Le retour chez eux est-il possible pour les Kurdes de Syrie réfugiés au Kurdistan irakien voisin ? Ils sont 300 000 à y vivre depuis plus de dix ans, dans des camps pour la plupart. Soulagés par la chute du régime de Bachar el-Assad, ces réfugiés sont néanmoins inquiets de la place qui sera faite aux Kurdes dans une Syrie en gestation. Tandis que des tractations politiques intenses ont lieu pour définir les contours que pourrait y prendre l'autonomie kurde. Ayaz, 29 ans, fait défiler les pages d'un album qu'il garde précieusement au fond d'une armoire. « Ce sont nos photos de famille. Ces albums sont les souvenirs qui nous restent de la Syrie et que nous avons pu emporter avec nous. C'est la seule chose qui nous relie à la Syrie. Avec la guerre, il y avait deux options : devenir un meurtrier ou bien se faire tuer. J'ai pris la meilleure décision ou en tout cas la plus sûre, celle de quitter la Syrie. »Son exode le conduit de l'autre côté de la frontière, dans le camp de réfugiés de Kawergosk, au Kurdistan irakien. Dix ans ont passé et les tentes de plastique ont laissé place à des maisons de parpaings. Si les 1 800 familles kurdes syriennes qui vivent là ont célébré la chute du régime de Bachar el-Assad le 8 décembre dernier, aucune ne s'est empressée de prendre le chemin du retour. « Bien sûr que je vais rentrer, nous n'allons pas rester ici. Mais pour l'instant, la situation est trop mauvaise en Syrie, explique Ayaz. Je ne veux y retourner que si l'on construit un État civil et décentralisé, qui protège les droits de toutes les communautés syriennes, c'est-à-dire des Kurdes et de toutes les autres minorités. Il faut une protection constitutionnelle de nos droits, qui ne soit pas seulement des mots, mais qui se traduisent par des faits. »Ces attentes sont largement partagées par ces réfugiés. Mais pour les faire entendre aux nouvelles autorités à Damas, les factions politiques kurdes doivent afficher un front uni. Or, les habitants du camp ne se sentent pas représentés par les milices au pouvoir au Kurdistan syrien, réputées proches du Parti des travailleurs du Kurdistan, en guerre contre la Turquie.Accoudé à son échoppe de vêtements, Alan-Walid a justement quitté la Syrie à 14 ans, de peur d'être enrôlé contre son gré. « Dans les régions kurdes de Syrie, le parti politique en charge opère un recrutement forcé. Mais nous ne souhaitons pas nous battre pour un parti politique ou une idéologie. Nous souhaitons nous battre pour les Kurdes. Si les parties parviennent à s'unir, alors nous rentrerons nous battre pour la cause kurde, pour le Rojava », clame-t-il.Depuis plusieurs jours, les promesses de discussions vont bon train entre ces milices qui administrent le Kurdistan syrien et l'opposition, principalement exilée, en Irak. Cependant, pour cette jeune femme croisée dans l'allée principale du camp, ces négociations ne suffiront pas à la faire rentrer chez elle. « Si nous retournons en Syrie, nous n'aurons plus rien. Nous finirons à la rue. Ici, au moins, nous possédons une maison, nous vivons au jour le jour. Je sais qu'il faudrait encore dix ans à la Syrie pour se reconstruire et revenir à la situation antérieure à la guerre. Et peut-être que ça n'arrivera jamais », soupire-t-elle.Au-delà de ces tractations politiques fragiles, les bombardements turcs et les combats entre les forces kurdes syriennes et les mercenaires soutenus par la Turquie se poursuivent. Con la visita inédita Damasco de los cancilleres de Francia y Alemania, el nuevo poder de facto en Siria cierra una semana de intensa actividad diplomática en la que estrechó de manera oficial los vínculos con Arabia Saudita, pero también dejó claro que mantendrá relaciones con Irán y Rusia. Atrapada en medio de las tensiones entre Israel e Irán, con la dramática situacion de Gaza al frente y bajo la presión de Turquía por tener en casa a los kurdos apoyados por Estados Unidos, la Siria post Assad le apuesta a la neutralidad en política exterior.Entrevistado por Radio Francia Internacional, Ignacio Gutiérrez de Terán, profesor de Estudios Árabes e Islámicos de la Universidad Autónoma de Madrid, analiza la postura regional que defiende la coalición rebelde liderada por el grupo islamista Hayat Tahrar Al Sam (HTS) en el gobierno de Damasco  desde hace un mes.      