Citizens who fail to report suspicions of child sexual abuse could end up behind bars. This is according to Salome Scheepers, Senior State Advocate at the Sexual Offence and Community Affairs Unit of the National Prosecuting Authority. Scheepers was addressing a webinar held in line with Child Protection Week. She says failure to report sexual abuse is punishable by imprisonment. Today we're looking at the new release from US power metallers Immortal Guardian entitled Unite And Conquer. I'll begin with the album's first track, “Ozona.” This one is very representative of Immortal Guardian's approach generally, and would be at home on any of their other releases, as it displays what the band does so well. The flurry of melded guitar and keys at the beginning is classic Gabriel Guardian! There are some good riffs to be found here, albeit not super hooky. The versing is kinda so-so, to be honest, but when the chorus hits you there's some great syncopation and unity of sound and direction. And the time-change accompanying Zima's plaintive “whoa-oahs” at the end is just icing on the cake – really drawing the listener in to the magic of this song. Like so many of their tracks, I can find imperfections when I break them down into their components, but the sum of the performance is typically greater than the parts. Jumping ahead to song three in the listing we find the energetic yet evocative “Roots Run Deep.” This one features guest vocals from the mighty Ralf Scheepers of Primal Fear. I love Scheepers as a singer, and think his is a nice contribution, but honestly Zima's voice is the star here. The baritone intro he gives at the beginning is absolute gold – you won't hear many genuinely metal songs that include that brand of vocal delivery, much less in a way that fits so seamlessly with the feel of this song. Uptempo with great kitwork by drummer Justin Piedimonte, I really can't get enough of this one! Further in we find “Lost In The Darkness,” another track with guest vox, this time from the amazing Vicky Psarakis, formerly of The Agonist. Much like in the previously discussed song, Psarakis' assist is solid but serves best as a foil to launch Zima's own stellar crooning. I just love the trade off lead vocals, with each singer trying to out do the other. And Guardian's solo is fire – the perfect length and tone. My final song to highlight is “Divided We Fall”, and if I had to choose one track on the album it would likely be this. The thing I most love about “Divided” is that, in a number of respects, the band kinda keeps it right on the edge musically. The bridge in particular is a very haphazard sonic skittering where I feel like the band is at any point about to take the song off the rails… but somehow they pull it off and transition into that moderate paced but beautiful verse. Zima really pushed himself to his limits on this one to great effect exuding killer voice control. Those are my favs, but the other six tracks each have something to offer as well. I'll admit I've not given Carlos Zima his proper due as a singer, initially in my own mind lumping him in with a subgroup of singers having surface vocal similarities. But Zima is a hell of a singer, and he definitely proves it on this album with some of his best performances to date. We haven't touched on “Un Dia A La Vez,” a song where he opens himself to some ranges he hasn't on any previous Immortal Guardian track, so very beautiful and in some parts almost feminine in his delivery. And the album finale “Rise Of The Phoenix” has him able to convey emotional subtleties before exploding into a scream machine. Gabriel Guardian is truly remarkable in his approach utilizing both the guitars and keys as true twin lead instruments. Guardian has the keys in the foreground bringing loud, tight notes and driving that lead melody. There's a lot of work Guardian puts into building these compositions such that the instruments complement and don't clash. I'm giving Unite And Conquer a 8 ½ out of ten rating. In a disappointing development, Mineral Resources and Energy Minister Gwede Mantashe has announced the appointment of only six preferred bidders, with a combined capacity of 1 000 MW, following the evaluation of bids made during South Africa's latest renewables procurement round. All six are solar photovoltaic (PV) projects, with none of the 23 wind projects submitted under Bid Window 6 (BW6) of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) attaining preferred-bidder status. The low conversion rate came despite BW6's initial allocation being raised from 2 600 MW to 4 200 MW as part of measures announced by President Cyril Ramaphosa in July to tackle what has now become extreme loadshedding. A total of 56 wind and solar PV projects were submitted by the early-October