This is a link post. By Alexander Wales Thousands of starfish had washed up on the beach, and a little girl was diligently throwing them back into the water, one at a time. A man came up to the girl and said, "You'll never save all of them. What you're doing is pointless. It doesn't matter." The girl threw another starfish into the water. "It mattered to that one." The man snorted and walked away. The girl kept throwing starfish, one after another. To throw one starfish back into the ocean takes a trivial amount of effort, but to throw ten, or fifty, is much less so. The girl had not learned much of biomechanics, but she began to feel the strain in her back. Her skin had softened from the seawater, and the starfish themselves were abrasive. Her fingers had pruned. Her shoulder hurt. She was cut, twice, on her fingers, as the same storm that had stranded the starfish had also brought up broken shells and crab carapaces. The skin of a starfish was like sandpaper. She tried switching hands, and could throw the starfish less well, and it wasn't long before she had mirrored all her injuries. From the abstract of the technical report: This report describes the technical feasibility of creating mirror bacteria and the potentially serious and wide-ranging risks that they could pose to humans, other animals, plants, and the environment... In a mirror bacterium, all of the chiral molecules of existing bacteria—proteins, nucleic acids, and metabolites—are replaced by their mirror images. Mirror bacteria could not evolve from existing life, but their creation will become increasingly feasible as science advances. Interactions between organisms often depend on chirality, and so interactions between natural organisms and mirror bacteria would be profoundly different from those between natural organisms. Ten years ago, when residents of Flint, Mich., were exposed to toxic levels of lead in their drinking water, 1 in 20 children in the city had elevated blood lead levels that placed them at risk for heart disease, strokes, cognitive deficits and developmental delays — health effects that residents still grapple with to this day. It was only after activists rallied, organized and advocated relentlessly that national attention focused on Flint, and officials committed nearly half a billion dollars to clean up Flint's water. The subtitle, "somewhat in favor of guilt", is better than any summary I'd write. John Woolman would probably be mad at me for writing a post about his life. He never thought his life mattered. Partially, he hated the process of traveling: the harshness of life on the road; being away from his family; the risk of bringing home smallpox, which terrified him. But mostly it was the task being asked of Woolman that filled him with grief. Woolman was naturally "gentle, self-deprecating, and humble in his address", but he felt called to harshly condemn slaveowning Quakers. All he wanted was to be able to have friendly conversations with people who were nice to him. But instead, he felt, God had called him to be an Old Testament prophet, thundering about God's judgment and the need for repentance. I don't think you get John Woolman without the scrupulosity. If someone is the kind of person who sacrifices money, time with his family, approval from his community, his health - in order to do a thankless, painful task that goes against all of his instincts for how to interact with other people, with no sign of success a task that, if it advanced abolition only in Pennsylvania by even a single year, prevented nearly 7,000 years of enslavement, and by any reasonable estimate prevented thousands or tens of thousands more Well, someone like that is going to be extra about the non-celebration of Christmas. I've been enjoying the newsletter of Santi Ruiz (Institute for Progress), who covers stories about achieving policy goals and other forms of progress. I found this to cover some ground that wasn't present in the Alvea postmortem. Excerpts The caricature is that the FDA is the enemy of progress, medical regulators are the enemy of progress, and they're slowing everything down. On reflection, I don't agree with that take, and our experience doesn't really support it [...] In drug development especially, making a thing that is plausibly good is much, much easier than making something that is actually, reliably, very good. Deploying drugs to scale requires that reliability. It's a very hard socio-technical problem. All the different kinds of regulatory requirements, quality management, quality control, etc., that could be naively identified as red tape or boring paperwork that slow down the innovators are actually there to achieve that reliability. Of course, when you get into the details, there are tons of ways this could be done more efficiently. But the fact that validation, testing, and ensuring that things are as they seem is 90% of the process is just the way the world works, not any fault of the regulators. When you work with any vendor for a pharmaceutical company, almost everybody requires an NDA to be signed. This by itself can eat up to two weeks of time on both ends of this transaction. We had automated this NDA signing process so that it would usually happen in hours. Many of our vendors would follow up and tell