daughters' nursery has been priced out of the neighbourhood.

Tunisia's democracy is being dismantled by a president who claims he's saving it from anarchy. Parliament has been dissolved, scores of judges sacked and opponents jailed. Once Tunisia - the north African country of just 12 million people squeezed between it's much bigger neighbours Libya and Algeria - was a beacon of democracy. It was the first Arab country to overthrow it's dictator Ben Ali in 2011 during what became known as the Arab Spring. Now a new authoritarian leader, Kais Saied, dominates the country. Tunisia faces numerous problems, from soaring prices and shortages of some basic foods - to thousands of migrants – many Tunisians - trying to flee across the Mediterranean to Europe. Mike Thomson meets the sister of an activist who was imprisoned, an aspiring kickboxer who wants to settle abroad, a sub-Saharan migrant who's lost his job and his home and a rapper, whose music helped inspire that 2011 revolution. Tunisia in North Africa was the birthplace of the Arab Spring, a wave of popular uprisings that shook or toppled authoritarian regimes in the region. But, after a decade of fragile democracy, in 2019 a new strongman, President Kais Saied, swept to power. He directed his campaign at young Tunisians, promising an end to corruption. There was optimism but the Covid pandemic had battered the economy and exposed - as it did in many other countries - the weaknesses of the health system. Mr Saied insisted Tunisia's democratic system was not working so he used emergency powers to sack the prime minister, close the National Assembly and suspend the constitution - essentially paving the way to rule by decree. Last week one of Tunisia's most prominent opposition leaders, Rached Ghannouchi, who is also the leader of Tunisia's largest political party, was imprisoned. He's the latest in a long line of critics jailed by the president. So, is this the final nail in the coffin for Tunisia's fledgling democracy? What is President's Saied's vision? And what, if anything, can the world do to prevent the Arab Spring's one success story joining its long list of failures? Ghannouchi, 81, whose Islamist--inspired party was the largest in parliament before Saied dissolved the chamber in July 2021 was arrested on Monday, his party said. We'll speak to his daughter. The attacks follow a speech by Tunisia's President Kais Saied accusing African migrants of conspiring to make Tunisia more African and less Arab. This is the latest in a string of authoritarian moves by the President, and it has protesters back out in the street. But what will happen to the victims of this racism in the meantime?
