Michelle argues that more should have been done in the wake of Cyclone Jasper's flood event, considering there is already a tax designed that funds such relief. The levy was introduced by former state premier, Anna Bligh, and according to their website the "Emergency Management Levy (EML) is applied to all Queensland property via council rates to ensure there is a sustainable funding base for fire and emergency services when Queenslanders are at risk during emergencies such as floods, cyclones, storms as well as fire and accidents."

The Australian Citizens Party, which campaigned for the current Senate inquiry into bank closures in regional Australia, today slammed Anna Bligh and the Australian Banking Association's new branch closure protocol. The ABA and the banks are pulling a swifty, trying to pass off their branch closure protocol as the solution to branch closures, when the only thing it even attempts to solve is their bad PR. First of all, the branch closure protocol is not new—the ABA has had a branch closure protocol for 20 years, following a recommendation of an earlier parliamentary inquiry. Did the previous version of the protocol stop banks from closing branches? Of course not—the banks adopt these instruments of self-regulation to pull the wool over the politicians' eyes. The new version of the ABA's protocol is the same. It doesn't stop branch closures; it simply requires banks to ‘communicate' the closures better. This was one of the pathetic recommendations of the Regional Banking Taskforce. Whenever ‘better communication' is a recommendation from a government inquiry, it's simply a politician's cop-out. The Regional Banking Taskforce was the Coalition's pre-election stunt to make it appear that they were addressing this crisis of mass bank closures, but they stacked the taskforce—8 of the 11 members represented banks. No wonder it gave the banks the green light to accelerate their branch closures! The current Senate inquiry is proving that Anna Bligh's ABA was gaslighting the community about the reasons for branch closures, and that the banks are not justified in closing branches at all. Anna Bligh is all over Australia running the banks' line that customers are ‘overwhelmingly jumping into the opportunity of digital banking', BUT the Senate hearings and an examination of the ABA's and banks' statistics tell a very different story. The Finance Sector Union testified on behalf of bank staff at the hearing in Sale in Victoria in March that the banks are putting their staff under intense pressure to sign up all of their customers to online banking. The staff report they aren't allowed to mark on the customers' record if they decline, so the customers who don't wish to bank online get asked repeatedly—actually harassed! And NAB's figures prove that the banks are only interested in meeting targets, not whether their customers are comfortable with their banking options. NAB's fact sheets for closed branches show they close the branch when around 90 per cent of customers are ‘registered' to bank online, even though, by NAB's own figures, only a quarter of them are regular online users. Meanwhile, Anna Bligh's ABA has started producing meaningless statistics that show only 1 per cent of bank ‘interactions' are now at branches. But interactions include literally every time someone opens a banking app, even just checking their balance multiple times a day. It reflects an explosion in technology-driven interactions, not a real decline in branch visits. But it's a stat for Anna Bligh, the banks and politicians to wave around to justify the banks' agenda of forcing, not following, their customers into what is, especially for elderly customers, the risky world of digital banking, by taking away the reliable alternatives of branches, ATMs and cash. The truth is coming out in the Senate inquiry, the Senate inquiry has proven that bank branches are profitable, and has forced Westpac to reverse the closures of eight branches. The Senators are also talking about the need for a public bank to guarantee banking services and force the Big Four to compete.

Ms Bligh told Liam that "customers are voting with their feet," preferring their mobile phones as their own personal ATM. “Increasingly Australians are banking on their phones, they are paying for their goods and services via online services or their tap and go card,” she said. "Less and less of us are using cash to pay anything. Many of us don't even keep cash on us." Today, experts reveal the tips and tricks spin doctors use to shape the political messages you’re hearing every day - especially during election campaigns. Remember in the olden days – as in, a few elections ago – we used to have a fairly set election campaign period of usually about six weeks? Now, of course, politicians seem to always be in campaign mode. They’re not doing that all by themselves, of course. There’s a small army of spin doctors, social media strategists, political campaign advisers and press secretaries behind the scenes, finessing every utterance so it fits with the overall campaign strategy. And that’s what we are talking about on the podcast today – the art of political spin. ANU/Canberra Times meet the author event with Anna Bligh in conversation with The Hon Tanya Plibersek MP Anna Bligh knows something about hard knocks and high walls. She was raised by a single mother in the working class Gold Coast, a young girl with a soon-to-be-estranged dad who struggled with alcoholism. She spent over 17 years in the rough and tumble of the Queensland Parliament (seven of them as either Deputy Premier or Premier). In 2011, she led Queensland through the devastation of Australia's largest natural disasters. Her Party then lost the 2012 State election and Anna stepped down to start a new life, only to find herself diagnosed with cancer. Writing with her trademark honesty, warmth and humour about the challenges that public and private life have thrown her, Anna reflects candidly - as a wife, mother, daughter, friend and political leader - on the lessons of leadership, resilience, community and family. Anna Bligh became Deputy Premier of Queensland in 2005 and Premier in 2007. In March 2009 Anna made history, becoming the first woman to lead a party to victory in a State election in Australia. After losing the election in 2012, she stepped down and is now the CEO of the NSW YWCA. Anna Bligh was joined in conversation by The Hon Tanya Plibersek MP, Federal Member for Sydney, Shadow Minister for Foreign Affairs, and Deputy Leader of the Opposition in the Australian Parliament.

