Had this trip been undertaken prior to the Good Friday Agreement (or Belfast Agreement) of 10 April 1998, the Northern Ireland leg of the trip would have been skipped for fear of being collateral damage to car bombs and other violent sectarian activities. As it was, the two hours spent in Belfast seeing memorials and hearing the history from a person impacted by the Troubles, their term for the tumult, was, emotionally, easily my favorite part of the entire Ireland experience. I only wish it was much longer, like, the entire day longer. Even then I doubt I would have been satiated by the experience...

Stephen Grimason was the journalist who waved the Belfast Agreement on our television screens with the iconic quote: “I have it in my hand”. The former BBC political editor Stephen Grimson later became the head of Stormont's press operations. He passed away last week following a long illness. ILANA believes that America's open, even-energetic support for Israel's genocide in Gaza is a defining event in the annals of American foreign policy, and that this failure is qualitatively different from blunders that went before. It is immutable, eternal truth that: Right and wrong are universal, not relative. There are no tribal privilege clauses: Like gentiles, Jews are prohibited from mass murder. The Sixth Commandment (“Thou shalt not murder”) is neither opinion, nor is it optional. What Israel has visited on Gazans and their little enclave is irreparable, orgiastic mass murder and ethnic cleansing; a blitzkrieg whereby Gazans have been bombed, buried alive, then evicted for life. David pushes back by saying that Hamas are a terror group that should be wiped off the face of the earth but he also emphasises collective punishment is always wrong. Peace in Northern Ireland is widely recognised as one of the leading achievements of politics in recent decades.  The Good Friday, or Belfast Agreement, reached in 1998 by the British and Irish governments and most of the main Northern Ireland political parties brought an end to thirty years of violent conflict in which over three and a half thousand people were killed.It did so in part by establishing a system of power-sharing government.  A new Northern Ireland Assembly would be elected by proportional representation, so no one group could dominate. Within the new Northern Ireland Executive, representatives of Northern Ireland's two political traditions would have to work together.Over the years since the Agreement was reached, the power-sharing institutions have worked well some of the time. But for others they have worked badly or not at all. Since February 2022 their functioning has once again been suspended. Public anger at this situation is intense. Negotiations for restoring the institutions are ongoing. But, as yet, there has been no breakthrough.Indeed, the situation has become so grave that many think the future viability of power-sharing government is now in doubt. And there are suggestions that the settlement reached in 1998 may need to be revisited.In this episode we're joined by two experts:Alan Whysall is an Honorary Senior Research Associate at the Constitution Unit here within the UCL Department of Political Science. During his lifetime he quietly gave away almost all of his $8 billion fortune. Through his foundation Atlantic Philanthropies he funded massive life-changing education, health and science projects in Ireland, the US and around the world; as a proud Irish-American he helped fund the peace process leading to the Belfast Agreement. It has been 25 years since the first Assembly election following the Belfast Agreement. David Trimble, later Lord Trimble, was one of the key architects of the Belfast agreement, leading the largest unionist party at the time, the UUP. He died in July in 2022. While we know there is a Judicial Review of the Protocol in our courts, the key points on which the Protocol is being challenged haven't had much airtime. Efforts by Jim Allister to explain on the BBC Northern Ireland Nolan Show were interrupted (frequently) by the host shouting "but Brexit". With his legal hat on, we give Jim time to set out the legal case, clearly: on the fundamental risk to the Act of Union, on conflict with principles of the NI Act 1998 that underpins the Belfast Agreement, and on the Human Rights issues around democratic legitimacy.   The deflection from the cost of the Protocol, particularly to small businesses and the consumer, in suggesting that the Protocol was 'inevitable' simply reflects the intellectual shallowness of those who have already lost the argument on Brexit and continue to deny the a democratic national vote.  Slightly longer than our usual podcast, but well worth the listen to understand the deep constitutional and economic dangers that lie within the Protocol, with repercussions across the UK. And in Northern Ireland too, there has been a rise in talk of a referendum – a referendum, that is, on whether Northern Ireland should remain part of the United Kingdom or become part of a united Ireland.In this episode we're going to focus on Northern Ireland. If there were a referendum on the constitutional question there, how would it best be designed and conducted? Who would get to vote? What would the question on the ballot paper be? Would there need to be a referendum in the Republic of Ireland as well? Who would work out designs for a united Ireland? Would they do so before a referendum, or only afterwards, in the event that the vote went in favour of unification?It turns out that many of these questions haven't previously been answered. Indeed, many haven't been thought about very much. A landmark agreement was reached in 1998 between the British and Irish governments and most of the political parties in Northern Ireland – an agreement known variously as either the Belfast Agreement or the Good Friday Agreement. That brought an end to a quarter century of violent conflict in Northern Ireland and led to the creation of the Northern Ireland Assembly and the current arrangements for power-sharing government. It also included some provisions for a possible future referendum. But it left many questions unanswered.Well now the Working Group on Unification Referendums on the Island of Ireland has published a major report that seeks to fill that gap. Comprising twelve academics from six universities, including Dr Alan Renwick and Professor Robert Hazell of the Constitution Unit, the group – which is impartial as to whether there should be a referendum or what the outcome should be if there is one – has looked into all the questions I just raised, and many more. It finds that referendums on this topic may be required in the coming years, but would carry significant risks. Conducting them well would be vitally important. In his first comments on the deepening controversy over the British government's move to introduce domestic legislation that overrides some of the commitments made in the withdrawal agreement with the European Union last year, Mr Biden warned. “We can't allow the Good Friday Agreement that brought peace to Northern Ireland to become a casualty of Brexit. Any trade deal between the US and UK must be contingent upon respect for the Agreement and preventing the return of a hard border. A new report released by the United Nations shows that 1,366 civilians have been killed and another 2,446 have been wounded in Afghanistan so far in the first half of this year. That is a 27 percent decline from last year’s record numbers. 52 percent of the casualties were caused by the Taliban, ISIS, and affiliated groups, 28 percent by Improvised Explosive Devices, and 14 percent by allied airstrikes. Afghan leaders vowed to reduce civilian casualties at talks in Doha earlier this month, and Secretary of State Mike Pompeo said that the administration aims to withdraw U.S. forces from the country before the 2020 election. Medea Benjamin, the co-founder of the peace group Code Pink, joins the show. British Prime Minister Boris Johnson today reaffirmed his commitment to having no checks or impediments of any kind at the Irish border once the UK leaves the European Union. He added that his government is committed to the Belfast Agreement and will not hinder cross-border movement. But a leaked recording of Johnson speaking recently to a group called the Institute of Directors, shows that he simply does not understand the details of the border issue.