deadline, with a combined capacity of more than 9 600 MW. In addition, only solar projects in the North West and Free State provinces received appointment letters, with the bulk of the remaining 27 solar projects failing to secure grid access. The projects named as preferred bids include the 150 MW Kutlwano solar power plant, the 150 MW Boitumelo solar power plant and the 120 MW Doornkop PV facility, all in the North West; as well as the 240 MW Virginia solar park and the 200 MW Good Hope solar park, in the Free State. The IPP Office confirmed that BW6 was now formally closed except for an engagement that would take place with the one additional eligible bidder. IPP Office head Bernard Magoro confirmed that access to the Eskom grid had emerged as a major constraint during the bidding round, with the indicative capacity available in the Western, Eastern and Northern Cape provinces at the launch of BW6 in April having subsequently been absorbed by private projects. Magoro explained market dynamics had changed materially during the bid window, as a result of a reform allowing distributed generators below 100 MW to proceed without a licence - a cap that will be eliminated entirely in the coming months. That reform had the “unintended consequence” of grid being reserved for private projects, which Magoro acknowledged could advance more rapidly than is possible under the REIPPPP, partly because the REIPPPP projects are backed by a government guarantee and were, thus subject to conditions relating to ownership, local content and socioeconomic development. Eskom transmission MD Segomoco Scheepers said the Grid Code dictated that Eskom provide non-discriminatory access to the network and it could, thus, not reserve grid access for REIPPPP projects where an interest had been shown but where no financial commitment had been made. Eskom also had no queuing system for grid access, which left the BW6 projects vulnerable, as they were unable to apply for budget quotes before being awarded preferred-bidder status, with only cost estimate letters required for bid submission. In the event, the capacity initially indicated to be available in Eskom's Generation Connection Capacity Assessment was no longer available by the time BW6 bidders were in a position to make such commitments. Scheepers insisted that Eskom had both short- and long-term plans to extend and strengthen the grid, which is necessary to connect and transport much-needed new generation capacity, especially in the Cape provinces. Eskom's latest Transmission Development Plan points to the need for a significant acceleration in grid-related investments to facilitate the integration of 53 GW of new generation capacity, mostly renewables, over the next ten years. Covering the period from 2023 to 2032, the latest edition of the plan, which is published yearly, points to the need for the construction of 14 218 km of new high-voltage transmission lines over the period. It also outlines the need for the deployment of 170 transformers, with a capacity of 105 865 MVA, along with 40 capacitors and 52 reactors to support stable and reliable grid operations and the integration of new generation c...

Eskom transmission MD Segomoco Scheepers said the Grid Code dictated that Eskom provide non-discriminatory access to the network and it could, thus, not reserve grid access for REIPPPP projects where an interest had been shown but where no financial commitment had been made. Eskom also had no queuing system for grid access, which left the BW6 projects vulnerable, as they were unable to apply for budget quotes before being awarded preferred-bidder status, with only cost estimate letters required for bid submission. In the event, the capacity initially indicated to be available in Eskom's Generation Connection Capacity Assessment was no longer available by the time BW6 bidders were in a position to make such commitments. Scheepers insisted that Eskom had both short- and long-term plans to extend and strengthen the grid, which is necessary to connect and transport much-needed new generation capacity, especially in the Cape provinces. Eskom's latest Transmission Development Plan points to the need for a significant acceleration in grid-related investments to facilitate the integration of 53 GW of new generation capacity, mostly renewables, over the next ten years. Covering the period from 2023 to 2032, the latest edition of the plan, which is published yearly, points to the need for the construction of 14 218 km of new high-voltage transmission lines over the period. It also outlines the need for the deployment of 170 transformers, with a capacity of 105 865 MVA, along with 40 capacitors and 52 reactors to support stable and reliable grid operations and the integration of new generation c...

