In tandem with this, Verification of Payee (VoP) will also be introduced for both SEPA Instant and standard SEPA payments. The services are being introduced as part of the EU's Instant Payments Regulation and will come into effect from 9 October 2025. While the benefits of faster transactions and enhanced security are obvious, there may be some teething problems in the initial stages. Uneven rollout across Irish banks may cause short-term confusion or fragmented service, and VoP does not entirely eliminate scams or social-engineering risks. À partir du 9 octobre, un petit changement technique pourrait bien chambouler notre manière de faire des virements bancaires. Derrière cette réforme, voulue par l'Union européenne, se cache un objectif clair : freiner les escroqueries de plus en plus nombreuses autour des paiements. Mais dans la pratique, elle risque aussi de ralentir, voire de bloquer, un grand nombre de transactions.Jusqu'ici, quand vous faisiez un virement, il suffisait de saisir un IBAN valide. À partir de cette date, cela ne suffira plus. Les banques devront désormais vérifier que le nom du bénéficiaire correspond bien à l'IBAN renseigné. Cette mesure, baptisée « Vérification du bénéficiaire » ou « Verification of Payee », s'appliquera à tous les virements SEPA, qu'ils soient classiques ou instantanés.Concrètement, dès qu'un virement sera initié, la banque de l'expéditeur interrogera celle du destinataire. Si les deux informations – nom et IBAN – concordent, le transfert s'exécutera sans problème. En revanche, s'il existe une différence, même légère, un message d'avertissement apparaîtra : la banque affichera le nom « officiel » du titulaire du compte, et l'utilisateur devra confirmer qu'il souhaite poursuivre. Si le nom est complètement différent, le virement sera bloqué, ou du moins suspendu le temps de vérifications supplémentaires.L'idée est louable : chaque année, des milliers de particuliers et d'entreprises se font piéger par des fraudes dites au « faux RIB ». Un escroc modifie le numéro de compte sur une facture, et l'argent part au mauvais destinataire. Cette vérification obligatoire doit donc réduire ces risques. Mais dans la réalité, beaucoup de virements légitimes risquent de déclencher des alertes, notamment à cause de simples erreurs de saisie ou d'intitulés imprécis.Autre conséquence : les entreprises devront vérifier que le nom exact de leurs fournisseurs ou clients est bien aligné avec celui enregistré auprès de la banque, faute de quoi leurs paiements automatiques pourraient être refusés. Et pour les particuliers, la moindre faute de frappe dans un nom pourrait provoquer un message d'avertissement, voire un blocage temporaire.Cette règle découle du règlement européen 2024/886, qui vise à uniformiser la sécurité des paiements dans toute la zone euro. Elle ne fixe aucun seuil de montant : tous les virements, même de quelques euros, seront concernés.En résumé, l'Europe veut rendre les virements plus sûrs. Dal 9 ottobre, dando seguito agli obblighi di un Regolamento Ue, ogni conto corrente dovrà permettere l’emissione di bonifici istantanei. Una novità che segue quella del 9 gennaio scorso, quando era stato introdotto il divieto di applicare un sovrapprezzo a questo tipo di servizio. Le commissioni per i bonifici istantanei devono essere infatti, oggi, identiche a quelle dei bonifici ordinari SEPA. A rendere più sicuro lo strumento arriva, inoltre, la verifica obbligatoria del beneficiario: la banca controllerà la corrispondenza tra IBAN e nome prima dell’esecuzione, informando il cliente e chiamandolo a una maggiore consapevolezza nelle proprie scelte. The European Instant Payments Regulation which came into force a year ago, now requires all payment service providers in the Eurozone of the European Economic Area to offer SEPA instant credit transfers for incoming payments by January 2025 and for outgoing payments by October 2025 at the latest. This regulation thus reaffirms its objective of accelerating the adoption of SCT Inst and aims for greater alignment with traditional SEPA credit transfers.

Three river catchments in the East of Scotland are now in a state of significant scarcity - that's the most extreme level of water shortage issued by SEPA, the Scottish Environment Protection Agency. It says the river Deveron in Aberdeenshire is at its lowest level since the 1970s and that unless there's significant rainfall, other rivers including the Lower Tweed and the Don could also fall into that highest drought-alert category. Farmers in Scotland have been harvesting cereals earlier than usual, and agronomists are warning that shifting weather patterns mean growers will need to change their farming practices to help deal with the impacts of climate change.Butterflies are an important pollinator across farmland, orchards and gardens. However, their numbers have fallen dramatically over the last fifty years. According to the charity, Butterfly Conservation, they've dropped by 80% since 1970, due to habitat loss and changes in land management. In the early 2000s, when she was doing legal work in her native Texas, Sheri Givens held state government roles that put her in the thick of energy policy-making. And in 2009, Texas Governor Rick Perry appointed Sheri the chief executive of Public Counsel of the Texas Office of Public Utility Counsel. That made her, in effect, the consumer advocate for all 20 million Texas utility ratepayers.To do that job well, Sheri wanted to sit down with consumers across the state. So she spent days crisscrossing the state in her truck advising consumers on their energy utility choices.Sheri went on to consultancy and executive roles in the energy sector. Now, as president and CEO of the Smart Electric Power Alliance (SEPA), a non-profit organization for energy sector professionals, she still has that same enthusiasm for empowering people.
