This month, Mark talks with F. Joseph Merlino about the work he has done using grants from the National Science Foundation to reform math and science education. They talk about his work in Egypt overhauling their whole education system, working with the decision-makers to identify their biggest challenges and then how they can design school around preparing students to solve those big problems. They talk in particular about the success of the government-funded STEM schools and the role that modelers played in training the educators. They talk about formative assessment, and how it is not only for the benefit of the teacher, but also the New Era-New Urgency: the Case for Repurposing Education. They talk about the purpose for education or for teaching the particular things we teach, and the "shadows" that every teacher or reform person must confront even before walking into a school. Guests F. Joseph Merlino F. Joseph Merlino's academic background is in chemical engineering and cognitive developmental psychology. He is the president of the 21st Century Partnership for STEM Education (17 years). He has been a PI and project director of numerous large-scale NSF, IES, and USAID projects, including a Targeted Math Science Partnership involving 45 school districts and 13 colleges and universities. For the past 12 years, he has been directing a STEM project for the Egyptian Ministry of Education establishing 21 New STEM high schools and new STEM teacher prep programs in 5 Egyptian universities. He has employed many modelers as consultants on these projects. Security Council briefing by Philippe Lazzarini, Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) on the situation in the Middle East, including the Palestinian question.WHO has been working to support the Egyptian Ministry of Health and Population in planning and establishing a comprehensive triage, stabilization, and medical evacuation system, by providing ongoing training for health care staff. WHO is also working with the Egyptian Red Crescent Society to ensure that psychological trauma support services are available to patients.Our experts have visited Al-Arish, visited medical evacuation facilities and met with medical staff and ambulance paramedics who received advanced life support training. There are 65 ambulances equipped with full resuscitation and life support capabilities. Thirteen of the ambulance teams include trained emergency doctors in addition to paramedics with advanced life support training.Al-Arish Hospital will be the main first referral hospital. It has fully equipped resuscitation and intensive care facilities, and a range of surgical teams to manage severe injuries, including major trauma and burns. Onward referral arrangements to second-line hospitals in Egypt are also in place.Thousands more people inside the Gaza Strip continue to need access to urgent and essential health services amid shortages of medicines, health supplies and other aid such as fuel, water and food. Those in serious need include thousands of seriously injured civilians (many of them children); more than 1000 people who need kidney dialysis to stay alive; more than 2000 patients on cancer therapy; 45 000 people with cardiovascular diseases; and more than 60 000 people with diabetes. These patients must be able to have sustained access to health care inside Gaza. Kareem Gad is an Egyptian master teacher, co-founder and co-director of Bell'Masry Dance Company based in Paris, France. Since childhood, his curiosity about art led him to discover and study the art of singing, music, poetry, percussion, acting and dance. He was a solo dancer, coach and choreographer at the official troupe of the Egyptian Ministry of Youth, solo dancer at the Egyptian National Theater, member of the teachers team in Tawasol Foundation of Arts, choreographer for the Higher Institute for Dramatic Arts's Graduation Projects in the Egyptian Academy of Arts. Kareem has a Bachelor of Arts and History of the Civilizations of Ancient and Modern Near East. He did a lot of research in Egyptian folkloric heritage and oriental dance. JUFO (FV: EGP14.00, OW) released 1Q23 bottom line of EGP339 mn (+134.9% YoY, +107%, QoQ), backed by enhanced gross profitability, cost-cutting measures, and exports, despite the heightened interest expenses and FX losses. Price increases did not compensate for volumes drop. JUFO is trading at a FY23 P/E of 11.1x and an EV/EBITDA of 6.1x.EAST (FV: EGP24.72, OW) released 3Q22/23 bottom line of EGP1,801 mn (+35.3% YoY, -11% QoQ) backed by the company's interest income and FX gains. The squeeze in gross margins sequentially is due to the rising costs starting to catch up with the company. The price increase implemented by March 2023 is expected to reflect by 4Q22/. EAST is trading at a FY23/24 P/E of 6.4x and an EV/EBITDA of 2.9x.ARCC (FV:EGP9.94, OW) posted consolidated 1Q23 attributable net income of EGP242 million (+4-fold YoY, +2.5-fold QoQ). The surge in earnings was attributed to considerable revenue growth as well as healthy margins, despite forex loss of EGP104 million. Selling price increases outpaced that of production costs. ARCC is trading at FY23e P/E of 5.1x, EV/EBITDA of 2.7x and EV/ton of EGP636.MBSC posted its unaudited financial results for 1Q23 recording earnings of EGP61 million (+29% YoY, -75% QoQ). The annual surge in earnings was supported by almost nil tax expense and forex losses reported in other comprehensive income. The sequential drop came as a result of the reversal of the EGP380 million provision booked in 4Q22. Lower sales volumes. MBSC is currently trading at FY23e P/E of 11.1x, EV/EBITDA of 9.1x and EV/ton of EGP675.  