The Equity Multiplier -- a new $300 million component to California's Local Control Funding Formula (LCFF) -- is rolling out this school year. Guests Natalie Wheatfall-Lum and Sara Pietrowski join Jason Willis to describe how the Equity Multiplier works, how it came about, and related changes to the state's accountability system, including what districts must now report in their Local Control and Accountability Plans (LCAPs). Along the way, they consider broader policy issues and implications for targeting LCFF funds directly to the school sites whose student populations generate them; helping LEAs better identify and address the needs of all of their students; and the importance of focusing on Black student achievement in particular. The Equity Multiplier is one piece of a larger set of changes to California's accountability system that were enacted as part of the 2023-24 state budget. Eligibility for the additional funding is based on two indicators at school sites: prior year non-stability rates of greater than 25 percent and prior year socioeconomically disadvantaged pupil rates greater than 70 percent. Similar to LCFF, the funds flow from the state to school districts or other local education agencies; however, in a shift from LCFF, Equity Multiplier funds are required to be used at the school sites that generate them. Steve Sanders currently serves as Chief of Staff for the Kern County Superintendent of Schools (KCSOS). In his role he provides direct support to the elected Kern County Superintendent of Schools, and he oversees the Communications Division for KCSOS and its educational television station KETN, in addition to overseeing the California Living Museum (CALM) and the Kern County Network for Children. There are 46 local school districts here in Kern County and they discussed where and who to reach out to for resources and programs like CALM and Camp Keep. Steve was also able to explain the structure of the board of trustees and superintendents as well as their roles. They also touched on SALPA programs which were created for children with special needs. Steve left us with 4 tips: look up your districts LCAP (budget) and district page, attend local back to school night, meet your teachers and Principal, and read over the districts back to school packet given to all parents. We all know that good boundaries are pretty much essential if we want happy relationships. There is a lot of confusion, though, about what exactly a boundary is and how to make it work. Can we have too many boundaries? Should we ever compromise on the boundaries we set? This week Andrew talks about boundaries with Graham Johnston and Matt Wotton, psychotherapists and co-founders of the London Centre of Applied Psychology. Matt and Graham share their own experiences of creating good boundaries in both love and parenting, and what it means if we are struggling to get this right. Our ability to set boundaries is linked closely to our attachment style: those with an anxious attachment may allow their boundaries to crumble too easily; while those with an avoidant attachment can have so many rigid boundaries that they struggle to let anyone in. With more than 18 years of experience in high-poverty schools as an elementary teacher and administrator, Dr. Baker-Busby enjoys helping teachers and leaders use assessments to improve learning outcomes. She works with educators to create collaborative teams focused on using assessment data to make real-time instructional decisions. As an elementary principal, Dr. Baker-Busby helped high-performing collaborative teams embrace the PLC at Work process by focusing on the three big ideas—collaboration, learning, and results. As a result, teams created common formative assessments and used the results to improve their practices and determine students who need additional time and support. Zandra has worked in public education for the past 28 years. Prior to joining GUSD, she served as the Assistant Superintendent of Educational Services for Gonzales Unified School District where she coordinated all educational programs, the LCAP development process and budgets, and managed all state and federal programs. Superintendent Galvan began her career as an elementary classroom teacher for the Greenfield Union School District where she also attended kindergarten through graduation. Returning to serve as Superintendent allowed her childhood dreams to come true. She has always been passionate about returning to and serving her community since she was a child and has been able to implement some exciting programs while leading as Superintendent. Over the last 45 months, she has implemented a GUSD District Strategic Plan with an LCAP-aligned vision, mission, core values, and board of trustee priorities; implemented the Professional Learning Community system of collaboration around essential standards mapping, identified learning targets through teacher clarity, implemented a local, formative common assessments protocol, instilled an effective method of frequent, on-going data analysis; implemented 21st century classroom furniture and designed innovative LEGO & Apple learning lab spaces at all elementary sites for students to build, innovate, create and prepare for their successful postsecondary college and career futures. Superintendent Galvan is a consultant and professional development facilitator. On this episode, with layoffs looming, I chat with Josh Isenbarger who is the president of the CSEA in Antioch for the Antioch Unified school District (Classified Employees). Due to budget cuts, they are anticipating layoffs all while leadership at the teachers union is requesting a 2% raise. Isenbarger highlights how they hope going forward teamwork can be the priority which would help save as many jobs as possible within the District. 01:42 – Who is the CSEA and what do they do? 02:26 – Governor Newsom’s May Revise with $7 billion in cuts, LCAP cuts. What does it look like to CSEA. 03:55 – Why should parents care about these cuts? Classified employees will be laid off. 05:16 – Food Services feeding students during SIP – demand more than doubled. If cuts occur, how are local community going to be fed? At home learning, with distance learning, staff is needed. 07:38 – We talk about the teacher’s union leadership seeking a 2% raise which could cost classified jobs. 11:19 – How has COVID-19 changed job descriptions and effort just to clean a campus and then how going back to school may look like with extra cleaning? 14:18 – What is going on with bus drivers? What are they doing? 16:16 – CSEA has an open contract, not looking for a raise at this time, keep it the same in terms of pay. Concessions and what they get are still being negotiated. Working more to keep as many people as employed. 17:25 – A lot of CSEA live locally, if laid off, less money into the community. 19:37 – Friday, the plan for job cuts will come out. What does the future hold in terms of job loss? 21:16 – a 2% raise for teachers, its not that its not warranted, its just COVID-19 has changed the landscape and the MOU, a raise is not realistic. 22:21 – Where is the teamwork between AEA and CSEA? 25:00 – What is the goal once the budget recommendation comes out? 26:30 – Where is the superintendent and leadership in all of this? 28:15 – What about the school board? Where are they at?

Dr. Angelica M. Ramsey has served as the Superintendent of Schools for the Pleasant Valley School District since July 2016. Under her leadership, PVSD created and published a three-year strategic plan entitled Vision 2020: Excellence for All. The plan outlined newly formulated goals, articulated commitments aligned to LCAP priorities, and identified specific strategies to meet goals. Dr. Ramsey holds a bachelor’s degree from the University of the Pacific, a master’s degree from the University of Texas at El Paso, an educational specialist degree in teaching and learning from Liberty University, and a doctorate of education in educational leadership from Liberty University.