RFI: ¿Cuál es la estrategia que subyace al discurso de neutralidad promovido por el líder rebelde Ahmed al Sharaa y quien dirige a Siria tras derrocar a Bashar al Assad?Ignacio Gutiérrez de Terán: No se puede entender la nueva relación de Arabia Saudíta con Siria sin tener en cuenta el marco geoestratégico y, sobre todo, la postura de Estados Unidos. Desde el primer momento, Washington ha mostrado una actitud conciliadora y de expectativas que llevóֶ a sus aliados en la zona, empezando por Arabia Saudí, a superar en principio algunas de sus primeras objeciones, entre ellas el supuesto nivel de relación que podría haber entre estos nuevos grupos que dirigen Siria y la formación de los Hermanos Musulmanes que, como se sabe, es archienemiga de Arabia Saudí. La coalición que gobierna a Siria, por definición, no es miembro de los Hermanos Musulmanes. Pero existía ese temor.Creo que Arabia Saudí ha superado su postura inicial y quiere mantener a Siria fuera del eje de apoyo a Irán. Desde el punto de vista estadounidense, también interesa evitar cualquier tipo de acercamiento de Siria hacia Irán. Es muy habitual en la política regional, cuando hay un cambio de equilibrios en las alianzas, intentar atraer al nuevo elemento hacia una alianza más proclive a los intereses saudíes.Con Dios y con el diabloRFI: La prevención y la acción de Riad no evitó, sin embargo, que Ahmed al Sharaa dijera -justamente frente a la cadena saudí Al Arabiya-  que Siria no puede dejar de tener relaciones con Irán porque es un país muy importante en la región. ¿Hasta dónde puede el nuevo poder sirio lestar con dios y con el diablo, sea cualquiera de los dos, el dios y el diablo?Ignacio Gutiérrez de Terán: Claro, eso es lo difícil de diferenciar. En realidad, lo que quiere Ahmed al Sharaa es evitar cualquier tipo de enfrentamiento directo, tanto con potencias regionales como internacionales. Recordemos que los dos pilares básicos del régimen de los Asad hasta diciembre pasado eran Rusia e Irán. Y de una forma inteligente, Sharaa ha tratado de dar a entender a ambos -a Teherán y Moscú- que no va contra ellos.Lo que intenta este nuevo gobierno es dar a entender  que Siria no es un problema ni una amenaza para nadie. Han intentado decírselo a los israelíes, se lo han dicho a los estadounidenses, a Turquía, por supuesto. Y quieren hacer lo mismo con Irán y con Rusia.El problema, como usted bien dice, es que hay muchos intereses contrapuestos y entrelazados y no sabemos muy bien hasta qué punto esta visión de neutralidad positiva de Siria se podrá mantener teniendo en cuenta la situación dramática en Gaza y la continua tensión entre Israel e Irán. Y Siria está precisamente en medio de los dos. Es un equilibrio muy difícil, pero desde luego van por esa línea y veremos cuánto tiempo dura.La espina kurdaRFI: Supongo cada uno de los actores regionales, de acuerdo a sus intereses, pedirá la no neutralidad de Siria en el momento actual.Ignacio Gutiérrez de Terán: Creo que Estados Unidos Rusia y Turquía y, sobre todo, Irán - que es la parte que más ha salido perdiendo con este cambio de gobierno-  pedirán que no haya ninguna tendencia de Damasco hacia un lado u otro.El primer gran expediente que ha de resolver ahora es la cuestión kurda por lo que corresponde a Turquía. Esa será la primera gran prueba porque los turcos parecen decididos a acabar con una presencia militar robusta en el bando kurdo y con la dependencia supuesta, según Ankara, que tienen los rebeldes kurdos o la entidad autónoma de Rojava con respecto al PKK y los que Turquía considera secesionistas kurdos en sus regiones. El gran problema aquí es que las fuerzas de defensa kurdas y las milicias kurdas tienen un apoyo directo de parte de Estados Unidos, condicionado a la lucha contra los grupos radicales islamistas.RFI:  En ese sentido, Ahmad al Sahara propone que estos rebeldes kurdos del noroeste apoyados por Estados Unidos, se integren al nuevo ejército sirio. ¿Es una jugada inteligente para calmar a Turquía o no?Ignacio Gutiérrez de Terán: No creo que vaya a tener mucho resultado puesto que las propias milicias kurdas no son muy receptivas a este tipo de propuestas. Habría que ver quién comanda esos batallones, brigadas o divisiones y qué tipo de despliegue tienen. Y esto no está nada claro.Tampoco creo que Turquía se contente con algo que no sea medidas concretas. Ankara ya ha hablado de que se vayan los representantes de las milicias kurdas turcas y de que no haya ningún tipo de relación con el PKK ni con cualquier otro tipo de formación kurda que opere en Turquía. Y también está intentando evitar que estas milicias se expandan más allá de lo que son enclaves kurdos fácilmente controlables.Por eso digo que es el gran asunto espinoso, el primero de los varios que tiene que resolver el nuevo gobierno sirio. Y veremos cómo van las negociaciones a tres bandas con Ankara, con Estados Unidos y con las propias milicias kurdas. Desde luego está habiendo combates. Sabemos que hay enfrentamientos en la zona del noreste, entre divisiones armadas partidarias del gobierno y grupos kurdos.