us how insanely fast this was and how it was the smoothest and fastest contracting experience that they had ever had. Another big pattern is that, for some reason, for a lot of these key processes that really move the needle on speed, the standard operating procedure for the industry is to talk to maybe three to five different vendors, compare them across a bunch of categories, and then pick one and go forward with them. That never seemed to work for us. We would approach it by finding every single vendor in the world who does the thing that we need done, finding the best people, and then going in and very closely redesigning and managing their process for maximum speed. Practically, this involves parallelization and then bottleneck hunting in the vendor's process to identify ways to make it faster. A good example of that was the manufacturing of the drug itself, of the DNA plasmid that was our vaccine's main active component. Our initial quotes from the first few vendors were like two years. "It takes two years. There is no way around that. This is just how long it takes." Then we found some folks who said, "It's going to be hard, but we can do it in a year." Then, once we have come in and looked at it deeply and redesigned it in collaboration with these folks, we ended up doing it in just over two months if memory serves. Thanks for listening. Open Philanthropy strives to help others as much as we can with the resources available to us. To find the best opportunities to help others, we rely heavily on scientific and social scientific research. In some cases, we would find it helpful to have more research in order to evaluate a particular grant or cause area. Below, we've listed a set of social scientific questions for which we are actively seeking more evidence.[1] We believe the answers to these questions have the potential to impact our grantmaking. (See also our list of research topics for animal welfare.) If you know of any research that touches on these questions, we would welcome hearing from you. At this point, we are not actively making grants to further investigate these questions. It is possible we may do so in the future, though, so if you plan to research any of these, please email us. Land Use Reform Open Philanthropy has been making grants in land use reform since 2015. We believe that more permissive permitting and policy will encourage economic growth and allow people to access higher-paying jobs. However, we have a lot of uncertainty about which laws or policies would be most impactful (or neglected/tractable relative to their impact) on housing production. What are the legal changes that appear to spur the most housing? E.g. can we estimate the effects of removing parking mandates on housing production? How do those compare to the effects of higher FAR or more allowable units? Why we care: We think that permitting speed might be an important category to target, but have high uncertainty about this. What we know: There are a number of different studies of the effects of changes in zoning/land use laws (e.g. see a summary here in Appendix A), but we're not aware of studies that attempt to disentangle any specific changes or rank their importance. We suspect that talking to advocates (e.g. CA YIMBY) would be useful as a starting point. Ideas for studying this: It seems unlikely that there have been "clean" changes that only affected a single part of the construction process, but from talking to advocates, it seems plausible that it would be possible to identify changes to zoning codes that primarily affect one parameter more than others. It also seems plausible that this is a topic where a systematic review, combining evidence from many other studies, would be unusually valuable. What is the elasticity of construction with regards to factors like "the likelihood of acquiring permission to build" or "the length of an average permitting delay"? Why we care: We are highly uncertain about how to best encourage more construction, and thus about where to target our grants. What we know: there have been many recent changes to permitting requirements, such as the California ADU law that requires cities to respond to permit requests within 60 days and a new law in Florida that requires cities to respond to permit requests quickly or return permitting fees. This blog post by Dan Bertolet at Sightline predates those changes, but is the best summary we've seen on the impacts of permitting requirements. Ideas for studying this: one might compare projects that fall right below or above thresholds for permitting review (e.g. SEPA thresholds in Washington state), and try to understand how much extra delay projects faced as a result of qualifying for review. It could also be valuable to analyze the effects of the Florida law (e.g. a difference-in-difference design looking at housing construction in places that had long delays vs. short delays prior to the law passing). For How to Survive a Plague, Gertler won a Gotham Award for Best Documentary and was nominated for an Independent Spirit Award.  