Live de Zamora como cabeza de cartel) lo cierto es que se aventuraba difícil no abalanzarse con fuerte síndrome de abstinencia sobre el directo que prepararon los teoutones en torno a la celebración de su trigésimo aniversario (30 Years Of Amazing Awesomeness).GAMMA RAY cumple 30 años en una época difícil La complicada situación que vive el sector musical derivada de la crisis del coronavirus, dejando sin trabajo en directo a músicos, técnicos, promotores y empresas relacionadas con el sector, ha motivado buscar alternativas para no parar por completo su actividad. Si ya hemos visto unos cuantos directos en España (antes del segundo rebrote de Covid-19) donde se cumplían a rajatabla los protocolos de seguridad, -no, ese de TABURETE, NO- la opción de las actuaciones especiales vía streaming ha sido una de las actividades a las que más se han sumado los grupos para añadir unos cuantos euros a sus malogradas cuentas de este fatídico año.El retorno de Ralf Scheepers GAMMA RAY ha cumplido 30 años como formación en este 2020 y visto el éxito que tuvo la gira de HELLOWEEN reencontrando a todos sus miembros en activo debió de incentivar este encuentro donde el plato fuerte era, sin lugar a dudas, la colaboración del primer vocalista de la formación, Ralf Scheepers. Cómo seria la cita era un misterio, y lo que nos tendrían preparado, toda una sorpresa; tanto para bien como para mal, no es lo mismo acudir a una fiesta como esta con todas las galas metaleras y junto a buena compañía que a verlo en pelotas desde el sofá, con cerveza fresquita directa de la nevera y con la comodidad del sonido e imagen de nuestras televisiones de ultimísima generación. ¿Funcionaría el invento?Con un repertorio ajustado a la protocolaria hora y cuarenta y cinco minutos (qué se le va a hacer) la banda descargó, de la mejor de las maneras posibles, todo su puñado de himnos históricos, jugueteó en el escenario capeando el problema de actuar en un recinto cuasi vacío (los únicos asistentes eran los pases VIP que contemplaban el show desde zonas habilitadas para ello) si bien es cierto que la cosa no dejó de ser en gran medida un concierto muy normalito de los que siempre les hemos podido ver, a lo que hay que sumar que Kai ya no está para dar trotes y gritos y por ello reparte las tareas vocales en Frank Beck, quien asume de la forma más digna que pueda verse el papel de segunda voz de apoyo en las tablas. En el apartado técnico tuvimos de todo. Desde el impacto inicial de escuchar un sonido totalmente crudo, directo desde la mesa y con los arreglos del momento hasta nuestras casas, sin la posproducción con la que se solventan todos los problemas que surgen en el escenario, hasta errores de sonido en las primeras partes en la guitarra de Henjo. La cobertura ser realizó con multicámara, con una realización muy cuidada y toda la parafernalia que se podría esperar de una cita como esta. Es curioso que el sonido de los teclados en este concierto fuese protagonista principal en muchas de las canciones, cuando por lo general por el barullo del directo en los recintos perdemos esos matices, por lo que este encuentro también nos dio unas cuantas buenas canciones de la banda con unos detalles que no habíamos apreciado antes. Temas de ayer, hoy y siempre de GAMMA RAY El setlist no sorprendió hasta la aparición de Scheepers, siendo hasta ese momento correcto y de sota caballo y rey. No se centraron en hacer un repaso en la historia de la banda (algo que pudieron pensar muchos) sino que prefirieron atacar sus trallazos históricos, y con ellos nos deleitaron. Comenzando por la obligada "Dethrone Tyranny" y la consabida "New World Order", le dieron énfasis en los primeros compases a su actividad más reciente, descargando también "Avalon", "Master Of Confussion" y "Empathy". Tras esto tuvimos el primer salto temporal fuerte, yendo directos a los sonidos de "Rebellion In Dreamland" y "Land Of The Free". Hasta ese momento, se podía apreciar en Kai un cierto tono de resignación, como sabiendo que lo que venía a mitad de noche era lo importante y que no íbamos a poder disfrutarlo como los fans y ellos mismos se merecían, y así fue. Tras los primeros 45 minutos de actuación hizo acto de presencia el gran invitado de la noche, siendo el primer momento en el que se pudieron escuchar los gritos y aplausos desde las salas VIP del recinto que