Three weeks after the fall of the Bashar Assad dictatorship, the only fighting in Syria remains between Arab and Kurdish militias—holding grim potential for destabilization of the democratic revolution. Kurds had been persecuted and even denied citizenship under the Assad regime, but the invasion of their autonomous territory of Rojava by the Turkish-backed rebels of the Syrian National Army (SNA) drove them into a paradoxical tactical alliance with the dictatorship. The tragic situation in Burma's Rakhine state mirrors this disturbing reality. The Muslim Rohingya people had been persecuted, denied citizenship and finally targeted in a campaign of genocide by the military, but are now facing attacks by the Buddhist-supremacist rebels of the Arakan Army—driving some Rohingya into a paradoxical tactical alliance with the military junta. It is under a transitional government and comprises 14 governorates. Damascus is the capital and largest city. With a population of 25 million across an area of 185,180 square kilometres (71,500 sq mi), it is the 57th most populous and 87th largest country.The name "Syria" historically referred to a wider region, broadly synonymous with the Levant and known in Arabic as al-Sham. The modern state encompasses the sites of several ancient kingdoms and empires, including the Eblan civilization of the 3rd millennium BC. Damascus and Aleppo are cities of great cultural significance. Damascus was the seat of the Umayyad Caliphate and a provincial capital for the Mamluk Sultanate in Egypt. The modern Syrian state was established in the mid-20th century after centuries of Ottoman rule, as a French Mandate. The state represented the largest Arab state to emerge from the formerly Ottoman-ruled Syrian provinces. It gained de jure independence as a parliamentary republic in 1945 when the First Syrian Republic became a founding member of the United Nations, an act which legally ended the French Mandate. French troops withdrew in April 1946, granting the nation de facto independence.The post-independence period was tumultuous, with multiple military coup attempts shaking the country between 1949 and 1971. In 1958, Syria entered a brief union with Egypt, which was terminated in the 1961 coup d'état and was renamed as the Syrian Arab Republic in constitutional referendum. The 1963 coup d'état carried out by the military committee of the Ba'ath Party established a one-party state and ran Syria under emergency law from 1963 to 2011, effectively suspending constitutional protections for citizens. Internal power-struggles within Ba'athist factions caused further coups in 1966 and 1970, which eventually resulted in the seizure of power by Hafiz al-Assad. He effectively established an Alawite minority rule to consolidate power within his family. After Assad's death, his son Bashar al-Assad inherited the presidency in 2000.Since the Arab Spring in 2011, Syria has been embroiled in a multi-sided civil war with involvement of different countries, leading to a refugee crisis where more than 6 million refugees were displaced from the country. The Islamic State (IS) militant group captured many Syrian cities in 2014–15, in response to which the United States launched an international coalition that territorially defeated IS in Syria. Thereafter, three political entities – the Syrian Interim Government, Syrian Salvation Government, and Rojava – emerged in Syrian territory to challenge Assad's rule. In late 2024, a series of offensives from a coalition of opposition forces led to the capture of several major cities, including Damascus, and the fall of Assad's regime.A country of fertile plains, high mountains, and deserts, Syria is home to diverse ethnic and religious groups. Arabs are the largest ethnic group, and Sunni Muslims are the largest religious group. Up until the capture of Damascus by rebel forces, it was the only country governed by neo-Ba'athists. The neo-Ba'athist government was a totalitarian dictatorship with a comprehensive cult of personality around the Assad family and attracted widespread criticism for its severe domestic repression and war crimes. Being ranked 4th worst in the 2024 Fragile States Index, Syria is one of the most dangerous places for journalists. Freedom of the press is extremely limited, and the country is ranked 2nd worst in the 2024 World Press Freedom Index. It is the most