For All the Beauty and the Bloodshed, Gertler was nominated for BAFTA Film Award for Best Documentary, a Cinema Eye Honors Award for Nonfiction Feature, a Gotham Award for Best Documentary, and a British Independent Film Award for Best International Independent Film. The Failure of the Pledge and a Better Way Towards Vegan Tables In 2015, animal advocates with Direct Action Everywhere (DxE) launched an inspired new campaign among their members. It took courage, required sacrifice, and greatly backfired. This three-part series examines what the movement learned from the Liberation Pledge, how we might energize the intention behind the Pledge in a better way, and a piece to share with friends and family to do just that. What We Learned From the Liberation Pledge How It Started The Liberation Pledge was a fascinating idea and a bit of a disaster. Instead of energizing supporters' social networks to create change, as its creators intended, it often had the opposite effect- to isolate advocates from their closest relationships. In this piece, you'll learn What it was Why it was a good idea Why it failed The next piece in this series suggests a better way to energize the intention behind the pledge, for animal advocates to align their actions with their values in their personal relationships. The Liberation Pledge was a three-part public pledge to live vegan, refuse to sit at tables where animals' bodies are being eaten, and encourage others to do the same. Enthusiasts of the pledge hoped it would create a cultural stigma around eating animals similar to the stigma that has developed around smoking over recent decades. That is, even while smoking is still practiced, it is prohibited by default in public and private spaces. Before we had the Pledge, many of us felt alienated from friends and family who continued to eat animals. We were forced to choose between two options: speaking up and risking being seen as obnoxious, angry, and argumentative, or keeping the peace with painful inauthenticity, swallowing our intense discomfort at watching our loved ones eat the bodies of animals. The pledge gave us hope that there was another way: being honest with those around us while continuing to spend time with them. And, on a larger scale, we hoped that if we all joined together, we could create a world where eating meat is stigmatized: a world where someone would ask, "Does anyone mind if I get the steak?" before making an order at a restaurant (or maybe even one in which restaurants would think twice before putting someone's body on the menu). Some people took it a step further, arguing it was immoral not to take the pledge, saying, "You wouldn't sit quietly eating your vegan option while a dog or a child was being eaten, would you?" According to this view, it was our duty not to sit idly by while violence was committed in our presence. While some beautiful and inspiring stories were detailed on a Facebook group for the Pledge, it seemed to me that there were many more instances of total disaster: people experiencing huge ruptures in their oldest relationships around the Pledge while often lamenting that those they had just discarded "care more about eating dead animals than they care about me." From where I stood, the biggest effect of the Pledge was for advocates to lose relationships with family members who didn't comply. Upon taking the Pledge, a close friend at the time experienced a years-long estrangement from their family, including those who were already vegan while many others decided to skip birthdays, weddings, and holidays with family. A story about how I reacted poorly to my first few EA job rejections, and what I learned from reflecting on my mistakes. Context: When I worked at CEA, my colleague was working on EA Virtual Program curricula. She asked me to respond to this prompt: "What made you start caring about having good epistemics? What made you start trying to improve your epistemics? Why?" I wrote a meandering, stream-of-consciousness response and shared it. I assumed it would either be ignored or briefly summarized as part of a larger piece. Instead, it — went directly to the curriculum for the In-Depth Program? That was a surprise. It was a much bigger surprise when people started reaching out to tell me how much it had helped them: maybe a dozen times over the last two years. From the emails alone, it seems to be the most important thing I've written. So I'm sharing a lightly edited version on the Forum, in case it helps anyone else. Recovering from rejection Written in a bit of a rush. But I think that captures how it felt to be me in the throes of epistemic upheaval. After I graduated from college, I took the most profitable job I could find, at a company in a cheap city. I wanted to save money so I could be flexible later. So far, so good. I started an EA group at the company, which kept me thinking about effective altruism on a regular basis even without my college group. It wasn't nearly as fun to run as the college group — people who work full-time jobs don't like extra meetings, and my co-organizers kept getting other jobs and leaving. But I still felt like “part of EA”. Eventually, I decided to move on from the company. So I applied to GiveWell, got to the very last step of the application process. and got rejected. Well, I thought, I guess it makes sense that I'm not qualified for an EA job. My grades weren't great, and I was never a big researcher in college. Time to do something else. This is a story about