An international aid agency is calling for Israel to be held accountable for alleged war crimes following attacks on dozens of hospitals and clinics in Lebanon and the deaths of almost 100 healthcare workers. Israel is targetting militant group Hezbollah in what it's called the "new phase" of its war on Gaza following the Hamas led October 7 attacks. According to reports from the United Nations and Medecins sans Frontieres, more than 90 healthcare workers have been killed in military strikes in Lebanon alone; 50 health care facilities damaged and almost 65 medical transports hit. Under international law, health facilities cannot be attacked and the protection extends to patients and medical staff, with only a few exceptions to the rule. Medecins san frontieres or Doctors Without Borders said unless law breakers in war are held to account - there will be more innocent people killed. Simon Eccleshall spoke to Lisa Owen.

In this episode co-hosted with Dr. MohammadAli Jardali, we discuss with Dr. Hasan Ismail, a family medicine physician whose clinic was in the Southern suburbs of Beirut and a medical advisor for Medecins du Monde, the critical topic of medical care during the recent Lebanese war. We explore the challenges face by healthcare professionals and institutions during this conflict.  Given Dr. Ismail is intimately involved in the conflict having family who have been displaced due to the crisis, we approach the conflict from a different lens. We explore his experience providing free health care to the community of displaced persons, while himself being displaced with his family. Il s'agit d'un drame qui raconte le conflit entre le Secrétaire du Comité régional du Komsomol, l'organisation de la jeunesse communiste, qui en a oublié les principes et le chef de cette organisation à l'Institut de médecine Paromov. On peut y lire : "... La loi de la vie est une calomnie de notre jeunesse étudiante. Ceci apparaît clairement dans la scène de la soirée organisée par les étudiants en médecine. Les auteurs du film ont présenté cette scène comme une beuverie. Les étudiants et les étudiantes s'enivrent jusqu'à en avoir des hallucinations. Les auteurs du film savourent tous ces détails et montrent des dizaines de fois cette débauche insouciante d'ivrognes. Mais dans le film, ni l'administration de l'Institut, ni les organisations sociales, ni les étudiants eux-mêmes, futurs médecins, n'interrompent ces débordements : au contraire ils y participent tous. Où les auteurs ont-ils vu de telles scènes ? Où les auteurs ont-ils vu que notre jeunesse étudiante se retrouvait dans les mêmes fonds que la jeunesse bourgeoise ? Toutes ces scènes sont une calomnie de la jeunesse étudiante soviétique… » Le scénariste du film, racontera que l'article a été relu et corrigé par Staline lui-même. Une commune wallonne sur deux est en pénurie de médecins généralistes. Sans surprise, les zones rurales sont les plus touchées. En Province de Luxembourg, l'expression « désert médical » est désormais utilisée. Dans ce podcast, vous entendrez des médecins de campagne. Ils sont débordés. Une majorité d'entre eux est même contrainte de refuser de nouveaux patients. L'isolement et les longs trajets consacrés aux visites dissuadent de plus en plus de jeunes médecins de s'installer à la campagne. Mais cette pénurie touche aujourd'hui aussi les villes, particulièrement les quartiers populaires. Pour les syndicats, le manque de médecins est partout et pourrait même s'accentuer à l'avenir. Soigner prend plus de temps qu'avant, les jeunes travaillent moins que leurs aînés, beaucoup abandonnent le métier dans les premières années ou font un burnout. Les généralistes sont aussi vieillissants, près de la moitié ont plus de 60 ans et prendront leur retraite dans les années à venir. Malgré ce constat, l'accès aux études de médecine est toujours limité. Seulement 300 nouveaux généralistes par an sortent des universités francophones. Est-ce suffisant pour compenser les départs, les abandons. Les généralistes eux-mêmes n'y croient pas. There's a humanitarian crisis taking place at Panama's southern border and in northern Colombia where thousands of migrants ranging from countries such as Venezuela, Cuba, Haiti and as far-flung as Congo, Syria and Nepal are lining up to cross the Darien Gap in the hope of some day reaching the United States of America. On this week's Colombia Calling podcast, we have the honour of talking to Raul Lopez, project coordinator and Doctor Fabiola Pintado, both of Doctors Without Borders (Medicos sin Fronteras, Medecins sans Frontieres) at their location on the frontline in the town of Bajo Chiquito in Panama. Lopez and Pintado speak to us about the awful state of the migrants emerging from the jungle after the 7-10 day trek of 60 miles through one of the world's most dangerous jungles. Women are raped, people are murdered, robbed, children washed away in turbulent rivers, people collapse from exhaustion are forced into being drugs mules and more. This is harrowing story of human suffering and is one which deserves to be widely heard. Il/elle supervise la sécurité de l'équipement et les installations, en adoptant toutes les mesures de sécurité nécessaires pour éviter tout dommage aux utilisateurs. Responsabilité des entraîneurs et des instructeurs Ils peuvent être appelés à répondre des dommages causés ou subis dans le cadre d'activités sportives