corrupt country in the MENA region and was ranked the 2nd lowest globally on the 2023 Corruption Perceptions Index. After months of crackdown by the government's security apparatus, various armed rebel groups such as the Free Syrian Army began forming across the country, marking the beginning of the Syrian insurgency. By mid-2012, the insurgency had escalated into a full-blown civil war.Rebel forces, receiving arms from NATO and Gulf Cooperation Council states, initially made significant advances against the government forces, who were receiving financial and military support from Iran and Russia. Rebels captured the regional capitals of Raqqa in 2013 and Idlib in 2015. Consequently, Iran and Russia launched separate military interventions in support of the Syrian government in 2014 and 2015 respectively, shifting the balance of the conflict. By late 2018, all rebel strongholds except parts of Idlib region had fallen to the government forces.In 2014, the Islamic State won many battles against both the rebel factions and the Syrian government. Combined with simultaneous success in Iraq, the group was able to seize control of large parts of Eastern Syria and Western Iraq, prompting the U. S.-led CJTF coalition to launch an aerial bombing campaign against it, while providing ground support and supplies to the Kurdish-majority Syrian Democratic Forces. Culminating in the Raqqa and Deir ez-Zor offensives, the Islamic State was territorially defeated by late 2017. In August 2016, Turkey launched a multi-pronged invasion of northern Syria, in response to the creation of Rojava, while also fighting the Islamic State and government forces in the process. Between the March 2020 Idlib ceasefire and late 2024, frontline fighting mostly subsided, but was characterized by regular skirmishes. Heavy fighting renewed with a major rebel offensive in the northwest led by Tahrir al-Sham in November 2024, during which Aleppo and Hama were seized. Episode #258: On this special day of August 8th, the anniversary of 8888, we bring you a story of freedom.Azad's mission is a testament to the enduring spirit of international solidarity and the fight for democracy. An internationalist from the USA, Azad's journey began in the heart of the Rojava revolution in northeastern Syria, where he spent four years aligning with the Kurdish-led Syrian Democratic Forces (SDF). This experience deepened his commitment to revolutionary causes and honed his skills as a fighter and trainer. Motivated by a sense of duty to support oppressed peoples, he transitioned to the conflict in Myanmar, embedding himself in the resistance movement in Chin State. Azad's mission in Myanmar is multifaceted, focusing on providing advanced sniper training and enhancing the operational capabilities of local resistance fighters. Despite the challenges, including limited resources and harsh conditions, efforts like Azar's are crucial in helping level the playing field against the well-armed—though demoralized— Burmese military forces. His training emphasizes the importance of precision, technical expertise, and strategic acumen, aiming to transform motivated but inexperienced locals into effective combatants.“The revolution in northeastern Syria and the revolution that's going on here touch very much on the same wavelength, if you will,” he says. “People all over the world, they're looking at these revolutions that are happening. And the question is people; not governments, not states, not organizations. The question is people! When they're faced with dictatorship, when they're faced with tyranny, or when people come together and they want to fight for their own freedom for their own autonomy for their own self-determination … can they do it?”

In this episode, we're joined by Berivan & Anna from Defend Rojava. Berivan Omar is a Kurdish feminist activist and social ecologist who lives in Northeast Syria, and Anna Rebrii is an activist and author who is involved with the Emergency Committee for Rojava. They will be authoring a chapter in a book next year with AK Press titled “Rojava in Focus: Critical Dialogues” highlighting the successes and struggles the region has face since its autonomy.   We chat about the role agroecology has played so far in Rojava and the role it will continue to play as the region continues to grapple with the unique challenges it faces in the region.