a mistake. Do you see it? I moved to San Diego and spent the next 18 months as a freelance tutor and writer, feeling generally dissatisfied with my life. My local group met rarely and far away; I had no car, I was busy with family stuff, and I became less and less engaged with EA. Through an old connection, I was introduced to a couple who ran an EA-aligned foundation and lived nearby. I ended up doing part-time operations work for them — reading papers, emailing charities with questions, and other EA-flavored stuff. This boosted my confidence and led me to think harder about my career, though I kept running into limitations. For example, GiveDirectly's CEO wanted to hire a research assistant for his lab at UCSD, but I'd totally forgotten my old R classes and wasn't a good candidate, despite having a great connection from my operations work. There goes maybe the best opportunity I'll ever get as a washed-up 24-year-old. Sigh. In early 2018, I got an email from someone at Open Philanthropy, inviting me to apply for a new research position. I was excited by the sudden opportunity and threw everything I had into the process. I made it to the last step. and got rejected. Well, I thought, I guess it makes sense that I'm still not qualified for an EA job. I'm not a kid with limitless potential anymore. I haven't learned anything important since college. I guess it's back to finding a coding bootcamp and trying to get a “real job”. Is the mistake standing out yet? This was a major setback; for a while, I was barely engaged in EA. But I did happen to see an 80,000 Hours page with a survey...

There are at least two kinds of "EA origin story": Some people discover it for themselves. They have EA-flavored goals, they Google something like "do the most good", and they find EA. Other people are introduced by others. They have EA-flavored goals, but they don't find EA until someone tells them about it. My story is the second kind. I saw Peter Singer give a talk, which I attended because I'd read GiveWell's website, which I'd seen on LessWrong, which I heard about from Harry Potter and the Methods of Rationality. So I owe part of my ethical system to the guy who heard me discussing Harry Potter in a college dining hall, interrupted my conversation, gave me a five-minute pitch for HPMOR, and left. (I never saw him again.) But what about the rest of the story? Peter Singer convinced me to join Giving What We Can and earn to give after college. Hundreds of other people watched the same talk, in the same auditorium, and didn't do those things. There must be some other factor that made me especially receptive to EA (that is, gave me "EA-flavored goals"). Of course, there are actually dozens of factors, because life is complicated. For example: I speak English, and live in a country that had EA presence early on. My parents are empathetic people who shaped me into an empathetic person. My parents are financially secure people who didn't need my support, so I could easily afford to give 10% of my income. I went to the kind of college where Peter Singer gives talks and students advertise HPMOR to total strangers. I saw a movie called Life in a Day. These are hard to replicate, except the last one, which anyone can do right now: The English (foreign language) subtitles seem broken, but English (full text) works. How the film works YouTube decided to make a documentary. They asked people to film themselves on July 24th, 2010, and share the footage. They received 80,000 submissions and 4500 hours of film from 192 countries. They used it to make a 90-minute film about life on Earth. We start and end at midnight. For each part of the day, we jump around the world to see what people are doing. Because people are similar, we see similar actions, in parallel. For example, the sun comes up eight minutes into the movie. For the next 90 seconds, we watch people wake up. Some have alarms; some have roosters; some rise with the sun. Some are woken up by parents or lovers. Others wake up alone. One person sleeps on the street and wakes to the passing of cars. Everyone is different. But we all wake up. Submitters also had the option to answer questions: "What do you love? What do you fear? What do you have in your pockets or handbag?" We get three minutes of fear (ten for love). People are afraid of ghosts, spiders, lions, and small noises in the middle of the night. They are afraid of God, Hell, and people different from themselves. They are afraid of losing childhood, losing their hair, and losing the people they love. We are all afraid of something. This is what Life in a Day shows, over and over: In so many ways, we are the same. What the film did to me This isn't a new idea. You can hear echoes of it in the Golden Rule, "all men are created equal", and "workers of the world, unite!". But I didn't really feel the idea until I saw Life in a Day, which conveys it more powerfully than anything else I've ever seen. I felt strange on the drive home; I could no longer look at the world in the same way. When I later heard about a philosophy that was dedicated to helping people as much as possible, no matter where they lived, it struck a chord. Without Life in a Day, I'm not sure I'd have felt the same deep sense of "yes, this is obviously righ...