MBSC board of directors approved purchasing 10% of the company's total shares as treasury shares.Siemens - SWDY (FV: EGP19.97, OW) consortium has now a higher chance to win the bid for the rehabilitation of hydroelectric power plants in Aswan (EUR41 million) after the withdrawal of Sinohydro-Power China consortium from competition. The Egyptian Ministry of Housing is close to presenting the first package of water desalination projects (29 projects) to the private sector. PHDC (FV: EGP3.91, OW) achieved solid 1Q23 sales of EGP6.8 billion, up 22.3% y/y and down 20.1% q/q, supported by sales in Badya and in Palm Hills Alexandria. Net profit in 1Q23 reached EGP252.7 million, down 14.3% y/y and 26.8% q/q, due to a 145.1% y/y increase in finance cost to EGP368.4 million. BINV released positive 1Q23 financial results, where the consolidated bottom line recorded EGP331 mn implying 15x growth y/y. 1Q23 net income excludes a capital gain of EGP530 mn resulting from the sale of  BINV's stake in TOTAL Energies Egypt (which was booked in the retained earnings directly). 1Q23 comprehensive income reached EGP 861 mn. BINV is currently trading at P/E23 of 5.4x and P/B23 of 1.1x.HDBK 1Q23 standalone bottom line recorded EGP1,325 million (+163% q/q, +107% y/y, driven by 1) robust margins, 2) strong non-interest income, and 3) slower growth of OPEX than operating income. HDBK is currently trading at 2023 P/E of 4.0x and P/B of 0.8x.CANA's 1Q23 net profit recorded EGP251 million (+161% y/y,-63% q/q), on the back of strong top-line growth (+90% y/y), and strong non-interest income growth (+302% y/y), driven by FX gains. Sequentially, there is a high base effect (EGP666 million). FRA has approved CANA's latest round of capital increase, from EGP3.6 bn to EGP4.3 bn, through 0.194 bonus shares/CANA share. The stock is currently trading at P/B23 of 0.3x and P/E23 of 2.5x.Orascom Investment Holding (OIH) is exploring investments in Uzbekistan's renewables and hospitality sectors, as part of a USD1.2 bn investment plan.AIH released 1Q23 standalone financials where the bottom line recorded EGP9.2 million (-75%y/y, -62.3%q/q) on the back of higher provisions, and weaker top-line. Since 1978, Aegela's love of Middle Eastern dance has taken her throughout the US and to the heart of the art—Egypt. It was on her first tour that Aegela was awarded the coveted Lifetime Performer's license by the Egyptian Ministry of Culture, an honor held by only 11 foreigners. While working in Egypt, Aegela enjoyed the privilege of studying with famed dancer/choreographer Mahmoud Reda, of the Reda Troupe, and with Madame Busi, principal dancer with the National Folkloric Company.During her teaching career, Aegela has conducted classes for the deaf and hearing impaired, and devised a format for use in occupational therapy rehabilitation programs assisting women in regaining range of motion. Recently, she developed a dance program for women recovering from strokes. Aegela frequently lectures in major universities on the topics of Middle Eastern art and music. Speaking engagements have included Emory University School of Near Eastern Studies, Georgia State University, and Mercer University. Historian and musician Dr. George Sawa is the author of multiple books. He has published over 50 articles on Arabic music in journals and encyclopedias, and is frequently invited to give lectures and concerts worldwide. In 2005, he received the prestigious Lifetime Achievement Award from the Egyptian Ministry of Culture for his research in Arabic music history. His CD, The Art of the Early Egyptian Qanun, Vol. 1, was nominated for a JUNO Award in World Music in 2009. Dr. Comite is an endocrinologist specializing in the emerging field of 'precision medicine'. More about Dr. Comite:Dr. Florence Comite is a noted Manhattan endocrinologist.  Dr. Comite graduated from Yale University School of Medicine in 1976 with awards for original research and continued at Yale with a residency in Medicine. She then completed a fellowship in Reproductive Endocrinology (multidisciplinary training incorporating Medicine, Pediatrics, Gynecology and Andrology) at the National Institute of Child Health and Human Development (NICHD). She remained at NIH as a Senior Clinical Associate until 1984 and joined the Yale faculty in 1985, where she continued her clinical efforts and research focused on Hypothalamic – Pituitary – Gonadal function in men, women, and children.  From 1988 to 1998, Dr. Comite founded and directed Women’s Health at Yale as an Associate Professor in Endocrinology in the Department of Internal Medicine and Pediatrics as well as Reproductive Endocrinology in the Department of Obstetrics and Gynecology. From 1994 to 1995, Dr. Comite was a senior Clinical and Research Advisor to the NIH Offices of Alternative Medicine (OAM) and Research in Women’s Health (ORWH). A career diplomat, Ambassador Shoukry has previously served as Egypt Permanent Representative to the United Nations in Geneva, as well as in Egyptian embassies in London, Buenos Aires and the Permanent Mission of Egypt in New York. A specialist in disarmament and non-proliferation issues, he has formally held senior posts in the Egyptian Ministry of Foreign Affairs and has served as Secretary for Information and Follow-Up for President Hosni Mubarak. Ambassador Shoukry joins the Council to discuss US-Egyptian relations and recent developments in the Middle East.