acompañaban a los músicos. Visiblemente emocionado, Ralf dio paso a las seminales "Lust For Life" y "One With The World", dejando clarísimo que su estado de voz superaba con creces a lo que Kai y Frank pueden ofrecer en las canciones que requieren tonos agudos y constantes. La gran sorpresa de la noche, sin lugar a dudas, fue la interpretación de la balada "The Silence" que con ese rollo tan QUEEN que ha destilado siempre dejó grandes imágenes de los dos miembros originales de la formación ante el respetable repartido por todo el mundo via online.Llegados a este punto podríamos decir que entrabamos en la zona de primeros bises, abandonando Ralf la tarima y preparando la banda dos de las descargas más largas de la noche; comenzaron con "Armageddon", recordando que lo que ha sucedido con el coronavirus es un fin del mundo como lo conocemos en toda regla, y dejando un bueno momento de solo de teclado para los asistentes. Finalizada esta, Scheepers se reincorporó a la formación y atacaron la larga, meritoria, carismática y definitoria "Heading For Tomorrow", 15 minutos de auténtico GAMMA RAY en directo. Qué duda cabe que desde hacía mucho ya estábamos por completo metidos en el directo, aún estando en la distancia y en nuestras casas, vibrando con cada una de las descargas de esta tropa. Por desgracia, ya todos calientes y dentro del juego, sonidos de tormenta anunciaban el final de la noche: "Send Me A Sign" se encargó de finiquitar la noche, tema en el que también participó el vocalista original, dejando ese momento como uno de los mejores de la cita. Y tan pronto estamos dentro de la propuesta como la triste realidad nos golpea con fuerza. Sí, este concierto había sucedido; eran casi las 10 de la noche del 27 de agosto y habíamos recibido un regalo como fans de la formación y asistido a un encuentro familiar y cálido para Hansen y Scheepers. Y también se ha dado de la forma en la que han tenido que ofrecerlo por las circunstancias sanitarias en las que nos encontramos.Acusamos al acabar la retransmisión de un sabor amargo, un regusto que tarda en quitarse: hemos bebido con ansia de la botella de cerveza y los posos han tocado nuestras papilas gustativas, devolviéndonos a la realidad: la situación es muy jodida y la música en directo va a tardar mucho tiempo en volver a mostrar signos de regresar a una actividad relativamente normal. Hoe maken we modellen om de werkelijkheid beter te analyseren en recht te doen aan alle ingewikkelde interacties tussen mensen in hun gemeenschap, in hun context? Daarover ga ik eens niet in gesprek met iemand van een gemeente of uit de politiek. Nee, ik ben dit keer bij het UMC Utrecht voor een gesprek met Floortje Scheepers. Ze is kinder- en jeugdpsychiater en  hoogleraar Innovatie in de GGZ. Vorig jaar schreef ze ‘Mensen zijn ingewikkeld'. Een bijzonder boek, waarin ze wetenschappers en ervaringsdeskundigen vraagt om te reflecteren op haar vak. Ze houdt een pleidooi voor het erkennen en verdragen van complexiteit: een alles oplossend model bestaat gewoon niet, hoe graag we dat ook willen, zegt ze. Het leven is niet een puzzel met een oplossing.Ik zie allerlei overeenkomsten tussen haar zoektocht in de gezondheidszorg en die in ons lokaal bestuur, en echt niet alleen in het sociaal domein maar ook gewoon bij wijkontwikkeling.Het is een zoektocht naar kwaliteit die recht doet aan mensen, naar normen en standaarden die helpen en niet onnodig knellen, en naar indicatoren waarmee je niet alleen bewijst dat je iets hebt gedaan, maar vooral dat het heeft gewerkt. Jaarlijks komen er 1.2 miljoen aanvragen binnen bij ggz-instellingen. Niet al die aanvragen horen binnen de ggz thuis; problemen kunnen aan de voorkant opgelost worden als de hulpvrager gedegen hulp krijgt van bijvoorbeeld de huisarts of het sociale team van de gemeente. Onze gasten:  Ruth Peetoom, sinds 1 september voorzitter van de Nederlandse ggz.   Floortje Scheepers, hoogleraar Innovatie in de Geestelijke Gezondheidszorg, als hoofd van de afdeling Psychiatrie verbonden aan het UMC Utrecht en voorzitter van de Kwaliteitsraad van het ZorgInstituut Nederland.    De ggz is aan herziening toe, pleiten onze gasten. Het individu (met mentale klachten) wordt nu vaak probleemeigenaar gemaakt en dat lost weinig op. Want mentale ontregeling is het gevolg van interacties met de buitenwereld. Iemand kan bijvoorbeeld depressieve- en spanningsklachten hebben door schulden en huisvestingsproblemen. Als gemeente en woningstichting betrokken zijn en dat probleem oplossen, is er veel leed te voorkomen.  