Avec des incohérences, des irrégularités ou encore un manque de contrôle pointés du doigt. Rapport biaisé, au vocabulaire tendancieux, répond le Conseil d'Etat qui a refusé sept des dix recommandations formulées par la Cour. Le commissaire aux finances, François Baertschi, était invité de Béatrice Rul, à 7h30,sur Radio Lac.C'est votre commission qui a demandé la Cour des Comptes, un audit sur l'attribution des mandats externes, par le Conseil d'Etat. Un rapport sévère, que n'a pas apprécié le Conseil d'Etat. Votre avis sur ce rapport?"Nous sommes ravis de cette étude sans concession de la Cour des Comptes. C'est vrai qu'elle a déplu à certaines personnes, en particulier au Conseil d'État et ça démontre sans doute qu'ils ont fait du bon travail. Je pense que c'est une remise en question qui est tout à fait excellente parce qu'il y a malgré tout des problèmes systémiques dans les attributions de mandats, ce sont des montants conséquents, on doit le faire avec beaucoup plus de précision et j'ose espérer, malgré le coup de colère du Conseil d'État, que le Conseil d'État se ressaisira et reprendra l'affaire en main"La Cour des Comptes explique dans son rapport: qu'il "n'est pas toujours possible de comprendre a posteriori les raisons qui poussent l'Etat à faire recours à un tiers et en quoi la dépense sert à atteindre des objectifs de politiques publiques". Ca veut dire que c'est au petit bonheur la chance?"C'est quelque chose qui date d'ailleurs de plusieurs décennies: il y a un peu une gestion aléatoire de l'État, c'est vrai qu'on fait de manière un peu imprécise, on se dit tiens on a besoin de faire telle tâche, tel travail, allez on va demander à tel prestataire externe de nous le fournir et il y a un manque un peu de précision, c'est un manque de culture politique je pense. On doit véritablement être de plus en plus sérieux dans l'attribution des mandats externes et non pas le faire un peu à la "one again", ce qui se fait malheureusement parfois".Il faut donc des règles plus claires pour éviter, toute dérive. Que va faire le Grand Conseil?"Il y a la commission de contrôle de gestion qui devrait reprendre la question. Il peut y avoir des demandes qui soient faites au Conseil d'État, le Conseil d'État va peut-être faire des propositions. Les responsables de la Cour des comptes qui ont fait l'audit étaient un peu désabusés. Ils disaient: nous nous retrouvons un peu comme un chevalier sans épée. Ils demandent au Grand Conseil d'intervenir, la balle est dans le camp des députés maintenant. Nous pouvons intervenir et je pense que le signal est très clair"

Urs Baertschi, CEO of P&C Reinsurance at global reinsurer Swiss Re joined us for this Artemis Live interview just in advance of the 2024 Monte Carlo Reinsurance Rendez-Vous event. Baertschi discusses Swiss Re's priorities for the end of year renewal negotiations, his view of reinsurance market conditions, the need to continue working to close insurance protection gaps, the role of alternative capital and insurance-linked securities (ILS) and much more. Speaking about what he expects to be on the agenda in Monte Carlo at the RVS, Baertschi told us, "Generally speaking, as we look at the environment, at the supply and demand dynamics, demand is up. Clients want to buy more reinsurance to de-risk their peak perils, and we're going to be in an active discussion around that as an industry." Moving on to speak about terms and conditions, Baertschi continued, "When you look at the risk sharing between the insurance industry and the reinsurance industry, there clearly was a lot of movement about a year and a half ago and 24 months ago around this and it has stabilised since then. "Primary insurance has caught up around the reality of what it means to have higher volatility in the frequency space as well." He added, "The risk landscape keeps evolving and so it's really important for our industry, end-to-end, to reflect that evolving risk landscape in the kind of products that we offer, in the rates that are being charged throughout, in the structures, in the wordings, and so these are all going to be discussions that we expect to kick-off in Monte Carlo, and then throughout the rest of the renewal season." Asked about key issues related to price adequacy, attachment points and his expectations for reinsurance capital providers to remain disciplined, Baertschi expects relative stability it seems. "We would expect the current environment, that we've seen so far this year, to maintain throughout the balance of the year as well," he explained. "This new-norm of more than $100 billion of insured losses from natural catastrophes is really here to stay, and that's a market reality. And the vast majority of that is driven by smaller events that should be picked up in the retention of the primary insurers. "So with all of that, the history, the financial results, how the balance between the insurers and reinsurers in the risk-sharing is finding itself in the market, we would expect the environment to remain largely similar to the discipline that we have seen so far this year." Cet accord permet d'avoir des restrictions d'embauche, à l'Etat, on peut le faire. Mais c'est quelque chose de nouveau et le Conseil d'Etat n'a pas voulu qu'on entre dans cette nouveauté. Il dépasse son rôle, il aurait dû demander au peuple. Maintenant, ce dossier va aller devant les tribunaux car nous allons faire recours. Il s'agit d'un abus démocratique (...), il y a une arrogance du Consiel d'Etat, dans cette législature. Il se croit tout puissant!".Cette mesure de limitation va prendre du temps:"Cela prendra le temps qu'il faut (...) Presque tous les états prennent en compte la domiciliation. Nous contestons le fait que l'Etat de Genève ne puisse pas faire ce qz'il veut en terme d'engagement. C'est une lecture fausse de l'accord sur la libre circulation".Le Grand Conseil souhaite également relancer le financement de P+R, en France:"Nous avons l'habitude d'aller contre vents et marées. On veut que la politique régionale se fasse d'une autre manière. On verse 350 millions de francs aux départements et communes de France voisine. Nous ne sommes pas opposés au P+R, mais nous n'avons pas à les financer".