menées sous leur direction ou leur supervision, en cas de comportements d'engagement ou d'omission Responsabilité des clubs Les clubs sportifs sont responsables : - effectuer le suivi de l'état de santé des athlètes - de prendre soin et d'entretenir les installations de compétition et d'entraînement afin de l'intégrité des athlètes et des spectateurs (également à proximité de tels lieux) Responsabilité du médecin du sport Le médecin du sport est tenu de respecter un maximum la diligence, qui est plus grande que celle requis d'un médecin généraliste. La responsabilité du boxeur Dans ce sport, les blessures que l'athlète peut subir font partie du risque professionnel, assumé volontairement. La mêlée sportive ne s'applique que s'il y a une constatation : - le respect du règlement sportif ; - la poursuite exclusive d'objectifs compétitifs ; - l'action s'inscrit dans le strict exercice et dans les limites de l'activité sportive. Le boxeur qui n'adapte pas son propre esprit de compétition au physique des conditions de l'adversaire est responsable, dans ce cas, d'un homicide involontaire. Ghada naît et grandit au Liban dans les années 60, au milieu de 3 frères et dans un climat qu'est celui d'un pays en guerre. Suite à ses études de médecine, elle réalise un stage dans une maternité. Elle découvre la magie de la naissance et c'est le coup de foudre pour cette spécialité qu'est la gynécologie obstétrique. Ashlee Betteridge caught up with Paul during his recent visit to Canberra to discuss MSF’s work in PNG and the challenges facing the health sector more broadly. Watch Video | Listen to the AudioHARI SREENIVASAN: As we reported yesterday there are now more than 2600 confirmed or suspected cases of Ebola and more than 1400 deaths resulting from the virus. All of the cases had originated from West Africa. For the latest on the health crisis we are joined via Skype from Accra, Ghana by Drew Hinshaw of The Wall Street Journal. So earlier this week we saw some disturbing images out of Liberia, a neighborhood there, West Point, had been quarantined and people were starting to fight back against the police. Have tensions eased? DREW HINSHAW: Right, tensions right now are a little bit easier than they were a few days ago but the fundamental problem in Liberia, which is really one of government mistrust is still there. This is a country that fought a 14 year civil war, one of the most horrific in modern memory. There's a real gulf between the governed and the government. The fundamental problem which is that people think that Ebola is a conspiracy or a government started rumor is still there and right while there's not a clash right now, there's a high probability that there will be more in days to come especially as people get hungry in that quarantined neighborhood. HARI SREENIVASAN: Right, I mean this is a neighborhood of 75,000 people and fear spreads a lot easier than the virus does. DREW HINSHAW: This is a really easy disease to contain. What happens is people panic and when people panic they start believing people they've trusted all their lives, their priest, their traditional healers, their community leaders and a bureaucrat from the Liberian Health Industry doesn't have as much sway when the virus pops up their neighborhood. HARI SREENIVASAN: Do the governments there have a plan for it established yet ? Are they calling for outside assistance? DREW HINSHAW: They're the first ones to tell you that they're making this up as they go along. I think what happened was in April, there was a dip, and everyone thought oh ok this virus is burnt out and then it just came out of nowhere and just swamped these governments in June, July. What you're supposed to do is trace person to person. You're supposed to say if I have it, who have I touched while contagious, you monitor them, if they catch it you find out who they've touched while contagious and you isolate it like that. We're way past that point where Liberia and Sierra Leone can easily do that. They're having to pull out this last ditch thing. HARI SREENIVASAN: You've been going in and out of Liberia I mean the health care workers, their story seems even more compelling. You've got nurses who haven't been paid, they've been walking off the job, doctors in Nigeria for example who are trying to strike out of some fear and out of concern for themselves. So in populations in Sierra Leone or Liberia who's there to care for these patients? DREW HINSHAW: Exactly, I mean you brought up a good example. Doctors were on strike in Nigeria before Ebola got there. They were already on strike over a different issue and in Liberia and Sierra Leone doctors were both not fantastically trained and they didn't have a lot of equipment like rubber gloves. So the healthcare system was gutted beforehand and now it's completely collapsed. Medecins sans Frontieres (Doctors Without Borders) are really pulling a lot of weight here and they're the first to say that they can't do this by themselves. What they were wondering is where other aid groups are. When you look at other calamities like the Haitian earthquake or things like that you get so many aid groups sometimes that there's a jam at the airport. When you land at the Monrovia airport in Liberia you don't get that since. You get a sense that this is acountry that's been abandoned by the same aid groups who had had long standing relationships with LIberia.