Ook pleiten ze voor een discussie wat 'mentale gezondheid' inhoudt. Daar hoort het besef bij, dat niet alles in het leven mooi en maakbaar is, zoals bijvoorbeeld sociale media schetsen. Floortje Scheepers is kind- en jeugdpsychiater en hoogleraar innovatie in de GGZ aan het UMC Utrecht. Vanaf haar jonge jaren als psychiater zette Floortje regelmatig vraagtekens bij de modellen en protocollen in de GGZ. Want, als alle modellen en richtlijnen in de GGZ écht zouden werken, dan zouden niet zoveel mensen zoekende blijven. Volgens haar moeten we accepteren dat mensen ingewikkeld zijn en in de psychiatrie ophouden met ze te willen ordenen en vangen in labels. Mensen zijn adaptieve, complexe wezens die, als zij ontregelen, in verbinding met de ander tot herstel kunnen komen – ook als we de oorzaak van die ontregeling nooit helemaal kunnen doorgronden. Hier is ‘n unieke geleentheid om ‘n verskil te maak... Die dierewelsynsorganisasie TEARS in Kaapstad nooi slaapkouse vir 'n oorslaapaand om fondse in te samel. Die woordvoerder, Wendy Scheepers, sê deelnemers sal vroegaand by hul skuilings moet aanmeld om 'n aand van gasvryheid, versorging van die diere en 'n heerlike plant-gebaseerde aandete te geniet. Scheepers sê die geleentheid sal drie Saterdae in November plaasvind – die 13de, 20ste en 27ste:

Te gast is hoogleraar psychiatrie Floortje Scheepers en we spreken naar aanleiding van haar boek Mensen zijn ingewikkeld. Floortje schreef het boek omdat zij zich zorgen maakt over hoe de taal van de psychiatrie, de biomedische en brain based taal en het denken in termen van gemiddelden en modellen, zo veel onderdeel is geworden van het denken van veel mensen in onze samenleving.  Gevolg is dat we het menselijk karakter in bv. de geestelijke gezondheidszorg uit het oog verliezen, met alles wat daarbij hoort, zoals onze ervaringen, gevoelens, betekenissen, biografie en onze interacties met anderen en met wat we tegenkomen in het leven. Haar boek en ons gesprek is een pleidooi tegen de maakbare mens, tegen de maakbare samenleving en tegen de maakbare wetenschap. Denk niet in reductionistische termen van fixen van individuen en problemen, maar in inclusieve termen van collectieve intelligentie, interactie en dialoog. Iedereen, alle perspectieven en ook het tonen van kwetsbaarheid, zijn nodig om samen mens te zijn. Voor kinderen en jongeren in het onderwijs wenst Floortje dat er aandacht is voor hun positieve mensontwikkeling. Richt je niet zozeer op hun leeropbrengsten, maar op hun positieve ervaringen als mens. Daarbij hoort ook het leren omgaan met negatieve ervaringen en tegenslag. Ze wenst leidinggevenden toe dat je aandacht hebt voor de collectieve wijsheid en dat je daarbij ook oog hebt voor collega's die misschien voor jou ongewenst gedrag vertonen. Als je nieuwsgierig luistert en doorvraagt, geven ook zij waardevolle inzichten aan het team. Haar leestip is het boek Helgoland van Carlo Rovelli dat haar de rustgevende ervaring gaf dat we allemaal een onderdeel zijn van een groter geheel. It's an amazing to think that back in 2017 I was thinking about this podcast and whether I should go ahead and cover a topic that was missing on both iTunes and general podcasting. Jumping in and starting in October 2017, the plan was to follow the war as it wound its way through the next three or so years. Now we're on episode 100! We're now well into year two and this podcast series will wrap up at the same time as the Boer war - in May next year. I've tracked the incidents, events and issues through the war on a week by week basis so we're now in August 1901 and as you heard last week, Breaker Morant and his murderous Bushveld Carbineers have been busy across the north of the Transvaal. In the Free State, hundreds of Boers are beginning to arrive close to the Cape Colony border where they'll join up with General Jan Smuts who has been riding from the Transvaal and plans an invasion into the colony. The winter temperatures begin to ease in August. South Africa's high veld as I've explained experiences quite bitter winters with below freezing conditions for most of June and July. However by mid to late August, winds begin to blow and the