Mais comment limiter, cette hausse?"Mauro Poggia et son homologue avaient proposé de cantonaliser la santé, il y a environ cinq ans. Pour gérer les caisses maladie, il faut le faire depuis les cantons. On veut une reprise de pouvoir des assurés sur ce qu'ils paient, savoir où part leur argent. Ce thème a été très mal défendu à Berne, particulièrement au Conseil des Etats. Je ne suis pas favorable au gel des primes, que propose la FRC, car il y a le risque de se retrouver aux poursuites mais les politiques doivent mettre le holà!" a expliqué François Baertschi, le président du MCG, sur Radio Lac.Autre priorité du MCG, pour ces élections: la neutralité:"Il y a un certain nombre de personnalité, dont le chef de l'armée, qui outrepasse son rôle! La neutralité c'est d'abord de la diplomatie, la Suisse doit rester crédible auprès de tous les pays, il n'y a pas que l'Europe. La place genevoise pourrait s'effondrer si on poursuit la politique d'amateur, de certains, au niveau fédéral".

Aujourd'hui, nous sommes une équipe soudée, unie" a assuré, sur Radio Lac, le président du MCG, Francçois Baertschi. "On a un très bon retour de la population, ce sont les autres partis qui ont du souci à se faire. Nous sommes partis dans une dynamique de gagnants!"Le MCG propose un Plan Marshall pour éviter d'avoir recours à la main d'œuvre frontalière:"C'est avoir suffisamment de places de formation pour les Genevois qui souhaitent devenir infirmier. Il faut mettre les moyens! La formation à Genève est catastrophique, beaucoup de jeunes sont perdus, sans horizon car le système genevois ne leur donne pas de débouchés. On est donc obligé d'importer une main d'œuvre de l'autre côté de la frontière"Le MCG se positionne, aussi, clairement, du côté des automobilistes:"On fait beaucoup pour les cyclistes mais il faut penser aussi aux automobilistes. Le MCG tient, samedi, son université d'été à la Praille. "On a un peu copié certains partis français (...) Nous avons déjà adopté cette formule pendant deux années, à la satisfaction de nos membres et nous recommençons cette année" a expliqué le président du MCG, François Baertschi, sur Radio Lac.Parmi les dernières propositions du MCG, la suppression de la TVA sur l'essence."Le prix de l'essence augmente et cela est un gros problème pour des habitants de notre canton (...) ce qu'il y a scandaleux c'est que nous payons des taxes sur des taxes. On a une taxe carburant sur laquelle nous payons une taxe supplémentaire. La TVA est très inégalitaire et ne prend pas en compte le niveau des revenus".Le MCG souhaite aussi intensifier l'électrification des taxis: tout achat de véhicule électrique par un chauffeur serait subventionné à hauteur de 12'000 francs jusqu'en juin 2024."Nous avons toujours eu une fibre écologiste (...) et nous voulons faire de Genève, la capitale des propositions écologiques mais pas de manière punitive comme le veulent les Verts. Il ne faut pas ennuyer les Genevois! On a voté une loi sur les taxis qui demande d'aller dans cette direction. Soit on applique la loi de manière hypocrite et on laisse des vieux taxis complètement pourris aller à travers Genève parce que les chauffeurs n'ont pas les moyens ; soit on se dit que l'on veut appliquer cette loi et on s'en donne les moyens! Il y des montants autrement plus considérables que l'on va dépenser, comme la rénovation énergétique des bâtiments, qui n'aura pas un effet aussi direct que les taxis".Les élections cantonales approchent et Mauro Poggia n'a toujours pas déclaré s'il était candidat:"On saura ça à l'automne mais Mauro Poggia n'est pas le seul au MCG. C'est une dynamique au sein du parti. Le député du Mouvement Citoyen Genevois, François Baertschi, estime que l'aide aux médias, en votation ce 13 février, n'est pas bien conçue. Elle cache une stratégie de Berne selon lui. Il n'est pas opposé à l'aide en soi, mais à la formule proposée.
La loi sur les logements sociaux a été durcie, par le Grand Conseil. Le délai de résidence est passé de deux à quatre ans, sans interruption sur les huit dernières années, pour pouvoir déposer un dossier. Le texte est soumis à référendum, le 13 février prochain.Une nouvelle loi qui va créer de nouveaux frontaliers? "Je ne pense pas qu'il y ait un rapport de cause à effet" a estimé le député MCG à l'origine du durcissement de cette loi, François Baertschi, sur Radio Lac. "C'est uniquement donné une priorité! Beaucoup de personnes sont mal logés à Genève, cherchent un logement social et sont sur liste d'attente. Le premier inscrit doit être le premier servi. Que quelqu'un qui vient d'arriver sur le canton, il y a 24 mois, puisse obtenir un logement social, c'est beaucoup trop court! Le système actuel est très néfaste car on favorise l'arrivée de personnes pour des logements subventionnés!"Une mesure qui concernerait aussi des Genevois, partis dans un autre canton, ou d'autres Suisses: "on n'a pas à attirer des Suisses à revenu modeste qui viennent d'autres cantons (...)