Geoffrey Ebert is the Managing Partner of Finemore Walters & Story solicitors based in Bundaberg. The firm Finemore Walters & Story is a typical regional practice having 3 partners, 4 employed solicitors and a total workforce of approximately 35 people. Geoff commenced legal practice in a midsized Brisbane firm and after several years of practice in Brisbane city, relocated to Bundaberg approximately 20 years ago. Geoff is a member of the last generation of generalists who practice across a broad area of general services and enjoys the challenge of providing advice across nearly the whole spectrum of general legal services used by the public.In addition to day to day general practice, Geoff has a strong interest in legal management theory and has watched keenly the trends that have developed in the legal industry over the last 20 years. Outside of the law Geoff has a strong interest in most sports in particular, AFL and is currently an employee of the Brisbane Lions Football Club as a part-time development coach. Paul Lucas, aged 52, served in the Queensland Parliament for 16 years, 11 as a Minister including 4 years as Deputy Premier to Anna Bligh. He has served in a range of Portfolios far wider than most other Ministers, State or Federal. His portfolios included: Innovation and Information Economy; Energy; Transport and Main Roads; Infrastructure and Planning; Health, Attorney-General, Local Government and Planning and Special Minister of State. He holds Bachelor’s Degrees in Economics and in Laws, an MBA, and a Masters in Urban and Regional Planning. He is currently undertaking a Ph.D. at the University of Queensland on the 1970 Wilbur Smith South East Qld Public Transport Plan and infrastructure and public transport institutions established since then. He was a solicitor in private legal practice before election to Parliament. He is a Nationally Accredited Mediator (and member of the Australian Mediation Association); a Fellow of the Australian Institute of Company Directors, holds an RG146 Superannuation qualification, and is a Chartered Member of the Institute of Logistics and Transport. He provides specialist lecturing and training to The University of Queensland in International Training at a Government level for countries such as China, Indonesia, Thailand and Vietnam. He lectures and tutors undergraduate and postgraduate students at The University of Queensland and is an Adjunct Professor in the School of Law and Business at Australian Catholic University. He is a Non-Executive Director of Airservices Australia and chairs its Board Environment Committee. He serves on the Board of the Australian College of Optometry. He has 4 adult children and his partner is Alison Smith – a Walkley finalist journalist (for her reporting of the 1996 Port Arthur Massacre). He enjoys music and reading and all forms of oblong football. He is a qualified and practising, rugby union referee. Charles Hartley qualified in the UK and began practice in 1993. He worked in a panel firm in London specialising in medical and insurance litigation for over 10 years before being admitted to practice in Australia in 2007. He has worked in both public and private practice in Brisbane. In his current role as Head of Legal Services Metro North Queensland Health Charles handles general healthcare matters including ethical issues, coronial inquests, responses to the HQCC/AHPRA and the Health Ombudsman. He also deals with litigation matters, consent and capacity issues and regularly delivers seminars. He was responsible for arranging a ground-breaking mock inquest which filled the RBWH lecture theatre with over 300 attendees.

Queenslander's will have a chance to pass judgment on the Bligh-Beattie Labor government at the polls on 21 March - and to respond to the newly minted, hybrid conservative Liberal National Party led by Lawrence Springborg, out for his third trot around the paddock seeking the Sunshine State premiership. If she can hold off the LNP challenge during a global financial crisis while presiding over a chronic deficit in state-wide infrastructure, Anna Bligh would become the first woman elected to office as a state premier. How different is Queensland from the rest of Australia in 2009? And how divided between south-eastern urbanites and more traditional rural and regional voters?