sun which has been angled low in the north starts rising earlier, setting later and warming everyone. Not a moment too soon. In the Concentration camps now dotted around the interior, the death rate has been creeping up. There are now officially 100 000 Boer civilians - mostly women and children, who are incarcerated in these camps, with another 60 000 black civilians at least. These numbers are now known to have been conservative. Lord Kitchener had published his infamous proclamation of August 7th with an ultimatum to all the Boers' political and military leaders from commandants down to the heads of what he called ‘armed bands'. Anyone who hadn't surrendered by 15th September would be exiled from South Africa for life. What's more, those who had families in the Concentration Camps would be forced to pay for their maintenance which naturally meant their land and property would be seized. This would hit them where it hurt most, he thought. And of course, it would. But General Christiaan de Wet and other hardliners shrugged off Kitchener's threat. There were other ideas beginning to float around at this time. Why shouldn't the British rid themselves of the Boers altogether? This has an ominous sound to it, doesn't it? Kitchener ran his idea of rounding up all the Boers, women, children, old, young, from the camps as well as the 20 000 men in prisoner of war camps overseas. Why not pack these people off to a new region - Fiji perhaps? Willem Leyds had heard some of these wild plans before, but in August 1901 he was shocked when one of these wild plans came from a man by the name of Hyram Maxim. He was a 61 year-old American who had become a naturalised British subject and one of the last people that Queen Victoria had bestowed a knighthood before she died as I mentioned in an earlier podcast. The honour was conferred on Maxim as an inventor. He claimed to have invented the lightbulb, but that was debatable, but he had invented a number of machines including the mousetrap, the merry-go-round and, terrifingly, the machine gun. At the beginning of the letter dated August 1901, Maxim professed to be well disposed towards the Boers. Maxim wrote to Kruger that because of the British numerical superiority, they were inevitably going to win the war. But, there was a way out of this morass believed Maxim. And the horrible truth is that he was completely correct in his basic analysis. The British, by pure dint of their numerical and financial superiority, were going to win the war because they still wanted to win it. So what to do, thought Maxim? Simple, he said. The Boers were going to leave South Africa en masse to establish a new colony in the north of Mexico.

Deneys Reitz had broken his own leg in a freak accident and was still hobbling about, his compound fracture causing some pain. General de la Rey ordered him to a small medical camp behind the lines near Hartbeespoort which is west of Pretoria. There he was recovering when the British launched an attack on the Boers. Reitz saddled his horse and galloped to the ridge overlooking the British. But there was no much they could do - there were about 12 000 English versus 600 Boers. The casualties were light, although the British artillery were accurate enough and caused the Boers to fall back from ridge to ridge. By two in the afternoon the English gave up the chase. They rested their horses after the Generals' ironic speech, and then under the cover of dark rode further away. An amazing sight greeted the men as they crested a rise that night - it was called the Great Comet of 1901, Comet Viscara. But as they rode, a boyish voice from the darkness called out Vlug means retreat, another example of the sense of humour of soldiers making the best of a bad situation. The Royal Observatory in Cape Town, the Argentine National Observatory and the Government observatory in Perth Australia shared their scientific evaluation which put the Comet at 79 million miles from Earth. While the comet caused the Prophet van Rensburg some excitement, there was more excitement in the Cape. Kritzinger was back in the Midlands and causing trouble, while Gideon Scheepers was about to commit a war crime. He shot dead two black troops who'd fired on his men from a farmhouse, saying "it was a white man's war". He was to pay for that act with this life after being captured.
